Results of Evaluation by five criteriaRelevance (The criteria to see whether the project’s objectives respond to the needs of beneficiaries)
Evaluation: Very High
• Central Vietnam is prone to water related disasters. The need for the Project is strongly felt by local residents.
• The selection of the counterpart organizations was appropriate to implement the Project. Given the frequency and magnitude of disasters in Central Vietnam, the selection of the target provinces was also appropriate.
• The concept of the Project is in line with the framework and priorities for action in the Sendai Framework for Disaster Risk Reduction 2015-2030.
Effectiveness (A criterion to measure how much the project purpose has been achieved.)
Evaluation: High
• GOV can use the two examples of IFM planning and implementation to mainstream IFM as well as improve its viability and effectiveness.
• Real-time data sharing between HMC and DARD in the pilot provinces can be shown as a good practice.
• The Project demonstrated the methods of riverbank protection that can be applied to other regions especially in northern and central Vietnam. Dyke inspection manual can be also applied to other provinces.
• The salient features of the CBDRM conducted by the Project (use of scientifically supported information such as flood risk analysis and hazard map, cooperation between the community and school) can be applied to implement the decision 1002.
Efficiency (A criterion for considering how inputs are converted to results)
Evaluation: High
• The Project activities have been conducted mostly as scheduled. Such an activity as the construction of structural measures in Quang Binh was completed one year earlier than scheduled.
• The delay of project approval in the pilot provinces made CP difficult to conduct some activities. This was solved in the later half of the Project duration.
• The team confirmed good working relationship between the expert team and the CP organizations, which helped facilitate progress.
• The Project had a variety of activities and outputs, but each province conducted different activities. Therefore, it was difficult to manage the project in a consistent manner.
Impact (prospects of effects of the project in a medium and long term perspective)
Evaluation: High• Expected impacts include the roll-out of good practice of IFM to other
provinces. MARD is interested in introducing IFM in 21 provinces. There is a good potential for the Project; therefore, securing a budget for IFMP is critically important for scale-up of IFMP.
• Real-time data sharing has been devised in the pilot provinces. This can be played up to the central agencies and also scaled up to other provinces.
• Cost-effective structural measures can be also promoted with guidelines provided by MARD. Dyke inspection manual can be also applied to other 19 provinces with dikes.
• Decision 1002 set targets for each province to conduct CBDRM. Therefore, the DARDs in the pilot provinces expect that CBDRM to be conducted by the Project would be utilized as the model and applied to other communes.
Sustainability (A criterion for considering whether produced effects continue after the termination of the project)Evaluation: There are some issues.
• Institutional and policy sustainability is high. The law on NDPC and the law on hydrometeorology provide the good environment for inter-agency cooperation. Cooperation between DARD and NCRHMC/HMC is likely maintained in the pilot provinces.
• Technical sustainability has some risk factors. HMC/NCRHMC still need to improve the capacity to conduct flood risk analysis, which will be required periodically for the review of IFMP.
• It is critically important to secure a sufficient budget for the implementation of IFMP in T.T. Hue and Quang Binh. In T.T. Hue, IFMP functions as the basis to attract donor investment in alignment with IFMP. Yet, the agencies in T.T. Hue face difficulty in implementing some programs in the action plans due to shortage of a budget. This continues to remain one of the important issues for the viability of IFMP.
Recommendations
Measures to be taken before the end of the Project duration:
<IFMP>
• To complete the development of implementation plan of IFMP and its budget plan in Quang Binh, the revision of IFMP and the budget plan in T.T. Hue and the manual for IFMP based on the Project’s experience.
• To promote the provincial disaster prevention fund to the companies and individuals as well as encourage the private sector in the development of IFMP in Quang Binh and T.T. Hue
• To invite other provinces at the final annual seminar and present the experiences of the Project
• To discuss the list of the projects in IFMP among all the relevant agencies to identify priority projects for the implementation plan in Quang Binh
• (The Japanese expert team, MARD and MONRE) To share the Project’s experiences for the implementation of the law on hydrometeorology and document necessary future actions in accordance with the laws.
Recommendations
<Flood risk analysis>
• (NCRHMC and HMCs) To enhance the capacity through learning from the Japanese expert team to conduct flood risk analysis so that NCRHMC can technically support HMCs after the end of the Project duration and that HMCs can conduct flood risk analysis by themselves.
• (DARDs) To distribute their respective hazard map developed by the Project to the districts for awareness building and development of disaster management plan at the district level
• (DARDs and NCRHMC/HMCs) To document the their achievements in terms of coordination and data sharing among DARD and HMC at the province level and submit to their respective higher authorities
Recommendations
<Structural measures>
• (MARD) To share the reference materials produced by the Project with DARDs in other provinces and present the experiences of pilot construction work in Quang Binh and Ha Tinh to other provinces
<CBDRM>
• (The Japanese expert team and four provinces) To compile all the outputs of the Project and develop standard procedures that can be utilized to other communes under Decision 1002.
• (The Japanese expert and the four provinces) To present the outputs of the Project and standard procedures to MOET and DOET in the four provinces for scale-up.
Recommendations
Measure taken after the end of the Project duration:
<Flood risk analysis>
• (MONRE and NCRHMC) To secure a budget to continue training on flood risk simulation by NCRHMC to HMCs on a regular basis
• (DARD and NCRHMC/HMC) To discuss with PPC to secure a budget for cross-section survey that needs to be conducted periodically and share the survey data among the relevant organizations
<CBDRM>
• (PCFSC and DARDs) To encourage the interested companies and individuals to contribute to the province’s disaster management fund and use the fund for CBDRM
