MINUTESCITY OF MILO COUNCIL MEETINGCITY HALL, 100 MAIN ST., MILO, IOWAMONDAY, NOVEMBER 20, 2017 AT 7:00 PM

Milo City Council was called to order by MayorHall at 7:00 p.m. Council answering roll call: Kinser,Graham and Uttley. Doss and Sinclair were absent.Motion by Kinser to approve the agenda. Second byGraham. Ayes-all. Motion carried. Mayor Hallamended to agenda to remove Terry Davis undernew business. Motion by Graham to approve theamended agenda and the consent agenda to includeall council meeting minutes of November 6, 2017;accounts payable from November 7– November 20,2017 in the amount of $19,888.13; 4th of July BoardMeeting Minutes. Second by Kinser. Ayes-all. Motioncarried.

Under old business, no new information isavailable for the wastewater treatment update. NancyBuss of Hall Engineering will be contacting Dougregarding phased updates that can potentially beginnext year. Council discussed ideas for the park anddirected the City Clerk to contact Little League for alist of ideas for the bathroom update, storage andconcession stand for Centennial Park. Hembrysuggested a storage/restroom facility on the northside of City Park. Hembry will check into it furtheras time allows.

Doug Hembry shared that he had been busycanvassing the city for detection of water leaks andhad found a few and repaired them. CouncilmanUttley commented on a burnt our streetlight.Hembry said that MidAmerican Energy had been intown changing out streetlights for the last few weeks.Uttley also expressed concern about the alleylighting behind the post office. Hembry will checkthe issue.

Regarding new business, Mike Rosenberger, TRMDisposal, LLC, presented an increase in the trash feefor the City of Milo. Rosenberger said the increase isdue to the annual increase of tipping fees at thelandfill. So far, TRM Disposal has absorbed theincreases for the past several years and not passedthem onto the City of Milo. Motion by Uttley toapprove the increase of 75 cents per residentialhousehold and a nominal increase to commercialdepending on the size of trash container andfrequency of the trash service. Second by Kinser.Ayes-all. Motioned carried. The City Clerk wasdirected to make the necessary changes to amendthe trash contract and adjust the city ordinance.Next, council discussed the building permitapplication for 327 Peanut Street. Graham motioned

to approve the portable building permit for 327 Peanut Street. Second by Kinser. Ayes-all. Motion carried.

Public comments were made by Mayor Hallregarding the upcoming December 9, 2017Municipal Leader’s Academy and asking if anycouncil or city staff would like to attend. Mayor Hallalso commented on the Hometown Pride meetingattendance and discussion. Councilman Grahamcommented that the crank handles were found onthe ground by a citizen and will be brought to CityHall. Motion by Graham to adjourn at 7:16 p.m.Second by Kinser. Ayes-all. Motion carried

Mayor’s UpdateOver the past year, the City has made numerous

improvements in our parks and throughout thecommunity. As we look to 2018 and beyond, we planto continue our efforts to improve services andenhance the quality of life in Milo. One of the firststeps in that process is budgeting. We will begin ourbudget workshops at 6:30 on January 15th. As mayor,council and city staff, we have ideas on what we needto accomplish, but citizen input is an important part ofthe process. I invite you to participate in helping todirect Milo’s future by attending a workshop or bycontacting me or any council member with your ideas.

I want to personally thank the Committee andvolunteers who made this year’s Country Christmascelebration a tremendous success! The commitmentand dedication of this group is an inspiration.

Warren County Economic Development Corp. isfocused on helping Warren County businesses grow. A new service that just launched is the County-WideGift Certificate Program. Library NewsWow! Happy New Year to everyone! The year 2017

went so fast. Our last big activity in December wasour Ham Ball Dinner at Country Christmas, and Ihave to say it was a great success. We made over$1,000.00! I will let you know what the final number isin February when we figure all of our expenses. Thank-you to our wonderful community for coming out andsupporting the library. We are well on our way infundraising for the library addition. Our nextfundraiser will be the volleyball supper on February25th. Hope to see many of you there.

We will be having an after- school program at thelibrary on Thursday, January 18th. This program willbe for kindergarten-6th grade. It will begin at 3:30 andend around 4:15. We will be reading a story and doinga fun craft or activity. A snack will be provided.

Our monthly book discussion group will meet onTuesday, January 23rd at 6:30 pm. We will be reading“Before We Were Yours” by Lisa Wingate. You may pickthe book up at the library. If you have not been to ourgroup come join us. This group is always willing towelcome a new person.

The kids have been asking me when we are going todo BINGO again. We will have BINGO on Monday,January 29th at 6:30 pm. Come join us for an hour ofBINGO fun.

We do have a big event coming up on February28th. We are going to have a wine and canvas event atthe library on this evening. It will be from 6 pm - 9 pmand will be hosted by Des Moines Wine and Canvas.This will be an event that you must register for. Therewill only be 15 registration spaces available and thecost will be $35.00 per person payable upon yourregistration. Registration will begin on December 4that the library. You may pay cash or make checkspayable to Milo Public Library. On the evening of theevent please wear something that you do not care ifyou get paint on and bring your own bottle of wine.You by no means have to drink wine at this event.Bring your bottled water or soda if you prefer. Thisshould be a wonderful fun event. You must be 21 toattend this program.

2 pm to 4 pm, as we celebrate Mary BellePutz’s 90th Birthday at Good Samaritanin Indianola. No gifts please, cards arewelcomed.

