We continue to see Christian Action making big strides in its service programmes as we stepped into our ��st year.

In the Training Services area, we have been developing programmes for corporations in the areas of team building and emotional management, while providing Parental Information Technology (PIT) in schools, with a target of �00 projects by year-end. The opening of the Cyber Centre in New Horizons Building will take place soon.

The Social Services Division is constantly growing with its scope of services and facilities. The opening ceremony for Integrated Service for Ethnic Minorities was unveiled on September ��, �005 in the Sau Mau Ping Service Centre. The Chungking Mansions Service Centre has offered assistance to over �,000 asylum seekers since its opening in �00� and is geared up towards providing more shelters and legal aid to the destitute refugees. The Domestic Helpers & Migrant Workers Programme has helped settle over HK$ � millions compensation for our clients in the year 05/06. We set up an office in Shenzhen in �005, among one of the very few NGOs in Hong Kong, to provide counseling, recreational and educational services to cross-border students and their parents. Christian Action is also one of the three local NGOs in Hong Kong to provide youth employment services to ethnic minorities.

On the China side, the construction of the 7-storey Xining Children’s Rehabilitation Centre is ongoing, which will enable us to provide greater help to the disabled children in our Home and in the community. We saw more children admitted to our Home, while others were adopted. We have also sent some children for major surgeries in Beijing and Hong Kong.

During �005-�006, Corporate Communications have focused on fundraising, media relations, VIP visits, presentations and preparations for our third Flag Day. In October �005, our Executive Director accompanied by a colleague from Corporate Communications participated in the China Challenge �005 in the USA, resulting in good fundraising.

I am confident that we will be able to continue and expand our worthwhile programmes for the needy and displaced in society for many more years to come, with the help of our dynamic Executive Director, the ever-helpful Executive Committee and our committed staff. Our staff continues to rise to the challenges placed before them and to adapt to changing circumstances, yet never losing sight of CA’s objectives. A big thank you to them all for their hard work, dedication and success. Thank you.

踏入基督教勵行會的第二十一年，我們的各類服務

項目繼續向前邁進了一大步。

在培訓服務方面，我們為企業設計了一系列的培訓

課程，包括團隊建設和心理訓練。另外，我們計劃

今年內向�00間學校提供家長資訊科技講座。而我

們總部的數碼中心也即將投入服務。

本會的社會服務在範疇和服務設施方面都有顯著

的擴充：少數族裔綜合服務中心於05年的9月 ��日在秀茂坪服務中心揭幕；重慶大廈服務中心

自�00�年成立以來，至今已向超過�,000名的尋

求庇護人士提供協助，並計劃向貧困無助的難民提

供更多的收容所和法律援助；外籍傭工輔導計劃在

05/06年度，為我們的受助人爭取到超過�00萬

港幣的賠償；我們於05年在深圳成立辦事處，為

跨境學童及其父母提供輔導、文娛和教育服務，在

大陸提供這類服務的非牟利機構廖廖可數；本港只

有�個團體向少數族裔的青年提供職業服務，基督

教勵行會是其中一個。

在中國大陸，我們正在西寧市兒童福利院的旁邊建

構7層高的康復中心，以期為更多本院和社區的殘

疾兒童提供治療。福利院在今年收養了一些新的棄

嬰，安排了一部份兒童接受領養，還送了不少院內

兒童到北京和香港做手術。

在05/06年，企業傳訊部專注籌款、聯繫傳媒、

安排嘉賓參觀、演講和為本會的第三個賣旗日做

籌備。在05年�0月，我們的總幹事在企業傳訊

部人員的陪同下，參加了美國的China Challenge �005，為本會募集了不少善款。

我有信心在以後的幾年裏，在能幹的總幹事、熱心

的執行委員會成員及盡職的員工的支持下，繼續擴

展基督教勵行會的服務。本會的員工在面對每一項

挑戰時都能適當處理，隨著情況的不同而改變，並

與此同時堅守本會的信念。在此為我們同事的埋頭

苦幹、堅持和成績致以最誠摯的感謝。謝謝你們！

“You have been a refuge for the poor, a refuge for the needy in his distress, a shelter from the storm and a shade from the heat. (Isaiah �5:�)”

Hong Kong is a place of plenty, a safe place where there is freedom, a shopping haven for those of us who love “branded” goods, be it in Landmark or Granville Road and most of all a place of generosity. The Hong Kong government is a well known, resourceful and responsible government that provides a “safety net” for those whose earning capacity due to one thing or another, is hampered. It has always been said there are “no poor” in Hong Kong society, such is the generosity of the Hong Kong government.

In every society, sadly, there are poverty and justice gaps and Hong Kong is no different. Christian Action’s mission is to help the poor and disadvantaged in society regardless of nationality, religion, race or gender. We are proud to say since our inception in �985 to help the Vietnamese Boat People in Hong Kong, we are still helping the poor and disadvantaged in society.

In �005-�006, we continued to help the middle-aged unemployed person get a job, the “double-loss” teenager find his path – either to continue education or find a suitable career, the foreign domestic helper who had hot soup poured over her because it did not taste good, the asylum seeker and his family who desperately ran away from persecution in their country of birth afraid to lose their lives, the ethnic minority child who had to grapple with learning Chinese and the Hong Kong way of life, the new arrival woman with young children who must get a job because she was not eligible for welfare due to a change in government policy, the abandoned child who needed a complicated surgery to survive in order for us to find her a good family and lastly, the ethnic Tibetan widow and her child who rely on less than RMB � income per day and need a roof over their heads to shield them from a winter of -�5 degrees Celsius.

