VISIT WWW.NAPCO.ORG FOR UPCOMING EVENTS JULY 2013 THE NORTHERN CALIFORNIA CHAPTER OF THE ASSOCIATION OF PUBLIC SAFETY COMMUNICATIONS OFFICIALS The July 2013 monthly chapter meeting was held at the historic Cordelia Fire Station. Built in 1918, it was at one point a repair shop and showroom for Model T cars, now home to the Cordelia Fire District. A short history and introduction was provided by Chief Jay Huyssoon. Cordelia Fire has been a great supporter of the Chapter over the years, and we appreciate it. Several committee updates were provided by committee members including Preston for Dockets, Scott Andrew for the 2015 WRC, and Jackie Pace on training and awards. After the chapter committee updates, our commercial sponsors were given the opportunity to present and share with the attendees. Patricia Ferguson of MCM Technologies provided an overview of the company , highlighting their solutions as a complete lifecycle management company ideally suited for public safety radio asset management. Following Patricia, Don Kerr offered information on the public safety antenna systems offered by Laird. Both presentations were chalked full of useful information beneficial to those in attendance. The keynote speaker was John Facella, a consultant with RCC Consulting. He was assisted by Tom Gray, VP of West Coast operations with RCC. There have been so many issues in the past 12 months that we could have taken two days had we had the time. He discussed some recent disasters: Hurricane Sandy, Boston Bombing, train derailment in Quebec, Canada. There were updates regarding NPSTC addressing spectrum utilization and a long overdue update to PSWAC. He also touched on Part 22 - reallocating VHF spectrum, and that a decision in September allowing TETRA to be used on UHF and part of 800MHz. The TETRA association was excited about its expansion in the US; northern California public safety was not so excited. John stated that TEDS (a data centric system in Europe) is not really gaining a lot of traction, and believes they are leaning towards LTE. However, LTE does not provide the functionality available through LMR ... no push to talk, and one to many, is still not available. THE NORTHERN CALIFORNIA CHAPTER OF THE ASSOCIATION OF PUBLIC SAFETY COMMUNICATIONS OFFICIALS

The July 2013 monthly chapter meeting was held at the historic Cordelia Fire Station. Built in 1918, it was at one point a repair shop and showroom for Model T cars, now home to the Cordelia Fire District. A short history and introduction was provided by Chief Jay Huyssoon. Cordelia Fire has been a great supporter of the Chapter over the years, and we appreciate it. Several committee updates were provided by committee members including Preston for Dockets, Scott Andrew for the 2015 WRC, and Jackie Pace on training and awards. After the chapter committee updates, our commercial sponsors were given the opportunity to present and share with the attendees. On behalf of all members of the Northern

California chapter of APCO International, I

want to thank Chuck Berdan for his work as our

representative on the State 911 Advisory Board.

His efforts have already proven worthwhile as

the State 911 Emergency Communications

Office, under the direction of Karen Wong,

Interim Director, and Bill Anderson, Interim

Deputy Director, announced that SETNA funds

allotted to each PSAP for training may be used

for APCO members in California to attend the

annual Conference and Exposition.

I urge those of you who may be eligible for

participation in the program and therefore your

employer may be reimbursed for the costs

associated with your attendance at in Anaheim

this August, to check our website at

NAPCO.org for more information. Jackie Pace,

Desi Calzada, and Chuck will help coordinate

the process and inform us of the many training

opportunities.

Our monthly keynote presentations are also very

informative and we have much more on the

horizon to look forward to. Be sure to attend in

August when, aboard the USS Hornet, we will

have Barry Fraser, GM of BAYRICS, discuss

BAYWEB, FirstNet and various other P25

project status’.

Don’t forget that we will be in Anaheim August

18-21 for the APCO International show and

public safety expo. If you have not already, use

the training funds from State 9-1-1 and get

registered before it is too late.

August Chapter Meeting Reminder

The Northern California Chapter of APCO International is pleased to announce that the August 2013 monthly chapter meeting is to be held on the USS Hornet, docked in the East Bay of Alameda County. This meeting will be sponsored by AT&T and Raytheon, and a keynote presentation from Barry Frasier, GM of the BAYRICS project, will cover FirstNet and BAYRICS’ plan to build out their LTE network, including the commercial provider roles in the system. The USS Hornet CV-12 is one of the 24 legendary Essex-class aircraft carriers built during and after World War II. Built at Newport News, Virginia, and the eighth ship to be named “Hornet,” she is one of the most decorated ships of the US Navy. In addition to her war time service, The USS Hornet was selected by the Navy as the Prime Recovery Ship (PRS) for Apollo 11, America's first lunar landing mission. On July 24, 1969, President Richard Nixon, ADM John S. McCain (CINCPAC) and a number of other dignitaries were present while Hornet recovered the first astronauts to walk on the moon, astronauts Neil Armstrong, Buzz Aldrin and Michael Collins and their spacecraft Columbia. Registration fees for this meeting will include access the ship, and the galley where lunch will be served.

Pass for every 4-hours of volunteer service.

Typical volunteer duties include greeting attendees, giving directions,

proctor seminar rooms, etc. Volunteers will receive an APCO

Volunteer T-shirt and have their day of service parking fees

reimbursed. Volunteers also receive breakfast and lunch on their day of

service.

To qualify for one free Day Pass you must serve at least 4 hours. The

free Day Pass received is good only for the 2013 APCO Conference.

There will be no refunds for conference registrations already purchased.

A volunteer Day Pass cannot be transferred to another person.
