On behalf of the faculty, staff and Joint Operating Committee, it is my pleasure to welcome you to Eastern Westmoreland Career & Technology Center as you begin or continue your transition to the world of work. This handbook has been prepared to acquaint you with the school, its policies and regulations. The information has been carefully presented so that it can be used as a reference for new students as well as returning students.

The faculty and staff of Eastern Westmoreland Career & Technology Center work diligently to present you with the best educational opportunities. Eastern Westmoreland Career and Technology Center has implemented the RESPECT Program in which positive behaviors for life and the workplace are the focus. VOLUNTARY RANDOM DRUG SCREENING PROGRAM

The use of drugs and alcohol represent a health and safety risk to all students. That risk is heightened by the fact that students attending Eastern Westmoreland Career and Technology Center regularly use dangerous tools and equipment. In order to foster drug-free culture among our students and to address a growing concern among our local business leaders, EWCTC has adopted a Voluntary Random Drug Screening Program.

After reviewing the program details, if you are interested in participating, please complete the attached permission form and return it to Mr. Campbell, Principal, in a sealed envelope. If you have any questions regarding the program, please contact Mr. Campbell at 724-539-9788.

Program Details:

*Participation in the voluntary random drug screening program will require parental consent. Parents must submit a signed releaseform authorizing their child’s participation.

*Students between the ages of 12 and 17 will be eligible for the program. Students 18 years or older may sign up for the programvoluntarily.

*Students will be selected for testing on a random basis throughout the school year. Tests will be conducted at EWCTC.

*Testing will consist of a urinalysis.

*Test results will be forwarded directly to the parent. EWCTC and the home schools will not receive this information. Results arestrictly confidential and will be managed by an outside independent agency (Compliance Oversight Solutions Ideal’s, COSI).

*If necessary, parents may contact guidance counselors (EWCTC or home school) for a list of appropriate services.

*Testing is free of charge to parents. Approximately 4 tests will be administered during the school year. 10 students will berandomly selected for each test.

* Students will be tested for: Amphetamines, Barbiturates, Benzodiazepines, Cannabinoids, Cocaine, Metabolites, Methadone,Methaquolone, Opiates, Phencyclidine, Propoxephine.

Frequently Asked Questions:

Who will be conducting the screenings? EWCTC's contracted administrator, Compliance Oversight Solutions Ideal (COSI), will administer the testing. COSI has vast experience in managing drug testing programs and will provide the certified data management, laboratory, medical review officer, and reporting. By using COSI, EWCTC and the home schools will have no knowledge of test results.

What if there are questions about my child's screening and a legitimate prescription use of drugs that are tested for? Compliance Oversight Solutions Ideal's doctor, a medical review officer, may call parents/guardians with questions concerning test results. This is routine. Please remember that any conversations between the medical review officer and you and your child are strictly confidential.

Who will know the results of my child's screening? Only you, your child, and Compliance Oversight Solutions Ideal (COSI) will know the actual result of any screening. This information will not be shared with EWCTC or the home school.

What will happen if my child tests positive for drugs? Parents/Guardians will be contacted by Compliance Oversight Solutions Ideal (COSI) with positive or negative test results. The letter/phone contact will identify the drug your child tested positive for and include information about that particular drug.

ADMISSION POLICY

The Eastern Westmoreland Career & Technology Center is an equal opportunity institution and offers admission to its programs to all students without regard to race, sex, color, religion, national origin, age, or handicap as required by Title IX of the Education Amendment of 1972, Section 504 of the Rehabilitation Act of 1973, and Title VI of the Civil Rights Act of 1964.

Enrollment vacancies are based on the percentage of average daily membership in Grades 9, 10 and 11 in accordance with the Articles of Agreement. The school has established eligibility criteria based on interest, aptitude, and attendance in order to predict an applicant’s ability to succeed in a CTC program at EWCTC. Vacancies not filled by a school district may be distributed to another school district that has a waiting list of qualified applicants. In the event that the number of students desiring enrollment exceeds this maximum, then student selection to the program will be based on the following criteria:

1) The student's stated interest and career objective should be relevant to the student's vocational program choice.

2) Aptitude will be evaluated by SAGE, a Work Keys assessment or a district administered aptitude test. The Talent AssessmentProgram, administered by EWCTC, is available to students who need an alternative assessment.

3) Attendance will be rated based on the number of unexcused absences beginning September of the current school year.

Adults who reside in the participating school districts and students who reside outside of the participating school districts will be considered for admission only in the event that all waiting lists are exhausted. Secondary students who reside outside of the participating school districts must be enrolled through their sending school district. At the discretion of the Joint Operating Committee, Eastern Westmoreland Career and Technology Center may accept tuition students.

FERPA

The Family Educational Rights and Privacy Act (FERPA) (20 U.S.C. § 1232g; 34 CFR Part 99) is a Federal law that protects the privacy of student education records. The law applies to all schools that receive funds under an applicable program of the U.S. Department of Education.

FERPA gives parents certain rights with respect to their children’s education records. These rights transfer to the student when he or she reaches the age of 18 or attends a school beyond the high school level. Students to whom the rights have transferred are "eligible students."

Parents or eligible students have the right to inspect and review the student’s education records maintained by the school. Schools are not required to provide copies of records unless, for reasons such as great distance, it is impossible for parents or eligible students to review the records. Schools may charge a fee for copies.

Parents or eligible students have the right to request that a school correct records which they believe to be inaccurate or misleading. If the school decides not to amend the record, the parent or eligible student then has the right to a formal hearing. After the hearing, if the school still decides not to amend the record, the parent or eligible student has the right to place a statement with the record setting forth his or her view about the contested information.

Generally, schools must have written permission from the parent or eligible student in order to release any information from a student’s education record. However, FERPA allows schools to disclose those records, without consent, to the following parties or under the following conditions (34 CFR § 99.31):

• School officials with legitimate educational interest;

• Other schools to which a student is transferring;

• Specified officials for audit or evaluation purposes;

• Appropriate parties in connection with financial aid to a student;

• Organizations conducting certain studies for or on behalf of the school;

• Accrediting organizations;

• To comply with a judicial order or lawfully issued subpoena;

• Appropriate officials in cases of health and safety emergencies; and

• State and local authorities, within a juvenile justice system, pursuant to specific State law. The Pennsylvania State Police is

the designated law enforcement unit for EWCTC.

Schools may disclose, without consent, “directory” information such as a student’s name, address, telephone number, electronic mail address, photograph, date and place of birth, major field of study, grade level, enrollment status, dates of attendance, participation in officially recognized center activities, degrees, honors and awards received and the most recent educational agency or institution attended. However, schools must tell parents and eligible students about directory information and allow parents and eligible students a reasonable amount of time to request that the school not disclose directory information about them. Schools must notify parents and eligible students annually of their rights under FERPA. The actual means of notification (special letter, inclusion in a PTA bulletin, student handbook, or newspaper article) is left to the discretion of each school. If you do not want Eastern Westmoreland Career and Technology Center to disclose directory information from your child’s education records to recruiters you must notify Mr. Campbell, Principal, in writing by Friday, September 14th, 2018.

MILITARY DIRECTORY JOC POLICY 250

The United States Congress recently passed legislation that requires high schools to provide to military recruiters, upon request, access to secondary school students and directory information on those students. Both the No Child Left Behind Act of 2001 and the National Defense Authorization Act for Fiscal Year 2002 reflect these requirements.

In accordance with those Acts, military recruiters are entitled to receive the name, address, and telephone listing of juniors and seniors in high school. Providing this information is consistent with the Family Educational Rights and Privacy Act, which protects the privacy of student educational records. Student directory information will be used specifically for armed services recruiting purposes and for informing young people of scholarship opportunities. For some of our students, this may be the best opportunity they have to get a college education.

If you do not want Eastern Westmoreland Career and Technology Center to disclose directory information from your child’s education records to recruiters you must notify Mr. Campbell, Principal, in writing by Friday, September 14th, 2018. DUAL ENROLLMENT

Eastern Westmoreland Career and Technology Center, our sending districts and Westmoreland County Community College have collaborated to provide a Dual Enrollment program that allows eligible students to take classes that will simultaneously fulfill graduation requirements at both WCCC and the student’s sending district. Dual Enrollment may allow students to free up their high school schedules to allow for additional math and science/lab classes. In addition, students get a jump start on their associate degree by earning general education credits as well as the articulated technical credits. ATTENDANCE

ATTENDANCE POLICY JOC POLICY 204

Attendance and punctuality are serious responsibilities for every student, and students at EWCTC are expected to demonstrate an understanding of these responsibilities. Poor attendance will affect your opportunity for success. The school policy regarding absence from school is in strict accord with the Pennsylvania School Code. Absences from school are recorded as “excused” or “unexcused” but shall be treated as unexcused until the school receives a written excuse explaining the absence.

“Excused” absences are legal excuses from school attributable to illness, death in the family, or any situation that has administrative consent. A written excuse, signed by the parent, guardian or licensed physician, is required for an absence to be deemed excused.

“Unexcused” absences are illegal for students of compulsory attendance age and are defined as any absence for reasons other than those classified above or absences that have not been verified by an approved written excuse. Absences classified as unexcused will be treated as skipping and will result in the offending student losing his or her make-up privileges for class work missed. In addition, these students will be given a zero for all missed tests, quizzes, assignments and/or daily grades.

2 Unexcused Absences * Parent/guardian receives first written notice of unexcused absence including the legal penalties established by law for violation of compulsory attendance requirements.

4 Unexcused Absences * Parent conference including student, parent(s)/guardian(s), principal, and school counselor to discuss the cause of the child’s truancy and develop a mutually agreed upon Truancy Elimination Plan (TEP) to resolve the truant behavior. Issues to be reviewed at the school/family conference include the appropriateness of the child’s educational environment, current academic difficulties, physical or behavioral health issues, and family/environment concerns.

6 Unexcused Absences *Parent/guardian receives third notice of unexcused absence providing “official notice of child’s sixth illegal absence.” - Students will be referred to and must participate in the Student Assistance Program.- Student becomes ineligible to participate in the Cooperative Education Program, will

not be permitted to attend any EWCTC organized field trips or after-school activities,and will lose driving privileges.

7th Unexcused Absence *Parent/guardian receives official notice that the student has again violated the Attendance Policy and that he or she will be referred to their home school for a citation through the local magistrate. In addition, the student's placement at EWCTC may be in question. See "Returning to Sending High School" (p. 36).

*Applies to any student of compulsory age.

A maximum of ten (10) days of cumulative excused absence verified by parental notification will be permitted during a school year. All absences beyond ten (10) cumulative days (excused + unexcused) shall require an excuse from a licensed physician or will be recorded as unexcused. Students reaching 10 cumulative days may also be required to begin a Truancy Elimination Plan.

Any student who has accumulated thirty-five (35) or more days of absence, whether excused or unexcused, in a single school year may be ineligible for credit from their program at the discretion of the Administrative Director. In addition, seniors may not receive a Certificate of Completion from EWCTC and may not be permitted to attend the Senior Recognition Ceremony. The only exceptions are absences that have been verified by a licensed physician or absences approved by EWCTC or sending school administration.

Any tardy or early dismissal that results in a student missing more than one (1) hour of instruction will be considered a day of absence. Written excuses must be submitted accordingly.

AUTOMATED ABSENCE REPORTING

Parents and guardians of students who are absent will receive notification through our automated phone system. Calls will be made to the student’s residence as well as to the cell phones of the parents or guardians unless otherwise specified by the parents or guardians.