All of us in Christian Action are honoured that God has given us the opportunity to serve those in need – “a refuge for the poor, a refuge for the needy in his distress, a shelter from the storm and a shade from the heat……” However, we can only do it with the generosity and kindness of our friends, donors and volunteers. We can only do it with the favour and blessing from God where we draw our strength and wisdom.

I want to give my heartfelt thanks to my very committed colleagues without whom no good work can be achieved and my wonderful and supportive Board of Directors. May we, as a team continue to serve the underprivileged and deprived persons with compassion, courage and the love of God.

香港是一個富庶的社會，一個安全又自由的地方，

一個購物天堂，不管是置地廣場或是加連威老道，

熱衷品牌的人都能找到「心頭好」。不得不提的

是，香港是一個慷慨的城市。香港特區政府以靈活

和盡職著稱，並為那些入不敷支的市民提供一個

「安全網」。常言「香港沒有窮人」，由此可見香港

政府的慈悲情懷。

每個社會都難免有貧富懸殊和不公平的現象，香港

當然也不例外。基督教勵行會的使命是幫助社會上

貧困和弱勢的社群，不論其國籍、信仰、種族或性

別。讓我們引以為傲的是，自�985年援助越南船

民以來，至今我們仍以幫助社會上貧困和弱勢的社

群為己任。

在�005-�006年，我們繼續幫助中年失業人士

找工作；幫助「雙失」青年尋找志向，要麼繼續學

業，要麼開始就業；幫助被僱主挑剔食物味道，繼

而被潑以熱湯的外籍僱工；幫助被迫害，生命受到

威脅的難民；幫助努力學中文及適應香港生活的少

數族裔兒童；幫助不夠資格申領社會福利，要一邊

帶著子孩，一邊工作的新來港婦女；幫助遭遺棄的

命懸一線的兒童，安排他們做手術，並為他們尋找

新的家庭；為每日收入低於�元人民幣，住在青海

省的藏族寡婦和她們的子女，搭建禦寒磚屋渡過零

下�5攝氏度的嚴冬。

基督教勵行會的全體仝人感謝神給我們奉獻的機

會：「你就作貧窮人的保障，作困乏人急難中的保

障，作躲暴風雨之處，作避炎熱的陰涼。」然而，

我們的服務有賴各位朋友、捐助人和義工的慷慨及

善心，有賴神的關愛和祝福，並給予我們力量和智慧。

我衷心感謝盡心盡力工作的同事，沒有他們，我們

的工作不可能完成，還要感謝各熱心的董事會成員

的支持。願我們能一直同心協力，秉著仁慈、勇氣

和愛為弱勢社群服務。

Training Services培訓服務

Marketing & Liaison DepartmentBesides promoting our courses in the competitive education market, the other important job aspect of our Marketing & Liaison Department is to establish and consolidate a working relationship with employers. Our employer network covers various sectors like property and security management, hotel and beverage, retail, beauty, commerce and different service sectors.

In the past year, we have organized many promotional events including Food, Beverage and Retail Job Fair, Security and Property Management Job Fair and Domestic Helper, Foot Reflexology and Healthcare Massage Open Day. In the coming year, we will proactively engage more publicity channels for the promotion of our courses.

Course AdministrationThe scope of the work of this department includes the processing of course enquiries, applications, registrations, attendance record, training allowance, certificate presentation, and to conduct surveys to provide statistics for the reference of other departments.

In the month-long evaluation period from April to May �006, our course administration was rated almost perfect, with a satisfactory level of 98.�%, by the Employees Retraining Board.

In �005, we organized a total of 68� classes, processed �5,000 applications, and helped around �00 students with the registration of public exams like LCCI and the ones held by the City & Guilds.



市場拓展及聯絡部

除面向激烈競爭市場，向客戶推廣本會課程外，市場拓展及聯絡部另一重要工作，是與僱主建立良好及穩

固關係。僱主網絡方面，本部按行業劃分，涵蓋保安

及物業管理、酒店及餐飲、零售、美容、商業，及各

類服務行業。

過往一年，我們舉辦了多項推廣活動，包括飲食及零售業、保安及物業管理業招聘日；及家務助理和足部

按摩／保健推拿開放日。來年，我們更會積極採取多

元訊息的交流媒體，推廣課程，其中包括：報紙廣告、

巴士路訊通、招聘日、開放日、公開比賽及流動課程

推廣服務點等。

課程行政部

本部主要工作範疇包括：處理課程查詢、課程申請、

註冊、編班、出席記錄、培訓津貼、評估、證書，及

提供各類抽樣調查統計數據給其他部門參考。

�006年�月底至5月初，經僱員再培訓局審計部門審

核本會課程行政管理績效，結果獲取幾近滿分成績，

高達98.�%。

�005年度本會共開辦了68�個各類課程，處理多達

�5,000份課程申請，並且協助約�00位學員參加英

國城市專業學會 (City & Guilds) 及 LCCI公開考試。

我們同時負責毅進計劃課程、持續進修基金課程、技

能提升計劃課程、自我增值課程及各類公開考試的行

政工作。為此我們安排了多項內部員工培訓講座，讓

前線員工提升工作效能。

The department is also in charge of the administration work for the exams of Project Yi Jin, CEF classes, Skills Upgrading Scheme, Skills Enhancement courses and other public exams. In light of this, we organized internal training workshops to improve the job efficiency of our front-line staff.