Country Christmas Raffle Basket Winners

Thank you to everyone who purchased a raffle ticketfor the Holiday Gift Baskets at the Southeast WarrenPrimary School. A $1,000 worth of tickets werepurchased on Country Christmas day. The moneyraised goes directly to fund field trips for SoutheastWarren preschool through 6th grade. The moneyraised is specifically used to send each class on at leastone field trip a year. Friendly Reminder…….NO PARKING ON CITY STREETSDURING SNOW EMERGENCIES

When the National Weather Service predicts thattwo or more inches of snow or ice will fall or hasfallen within the Milo area, street parking is notallowed.

The parking ban shall be in effect for a period of24 hours after the snow ceases and the blowing stopsor when the snow has been cleared from the citystreets. Any car found in violation of this ordinancewill be towed at the owner’s expense.

Milo Lions Club NewsYa see, usually, when your Milo Lions Club picks a

Community Member of the Year, we cleverly conspirewith loved ones in the honoree’s household to bringthat person to our Annual Pancake Supper, the lastSaturday of October. 2017 will be recorded as the yearwe were outmaneuvered. So, Milo’s CommunityMember of the Year, Doug Hembry, received hisplaque, and our heartfelt congratulations, the eveningof Milo’s Small Town Country Christmas. (SaturdayDecember 2, 2017). Doug shoulders the title ofMaintenance Engineer for the City of Milo. Thatmeans he’s the first to take the blame for anythingwhich goes wrong, and the last to be rememberedwhen things go right. And let’s admit it. Things goright in Milo most of the time. More, if a local groupor organization needs city assistance, Doug’s the oneproviding the city sponsored muscle and expertise. IfDoug disappeared tomorrow, I think I would miss hislaughter most of all. Granted, he’s serious a lot of thetime. Given his responsibilities, that makes perfectsense. But, if you catch him in a stray moment whensomething strikes him funny, then you’d better buckleup. His laughter is rich, and deep, and very welcome inan often frustrating world. Our club thanks Doug hisefforts making our community a good place to live.

When I was a boy, back as my children would say in“dinosaur times,” a diagnosis of childhood leukemiawas a death sentence. Praise God, that is no longertrue. Most children diagnosed with leukemia today willsurvive. That doesn’t mean survival is gentle, or quick,or easy, or cheap. The diagnosis is still life changing,certainly for the child, and also for the rest of thatchild’s family. I’ve mentioned recently that childhoodcancer has been added to Lions Clubs’ areas of concernand support. None of us knew how personal the issuewould become to our club.

Each December, Milo Lions, their spouses, and clubfriends gather to celebrate the season. (For most of us,that’s Christmas.) This year we gathered again atHouston’s on Main. (I’d be remiss if I failed to mentionthe fine food and excellent service we received. Thank-you Houston’s!) Usually we have a speaker for ourChristmas dinner/meeting. This year we heard plentyfrom Jeanet Crowell, daughter of Lion Jay andCharlotte Mosher. We also had the pleasure of meetingJeanet’s husband Scott, and their 9 year old daughter,and budding artist, Gracie. It’s a funny thing about thefear of public speaking. That fear tends to vanish afterone faces down something even more terrifying. JeanetCrowell told us what it was like to take her little girl into the doctor to treat a lingering illness one moment,only to be swiftly forwarded to Blank Children’s

Hospital the next. With Gracie looking on, Jeanet did not say much

about survivability. Curesearch.org tells us that, ofchildren diagnosed with cancer, one in eight will not survive. Of the survivors, 60% will experiencelifelong sensory challenges, muscular difficulties,and/or infertility.http://onlinelibrary.wiley.com/doi/10.3322/caac.21166/fullcites the odds of contracting any cancer, before age 40,is 1 in 69 for males and 1 in 46 for females. And noneof these statistics speak to the emotional and financialhavoc brought about by a cancer diagnosis. Jeanetwould have folks imagine at least one parent having totake extended leave, or giving up a job altogether, tocare for a stricken child. She’d have folks understandthat even “good insurance” has limitations. Define“limitations” as leaving thousands of dollars forfamilies to pay out of pocket. And that’s “goodinsurance.”

And Jeanet spoke passionately about organizationslike Tori’s Angels, The Leukemia and LymphomaSociety, The Make a Wish Foundation, BlankChildren’s Hospital’s Child Life, and the Pinky SwearFoundation. If you happened to be listening to WHORadio’s Simon Conway at 4:35 PM Friday December 8,you heard Jeanet speak again, specifically to raisemoney for the Pinky Swear Foundation. You see, Jeanetisn’t just an advocate for Gracie. She’s become anadvocate for several of the groups which make lifeeasier for sick kids and their families. Leukemia woke asleeping giant, and, Praise God, she looks to be in thefight for the long haul. Can cancer know fear? If not, itwill learn.

Country ChristmasPast Committee Members Honored

Past committee members that have served on theSmall Town Country Christmas committee over thepast 25 years were honored this year. During theLighted Parade they road on a float and there was areading of all past committee members at the LibraryDinner that evening as well.

SEW Food PantryThe Southeast Warren Food Pantry will be open at

the High School in Liberty Center on Wednesday,January 24th from 4:30-6:30 pm. Please Note: FoodPantry does NOT open early. Access the pantry at thefar west front door at the high school; it is just on yourleft in the ICN room. Accessibility is private and quiet.

Families and individuals, if you are in need, pleasecome to the pantry. It is free of charge and no proof ofincome required. The pantry is available to ALLpersons in the Liberty Center, Milo and Laconacommunities. You do NOT have to have a student inschool to utilize the food pantry.

The SEW Food Pantry is for residents of the SEWschool district. If you live outside of that area, pleasevisit your local food pantry.

Please bring bags, laundry baskets, or boxes to carryyour food.