EARLY DISMISSALS

Students may be excused early from school by written excuse for medical or family matters only with parental permission. The Administrative Office will confirm all written excuses. Students in need of medical or dental treatment, illness, or other such reasons requiring an early dismissal should present a written excuse to the Attendance Secretary. A phone number where a parent or legal guardian may be reached is required for all written requests for early dismissals.

LATE/TARDY POLICY

It is the full responsibility of the students to be in class on or before the starting bell time. STUDENTS WHO ARE LATE MUST REPORT TO THE SCHOOL OFFICE and obtain an admission slip. A written note explaining their tardiness must be presented, unless a parent or guardian accompanies the student. Excessive tardiness will not be tolerated and may be cause for disciplinary action. If a student’s tardiness becomes excessive the school may require a doctor’s excuse on each occurrence thereafter. After 5 unexcused tardies, students will receive a warning. Additional unexcused tardiness will result in disciplinary action.

MAKE-UP WORK

Students with an excused absence are to have the opportunity to make-up any work they have missed on their own time. It is the student’s responsibility to approach the instructor, within 3 days of their return from the excused absence, and request to make-up work. Failure to do so will result in the student not receiving credit for missed work.

SUBMISSION OF EXCUSE SLIPS

Students are to use EWCTC excuse slips and must include the date(s) and reason(s) for each absence. The excuse slip must be presented to the program instructor within three (3) days after returning to class. The instructor will initial the excuse and submit it to the attendance secretary. All medical excuses must be signed by a licensed physician on a prescription form or the physician’s letterhead. This communication must clearly state the date(s), reason(s) and time, if only for a portion of a day, which the student was to be excused from school. Any claims of continued or repeated illnesses justify the school to ask for a statement from a licensed physician.

CERTIFICATE OF COMPLETION JOC POLICY 217

All students are entitled to receive a record of their grades because they are enrolled in this school. Each student’s sending school district sets the number of credits to be awarded for CTC enrollment and the requirements for high school graduation.

Eastern Westmoreland CTC has set the requirements below for students who wish to earn a Certificate of Completion from the school.

CERTIFICATE OF ADVANCED COMPLETION

The requirements for the Certificate of Advanced Completion are individualized by program according to the specifications of the Occupational Advisory Committee for that program. Students must see the program area teacher to determine the exact criteria, which may include one or more of the criteria listed below.

Completion of more tasks than those identified for the Certificate of Completion as required by the OccupationalAdvisory Committee

Completion of tasks to a higher standard of performance than those required for the Certificate of Completion andas identified by the Occupational Advisory Committee

NOCTI JOB READY ASSESSMENT

The National Occupational Competency Testing Institute (NOCTI) Job Ready Assessment is a national written and hands-on assessment given to seniors upon completion of a vocational program in the spring of the senior year. The test indicates the level to which the student has achieved competency in that program and provides a comparison to other students who have taken the test in the school, state and nation. Each student who completes the NOCTI will receive a certificate of test completion signed by his/her CTC teacher indicating his or her level of achievement on the test.

A Pennsylvania Skills Certificate (PSC) is awarded to students who perform at the advanced level on the NOCTI. The Governor of the Commonwealth of Pennsylvania and the Secretary of Education sign these certificates.

GRADING POLICY JOC POLICY 212 Each student will be given a percentage and letter grade for each nine-week period. EWCTC report cards will be mailed home. Grades will also be reported to the sending school and listed on the sending school report card. Final grades are an average of the four (4) nine-week percentage grades. In addition, any student who receives a failing grade (F) for the last two quarters will receive a failing final grade. Credit for attendance at EWCTC is awarded in accordance with sending school policy. The following components will each comprise one third of the student’s grade and represent the basis for evaluating a student’s progress:

Theory is evaluated in the traditional written work format. This may include true/false, matching, multiple choice, completion, short answer or extended responses for problem solving or case studies. Homework assignments may also be graded under the theory component. Students will complete components of their portfolio project while attending the CTC.

Technical Competencies: The assessment of technical competencies by the instructor through hands-on performance of both simulated and real work experiences is based upon industry standards. Instructors will identify the minimum standard of performance required for successful completion of each competency.

Daily Work Grade: The daily work grade is based upon those personal characteristics that employers identify as vital to all employees. These characteristics may include, but are not limited to: safety, time-on-task, punctuality, attendance, positive attitude, ambition, motivation, initiative, problem solving, teamwork, honesty, and reliability.

HOMEWORK POLICY

Each student should leave Eastern Westmoreland Career and Technology Center with a firm foundation for pursuing knowledge and developing skills on an independent basis. Homework is an essential component to reach this goal. Homework serves to develop individual study skills and responsibility while reinforcing skills and concepts. Homework is defined as specific tasks assigned by teachers to be completed on non-school hours. The purpose of homework may be practice, preparation and/or the extension of instructional objectives aligned to curriculum. Homework assigned will be at a level that students can complete independently whether done at home, a library or other educational settings. The expectation is that all students will complete regular weekly homework assignments. Homework activities may include: reading, reinforcement of skills, special projects and/or research and will be relevant to present topics covered in class. Homework will be assessed, the score(s) recorded, and feedback given promptly. Each instructor will develop a plan that addresses this policy and outlines the consequences for students failing to complete homework. INCOMPLETE GRADE

A student may receive an incomplete grade on his/her report card at the discretion of the Principal or Administrative Director. Incomplete grades will only be approved in extreme circumstances such as when a student has missed an excessive number of school days in a given grading period, with valid excuse. Students who are approved for an incomplete grade will complete all make-up work within a specified amount of time, not to exceed ten (10) school days. If the work is not made up during the specified time period, the incomplete grade may become a failing grade. PORTFOLIO PROJECT All students enrolled at Eastern Westmoreland Career and Technology Center are required to maintain a Portfolio and must maintain the Portfolio schedule as determined by the Literacy Committee. Students who fail to complete and/or present a satisfactory portfolio

PROGRAM REQUIREMENTS (SPECIFIC)

COSMETOLOGY

It is the expectation of EWCTC that every student enrolled in the Cosmetology program will take and pass the State Board Exam. In order to be eligible for the Boards, students must accumulate 1250 hours in the classroom/lab. It is possible for a student to take the written portion of the State Board Exam after attaining 900 hours if they are prepared. Those students will need to complete the full 1250 hours in order to acquire their license. Cosmetology hours may be earned for qualified hours of cosmetology instruction. A failing grade for any grading period will result in a loss of all applicable hours. Students who move in or out of the Eastern Westmoreland Career and Technology Center may request a transfer of hours from the Cosmetology instructor. Cosmetology students are required to purchase suitable uniforms and a kit that contains necessary program tools and materials.

HEALTH OCCUPATION TECHNOLOGY

Students enrolled in the Health Occupation Technology program must complete and submit a Pennsylvania State Police - Criminal History Record Information check before the first day of class. A resident of the Commonwealth for less than two full years, prior to the date of application, must complete and submit a PA and an FBI report before the first day of class. An applicant’s CHRI report must be in compliance. It may not contain prohibitive offenses as cited in Act 14.

A physical exam is required. The physical exam must include: Evidence that the applicant is free of communicable disease Documentation of a negative 2-step Mantoux that is dated within a year of starting class. If a PPD is documented as positive,

a negative chest x-ray, less than 5 years old must be submitted.

Students who are not interested in testing to be certified nurse aides are not required to have such background checks. Students and parents must waive their right to be included in the certified nurse aide program if they decide not to take advantage of this industry certification process.

Students who are enrolled in the Automotive Pathway will spend their first year rotating between the Automotive Technology and the Collision Repair programs. Each rotation will run approximately eighteen weeks. Students will learn safety, tools/fasteners, tires/ suspension and steering, brakes, electrical systems, measurement, glass removal and replacement, cutting processes/torches and welding. At the end of the first year, students will choose their specific career program for the following two years.

CONSTRUCTION PATHWAY

Students who are enrolled in the Construction Pathway will rotate through our four programs. Each student will spend approximately six weeks in Cabinetmaking, Construction Trades, Masonry and Plumbing/HVAC. At the end of the rotation, students will choose their

COOPERATIVE EDUCATION

The Cooperative Education Program is for students enrolled in Grades 11 and 12 who have completed basic competencies and can be recommended by the CTC instructor for employment. Transportation to and from the work site is the responsibility of the student. In addition to technical competencies, a student must possess the personal characteristics required by employers, such as dependability, good attendance, positive attitude, neat personal appearance, desire to learn, initiative, honesty and courtesy.

Personal qualities are crucial for successfully finding and keeping employment, even for students who possess technical skills. Any exceptions with the respect to admission into the cooperative education program are at the discretion of the Administrative Director. Students who violate the discipline policy may be removed from the Cooperative Education Program. Additional information concerning the Cooperative Education Program or assistance with job placement may be found by contacting the Cooperative Education Coordinator, (724) 539-9788 (Ext 308).

In order to qualify for Cooperative Education:

• A student must demonstrate competence on 90% of the tasks from their approved Program of Study;• A student must maintain passing status in all classes and a 2.0 grade point average or higher at the home school and in their career and

technical program;• A student must be on track with portfolio completion according to the portfolio schedule;• A student must pass the pre- NOCTI test or have at least two NIMS completed;• A student must have teacher recommendation for Cooperative Education;• All Cooperative Education students are required to participate in bi-monthly employment seminars.• All Cooperative Education students must adhere to Cooperative Education guidelines set forth by Eastern Westmoreland CTC. Failure

to adhere to the guidelines will result in termination of Cooperative Education.

Grading Policy for Cooperative Education:

• Students will be monitored at the work site and evaluated by their employers. 50% of a “full-time” Cooperative Education student’sgrade is determined by the employer’s evaluation.

• Students are required to attend a minimum of two scheduled sessions at EWCTC each month.• Students will be responsible for maintaining appropriate paperwork adhering to Cooperative Education guidelines, participating in

Cooperative Education employment seminars, and submitting pay stubs and work logs each month. Failure to submit paperwork willresult in a suspension or loss of Cooperative Education. This portion of the program accounts for 30% of a “full-time” CooperativeEducation student’s grade. Those who fail to submit paystubs and work logs will be given a warning the first time. Upon the thirdviolation, the student may be removed from Cooperative Education.

• Students are required to participate in program activities during their two scheduled sessions at EWCTC each month. During this time,students must prepare for NOCTI and industry certifications. Program participation accounts for 20% of a “full time” CooperativeEducation student’s grade.

• If Cooperative Education students are scheduled to work a portion of the school week, they are responsible for any work in their program on the days they attend EWCTC. Grades will be determined by program/work ratios.

• All grades/student work from employers and teachers will be submitted to the Cooperative Education Coordinator. Grades will betallied by the Cooperative Education Coordinator and entered into PowerSchool by EWCTC’s Principal.

COOPERATIVE EDUCATION COORDINATOR

The Cooperative Education Coordinator places students in cooperative education experiences, monitors co-op placements and student performance, provides career counseling, and acts as an instructor for employability skills. In addition, he/she functions as a liaison between EWCTC and local industry. As part of EWCTC’s commitment to transition graduates into long-term employment, he/she assists with post-graduation job placement and conducts annual follow-studies. The Cooperative Education Coordinator’s office is located in within Student Services office. He/she may be reached at 724-539-9788 (Extension 308).