Education and Training DepartmentThe department has been making progress. With funding from the Education and Manpower Bureau, we collaborated with the Parents and Teachers’ Associations to provide workshops for the Parental Information Technology Project to over �00 primary and secondary schools.

We also work with the Hong Kong Correctional Services Department to provide skill training to the inmate. The training classes have been expanding and include: pastry and bakery skills, hair-dressing, chef assistant, café assistant etc. The number of trainees for these courses is over 70.

Our corporate training has reached its tentacles to many different professions to provide training. These professions include: hotel, retail, food & beverage, education, social welfare, security and property management etc.

Our Employees Retraining Scheme has trained over �50,000 trainees since �99�. This year we have standardized many of our courses and three of our employees-retraining courses were accredited by the Hong Kong Council for Academic Accreditation in line with the requirement of the Qualifications Framework. A training room furnished with �0 standard chairs for foot massage was added to our training facilities. We plan to develop more course materials for the ethnic minorities to increase their job prospects.

Placement DepartmentThe Placement Department has �8 staff responsible for placement service and screening. Our achievement this year has been phenomenal. The average quarterly job placement rate* of our trainees was 75% in 2005, but reached 80% for the first three quarters in �006.

Our “Local Domestic Helper Integrated Service Scheme” is highly regarded by employers, and was considered as the most satisfactory for our service among the �� scheme operators in Hong Kong by the Employees Retraining Board.

We work parallel with the Employees Retraining Board for the promotion of healthcare massage and foot reflexology courses. We established a Healthcare Massage Service team from our trainees as a way to increase their job prospects.

In the year 05/06, we provided �6,95� job referrals for our trainees, and granted �0,�5� interviews.

* It is required by the Employees Retraining Board that the job placement rate of trainees in each class of the full-time retraining course must reach 70% or above.



教育及培訓部

本部課程發展工作成績日見成效。由教育統籌局資助，家長教師會協作的家長資訊科技講座，已成功為逾 �00間學校提供服務。

與懲教署協作，提供更生人士一技之長的技術課程，也有長足發展。已舉辦課程類別有：麵飽製作、美髮、

廚務助理及咖啡室服務等，訓練人次超逾70人。

企業培訓方面，我們接觸不同行業，擴闊了課程發展

領域，行業包括：酒店、零售、餐飲、教育、社會福

利、保安及物業管理等。

再培訓課程方面，由�99�年至今，我們已培訓超過�5萬人次。本年度，我們參與了多項標準化課程發

展，並順利通過三門由學術評審局評審，隸屬資歷架

構下的再培訓課程。我們增添了一間配備�0張標準足

部按摩椅的訓練房間，現更積極撰寫為少數族裔而設

的再培訓課程。

就業輔導部

本部員工編制共�8人，分就業及面試兩組。本部是

年度成績有目共睹。�005年學員就業率 *每季平均達

75%。�006年首三季更高達80%。

本年度本會「家務通」服務站各項工作績效指標，均超

越僱員再培訓局工作評核要求，尤其在僱主對本會服

務滿意指標方面，獲全港��個服務站第一名。

為配合再培訓局全力推行保健推拿課程，我們今年成

立了保健推拿服務隊，為畢業學員創造有利條件，提

高就業機會。

�005-06年度經我們轉介學員的工作多達�6,95�次；

學員入讀面試達�0,�5�人次。

Training and Development培訓及發展

Training & DevelopmentThe focus of our Training and Development department in the year 05/06 was to provide employee training to public corporations. We organized a series of experiential learning opportunities in the form of outdoor activities and provided simulated management situations on psychological and management training to the employees in different positions, to both Hong Kong Housing Society and KCRC, with the objectives of meeting the needs on teamwork building and corporate management. Conventionally, a corporation will usually provide training in areas like language and techniques, the skills of which are tangible, in contrast with the conceptual education in experiential learning which is more about intangible skills. The essence of the experiential learning is about potential development, empathy, effective communication and far-sightedness.

The trainer’s role in outdoor experiential learning is usually more like a facilitator to encourage trainees taking the lead to: express their views, initiate discussion inside the team, realize their thoughts, and eventually change themselves for the betterment of the team.

A trainee once said, “I did not expect everyone to change so much after training. We just stop complaining and pointing fingers at each other. We are now very united. Everyone works harder than before. Working together has become very enjoyable.”

To increase the scope of our training services, we built several training bases in Guangdong Province to provide training to corporations that have offices in both the mainland and Hong Kong.

We have provided training to �� public and private corporations, a total of �,978 employees, mostly middle and upper management personnel, in the year 05/06. We have established a name among many big enterprises for excellence in corporate training. Many corporations including Maxim’s Caters Ltd., Lenovo Group Ltd, Institute of Vocational Education and Bausch & Lomb HK Ltd., came to us for corporate training services after hearing positive comments about us.

