We specifically focus on the “Engagement” priorities of the Local Control and Accountability Plan (LCAP) -- Student Engagement, School Climate, and Parent Involvement. We build the capacity of adults to help children and youth through technical support, training, identification of appropriate resources, and dissemination of timely information. AB 104 (Committee on Budget).Education finance: education omnibustrailer bill.Among several other provisions,establishes homeless students as asubgroup for the purposes ofunduplicated pupil counts used in theLCAPs beginning in 2016-2017; andpermits pupils who will turn five yearsold after the eligibility window forTransitional Kindergarten (TK) to beenrolled in TK before they turn fiveyears old – the enrollment shall notgenerate funding for average dailyattendance or be included in theenrollment or unduplicated pupilcount for purposes of the LCFF untilthose pupils turn five years old.(Already in effect.)

AB 1166 (Bloom). Pupils in foster care:pupils who are homeless children oryouth: school transfer: exemption fromlocal graduation requirements.Clarifies that even if a school districtfails to provide notification of eligibilitywithin the timelines provided in law, apupil still qualifies for exemption evenafter the pupil is no longer in fostercare or homeless. Also clarifies that ahomeless child/youth who is exemptedfrom local graduation requirementscontinues to quality for the exemptioneven after the pupil is not longer ahomeless child or youth.

SB 725 (Hancock). Pupil testing: highschool exit examination: exemption.Provides that the CAHSEE shall not berequired as condition of receiving adiploma for graduation or a conditionof graduation from high school for apupil completing grade 12 in 2015 andwho has met all other graduationrequirements. (Already in effect.)

SB 200 (Lara). Pupils: school districtresidency requirements.A pupil complies with a school district’sresidency requirements when thepupil’s parent/guardian resides outsideof the boundaries of a school districtbut is employed and lives with thepupil at the place of his/heremployment within the boundaries ofthat school district for a minimum of 3days during the week.

AB 1101 (Bonilla). Pupil schoolenrollment: residency requirements:policy on investigations.Requires the governing board of aschool district that elects to undertakeinvestigations to determine whetherpupils meet the residencyrequirements for school attendance toadopt a policy. Specifies what isrequired, at minimum, in such policy.

SB 277 (Pan). Public health:vaccinations.Eliminates the exemption from existingspecified immunization requirementsbased upon personal beliefs, butallows for a child to have a medicalexemption when a physician believesthe circumstances so warrant. Pupilswho had a personal belief exemptionprior to January 1, 2016 will berequired to be immunized when theyenroll in the next grade span.

AB 881 (Cristina Garcia). Pupils:grounds for suspension and expulsion:bullying.Defines “electronic act” as either thecreation or transmission of acommunication by means of anelectronic devise. Makes other minorchanges.

Unless otherwise specified, laws go into effect on January 1, 2016.