COURSE SEQUENCE

For all students enrolled in the Career and Technology Center, the following academic courses are strongly recommended:

College Prep/Academic Math Algebra I, Geometry and Algebra II College Prep/Academic English English I (9), English II (I0), English III (11) and English IV (12) College Prep/Academic Science Biology, Chemistry and Physics

It is recommended that students complete the highest level of rigorous, academic courses in order to ensure success in CTE studies and post-secondary education. For most program completers, it is recommended that the student continue his/her education and achieve an Associate Degree in a technical field.

HOMEBOUND INSTRUCTION

Homebound instruction is available through the sending district to students who, in the opinion of their physician, are unable to attend school for an extended period of time. Generally, homebound instruction is provided for courses necessary to meet the requirements for graduation. It is the responsibility of the parent/guardian and student to contact the CTC for specific guidelines and assignments regarding homebound instruction for CTC education.

KEYSTONE PREPARATION

Students who have not demonstrated proficiency on a Keystone Exam (Algebra, Literature or Biology) may be referred to the Skills Center for keystone preparation classes. These students may be required to attend regular sessions using Study Island software, individual tutoring and/or structured classes. These services are not optional and are an integral part of being prepared with the necessary skills for success in the workplace.

PROGRAM CHANGES/WITHDRAWAL JOC POLICY 208

Due to the availability of vacancies in programs at EWCTC and in accordance with our admission policy, program changes are highly discouraged. Students who wish to change programs must make an appointment with the School Counselor and complete a Change of Program Request form. In addition, conferences with the student, parent, EWCTC staff, and sending School Counselor may be held. After the beginning of the year program changes are completed, no other program changes will be considered until the end of the first semester.

*Withdrawals - Prior to any student withdrawing from the CTC, a meeting will be held that will include a sending school administrator, sending school counselor, CTC administrator, CTC school counselor, parent and student. The discussion will involve student progress, career objective/goal, elective options and any credit concerns. SCHOOL COUNSELOR

Eastern Westmoreland Career and Technology Center employs a full-time School Counselor to assist students in many situations, including but not limited to application, enrollment, and/or scheduling into a CTC program, assistance with remediation, conflict resolution, monitoring student progress, improving student-teacher relationships, post-secondary school applications, referrals for student assistance, drug/alcohol concerns, school-to-work transition, application for scholarships, student awards, and aptitude/ interests surveys. The School Counselor is also EWCTC’s suicide prevention coordinator. The School Counselor’s Office is located within the Student Services Office. He/she may be reached at 724-539-9788 (Extension 309).

SPECIAL POPULATIONS COORDINATOR

Eastern Westmoreland Career and Technology Center employs a full-time special populations coordinator. Services provided by the Special Populations Coordinator include serving as the Local Education Agency at all Individualized Education Plan meetings, coordination and implementation of SAGE assessment for prospective students, and implementation of all Individualized Education Plans.

Eastern Westmoreland Career and Technology Center also employs teaching assistants that provide additional support to students with IEPs in designated program areas.

STUDENT ASSISTANCE PROGRAM JOC POLICY 236

Each sending school and EWCTC maintains an active Student Assistance Program (SAP) designed to help students overcome problems related to chemical abuse, alcohol abuse, depression, and other such life-threatening issues. If student behavior at the Career and Technology Center indicates that there is a problem, which may be related to any of these concerns, the student may be referred to the Student Assistance Team which is comprised of the director, principal, co-op coordinator, school counselor, special populations coordinator and teachers. Referrals are made confidentially without accusation. The purpose of the program is to determine if there is reasonable cause to assume the student’s problem(s) is/are related to these causes and to refer the student for assistance to overcome them. All referrals are made in complete confidentiality. Students who violate the Student Discipline Code related to chemical or alcohol abuse or violate the Attendance Policy will be referred to the Student Assistance Program.

STUDENT ORGANIZATIONS

Home Builders Association - Home Builders Association is an organization dedicated to enriching and advancing the education of those students in the building industry. The goal of this organization is to provide trained skilled workers, promote the industry as a career and help the membership address its need for qualified employees. Students who are enrolled in the construction programs or any other related program at EWCTC have the opportunity to join this organization.

HOT Club - The HOT (Health Occupation Technology) Club is an integral part of the Health Assistant program at EWCTC. The students gain experience in leadership, fund-raising and disaster preparedness. The HOT Club sponsors an annual blood drive and participates in disaster team training.

National Technical Honor Society (NTHS) is a non-profit educational organization that was created to reward excellence in CTC education. Eleventh and Twelfth grade students with an overall grade point average of a 3.0 or higher who obtain their CTC teacher

SkillsUSA - The purpose of SkillsUSA is to unite a common bond for all students enrolled in trade, industrial, technical and health education; to develop leadership activities through participation in educational, CTC, civic, recreational, and social activities; to promote high standards in trade ethics, workmanship, scholarship and safety. In becoming a SkillsUSA member, you will: participate in community projects, skill competitions, fund raising projects, SkillsUSA–sponsored social and recreational activities; develop leadership skills and high standards in trade ethics, workmanship, scholarship and safety; be able to have a voice in school-related activities and be eligible to run for a SkillsUSA office, school-wide and in-class.

PROCEDURES AND LOGISTICS

ACCIDENTS

The faculty of Eastern Westmoreland Career and Technology Center is committed to safety instruction and practices in all educational activities. However, despite best efforts, accidents may occur. In the event of an accident or medical emergency, students may be transported to Excela Health/Latrobe Area Hospital by ambulance for emergency medical treatment. It is very important that all students have a current record of their medical history and health insurance information on file in the Administrative Office.

BACKPACKS, GYM BAGS, TOTE BAGS, ETC.

Providing a safe and secure educational environment for all students and staff is of the utmost importance. It is for that reason; students are not permitted to take backpacks, gym bags, knapsacks, etc. to their classroom. Students bringing these types of articles to Eastern Westmoreland Career and Technology Center will be directed to take them to a designated area where they will be temporarily stored for security purposes until dismissal time. Female students are permitted to bring a wristlet or small purse to class for feminine hygiene products when necessary. This item may not be larger than a small box of tissues. EWCTC is not responsible for valuables brought to school. Administration or the Student Services office must approve any exceptions to this rule, in advance.

CELLULAR PHONES/MUSIC PLAYERS/BLUETOOTH/HEADPHONES

Because of the serious need for all senses to be involved in the learning process, the use of cellular phones, music players (mp3 players, IPOD's, CD players, radios, etc.), bluetooth devices, and headphones is not permitted without the consent of the instructor. Students must be able to hear warnings or alarms when participating in class or operating equipment and be able to recognize the sound of a mechanical problem when operating equipment as well.

BRING YOUR OWN DEVICE

Eastern Westmoreland Career and Technology Center is pleased to offer our students the opportunity to bring their own device to enhance and aid in their learning opportunities. Devices are to be used for instructional purposes only. We are dedicated to the support of appropriate technological resources and preparing our students for success in a competitive global and electronic age. Access to these resources and understanding when and how these tools are appropriately and effectively used is imperative. Adherence to EWCTC's BYOD Agreement (see pages 70-71), as well as ALL applicable Eastern Westmoreland Career and Technology Center policies, is necessary for continued access to the school’s technological resources and each student’s success.

CHANGE OF ADDRESS AND PHONE

Students are required to report a change of address and/or phone number to the Attendance Secretary in the Administrative Office. This information is required for the purpose of emergency contact, validation of early dismissals, scheduling of parental conferences, etc. and is necessary to ensure that all relevant information is conveyed to parents and/or legal guardians. To report a change of address and/or phone number, please call 724-539-9788 (Extension 301) and speak to the Attendance Secretary.

CLOSING OF SCHOOL

In the event that it is necessary to close or delay school due to hazardous weather or other conditions, the school’s welcome message will indicate the nature of the delay or closure. Parents and students should view Channel 11 (WPXI) or go to wpxi.com for the official announcements of the closing of school. If two or more of the sending districts (Derry, Greater Latrobe or Ligonier Valley) delay or close, Eastern Westmoreland will follow the same pattern, even if the television station fails to display the school name. In addition, school closings will be listed on the school website at www.ewctc.net.

COMPUTER ETHICS/ACCEPTABLE USE POLICY

Eastern Westmoreland Career and Technology Center maintains full access to the Internet. As such, students and parents are informed of the acceptable uses of the Internet. (For a copy of the complete policy, please refer to pages 44-66). All uses of the Internet must be educational and support the mission of the Eastern Westmoreland Career and Technology Center. Use of the Internet to access inappropriate materials, including but not limited to pornography, gambling or chat rooms, or to download files dangerous to the integrity of the network is prohibited. All users must identify their intent in using the computers, the network or the Internet to the teacher in charge to gain permission. All information accessible through the network by students is assumed to be school property. Students must have parental permission for computer usage. Users may not reveal any personal information via the network or Internet about themselves. Any violations of the use of the network, the Internet or school technology will be handled through the discipline policy and may result in termination of all computer and technology privileges, referral to local law enforcement, suspension, or expulsion from school.

CONFIDENTIALITY OF STUDENT RECORDS - RELEASE OF INFORMATION JOC POLICY 216

Information and identifying data concerning students including attendance, grades, discipline, etc. may be released to the sending district without written consent, as Eastern Westmoreland Career and Technology Center is the CTE department extension of that district. However, information concerning attendance, grades, discipline, etc., will be released to others requesting such information only with written consent from the student's parents/guardians specifying records to be released, to whom and with a copy of the records released kept on file or in compliance with judicial order or orders of agencies where those agencies have the power of subpoena. Parents/Guardians will be notified of all such orders and the school's compliance.

EMERGENCY PHONE CONTACT

As stated above, cell phone use is strictly prohibited. Parents/guardians may contact students on school phone lines at Eastern Westmoreland Career and Technology Center during instructional periods in emergency situations only. As phone calls to students engaged in classroom activities disturb the student and others, it is requested that phone calls to students from parents/guardians be restricted to emergency calls only so that all such calls may be received by the Administrative Office. Phone calls to or from friends are not accepted.

Students who need to place an emergency phone call to a parent or guardian must secure permission from their teacher and make the call from the Administrative Office. In the case of illnesses, students must report to the office prior to calling home.

EYE PROTECTIVE DEVICES

As required by PA statute, Title 35, every teacher, student, visitor, spectator or other person in a lab shall wear protective eye devices at all times while engaged in the following activities or exposed to such dangers: (1) the use of hot liquids, solids/gases or caustic or explosive materials (2) milling, sawing, turning, shaping, cutting, grinding or stamping materials, (3) tempering, heating or firing of metals or other materials, (4) gas or electric welding, (5) repairing or servicing of vehicles. Individuals who do not conform to PA state law will be withdrawn from the lab.

FINANCIAL OBLIGATIONS

Student report cards will be held by each sending district for financial obligations owed to this school for items, such as fund raising, projects, fines, etc. Students are urged to check with the CTE instructor and/or club sponsor to make sure that he/she has no outstanding financial obligations prior to the close of school each year. Districts generally hold back report cards only at the end of the year, when teachers are dismissed for the summer. Financial obligations may be paid at the school at any time, but since teachers are not available to confirm payments, it is best to take care of all financial obligations prior to the close of school. No financial obligations may be eliminated without written verification of payment or without teacher authorization of payment.

Individual teachers may plan instructional field trips for their respective labs or may desire to have students remain at the CTC for special activities. The Administrative Director shall authorize all field trips in advance. In addition, students must return to their CTE teacher completed Field Trip Eligibility Forms or Request to Remain/Attend the CTC for Special Activity Forms before they are permitted to participate. Each sending district may also have requirements. Students are responsible for submitting the required forms at least one (1) week prior to the trip, to their teacher.