Training and Development培訓及發展

培訓發展部

培訓發展部在05-06年主力為大型的公營機構培訓

員工，在半年間分別為香港房屋協會及九廣鐵路公司

設計一系列體驗式團隊培訓，利用戶外活動形式，模

擬真實管理情境，對各階層的員工進行心理和管理兩方面培訓，以達到團隊建設和企業管理的要求。傳統

上，企業會為員工提供許多技術培訓、語言培訓，這

類培訓更多的是在傳授一種技能，是可以量化的，而

體驗式培訓則是傳播一種觀念，一種精神，是不能量

化的。它所傳播的精神就是：激發潛能、關心他人、

良好溝通、放眼未來。

其實在這種戶外體驗式培訓當中，培訓教練在整個培

訓過程中更多的是一個引導者，學員才是真正的講師

和主角：講解自己的看法、觀念，進行團隊之間的溝

通、討論、昇華，把自己的觀念付諸行動，從而最終

改變自己、完善團隊。

一位學員曾深有感觸地說：「沒想到大家回來後改變會

如此之大，大家不再相互抱怨，不再推卸責任，現在

的我們很團結，每個人都比以前更努力，在一起工作

變成了一件十分開心的事情。」

為開拓多樣化的培訓模式，我們更於中國廣東沿岸的

培訓中心，建立了數個國內培訓據點，以貼合愈來愈

多中港兩地均設有支點的企業，在內地進行培訓。

05-06年度有��間企業及公營機構，合共�,978名員

工接受了我們的培訓服務，多為中層至高層管理人員，

獲得學員及管理層良好的讚譽，更將我們的服務推介

至多個大型企業：包括美心集團、聯想集團、香港專

業教育學院、博士倫等亦相繼因口碑而來，為本機構

的企業培訓品牌奠下厚實的基礎。

Social Services社會服務

Youth Career Development ServicesChristian Action is commissioned by the Labour Department to launch Youth Pre-employment Training Programme (YPTP) and the Youth Work Experience and Training Scheme (YWETS) with the objectives of enhancing the employability of young people aged between �5 and �� through the provision of pre-employment training, individual career counseling by registered social workers and on-the-job training.

In the year �005/06, there were 7�� students enrolled in YPTP, and 65 classes were organized for this programme. For the YWETS, 606 students enrolled, and � induction courses and 5� job-related workshops were held.

Our YPTP Module B – “ Job Search and Interpersonal Skills” was rated the 9th best among �� selected YPTP operators. Among the total of ��9 YPTP operators in Hong Kong, there are only three offering this programme to ethnic minority youths. Christian Action is one among the three.

Our job placement rate was ranked the 7th highest and our case management performance was the 9th best among the 5� training bodies of the YWETS. One of our trainees, Miss Abby Chow, was awarded “The Ten Best Trainees” by the Labour Department, and is now working for us as a clerk.



青年職業志向發展服務

由勞工處委託，本會開辦了「展翅計劃」及「青少年見

習就業計劃」，透過為�5至��歲青少年提供職前培

訓、註冊社工的個人職業輔導及在職培訓，增加青少

年的就業機會。

於�005/06年度，本會「展翅計劃」的收生人數為

7��人，並開辦了合共65班不同類型的職前訓練課程。而「青少年見習就業計劃」的收生人數則為 606人，並開辦了包括�班導引課程及5�節與就業

相關的工作坊。

本會所開辦的「展翅計劃」之單元二「求職及人際技

巧」課程表現評核更於全港��所服務提供機構中位列

第九；而本會更為全港三間為南亞裔青少年提供「展

翅計劃」培訓課程的機構之一，為南亞裔青少年度身

訂造合適的職前培訓課程。

在全港5�間舉辦「青少年見習就業計劃」的培訓機構當中，本會學員的就業率更於計劃統計中位列第七；而學員對本會社工所提供的個案管理服務的滿意程度

亦於統計中位列第九，入職率更超過六成。本會S�學員周凱瑩更榮獲勞工處頒發「十大飛躍進步大獎」，

現時她於本會社會服務部任職為文員。



Services for New ArrivalsLack of confidence and the intimidating strangeness of a new place have inhibited many newly-arrived women from the mainland to integrate into Hong Kong, which creates tension within the family. Christian Action started forming volunteer groups with the newly arrived women, to serve neighbouring communities at our service centres in Mong Kok, Sheung Shui and Sau Mau Ping from �005.

These women went through life, occupation and parenting training in the volunteer workshops, and came out of it better equipped for challenges in life. A social club for these women was established in Sheung Shui Services Centre in Oct �005 to create a peer group for them, as a source of help and emotional support. The attendance for our NA service programmes exceeded �0,000 in the year 05/06.

新來港人士服務

新來港婦女大多因自信心不足和面對陌生環境等原因，導致她們難以融入香港生活並衍生不少家庭問題。有見及此，基督教勵行會於�005年開始，於旺

角、上水和秀茂坪服務中心成立新來港婦女義工組，

邀請新來港婦女成為義工，透過提供義工培訓，生活、

職業及管教技巧訓練、舉辦興趣活動和提供社會福利

資訊等活動，讓新來港婦女認識和服務社區，從而解

開溝通枷鎖，裝備自己，積極面對生活上的挑戰。本

會的上水服務中心更於�005年�0月成立「消閒一刻」

新來港婦女社交同樂會，希望透過聚會和舉辦活動，

進一步發展新來港婦女的互助網絡。在�005/06年

度，參與各項活動人數超過�0,000人次。



According to the latest statistics, there are about �,500 cross-border students in Hong Kong schools. Incomprehension about Hong Kong’s education system has created parenting difficulties for the parents of these students, who reside in the mainland. With sponsorship from the Lee Hysan Foundation and the support from the Social Work Bureau of Liaison Office of Central Government, we provide cross-border students with after-school tutorials and individual counseling to help them overcome emotional and study problems in the schools at New Territories. An office was also established in Nanhu Primary School, Shenzhen, and one social worker is stationed there to answer enquiries and handle cases from cross-border students and their parents. The Shenzhen office also has tutorials on Saturdays and runs study camps in summer. We served �,8�� cross-border students and their families, and handled �� enquiries and cases in the year �005/06.

