Qualifications:  Master’s degree in law, international development, democracy and governance, sociology or a relevant field required, Ph.D. or J.D. strongly preferred.  Minimum 8-10 years relevant work experience with public sector re gulatory and legal reform. Technical knowledge of best practices in regulatory and legal reform, skills to build capacity for regulatory and legal reform.  Experience with reforms and policies related to anti-corruption, financial or procurement reforms, access to information and other open and accountable governance mechanisms, policy reform and implementation, and/or public administration.  Experience engaging civil society organizations and/or increasing gender and social inc lusion required.  Experience with parliamentary oversight and public accounts and financial committees preferred  Intellectual leadership and management skills necessary to develop, articul ate, and implement a vision for SDGAP. Familiarity with Sri Lanka n political institutions is highly desirable  Demonstrated ability to operate prudently, effectively and diplomatically in a highly political environment  Ability to work effectively with broad spectrum of counterparts, from USAID personnel, senior level of ficials in the public and private sectors, local organization partners, subcontractors as well as project staff.  Excellent oral and written fluency in English required, fluent Sinhala or Tamil preferred. Duties may include:  Support the Ministry of Public Administration and Management to implement key public administration reforms and build the capacity of the public administration, including increasing awareness and compliance with public service codes of conduct, ethics, conflict of interest rules; conduct and assist i n the development of stronger enforcement mechanisms and right to information  Assist various reform processes with Government of Sri Lanka (GSL) institutions, key public administration reforms including accountability reforms, Open Governance Partnership, and public service codes of conduct, ethics, conflict of interest rules; conduct and a ssist in the development of stronger enforcement mechanisms  Support the adoption and roll out of a government performance management framework and assist the GSL in developing standardized processes and procedures and capacity for strategic planning policy - making and strengthen strategic planning and policy coordination mechanisms within the GSL  Support the Parliament to improve its research and a nalytical capacity to evaluate proposed policies, legislation and regulatory impact  Provide training in areas such as research methodology, policy analysis, public finance, and comparative institutional reviews, for employees of ministries, commissions, legislative committees an d research staff, and possibly sub-national governing units.