FIRE DRILL EVACUATIONS

In case of an emergency, including fire, requiring the evacuation of the school building, students and faculty will be notified by the sounding of the fire alarm and lights. Students are to move in an orderly fashion to a designated area under the supervision of the teacher as quickly and quietly as possible. Specific evacuation routes and instructions will be provided by the teacher and posted in each room. Students with disabilities will have specific evacuation procedures as determined by the Safety Committee or their IEP Team if applicable. These procedures may include assistance provided by their teacher or classmates, under the supervision of their teacher. A student who is unsupervised by his/her teacher in another part of the building should leave by the closest exit, walk around the outside of the building, and report to the closest teacher for roll. Once outside, the teacher will take roll to determine if any students may still be inside the building.

Students must remain outside until directed by school personnel to return to class. If the student is under the supervision of another teacher, the student should remain with that teacher until reunited with his/her class.

FIRST AID

Emergency first aid services will be provided by Emergency Medical Team personnel when necessary. School personnel are instructed to call 911 when, in their opinion, emergency services are required for student health. The school does not employ the services of a school nurse. It is important that school forms requesting health and medical information be filled out completely and accurately for this reason. Accurate and complete information concerning student medication is crucial to ensure appropriate medical assistance for all students.

FOOD AND BEVERAGES

Students are permitted to bring legal beverages to EWCTC in unopened, factory-sealed containers. The Administration reserves the right to inspect any and all beverage containers and confiscate those containers found to have the factory seal broken. Students are not permitted to eat or drink in the classroom or lab areas except during break time as designated by the instructor. Food and beverages should never be around computers or other technical equipment.

FUNDRAISING ACTIVITIES JOC POLICY 229

Students participate in fundraising activities on a voluntary basis to support events such as additional field trips. As such, students assume responsibility for the financial obligation that accompanies participation in such an activity. Students are required to check all products as they are received to be sure that they have received the correct quantity and type of fund- raising product. Many miscommunications take place when fundraising sponsors give students products and students indicate at a later date that they did not receive the correct quantity or type of product.

Students incur financial obligations whenever they participate in fundraising activities. Students are required to pay for all fundraising products with a single check made payable to EWCTC. In this way, the student will have a receipt in the form of the returned check. Students should never turn in a check to anyone other than the designated sponsor of the fundraising activity. If the designated advisor is absent from school on the day that the student brings a check, the student should personally deliver the check, in a sealed and labeled envelope, to the business office with attention to Mr. Chappell. A student may be asked to present a returned check to confirm payment and to avoid having a financial obligation to the school. HALL PASSES

All students must obtain a hall pass to be outside their program area. It is the students’ responsibility to complete the information necessary to be excused from class and have it signed by their teacher. Prior permission is required, if a student wishes to go to another program area, the Skills Center or the Support Services Office. Students who abuse the use of passes will be subject to disciplinary action.

HAZARDOUS WEATHER EVACUATIONS

In the event of dangerous weather conditions, students and staff will be notified by a continuous intermittent sounding tone and a PA announcement. Students are to exit their program area in a quiet and orderly fashion and report with their instructor to a predetermined secure area inside the school building. Specific instructions pertaining to the various classrooms are posted in each program area. Students who are outside the building or visiting another program should report to the closest instructor and remain with them until instructed to do otherwise.

HEALTH SERVICES AND INSURANCE JOC POLICY 211

Providing for the safety of students, visitors and staff are the highest priority of Eastern Westmoreland Career and Technology Center. Students enrolled in Eastern Westmoreland Career and Technology Center are not covered by accident, health or medical insurance as a result of their enrollment in the school. Parents whose children are not covered by accident, health or medical insurance are urged to purchase low-cost medical coverage through the sending school district. Each district offers low-cost insurance for school-aged children.

Free insurance may be provided for children under the age of 19 through the Western Pennsylvania Caring Foundation, Inc., a local contractor for the Children’s Health Insurance Program (CHIP). The benefits of this insurance coverage include:

ID BADGE JOC POLICY 245

The EWCTC requires all students to wear the center’s identification badge at all times. ID badges should be worn on the front of the upper torso area to be clearly visible. They are the property of the center and, as such, should remain stored in the program area at the end of the school day. Students will be assessed a fee of $5.00 for lost, destroyed and/or altered identification badges and will be subject to disciplinary action for noncompliance with this policy. It shall be the responsibility of the classroom instructor to enforce this policy and monitor the wearing of identification badges, and to take appropriate disciplinary action when necessary. Students are also required to wear their identification badges for off-site experiences.

PARENT-TEACHER CONFERENCES

Communication between parents and teachers is vital for student success. Parents are invited and encouraged to participate in multiple discussions concerning student progress throughout the school year. Conferences may be scheduled with your child's teacher between 7:00 a.m. and 3:15 p.m. To schedule a conference, contact the program instructor or School Counselor, at 724-539-9788 (Extension 309).

PA SECURE ID

Eastern Westmoreland Career and Technology Center is responsible for reporting to the Pennsylvania Department of Education the standards and measures to which its program completers achieve. This information is recorded by PA Secure ID to the Department of Education. Follow-up survey data is also tracked through the student's PA Secure ID number.

PRESCRIPTION MEDICATION Eastern Westmoreland Career and Technology Center does not employ a school nurse. Medicine prescribed by a student’s physician should be scheduled so that the medication may be taken at home or under the direction of their home school nurse. Students are not permitted to transport or possess medications at any time. Possession of prescription medication is a direct violation of EWCTC's Drug and Alcohol Policy. PUBLICITY RELEASE AUTHORIZATION Unless notified otherwise, a EWCTC student’s name and/or picture may be used for newspaper/school publications, radio, television, video and/or the web site. Our goal is to promote those students and the programs they are enrolled in that have received noteworthy awards such as scholarships, honor roll status, intra-school competition winners, and students of the month. If you do not want your students’ name, photograph or video to appear in newspaper/school publications, radio, television, video and/or the EWCTC web site, please notify Mr. Campbell in writing. SCHOOLMESSENGER EWCTC utilizes SchoolMessenger, an automated calling service, to provide notifications to parents. These notifications include but are not limited to absences of students, school emergencies and upcoming events at the school. STUDENT/LOCKER SEARCHES JOC POLICY 226 The Joint Operating Committee acknowledges the need to respect the rights of students to be free from unreasonable searches and seizures while fulfilling the center’s interest in protecting and preserving the health, safety and welfare of the school population, enforcing rules of conduct, and maintaining an appropriate atmosphere conducive to learning. Center officials have the authority to lawfully search students or their belongings, including lockers, automobiles, electronic devices, purses, backpacks, clothing, and other possessions, without a warrant, when in the center, on center grounds or when otherwise under supervision of the center, if there is a reasonable suspicion that the place or thing to be searched contains prohibited contraband, material that would pose a threat to the health, safety and welfare of the school population, or evidence that there has been a violation of the law, Joint Operating Committee policy, or center rules. The scope and extent of searches must be reasonable in relation to the nature of the suspected evidence, contraband or dangerous material and to the grounds for suspecting that it may be found in the place or thing being searched. The Joint Operating Committee has a compelling interest in protecting and preserving the health, safety and welfare of the school population, which under certain circumstances may warrant general or random searches of students and their lockers, vehicles or other belongings without individualized suspicion, for the purpose of finding or preventing entry onto center property of controlled substances, weapons or other dangerous materials. Lockers are assigned to or otherwise made available to students as a convenience for the safe storage of books, clothing, school materials and limited personal property, and to facilitate movement between classes and activities and to and from the center. Such lockers are and shall remain the property of the center, and to the extent students have any expectation of privacy of lockers at all, it is very limited. No student may place or keep in a locker any substance or object that is prohibited by law, Joint Operating Committee policy or center rules, or that constitutes a threat to the health, safety or welfare of the occupants of the building or the building itself. Students are required to ensure that their lockers do not contain spoiled food items or beverages, or soiled clothing which may attract pests, create odors or cause unhealthy conditions. A student locker may be opened and inspected for cleanliness, with or without the consent of the student, whenever there are odors, pests or other indications that a locker contains spoiled food, soiled clothing in need of laundering or similarly unhealthy matter. Students are exclusively responsible for locking their assigned lockers to ensure the security of their personal belongings and center property entrusted to them. Students are permitted to secure their assigned lockers only with locks provided by the center, or if the center does not provide locks, personal combination locks for which the combination has been provided to designated staff. Prior to an individual locker search or inspection, the student to whom the locker is assigned shall be notified and be given a reasonable opportunity to be present. However, when there is a reasonable suspicion that a locker contains materials which pose a threat to the health, welfare or safety of the school population, student lockers may be searched without prior notice to the student.

SCHOOL PROPERTY JOC POLICY 224

School property includes the school building, grounds, buses and bus stop. Student conduct and behavior should be consistently acceptable at each of the locations above. Inappropriate behavior related to smoking, drugs/alcohol, fighting, etc. whether the student is in the school building or at the bus stop will be considered a violation of the Eastern Westmoreland Career and Technology Center’s discipline policy.

Respect for school property is essential as the equipment, materials, supplies and other resources necessary for public education are funded at public expense. Care should be exercised for all school property. Destruction of school property will result in charges being filed with legal authorities. Restitution for the destruction of school property will be required for settlement of an individual's financial obligation.

SCHOOL VISITATION

Legitimate visitors are welcome to Eastern Westmoreland Career and Technology Center after the last sending school dismissal as long as they do not pose a disruption to educational activities. All visitors are required to register in the Administrative Office with a State Issued ID that will be scanned using EWCTC’s electronic system, and be issued a visitor’s badge prior to entering the school. Visitors must return their visitor’s badge and sign out prior to leaving.

Friends of students may not visit the school. Students enrolled in the sending districts may visit the CTC with prior permission of the sending school Principal and the Administrative Director of EWCTC or his/her designee.

STUDENT PROJECTS – UNAUTHORIZED PROJECTS

Students wishing to construct projects or perform activities in their program for personal use must adhere to the following guidelines: 1. Project or activity must be relevant to the program the student is enrolled in.2. Student must provide a written description and/or lab drawing to the instructor along with a material list, if necessary.3. Student must either provide material for project or purchase necessary material in advance from EWCTC. Instructor will

make final determination.4. Student must secure permission from instructor before the project is started and again before the project leaves the

program area.5. Any violation of this procedure may be grounds for referral to the office.

VALUABLES

Students are asked not to bring valuables to school. Valuables may include money, electronic devices (laptops, cellular phones, smartphones, PDA's, iPods and other digital music players, iPads and other electronic tablets, CD players, radios, headphones, etc.), jewelry, designer clothing, leather coats, gym bags, etc. Students who carry valuables to school run the risk of loss/damage to these articles. The Eastern Westmoreland Career and Technology Center is not responsible for lost, stolen or damaged valuables. Lockers and locks are provided for the temporary storage of school-related articles, coats, jackets etc. Valuables should not be stored in lockers.