Our Mong Kok Service Centre specializes in providing after-school childcare services and induction programmes for newly-arrived children and their families. Donations were given by Drs Richard Charles and Esther Yewpick Lee Charitable Foundation for the renovation of a new centre at Mong Kok and the construction of a computer room. The new centre was put into service in Nov �005. The Hong Kong Property provides 5 scholarships every quarter year since Apr �005 to award students who have made the most progress in their studies. In collaboration with The Royal Bank of Scotland, weekly English tutorials were offered since August �005 to newly-arrived students to improve their English. The attendance for our services exceeded �5,000 in the year 05/06.



現時有大約�,500名學童每天需跨境上學。這群跨境

學童家長往往因兩地教育制度不同，對學童的教育問

題無從入手。承蒙「利希慎基金」贊助及中央人民政

府駐香港特別行政區聯絡辦公室社工部支持，本會於

新界校內為他們提供課餘指導及功課輔導服務，解決

學習和個人情緒問題。此外，針對學生的跨境問題，

本會更於深圳市南湖小學設立辦事處，每週派駐社工

於辦事處當值，為跨境學童及家長提供諮詢、個別輔

導、功課輔導，並舉辦英語夏令營等課外活動。在

�005/06年度，本會共處理了��宗個案及查詢、

並為�,8��位跨境學童及家長提供服務。

本會旺角服務中心承蒙「利銘澤黃瑤璧慈善基金」贊助

裝修及加建電腦室等開支，於�005年��月遷往位於

旺角廣東道現址，繼續為新來港人士提供服務；本會

亦積極發展與商界成為合作伙伴，自�005年�月起，

香港置業「置善會」每季均頒贈獎學金予學業成績上有

顯著進步的新來港學童；皇家蘇格蘭銀行亦與本會合

作，自�005年8月起每週為中心內的學生提供英語補

習班，藉此提升他們的英語水平。在�005/06年度，

超過�5,000人次使用該中心服務。



Integrated Services for Ethnic MinoritiesSince �00� we extended our services to the ethnic minorities. Three service centers have been set up in Chungking Mansions, Sau Mau Ping and Woosung Street (Yau Ma Tei) to serve the needy ethnic minorities.

Integrated Service Centre for Ethnic Minorities (Yau Tsim Mong)The Integrated Service Centre for Ethnic Minorities (YTM) was established in Nov �005 with funding from the Home Affairs Bureau. The project aims at promoting racial harmony, economic and social integration of ethnic minorities in Hong Kong. We offered job matching, homework guidance, training workshop, and social integration programme to the needy ethnic minority clients. The service visits by our clients for the year 05/06 were �,8�9.

To address the unemployment problem, we collaborated with employers as our strategic partners to coach our unemployed clients on pre-job training as well as to offer suitable vacancies.

Our team comprises of registered social workers and native-speaking colleagues from South Asia. We took the initiative to reach out to the socially withdrawn clients who speak neither Chinese nor English.

Multi Cultural Mutual Care Community ProjectThe project is funded by the Community Investment and Inclusion Fund from the Health, Welfare and Food Bureau since May, �005. The project aims at promoting cross-cultural integration and mutual help programmes between ethnic minorities and local residents. We collaborated with schools, voluntary



少數族裔綜合服務

自�00�年起，本會將服務擴展至少數族裔居民，多

年來分別於尖沙咀重慶大廈、秀茂坪、油麻地等地成

立三所綜合服務中心，為有需要的少數族裔居民提供

服務。

油尖旺少數族裔綜合服務中心

自�005年��月起，本會獲得民政事務局資助，於油

尖旺區成立少數族裔綜合服務中心。希望透過中心提

供的服務，加強香港少數族裔居民在社區和經濟等方

面的融合，從而達到種族共融之目的。

中心為少數族裔人士提供一系列多元化服務，包括：

就業選配、功課輔導、文化觸覺工作坊及適應課程等，

使少數族裔人士更快融入香港生活。

為照顧少數族裔的就業需要，本會與不同類型機構發

展伙伴協作關係，為少數族裔人士提供更多適合的職

位空缺；在首四個月已有餐飲服務公司、電話服務供

應商及保險代理商參與計劃，為他們提供培訓，更為

完成培訓的學員提供合適工作機會；有關合作一方面

可令少數族裔人士重返就業市場，另一方面商業機構

亦可履行企業社會責任，達至雙贏局面。在�005/06年度，共有�,8�9人次使用油尖旺少數族裔綜合服務

中心的服務。

無疆界互助社區計劃

本會獲得衛生福利及食物局社區投資共享基金資助，

自�005年5月推行「無彊界互助社區計劃」，以推動

少數族裔和本地居民之間的跨文化融合及協作精神。

本計劃與多所教育機構和家長合作，為自東南亞的新

來港學童提供課餘託管服務；同時本計劃亦與其他機



organizations and parents of ethnic minorities to provide a tripartite after-school care service to the newly-arrived students. We also worked with other organizations to promote racial harmony through cross cultural activities and workshops designed to increase cultural sensitivity of each individual.

In collaboration with Unicef Hong Kong, a series of cultural sensitivity training to the young envoys were organized. A total of 8�� people took part in this project in the year �005/06.

Integrated Service Centre for Ethnic Minorities (Sau Mau Ping)Sponsored by The Hong Kong Jockey Club Charities Trust, the Integrated Service Centre for Ethnic Minorities (Sau Mau Ping) commenced since September �00� with the objectives of providing ethnic minorities with comprehensive services within the East Kowloon districts.