CODE OF STUDENT CONDUCT

STUDENT DISCIPLINE PHILOSOPHY JOC POLICY 218

The staff at EWCTC believes that our school must provide a safe and effective learning and teaching environment for students and staff. We believe that the entire community must contribute to creating and maintaining such a learning environment. We believe that to attain this goal requires a code of discipline that clearly defines individual responsibilities, categorizes unaccepted behavior, and provides for appropriate disciplinary options. In that no written code can cover all possible contingencies, the following code may be augmented or adapted by the Director, when in his or her judgment, the situation so warrants. Every teacher and administrator of the CTC shall have the right to exercise the same authority to conduct any behavior over the attending pupils as the parents, guardians, or persons in parental relation to such pupils may exercise over them. This authority may be exercised by the CTC administrator and employees during those hours when they have the right to exercise “in loco parentis powers” over the student in accordance with the Public School Code of 1949, including but not limited to, school hours, at any school-sponsored event and during the time required in going to and from the CTC. All students are expected to respect and observe the basic rules of conduct established by the CTC. The enforcement of these basic rules becomes the mutual responsibility of the entire staff. Total staff cooperation and collaboration should have as its goal the encouragement of self-discipline within students. The following procedures promote the discipline philosophy at the CTC.

1. Structure shall be provided by teachers, counselors, and administrators. Such structure includes explaining the rationale for setting limits, the rules of acceptable behavior and the consequences of unacceptable behavior.

2. Administrators may use discretion in making decisions regarding discipline. Referring teacher should be kept informed and teacher-counselor conferences encouraged, when appropriate.

3. Counselors are a referral source to help students adjust to school life. When staff members initially observe changes in student behavior, they will inform the counselor in order to facilitate intervention.

4. Parents should be kept informed, when appropriate, with an effort being made to achieve a home-school collaboration. 5. Chronic or severe causes of disruptive behavior should be recognized as potentially symptomatic of more serious causative

factors. When appropriate, they should be referred to sending school or community support services for review and recommendations.

6. When appropriate, discipline issued should be treated as confidential, involving only appropriate staff members, the student and his or her parents or guardian.

STUDENT CONDUCT The following conduct on the part of a student is expressly forbidden: 1. Conduct which violates or is not in keeping with one or more of the student responsibilities. 2. Conduct which violates school regulations regarding weapons. 3. Conduct which violates school regulations related to alcohol and other drugs. 4. Conduct which violates school regulations regarding tobacco products. 5. Conduct which violates school attendance and absenteeism rules. 6. Conduct which violates school regulations regarding school bus safety. 7. Conduct on the part of the student which impedes orderly classroom procedures. 8. Conduct on the part of the student which impedes orderly operation of the school. 9. Conduct on the part of the student which causes damage to or loss of school property or the property of others. 10. Conduct on the part of the student which results in violence to another person or poses a threat to the health or safety of others. When behavior described in STUDENT CONDUCT Item 1 occurs, a determination should be made as to the nature and severity of the violation. Staff responses and disciplinary action should be appropriate and consistent. When the conduct described in STUDENT CONDUCT Item 2 through 6 occurs, the staff responses and disciplinary options and requirement specifically set forth in those sections shall be followed. When conduct described in STUDENT CONDUCT Item 7 and 8 above occurs, there would be immediate intervention by the staff member supervising the student or by the staff member who observes the misbehavior. A record of the offense and disciplinary

actions taken should be maintained by that staff member. The staff member may, at his or her option, discuss the behavior with the parents, administrators, or appropriate support personnel. Disciplinary responses for the conduct described in STUDENT CONDUCT Item 7 and 8 may include, but are not limited to, verbal reprimand, special duties or activities, classroom contracts, withdrawal of privileges or parental contact or conferences.

When conduct described in STUDENT CONDUCT Item 9 occurs, an investigation should result, after which the Administrator will meet with the student and notify the student’s parents of the misconduct and resulting disciplinary action. Law enforcement officials may also be notified if warranted. A record of the offense and disciplinary action will be maintained by the administrator. If applicable, restitution of property damages will be sought. Disciplinary responses for violations under STUDENT CONDUCT Item 9 includes, but are not limited to temporary removal from class, parental conferences, agency referral, detention, exclusion from extra-curricular school activities, in-school suspensions, suspensions, sending school expulsion, exclusions from bus privileges, and removal from CTC programs.

When conduct described in STUDENT CONDUCT Item 10 occurs, the Administrator shall verify the offenses, confer with the staff, and meet with the student. The student shall be immediately removed from class. Law enforcement officials may also be notified by the Administrator. A record will be kept by the Administrator concerning the violation. Restitution of property will be sought if applicable. Disciplinary responses for a violation under STUDENT CONDUCT Item 10, may include, but are not limited to, suspension, expulsion from home school, removal from CTC and criminal prosecution. For cases involving expulsion only, sending school Board action will result, and the appropriate policies relating to hearing will be followed.

The disciplinary actions listed above are suggested responses. The Administrative Director and staff have the discretion to fashion appropriate disciplinary responses on a case-by-case basis. In fashioning a disciplinary response, the Administrator and staff may take into account the student’s prior disciplinary record, if any, all aspects of the student’s record, the age of the student, the cooperativeness and honesty of the student, whether or not the violation was a one-time occurrence or on-going courses of conduct, and other relevant and material facts existing on a case-by-case basis.

STUDENT RESPONSIBILITIES

1. Student responsibilities include: regular school attendance, conscientious effort in work, and conformance toschool rules and regulations. Students share with the administration and faculty a responsibility to develop a positive climatewithin the school that is conducive to wholesome learning and living.

2. No student has the right to interfere with the education of fellow students. It is the responsibility of each student to respectthe rights of teachers, students, administrators, and all others who are involved in the educational process.

3. Students should express their ideas and opinions in a respectful manner so as not to offend or slander others.4. It is the responsibility of the students to:

a) Be aware of all rules and regulations set forth in the student handbook for student behavior and conduct themselves inaccordance with said rules.

b) Express ideas and opinions in a respectful manner, so as not to offend or slander any other person.c) Be willing to volunteer information in matters relating to the health, safety, and welfare of the school, school community

and the protection of school property.d) Dress and groom themselves so as to meet fair standards of safety and health and so as not to cause substantial

disruption to the educational processes.e) Assume that until a rule is waived, altered, or repealed, it is in full effect.f) Assist the school staff in operating a safe school for all students enrolled herein.g) Exercise proper care when using public facilities and equipment.h) Be aware of and comply with state and local laws.i) Attend school daily, except when excused, and be on time at all classes and other school functions.j) Make all necessary arrangements for making up work when absent from school.k) Pursue and attempt to complete satisfactorily the courses of study prescribed by state and local school authorities.l) Avoid inaccuracies in student publications, either written or electronic.m) Avoid the use of indecent or obscene language.

RETURNING TO SENDING HIGH SCHOOL

It is the belief of the staff at EWCTC that all students have the ability to learn and be prepared for successful careers. Failing grades, poor attendance, and discipline violations may be grounds for removal, but will not in all cases require removal from EWCTC. All students are expected to follow the educational rules, regulations, policies, and procedures needed to be a successful student at our school.

In the event where placement at EWCTC is seen as possibly inappropriate:

A meeting between administration and appropriate staff of both EWCTC and the sending high school will be held to discussthe issue.

A subsequent parent conference will be scheduled. The final result will be a collaborative decision of all parties.

SUSPENSION FROM SCHOOL

Suspensions and expulsions shall be carried out in coordination with the sending schools and in accordance with Joint Operating Committee policy, state and federal law and due process.

In-School Suspension (ISS) means that the student attends the CTC but is removed from his/her CTC program and isolated from the rest of the student population. During the period of suspension, written work or community service may be assigned and must be completed. Talking, sleeping and inappropriate behavior will not be tolerated. Students refusing to serve in-school suspension will be assigned out-of-school for a minimum of two days for insubordination.

Out-of-School Suspension (OSS) means that the student may not report to the CTC or the sending high school until the period of suspension has been completed. Students are permitted to make up working during a suspension period. Students will be given a reasonable time frame to makeup work as determined by the instructor. Suspension is only assigned after numerous attempts to modify the misbehavior have occurred or in the case of a serious infraction which may have resulted in injury to self or others. Alternatives to suspension, such as community service are sometimes offered, depending upon the infractions and severity of misbehavior.

The administration may suspend any pupil for disobedience or misconduct for a period of one to ten consecutive school days. No student shall be suspended until the student has been informed of the reasons for the suspension and given an opportunity to respond. Prior notice of the intended suspension need not be given when it is clear that the health, safety, or welfare of the school community is threatened. The parents of the student and the Administrator Director shall be notified immediately in writing when the student is suspended. When a suspension from school exceeds three school days, the student and parent shall be given the opportunity for an informal hearing. The CTC may require an informal hearing for a suspension of any length. The purpose of the informal hearing is to enable the student to meet with the appropriate school official to explain the circumstances surrounding the event for which the student is being suspended or to show why the student should not be suspended. The informal hearing is meant to encourage the student’s parents or guardian to meet with the administrators to discuss ways by which future offenses can be avoided. In the event the student or his/her parents or guardian chooses not to avail themselves of the opportunity, the CTC’s obligation has been fulfilled.

BULLYING/CYBERBULLYING JOC POLICY 249

The Joint Operating Committee is committed to providing a safe, positive learning environment for its students. The Joint Operating Committee recognizes that bullying creates an atmosphere of fear and intimidation, detracts from the safe environment necessary for student learning, and may lead to more serious violence. Therefore, the Joint Operating Committee prohibits bullying by students.

Bullying means an intentional electronic, written, verbal or physical act or series of acts directed at another student or students, which occurs in a school setting and/or outside a school setting, that is severe, persistent or pervasive and has the effect of doing any of the following:

1. Substantial interference with a student’s education.

A student who violates this policy shall be subject to appropriatedisciplinary action consistent with the Code of Student Conduct. Refer to pages 41-43 for a complete copy of JOC Policy249, Bullying/Cyberbullying.

CHEATING/PLAGIARISM

Academic dishonesty is a serious offense and, as such, carries with it a serious penalty. The primary mission of the EWCTC is to prepare students for the career opportunity available to them. Holding to strict standards of academic honesty is a very important component of our school’s program of education. Students found guilty of academic dishonesty will receive as a consequence one or more of the following depending upon the frequency and severity of the offense: Counseling Referral, Parent Conference, Lowering of Grade, Restriction of Extracurricular Activity Participation, and/or Suspension.

CONTROLLED SUBSTANCES AND PARAPHERNALIA JOC POLICY 227

The Joint Operating Committee prohibits the use of alcohol and drugs or look-alike products. If a student commits an offense and is found to be in possession of, using, distributing or under the influence of alcohol, drugs or look-alike products or in possession of related paraphernalia at EWCTC or at a EWCTC-sponsored activity, they will be subject to the disciplinary policy of their sending school for such offense. In addition, the student may be required to provide evidence that they have completed a drug and alcohol evaluation prior to being permitted to return to the center.

DRESS CODE FOR STUDENTS JOC POLICY 221

The Joint Operating Committee of EWCTC has the authority to impose limitations on students' dress in the center. Students are expected to exercise prudent judgment when selecting clothing for school use. Students should choose clothing that is neat, clean, non-offensive and in good taste. Shirts should be tucked in, shoes and boots clean, and pants un-tattered. Every teacher will prescribe appropriate clothing for his/her particular industrial activity. No one is permitted to enter any lab area without the approval of the teacher. If necessary, the following guidelines will be used to determine the appropriateness of student attire:

1. Safety: Any form of clothing that may interfere or impair a student’s ability to perform classroom activities or that which may create a generally hazardous condition will be considered as unacceptable. Example: Beach sandals, shower shoes, shoeswith skates, chains hanging from belt or clothing.

2. Health: Any type of apparel that is judged to be unhealthy or unsanitary to the individual or his/her peers will be consideredinappropriate for school use. Example: Clothing that is dirty and gives off a foul odor due to lack of washing.