The scope of our services for ethnic minorities includes job matching, career counseling, vocational training for adults; after-school tutorials for children; and interest classes and community visits for both adults and children.

In order to enhance the community involvement and social integration of ethnic Minorities, we launched a series of integration programmes to promote social

interaction between ethnic minorities and local Hong Kong residents. Programmes were designed to increase the understanding of the needs and cultural background of ethnic minorities among the mainstream population. An employment network was also established to offer job matching, career counseling, skills training and referral services to ethnic minorities. The number service visits by our clients were��,�� in 05/06.

Chungking Mansions Service CentreOperating on a self-financing basis, services for ethnic minorities are also provided in the Chungking Mansions Service Centre with the emphasis on enhancing the life skills of ethnic minority women who are usually the main caretaker of the family. We hold weekly gatherings for ethnic minority women to discuss issues of their concern and to provide them with knowledge about the education system, welfare services and bits and pieces of mainstream Chinese culture in Hong Kong.

Monthly health workshop for women is organized to cover topics about childcare, women’s health and other medical information. For the children of ethnic minorities, we have weekly classes on language, art and craft at the center catering to their interests. The centre received �,760 visits from our clients in the year 05/06.



構合作，舉辦一連串有關推動跨文化和文化觸覺活動，進一步推行社區內的種族融和。

本計劃曾與聯合國兒童基金香港委員會合作，為青年

大使提供一系列的文化觸覺課程，以加深他們對在

港生活少數族裔的了解和認識，促進文化交流。在

�005/06年度，累積共有8��人透過本計劃而受惠。

秀茂坪少數族裔綜合服務中心

�00�年9月起，本會獲得香港賽馬會慈善信託基金資

助，於秀茂坪成立少數族裔綜合服務中心，為東九龍

區內少數族裔人士提供全方位服務。

針對少數族裔人士的背景和情況，中心提供了不同類

型的服務，包括：就業選配、職業輔導及培訓課程；

功課輔導和課餘託管服務、特別為少數族裔婦女而設

的興趣班和社區探訪等，以滿足服務使用者不同程度

的需要。

為加快少數族裔人士融入社區，本中心舉辦了一系列

的共融活動，藉活動促進不同族裔的家庭互相認識並

學習和諧共處；同時本中心亦透過義工訓練及不同

界別的合作，讓不同人士接觸少數族裔文化及需要；更積極開發少數族裔的僱主網絡，為少數族裔提供

職業配對，提供入職後的跟進服務及適切的職業技

能訓練。本年度秀茂坪少數族裔服務中心共服務了

��,��人次。

重慶大廈服務中心

重慶大廈服務中心為本會以自負盈虧模式運作的項目

之一。此中心著重提升少數族裔婦女的生活技能，她

們大多要擔起照顧看管家庭的重擔。中心為少數族裔

婦女提供每週一次的聚會，討論她們關心的問題，並

向她們介紹香港社會情況和風土人情，如教育、福利

和文化方面的資訊。此外，中心每月均會舉辦健康講

座，向少數族裔婦女教授有關兒童及婦女健康等醫療

知識。少數族裔兒童亦可參加中心內為他們開設的語

言、藝術和手工藝等興趣班。在�005/06年度，共

有�,760人次使用重慶大廈服務中心的服務。



Intensive Employment Assistance ProjectAs the economy took a plunge, the numbers of the unemployed and the applications for Comprehensive Social Security Assistance (CSSA) grew in the past few years. Since October �00�, Christian Action has been appointed by the Social Welfare Department (SWD) to launch Intensive Employment Assistance Project (IEAP). This project aims at helping the employable CSSA and near-CSSA recipients, and the unemployed ethnic minorities secure employment for self-reliance.

In the year �005-�006, we had 5 teams of social workers working in the IEAP serving these districts: Kwun Tong, Yau Tsim Mong, Tai Po and North District to provide career counseling, job-searching and mutual help support group, job referral, pre-employment soft skills training workshop, work skills training course, self-employment training workshop, temporary financial aid, vocational English, Cantonese and Putonghua courses,

fundamental computer course, resources corner, post-placement service, etc.

Our professional social workers place emphasis on assisting participants to solve employment-related difficulties, to build up social network, to enhance self-confidence and work motivation and to enhance soft-skills and employability by providing tailor-made career counseling services. Also, we provide post-placement support services to increase the job stability of the participants and to help them to be self-reliant.

Participants were placed in jobs including security guards, domestic helpers, cleaners, salespersons, office assistants, cashiers, catering employees, etc. In �005/06, �97 out of 8�7 participants got employed through our assistance, the overall placement rate was near 50%.