3. Disruptive: Any form of dress judged to be offensive, not in good taste or interferes with the educational rights of others willbe considered inappropriate for school use. Example: Suggestive or obscene remarks on patches on clothing, pajamas, tanktops, tube tops, miniskirts, or any item of clothing that is too tight, too revealing, or exposes the midriff.

4. Hats and headbands are to be removed upon entering the building. They may only be worn in program areas where theyare required for safety reasons. Hats and headbands are not to be worn in the lobby, cafeteria, hallways, skills center orcomputer lab.

5. To accommodate the change in clothing styles available to students during the warm months while school is in session, shorts may be worn at the school at the CTC teacher’s discretion considering the activities planned for that day.

6. Articles of clothing and/or personal possessions advertising drugs, tobacco, alcohol, profanity, or with sexual meanings arenot permitted.

Students who do not conform to the above-stated standards or do not exercise good judgment in their selection of school apparel will be sent home or asked to call home for a change of clothing.

FIGHTING/ASSAULT

Fighting and/or assaults are serious violations of the Code of Student Conduct. Students and parents must be informed that these incidents occurring on the school property, including the bus and bus stop, may result in referral to the appropriate legal authorities and out-of-school suspension. The school may contact the state police any time there is a physical confrontation between or among students, or against teaching staff members, school board members or other employees. This generally results in charges filed by the state police with the local magistrate and a fine.

Fighting is the confrontation between two or more students that results in physical contact and/or injury.

Aggravated assault is an attempt to intentionally or knowingly cause bodily injury to another person.

Students are encouraged to resolve conflicts through the Student Services Office with the School Counselor or to follow the formal procedure included in this handbook. Additional resources are available to help students solve problems, including high school counselors and parents.

UNLAWFUL HARASSMENT/SEXUAL HARASSMENT JOC POLICY 248

The Joint Operating Committee prohibits all forms of unlawful harassment of students and third parties by all students and staff members, contracted individuals, vendors, volunteers, and third parties in the center. The Joint Operating Committee encourages students and third parties who have been harassed to promptly report such incidents to the designated employees.

The Joint Operating Committee directs that complaints of harassment shall be investigated promptly, and corrective action be taken when allegations are substantiated. Confidentiality of all parties shall be maintained, consistent with the center's legal and investigative obligations.

No reprisals nor retaliation shall occur as a result of good faith charges of harassment.

For purposes of this policy, harassment shall consist of verbal, written, graphic or physical conduct relating to an individual's race, color, national origin/ethnicity, sex, age, disability, sexual orientation or religion when such conduct:

1. Is sufficiently severe, persistent or pervasive that it affects an individual's ability to participate in or benefit from an educationalprogram or activity or creates an intimidating, threatening or abusive educational environment.

2. Has the purpose or effect of substantially or unreasonably interfering with an individual's academic performance.3. Otherwise adversely affects an individual's learning opportunities.

For purposes of this policy, sexual harassment shall consist of unwelcome sexual advances; requests for sexual favors; and other inappropriate verbal, written, graphic or physical conduct of a sexual nature when:

1. Submission to such conduct is made explicitly or implicitly a term or condition of a student's academic status.2. Submission to or rejection of such conduct is used as the basis for academic or work decisions affecting the individual.3. Such conduct deprives a student of educational aid, benefits, services or treatment.4. Such conduct is sufficiently severe, persistent or pervasive that it has the purpose or effect of substantially interfering with the

student's school performance or creating an intimidating, hostile or offensive educational environment.

Sexual harassment is the perception by the victim of actions directed toward or about that person. Specific behaviors that are unwanted and sexual in nature that could constitute sexual harassment or sexual violence at school are:

TOBACCO AND RELATED PRODUCTS JOC POLICY 222

The Joint Operating Committee recognizes that tobacco and related products use by students presents a health and safety hazard that can have serious consequences for both users and nonusers and the safety and environment of the center. The Joint Operating Committee prohibits possession, use or sale of tobacco and related products by students at any time in a center building and on any property, buses, vans, and vehicles that are owned, leased or controlled by the center.

For purposes of this policy, tobacco and related products includes a lighted or unlighted cigarette, cigar, pipe, electronic devices or other smoking product or material and smokeless tobacco and related products in any form.

The Administrative Director or designee shall annually notify students, parents/guardians and staff about the center's tobacco and related products policy.

Any violation of this policy shall be referred to the District Magistrate for prosecution and shall be punishable by a civil fine. Repeated offenses will result in an increase of fines and suspension. In addition, any pupil found smoking or using tobacco products shall be subjected to suspension for a minimum of three (3) school days. Possession of tobacco products by a pupil shall be punishable by suspension along with confiscation of the products. A pupil acting as a “look-out” for smokers shall be suspended.

The Administrative Director or designee shall notify the parent or guardian of any student directly involved in an incident involving possession, use or sale of tobacco and related products as soon as practicable.

WEAPONS JOC POLICY 218.1

The Joint Operating Committee recognizes the importance of a safe school environment relative to the educational process. Possession of weapons in the school setting is a threat to the safety of students and staff and is prohibited by law.

Weapon - the term shall include but not be limited to any knife, cutting instrument, cutting tool, nunchaku, firearm, shotgun, rifle, replica of a weapon, and any other tool, instrument or implement capable of inflicting serious bodily injury.

Possession - a student is in possession of a weapon when the weapon is found on the person of the student, in the student's locker, under the student's control while on center property, on property being used by the center, at any center function or activity, at any center event held away from the center, or while the student is coming to or from the center.

The Joint Operating Committee prohibits students from possessing and bringing weapons and replicas of weapons into any center buildings, onto center property, to any center-sponsored activity, and onto any vehicle providing transportation to the center or a center-sponsored activity, or while the student is coming to or from the center.

The sending school in coordination with EWCTC shall expel for a period of not less than one (1) year any student who violates this weapons policy. Such expulsion shall be given in conformance with formal due process proceedings required by law. The Superintendent of the sending school may recommend modifications of such expulsion requirement on a case-by-case basis. The Administrative Director or designee shall immediately report incidents involving weapons on center property, at any center-sponsored activity or on a conveyance providing transportation to or from the center or a center-sponsored activity to the local police department that has jurisdiction over the center’s property, in accordance with state law and regulations, the procedures set forth in the memorandum of understanding with local law enforcement and Joint Operating Committee policies.

The Administrative Director or designee shall notify the parent/guardian of any student directly involved in an incident involving weapons as a victim or suspect as soon as practicable.

Throughout our school and in all of our classrooms and labs, our students work with and have access to a wide variety of tools, equipment and materials. The use of these objects in a menacing or dangerous fashion toward others in the school is a serious violation of our school’s weapons policy.

Staff members and students having knowledge of the possession or use of weapons, look-alike weapons, or of other objects being used in a menacing fashion either on school property or at school-related activities must report this information to the Administrative Office immediately. To the greatest extent possible, information which is supplied by students shall be kept confidential to protect those students making the reports. Reports can be made anonymously by calling or text messaging the CyberBully Hotline at 724-302-0042.

Rules protect the individual and groups of individuals as they function in society. The success of the following guidelines is dependent upon the student's acceptance of responsibility for the well-being of others. The items contained within this handbook are consistent with the Regulations and Guidelines on Student Rights and Responsibilities adopted by the Pennsylvania State Board of Education. Students may review this publication by obtaining copies from the School Counselor in the Student Services Office.

1. No student shall be denied access to a free and public education because of race, religion, sex, national origin or handicaps.2. Physical punishment may be administered by school officials to discipline students under the following conditions (a) to quell

a disturbance, (b) to obtain possession of a weapon or other dangerous object, (c) in self-defense, (d) for the protection ofpersons or property, (e) in relationship to the severity of the offense. Students shall not be required to remove clothing.

3. No student shall be suspended unless the student has been informed of the reasons for the suspension and has been givenan opportunity to respond before the suspension becomes effective. Communication to parents shall follow the suspension.When an Out-of-School Suspension exceeds 3 days, the school shall offer an informal hearing to the student and parents.When an In-School Suspension exceeds 10 days (PA Code 12.7) the school shall offer an informal hearing before the 11thschool day.

4. Students will be afforded appropriate elements of due process if they are to be excluded from school, including a formalhearing in a case involving a possible expulsion from school.

5. Students have the right to express themselves unless such expression materially and substantially interferes with theeducational process, threatens immediate harm to the welfare of the school or community, encourages unlawful activity, orinterferes with another individual's rights.

6. Students who choose to refrain from participation in the flag salute and Pledge of Allegiance shall respect the rights of otherswho do participate.

7. Information received in confidence from a student may be revealed to the student's parents, principal or authorities wherethe health, welfare or safety of the student or other persons is clearly in jeopardy.

STUDENT COMPLAINT POLICY JOC POLICY 219

The Joint Operating Committee recognizes that students have the right to request redress of complaints. It also recognizes that students have the right to enjoy an educational environment free from the forms of discrimination, including harassment. Further, the Joint Operating Committee believes that the imparting of respect for lawful procedures is an important part of the educational process. Accordingly, individual and group complaints shall be recognized, and appropriate appeal procedures shall be provided and implemented.

For purposes of this policy, a student complaint shall be one that arises from actions that directly affect the student's participation in an approved educational program. The Joint Operating Committee authorizes the Administrative Director or designee to act positively to recognize and investigate the complaints of the students of the center, and to remedy the complaint when an allegation is determined to be valid, provided that such complaints are made according to procedures established by the Student Complaint Policy #219 which is posted on the EWCTC website.

The Joint Operating Committee also recognizes the serious and adverse effect of false accusations on innocent individuals. False accusations shall result in disciplinary action.

The student should first make the complaint known to the staff member most closely involved or, if none is identifiable or if the closest staff member is the individual against whom the complaint is made, the student’s guidance counselor at either the center or the sending high school; both shall attempt to resolve the issue informally and directly with those persons involved.

For complaints that must move beyond the first step, the student shall prepare a written statement of his/her complaint, which shall set forth:

1. Specific nature of the complaint and a brief statement of relevant facts.2. A proposed solution to the complaint.

The individual against whom the allegation is raised shall also be asked to submit an account of the facts.

The complaint may be, but is not required to be, made on a form provided by the center.

The complaint may then be submitted, in turn, to the Administrative Director with a suitable period of time allowed for the hearing of the complaint and the preparation of a response. In no case should this period exceed thirty (30) days.

If the resolution proposed by the Administrative Director fails to provide a response satisfactory to the complainant, the third level is established. The complaint will then be submitted to the Joint Operating Committee for a hearing of the complaint. The Joint Operating Committee shall be provided with the complaint for hearing at the next regularly scheduled meeting.

At each step beyond the first, the school authority shall be in contact with the student’s parents/guardians. The student may seek the assistance of a parent/guardian at any step. At each step, the complainant shall indicate written consent to or rejection of the resolution to the issue.

TRANSPORTATION

BUS RULES, REGULATIONS AND SAFETY

Proper bus conduct requires students to conduct themselves in a manner that will not distract the driver. The driver has complete charge of the bus and students, along with the responsibility of operating the bus in a safe manner to ensure the safety of students to and from the Eastern Westmoreland Career & Technology Center. Proper conduct, therefore, includes the following:

1. Students shall sit in assigned seats.2. Students may not move out of their seats while the bus is moving.3. Students may not throw objects in the bus or out of the windows.4. Students may not extend arms, legs, or heads out of the windows.5. Students may not engage in horseplay, fighting, shouting, or the use of profane language.6. Students may not display obscene gestures in the bus or out of the windows.7. Students must obey the instructions of the driver.8. Students may not use drugs, tobacco or alcohol.