深入就業援助計劃

經過了數年經濟衰退的打擊，不少人陷入失業的困局，申領「綜合社會保障援助」（綜援）的人亦隨之增

多。本會蒙社會福利署委託，自�00�年�0月起再次

推行「深入就業援助計劃」，為有工作能力的綜援人

士、非綜援待業人士及少數族裔待業人士提供適切的

就業輔導服務。

在�005-�006年期間，本會共有五支「深入就業援助

計劃」服務隊，主要服務觀塘、油尖旺及大埔及北區

的居民。計劃內容包括：就業輔導面談、求職小組、

工作轉介、職前工作坊、職業技能培訓課程、自僱技

能訓練工作坊、短暫經濟援助、職業英語／廣東話／

普通話課程、基本電腦操作課程、求職資源閣及在職

支援等。

透過專業社工提供的就業輔導服務，參加者能解決求

職時遇到的困難、建立同儕支援網絡、加強求職的信

心及積極性、提升求職技巧及就業競爭力。參加者找

到工作後，社工會透過在職支援服務，協助參加者持

續工作，邁向自力更生。

計劃自推行以來，成功協助不少參加者入職，包括：

保安員、家務助理、清潔員、售貨員、辦公室助理、

收銀員、飲食從業員等等。於�005至�006年期間，

本計劃共服務了8�7位參加者，提供了7,080節就業

輔導及成功協助�97人覓得工作，整體就業率接近五

成。


Humanitarian Services人道服務

Domestic Helpers and Migrant Workers ProgrammeDuring the period April �005-March �006, we have processed �5,�5� enquiries from FDH in Hong Kong for different reasons including underpayment, no holidays, agency matters and confiscated documents. During this time we managed to secure HK$ �,607,589 and �6 tickets for our clients.

As part of our public awareness program to highlight the hardships encountered by FDH in Hong Kong, we have delivered �� talks and training workshops at different churches, government bodies, Consulate, other NGO’s and Universities. Apart from preparing the claim forms and court submissions for the FDHs we also organized monthly labour rights workshops to educate the migrant

workers about their rights. Through our Service Centre which is located in To Kwa Wan, we have arranged 67� activities which included computer application, cooking, language and health care classes to broaden their scope of working skills. These activities were attended by 5�69 person. Our shelters also continued to provide temporary accommodation to ��7 FDH who do not have any other place to stay while waiting for their cases to be concluded.

We would like to thank Hong Kong Christian Council, Tsung Tsing Mission, Church of Christ in China, Matilda Sedan Chair Race, Nethersole Fund, World Emergency Relief and Lee Hysan Foundation for their continuous support towards our programme.



外籍傭工輔導計劃

勵行會一直致力為海外家庭傭工提供服務，在過去的

一年裏，我們一共解答了�5,�5�宗查詢，幫助傭工

解決被壓低工資、扣減假期、扣留證件等不公平對待。在05/06年，我們協助傭工成功追討�,607,589元

的欠薪，以及�6張返回原居地的機票。

我們更為不同的教會團體、政府機構、領事館、慈善

團體、大學等，舉辦講座和工作坊，藉此讓公眾了解

現時海外家庭傭工所面對的壓力和困境。

在支援外籍傭工伸張僱傭權利及個人權益外，我們亦

於土瓜灣設立服務中心。一年內提供超過600次的多

元化課程及活動，當中包括電腦應用、烹飪、語言、

健康護理等，以提升他們的工作技能。參加人數多達 5,�69人次。而由本會所成立的兩所暫居中心，一年

內共收容了��7名外籍傭工，讓他們在案件審訊期間

有容身之所。

是項計劃得以延續，實有賴香港基督教協進會、香港

崇真會、中華基督教會香港區會、明德抬轎慈善基金、

世界傳道會那打素基金、世界緊急救援基金及利希慎

基金等機構的慷慨資助。



Services for Refugees and Asylum SeekersChristian Action opened the Chung King Mansions Service Centre to cover the basic needs of the asylum seekers and refugees in �00�. We have provided assistance to more than �,000 asylum seekers since then. The centre visits were well over �7,000 for the year 05/06: 7�% from refugees & asylum seekers, �8% from the ethnic minorities. Free breakfast, supper and internet are offered every day to walk-in refugees and asylum seekers. Lunch is offered every Saturday. Clothes and basic necessity items such as toiletries, formula milk and diapers for children are distributed to the needy asylum seekers and refugees. The centre also provides education and skill enhancing classes for asylum seekers such as language and computer classes.

In the year 05/06 the centre had � volunteer doctors giving free medical consultation and medicines to destitute asylum seekers and refugees. An average of �0 medical consultations were provided each week. Pap smear test is available to female asylum seekers and refugees. Regular health education and workshops on various subjects such as women’s health, safe sex and child care are provided to protect the health of asylum seekers and refugees. With the generous donations from churches and individuals, in the school year 2005 we financed 13 children of refugee and asylum seekers for schooling in Hong Kong by providing them with immediate aid on uniforms, traveling subsidy and educational

material. We aim to assist more children in the year �006. Children are provided with after-school classes and recreational activities like art and dance class and outdoor activities.

In �005 we established the Refugee Advice Unit (RAU) to provide legal advice and assistance to asylum seekers in Hong Kong about the United Nations High Commissioner for Refugees (UNHCR) refugee status determination system. Research has shown that asylum seekers with legal representation are � to 6 times more likely to succeed than those without. In essence, legal representation increases an asylum seeker’s access to justice – this means a fair hearing of their claim and a chance to begin a new life. In order to meet the growing need for refugee legal representation, the RAU relies almost entirely on volunteers who are trained and supervised by an experienced lawyer and other experts in the field. The RAU provided legal advice and assistance to �� asylum seekers in the half year between Oct �005 and Mar �006. The RAU also seeks to advance public education, in particular for lawyers and paralegals, about the rights of refugees in HK.

We are acutely aware that our services are still limited by the shortages in volunteers and financial resources, to meet the demand of almost �000 asylum seekers in Hong Kong. We are seeking more shelters, volunteers and funds to protect the rights of the refugees and asylum seekers to justice and quality of life.