Failure to follow school regulations is potentially more dangerous while in a vehicle than in a school building; therefore, in addition to the School Conduct and Discipline Code, the following may be applied:

1st Offense Loss of bus privileges for three days 2nd Offense Suspension plus loss of bus privileges for five days 3rd Offense Suspension and termination of bus privileges for the remainder of the school year

Note: Any person willfully damaging a bus will be held responsible for the cost of restitution. There will be no driving or parking permits issued to students who have their bus riding privileges terminated or suspended.

STUDENT DRIVING, RIDING AND PARKING POLICY

Students are not permitted to drive to, park at, or transport other students to and from the school without obtaining written permission from the Principal. Driving permits issued by the sending school are not valid at EWCTC.

1. Driving/riding privileges will only be considered for: students participating in the Cooperative Educationemployment program; students enrolled in the after school program at EWCTC; students who meet the"Work After School" requirements (see below); or students who have received approval for anotheractivity by the Principal.

Revocation of Driving Privileges Driving privileges may be revoked for the following reasons:

• Transporting other students without permission• Reckless driving• Leaving the parking lot before district school buses• Changes in the circumstances that warranted driving privileges• Leaving school before dismissal time• Violations of the School Discipline Policy• Excessive absenteeism or tardiness

2. Students are required to ride the bus to and from their home school.

3. Students are not permitted to ride to school with a student who is an approved driver withoutpermission from the Principal.

4. Students must park in the designated student parking area only. Students will be required to display theirparking permit on the rearview mirror. Students will be required to pay $25.00 for parking permits and$5.00 for each lost or damaged permit.

Work After School Requirements - Students able to verify employment after school, which requires immediate departure upon dismissal, will be permitted to drive contingent upon the submission of the following articles to the Principal:

1. Student submits a letter, signed by their immediate supervisor, indicating a need for the student to leavethe CTC immediately upon dismissal. The letter must include the days and hours of employment.

2. Student submits monthly pay stub indicating continued employment.

*Parking Permits issued for "Work After School" may be limited based on parking space availability.

Failure to follow the Student Driving, Riding and Parking Policy may result in the following discipline:

1st Offense 2 week suspension of parking pass 2nd Offense permanent suspension of parking privileges for the remainder of the school year

TRANSPORTATION TO AND FROM SCHOOL

Students are required to arrive and leave school on assigned buses unless a parent/guardian drives the student or if the student has prior permission to drive or walk to school. No student is allowed to walk off school property or to leave with anyone except a parent/guardian or assigned adult verified by administrative staff. Failure to comply may result in suspension.

STUDENT WALKERS Parental permission is required for any students who desire to walk to or from school. Completion of the Walking Permit Form (F-15) is necessary for this purpose and is available in the office.

815. ACCEPTABLE USE OF COMMUNICATIONS ANDINFORMATION SYSTEMS

1. Purpose The Westmoreland Intermediate Unit (“Intermediate Unit”) provides employees, students, and Guests (“Users”) with hardware, software, and access to the Intermediate Unit’s Electronic Communication System and network, which includes Internet access, whether wired, wireless, cellular, virtual, cloud, or by any other means. Guests include, but are not limited to, visitors, workshop attendees, volunteers, adult education staff and students, board members, independent contractors, and Intermediate Unit consultants.

Computers, network, Internet, Electronic Communications, information systems, databases, files, software, and media, collectively called “CIS” systems, provide vast, diverse and unique resources. The Board of Directors will provide access to the Intermediate Unit’s CIS systems for Users if there is a specific Intermediate Unit-related purpose to access information; to research; to collaborate; to facilitate learning and teaching; and/or to foster the Educational Purpose and mission of the Intermediate Unit.

For Users, the Intermediate Unit’s CIS systems must be used for Educational Purposes and performance of Intermediate Unit job duties in compliance with this Policy and its accompanying administrative regulation. Incidental Personal Use of Intermediate Unit Computers is permitted for employees as defined in the accompanying administrative regulation. However, they should have no expectation of privacy in anything they create, store, send, receive, or display on or over the Intermediate Unit’s CIS systems, including their personal files, or any of their use. Students may only use the CIS systems for Educational Purposes.

CIS systems may include Intermediate Unit computers which are located or installed on Intermediate Unit property, at Intermediate Unit events, connected to the Intermediate Unit’s network, or when using its mobile computing equipment, telecommunication facilities in protected and unprotected areas or environments, directly from home, or indirectly through another internet service provider, and if relevant, when Users bring and use their own personal Computers or personal electronic devices, and, if relevant, when Users bring and use another entity’s Computer or electronic devices to an Intermediate Unit location, event, or connect it

to the Intermediate Unit network.

If Users’ bring personal Computers or personal electronic devices onto the Intermediate Unit property, to Intermediate Unit events, or connect them to the Intermediate Unit’s network and systems, and if the Intermediate Unit reasonably believes the personal Computers and/or personal electronic devices contain Intermediate Unit information or contain information that violates a Intermediate Unit policy or administrative regulation, the legal rights of the Intermediate Unit or another person, or involves significant harm to the Intermediate Unit or another person, or involves a criminal activity, the personal Computers or personal electronic devices may be legally accessed in accordance with the law to insure compliance with this policy, accompanying administrative regulation, and other Intermediate Unit policies, regulations, rules, procedures, ISP terms, and local, state, and federal laws. Users may not use their personal Computers and personal technology electronic devices to access the Intermediate Unit’s intranet, Internet or any other CIS system unless approved by the Supervisor of Information Technology, and/or designee.

The Intermediate Unit intends to strictly protect its CIS systems against numerous outside and internal risks and vulnerabilities. Users are important and critical players in protecting these Intermediate Unit assets and in lessening the risks that can destroy these important and critical assets. Consequently, Users are required to fully comply with this Policy and its accompanying administrative regulation(s), and to immediately report any violations or suspicious activities to the Supervisor of Information Technology, and/or designee. Conduct otherwise will result in actions further described in the Consequences for Inappropriate, Unauthorized and Illegal Use section found in the last section of this Policy, and provided in other relevant Intermediate Unit policies, regulations, and procedures.

Access to the Intermediate Unit’s CIS systems through school resources is a privilege, not a right. These, as well as the User accounts and information, are the property of the Intermediate Unit, which reserves the right to deny access to prevent unauthorized, inappropriate or illegal activity, and may revoke those privileges and/or administer appropriate disciplinary action. The Intermediate Unit will cooperate to the extent legally required with other educational entities, ISP, local, state and federal officials in any investigation concerning or related to the misuse of the CIS systems. 47 U.S.C. § 254(l); 24 P.S. § 510; 24 P.S. § 4604.

It is often necessary to access User accounts in order to perform routine maintenance and security tasks. System administrators have the right to access by interception, and to access the stored communication of User accounts for any reason in order to uphold this Policy, administrative regulation, the law, and to maintain the system. Users should have no privacy expectations in the contents of their personal files or any of their use of the Intermediate Unit’s CIS systems. USERS SHOULD HAVE NO EXPECTATION OF PRIVACY IN ANYTHING THEY CREATE,

STORE, SEND, RECEIVE, OR DISPLAY ON OR OVER THE INTERMEDIATE UNIT’S CIS SYSTEMS, INCLUDING THEIR PERSONAL FILES OR ANY OF THEIR USE OF THE INTERMEDIATE UNIT’S CIS SYSTEMS. The Intermediate Unit reserves the right to record, check, receive, monitor, track, log, access and otherwise inspect any or all CIS systems use and to monitor and allocate fileserver space. Users of the Intermediate Unit’s CIS systems who transmit or receive communications and information shall be deemed to have consented to having the content of any such communication recorded, checked, received, monitored, tracked, logged, accessed and otherwise inspected or used by the Intermediate Unit, and to the monitoring and allocating fileserver space. Passwords and message delete functions do not restrict the Intermediate Unit’s ability or right to access such communications or information.

The Intermediate Unit reserves the right to restrict access to any Internet sites or functions it may deem inappropriate through general policy, software blocking or online server blocking. Specifically, the Intermediate Unit operates and enforces Technology Protection Measure(s) that block or filter online activities of Minors on its Computers used and accessible to adults and students so as to filter or block Inappropriate Matter on the Internet as defined in this Policy and its accompanying administrative regulation. Measures designed to restrict adults’ and Minors’ access to material Harmful to Minors may be disabled to enable an adult or a student (who has provided written consent from a parent or guardian) to access bona fide research, not within the prohibitions of this Policy, its accompanying administrative regulation(s) and guidelines, or for another lawful purpose. No person may have access to material that is illegal under federal or state law. 20 U.S.C. § 6777; 47 U.S.C. § 254; 24 P.S. § 4604.

Expedited review and resolution of a claim that this Policy and/or its administrative regulation is denying a student or adult to access material will be enforced by an administrator, supervisor, or their designee, upon the receipt of written consent from a parent or guardian for a student, and upon the written request from an adult presented to the Supervisor of Information Technology. 20 U.S.C. § 6777(c); 24 P.S. § 4610.

The Intermediate Unit has the right, but not the duty, to inspect, review, or retain Electronic Communication created, sent, displayed, received or stored on and over the Intermediate Unit’s CIS systems and to monitor, record, check, track, log, access or otherwise inspect its CIS systems.

In addition, in accordance with the law, the Intermediate Unit has the right, but not the duty, to inspect, review, or retain Electronic Communications created sent, displayed, received, or stored on User’s personal computers, electronic devices, networks, Internet, Electronic Communications Systems, and in databases, files, software, and media that contain Intermediate Unit information and/or data.

Also, in accordance with the law, the Intermediate Unit has the right, but not the duty, to inspect, review, or retain electronic communication created, sent, displayed, received or stored on another entity’s computer or electronic device when Users bring and use another entity’s computer or electronic device to a Intermediate Unit location, event, or connect it to the Intermediate Unit network and/or systems, and/or that contains Intermediate Unit programs, or Intermediate Unit data or information.

The above applies no matter where the use occurs whether brought onto Intermediate Unit property, to Intermediate Unit events, or connected to the Intermediate Unit network, or when using mobile computing equipment and telecommunications facilities in protected or unprotected areas or environments, directly from home, or indirectly through another social media or internet service provider, as well as by other means. All actions must be conducted in accordance with the law, assist in the protection of the Intermediate Unit’s resources, insure compliance with this Policy, its accompanying administrative regulations, or other Intermediate Unit policies, regulations, rules, and procedures, social media and internet service providers terms, or local, state, and federal laws.

The Intermediate Unit will cooperate to the extent legally required with social media sites, internet service providers, local, state, and federal officials in investigations or with other legal requests, whether criminal or civil actions.

The Intermediate Unit reserves the right to restrict or limit usage of lower priority CIS systems and computer uses when network and computing requirements exceed available capacity according to the following priorities:

1. Highest – uses that directly supports the education of the students.

2. Medium – uses that indirectly benefit the education of the students.

3. Lowest – uses that include reasonable and limited educationally-relatedinterpersonal communications and employee limited incidental personal use.

4. Forbidden – all activities in violation of this Policy, its accompanyingadministrative regulation, other Intermediate Unit policies, regulations, rules,procedures, ISP terms, and local, state, or federal law.

The Intermediate Unit additionally reserves the right to:

1. Determine which CIS systems’ services will be provided throughIntermediate Unit resources.

2. Determine the types of files that may be stored on Intermediate Unit fileservers and Computers.

3. View and monitor network traffic, file server space, processor, and systemutilization, and all applications provided through the network andcommunications systems, including e-mail, text messages, and otherElectronic Communications.