難民和尋求庇護人士服務

基督教勵行會在�00�年開設重慶大廈服務中心，為

尋求庇護人士和難民的基本生活需要提供援助，至今

已幫助了超過�,000名尋求庇護人士。於05/06年

度，中心服務人次共有�7,000：當中7�%為尋求庇

護人士和難民，�8%為居港的少數族裔人士。中心每

日為無助者提供免費早餐、晚餐和網上服務，午餐則

在每星期六供應。衣物、日用品、嬰兒奶粉和尿片每

星期五在中心派發予有需要人士。另外我們亦在中心

舉辦語言、電腦知識和技能培訓的課程。

在05/06年度，中心有�位醫生義工提供免費醫療諮

詢和藥物給有需要的尋求庇護人士和難民，我們每星

期平均為�0位人士診症。中心亦為女難民和尋求庇護

人士提供柏氏抹片檢驗。我們還為受助人開辦定期的

健康教育講座，內容廣泛，包括婦女健康、安全性行

為和兒童健康等題目。

在�005學年，我們資助了��位尋求庇護人士和難民

的小孩上學，款項由不同教會團體及個人贊助，為他

們提供制服、交通和書簿費用。我們期望在�006年

為更多的兒童提供上學資助。中心亦提供課後輔導和

課外活動，如藝術和舞蹈之類的課程，讓學童參與。

我們在�005年成立難民法律諮詢服務，就尋求庇護

人士向難民專員公署的申請提供法律意見和支援。外

國研究顯示，法律援助可以令尋求庇護人士的申請成

功率提高�至6倍，從而確保申請得到公正處理，讓申

請人有機會開始新生活。諮詢服務的同工及受過訓練

的律師義工和其他具經驗的人士，在05年�0月至06年�月的半年間，已為��名尋求庇護人士提供諮詢

性的法律支援。難民法律諮詢服務的同工亦積極向市

民和法律界宣傳難民的權益。

因人手和財政上的緊絀，我們深知本會的服務對全港

近�,000名的尋求庇護人士來說是遠遠不夠的。我們

正致力尋求更多的庇護住所、義工和贊助，以保障尋

求庇護人士在法律和生活上的權益。



Mainland China ProgrammeIn the year 05/06, Xining Children’s Home admitted �7 new children, and had �8 children adopted. We now have �0 children in the good care of foster families, and the cumulative adoption figure is 86.

Rehabilitation CentreLast year has been an exciting year when the Qinghai Provincial Government approved the construction of a 7-storey Rehabilitation Centre in Nov �005, adjacent to the Home. The centre will focus on providing rehabilitation therapies and special education to children of the Home, abandoned children and orphans. It will also extend its services to the disabled children in the community starting from mid �007.

We successfully restructured our � special needs groups into � groups, �6 children in total, according to their major disabilities: cerebral palsy, severe mental retardation, and severe physical disabilities. The new grouping is to match the categorization of treatment and therapy programmes in the Rehabilitation Centre.

Medical CareSix major surgeries were carried out in Qinghai, Beijing and Hong Kong in year 05/06 for our children. Some of these children need longer time to recuperate, like �½ year old Xiao Rong who has heart abnormality. After her operation in July �005, she needed to remain in Beijing with a foster family until she is ready and fit for further operation, as the high altitude in Qinghai may not suit her heart condition.

Poverty AlleviationWe continue to help the destitute ethnic Tibetans in the Huangnan Tibetan Autonomous Prefecture in Qinghai. Two primary schools were set up to provide education for �50 children in Jianzha and Tongren Counties. �0 single-mother winter houses were built in Zeku County, which sheltered around ��0 family members.



中國國內服務計劃

西寧兒童福利院在05-06年，新收容了�7個小朋友，

並有�8名兒童被收養，住在寄養家庭的兒童有�0個，

而被收養的累積人數已達86名。

康復中心

去年是令人振奮的一年。青海省政府於�005年��月

批准在兒童福利院旁加建一座樓高七層的康復中心，

預計將在�007年中投入服務，旨在為兒童福利院內

的被遺棄兒童和孤兒提供康復治療和特殊教育，並且

為社區內的殘疾兒童提供這方面的服務。

去年我們成功將院內的兩個特殊需要兒童小組，共 �6個小孩，依殘疾程度劃分為三個小組：腦癱組、嚴

重智障組和嚴重殘疾組，以配合將在�007年中運作

的康復中心的分類治療。

醫療護理

在05/06年，我們為院內的兒童在青海、北京和香港

安排了6個大手術。部份小朋友在手術後需要較長的

康復時間。其中一歲半患有先天心臟不健全的小葺，

於05年7月在北京進行過一次心臟手術。由於青海的

海拔高，會影響她虛弱心臟的康復，因此手術後她一

直住在北京的寄養家庭，直至醫生認為她的身體狀況

穩定才會安排下一次手術。

扶貧計畫

我們繼續在黃南藏族自治州關展扶貧計畫，在尖紮縣

和同仁縣各建了一座小學，共為�50名小朋友提供教

育 ; 我們亦在澤庫縣蓋了�0間禦寒冬屋給單親母親家

庭居住，解決了大約��0位家庭成員的住宿問題。

Used Clothes ProgrammeOur Used Clothes Programme collected over �00 tonnes of used items in the year 05/06, a �0% increase than the last year, with an estimated value of about HK$ � million. Since �00�, the programme has recycled over �00 tonnes of used articles. The programme is one of the main sources of funding for our service programmes. We hope to open more charity outlets for the recycled items and broaden the base of our collection in the coming year.