4. Remove excess e-mail and other Electronic Communications or files takingup an inordinate amount of fileserver disk space after a reasonable time.

5. Revoke User privileges, remove User accounts, or refer to legal authorities,and/or Intermediate Unit authorities when violation of this and any otherapplicable Intermediate Unit policies, administrative regulations, rules, andprocedures occur or ISP terms, local, state or federal law is violated,including, but not limited to, those governing network use, copyright,security, privacy, employment, social media, vendor access, data breach, anddestruction of Intermediate Unit resources and equipment.

3. Delegation ofResponsibility

The Supervisor of Information Technology, and/or designee, will serve as the coordinator to oversee the Intermediate Unit’s CIS systems and will work with other regional or state organizations as necessary to educate Users, approve activities, provide leadership for proper training for all Users in the use of the CIS systems and the requirements of this Policy, and its accompanying administrative regulation, establish a system to insure adequate supervision of the CIS systems, maintain executed User Acknowledgement and Consent Forms, and interpret and enforce this Policy, and its accompanying regulation(s).

The Supervisor of Information Technology, and/or designee, will establish a process for setting-up individual and class accounts, set quotas for disk usage on the system, establish Record Retention and Records Destruction Policies and a Records Retention Schedule to include electronically stored information, and establish the Intermediate Unit virus protection process.

Unless otherwise denied for cause, student access to the CIS systems resources must be through supervision by the professional staff. Administrators, teachers and staff have the responsibility to work together to help students develop the skills and judgment required to make effective and appropriate use of the resources. All Users have the responsibility to respect the rights of all other Users within the Intermediate Unit and the Intermediate Unit CIS systems, and to abide by the rules established by the Intermediate Unit, the school district(s), its ISP, local, state and federal laws.

The Executive Director, and/or designee, has the responsibility to educate minors about appropriate online behavior, including interacting with other individuals on social networking websites and in chat rooms and cyberbullying awareness and response. 47 U.S.C. § 254 (5)(B)(iii); 24 P.S. § 1303.1-A.

The Executive Director is granted the authority to create an administrative regulation to accompany this Policy. The administrative regulation must include, but is not limited to, the following sections: Purpose, Definitions, Responsibility, and Guidelines including but not limited to, Prohibitions (General Prohibitions, Access and Security Prohibitions, and Operational Prohibitions), Content Guidelines, Due Process, Search and Seizure, and Selection of Material. Additional sections may be included in the administrative regulation at the discretion of the Executive Director. This Policy must be incorporated into its accompanying administrative regulation.

4. Guidelines Access to the CIS Systems

The CIS systems accounts of Users must be used only by authorized owners of the accounts and only for authorized purposes.

An account will be made available according to a procedure developed by appropriate Intermediate Unit authorities.

The Intermediate Unit’s Acceptable Use of Communications and Information Systems Policy, its accompanying administrative regulation, as well as other relevant Intermediate Unit policies, administrative regulations, rules, and procedures, will govern use of the Intermediate Unit’s CIS systems for Users.

Types of Services include, but are not limited to:

1. Internet - Intermediate Unit employees, students, and Guests will have accessto the Internet through the Intermediate Unit’s CIS systems, as needed.

2. E-Mail and Text Messaging - Intermediate Unit employees may be assignedindividual e-mail and text messaging accounts for work-related use, asneeded. Students may be assigned individual e-mail accounts, as necessary,by the Supervisor of Information Technology and/or designee, and at therecommendation of the teacher who will also supervise the students’ use ofthe e-mail service. Students and Guests may not be assigned text messageaccounts.

3. Guest Accounts - Guests may receive an individual Internet account with theapproval of the Supervisor of Information Technology and/or designee ifthere is a specific Intermediate Unit related purpose requiring such access.Use of the CIS systems by a Guest must be specifically limited to theIntermediate Unit-related purpose and comply with this Policy, itsaccompanying administrative regulation, and all other IntermediateUnit policies (including the Vendor Access Policy), procedures, and rules, aswell as Internet Service Provider (“ISP”) terms, local, state and federal lawsand may not damage the Intermediate Unit’s CIS systems.

4. Blogs - Employees may be permitted to have Intermediate Unit-sponsoredblogs, after they receive training, and the approval of the Supervisor ofInformation Technology, or designee. All bloggers must follow the rulesprovided in this Policy, its accompanying administrative regulation, and allother applicable policies (for example, the Intermediate Unit’s Social MediaPolicy), regulations (for example, the Intermediate Unit’s Social MediaAdministrative Regulation), rules, and procedures of the Intermediate Unit,as well as ISP terms, and local, state, and federal laws.

5. Web 2.0 Second Generation Web-based Services - Certain Intermediate Unitauthorized Second Generation Web-based services, such as socialnetworking sites, wikis, podcasts, RSS feeds, social software, folksonomiesand collaboration tools that emphasize online educational collaboration andsharing among Users may be permitted by the Intermediate Unit, however,such use must be approved by the Supervisor of Information Technologyand/or designee, followed by training authorized by the Intermediate Unit.Users must comply with this Policy, its accompanying administrativeregulation, as well as any other relevant policies (including the IntermediateUnit’s Social Media Policy), regulations (for example, the IntermediateUnit’s Social Media Administrative Regulations) rules, and proceduresincluding the copyright, ISP terms, and local, state, and federal laws duringsuch use.

Parental Notification and Responsibility

The Intermediate Unit will notify the parents/guardians about the Intermediate Unit CIS systems and the policies, regulations, rules, and procedures governing their use. This Policy, and its accompanying administrative regulation, contain restrictions on accessing inappropriate material. There is a wide range of material available on the Internet, some of which may not be fitting with the particular values of the families of the students. It is not practically possible for the Intermediate Unit to monitor and enforce a wide range of social values in student use of the Internet. Further, the Intermediate Unit recognizes that parents and guardians bear primary responsibility for transmitting their particular set of family values to their children. The Intermediate Unit will encourage parents/guardians to specify to their child(ren) what material is and is not acceptable for their child(ren) to access through the School’s District’s CIS system. Parents/Guardians are responsible to help monitor their children’s use of the Intermediate Unit’s CIS systems when they are accessing the systems.

Intermediate Unit Limitation of Liability

The Intermediate Unit makes no warranties of any kind, either expressed or implied, that the functions or the services provided by or through the Intermediate Unit’s CIS

systems will be error-free or without defect. The Intermediate Unit does not warrant the effectiveness of Internet filtering. The electronic information available to Users does not imply endorsement of the content by the Intermediate Unit, nor is the Intermediate Unit responsible for the accuracy or quality of the information obtained through or stored on the CIS systems. The Intermediate Unit shall not be responsible for any damage Users may suffer, including but not limited to, information that may be lost, damaged, delayed, misdelivered, or unavailable when using the Computers, network and Electronic Communications Systems. The Intermediate Unit shall not be responsible for material that is retrieved through the Internet, or the consequences that may result from them. The Intermediate Unit shall not be responsible for any unauthorized financial obligations, charges or fees resulting from access to the Intermediate Unit’s CIS systems. In no event shall the Intermediate Unit be liable to the User for any damages whether direct, indirect, special or consequential, arising out the use of the CIS systems.

Prohibitions

The use of the Intermediate Unit’s CIS systems for illegal, inappropriate, unacceptable, or unethical purposes by Users is prohibited. Such activities engaged in by Users are strictly prohibited and illustrated in the accompanying administrative regulation(s). The Intermediate Unit reserves the right to determine if any activity not appearing in the lists constitutes an acceptable or unacceptable use of the CIS systems.

These prohibitions are in effect any time Intermediate Unit resources are accessed whether on Intermediate Unit property, at Intermediate Unit events, while connected to the Intermediate Unit’s network, when using mobile computing equipment, telecommunication facilities in protected and unprotected areas or environments, directly from home, or indirectly through another ISP, and if relevant, when an employee or student uses their own or another school district’s equipment. Students must also comply with the Intermediate Unit’s Electronic Devices Policy, #237.

Copyright Infringement and Plagiarism

Federal laws, cases, policies, regulations, and guidelines pertaining to copyright will govern the use of material accessed through the Intermediate Unit resources. See Policy # CP-2012. Users will make a standard practice of requesting permission from the holder of the work, or complying with the Fair Use Doctrine, and/or complying with license agreements. Employees will instruct Users to respect copyrights, request permission when appropriate, and to comply with the Fair Use Doctrine, and/or license agreements. Employees will respect and comply as well. 17 U.S.C. § 101 et seq.; Policy # 814.

Violations of copyright law can be a felony and the law allows a court to hold individuals personally responsible for infringing the law. The Intermediate Unit does not permit illegal acts pertaining to the copyright law. Therefore, any User violating the copyright law does so at their own risk and assumes all liability.

Violations of copyright law include, but are not limited to, making unauthorized copies of any copyrighted material (such as commercial software, text, graphic images, audio and video recording), distributing copyrighted materials over Computer networks, remixing or preparing mash-ups that violate the law, and deep-linking and framing into the content of others’ websites. Further, the illegal installation of copyrighted software or files for use on the Intermediate Unit’s Computers is expressly prohibited. This includes all forms of licensed software – shrink-wrap, clickwrap, browsewrap, and electronic software downloaded from the Internet.

No one may circumvent a Technology Protection Measure that controls access to a protected work unless they are permitted to do so by law. No one may manufacture, import, offer to the public, or otherwise traffic in any technology, product, service, device, component or part that is produced or marketed to circumvent a technology protection measure to control access to a copyright protected work. 17 U.S.C. § 1202; 17 U.S.C. § 1202.

Intermediate Unit guidance on plagiarism will govern use of material accessed through the Intermediate Unit’s CIS systems. Users must not plagiarize works that they find. Teachers will instruct students in appropriate research and citation practices. Users understand that use of the Intermediate Unit’s CIS systems may involve the Intermediate Unit’s use of plagiarism analysis software being applied to their works. Policy # 814.

Intermediate Unit Website

The Intermediate Unit has established and maintains a Website and will develop and modify its web pages that will present information about the Intermediate Unit under the direction of the Supervisor of Information Technology, and/or designee. Publishers must comply with this Policy, its accompanying regulation, other Intermediate Unit policies, regulations, rules, procedures, ISP terms, and local, state, and federal laws.

The Intermediate Unit may limit its liability by complying with the Digital Millennium Copyright Act’s safe harbor notice and takedown provisions. 17 U.S.C. § 512.

Blogging

If an employee, student or Guest creates a blog with their own resources and on their

own time, the employee, student, or Guest may not violate the privacy rights of employees and students, may not use Intermediate Unit personal and private information/data, images, equipment, resources, and copyrighted material in their blog, and may not disrupt the Intermediate Unit. See also the Intermediate Unit’s Social Media Policy # 816, and its accompanying administrative regulations.

Contrary conduct will result in actions further described in the Consequences for Inappropriate, Unauthorized and Illegal Use section of this Policy, and provided in relevant Intermediate Unit policies, regulations, rules, and procedures.

Safety and Privacy

To the extent legally required, Users of the Intermediate Unit’s CIS systems will be protected from harassment or commercially unsolicited Electronic Communication. Any User who receives threatening or unwelcome communications must immediately send or otherwise provide them to the Supervisor of Information Technology and/or designee.

The Intermediate Unit will educate all students about appropriate online behavior, including interacting with other individuals on social networking websites and in chat rooms and cyberbullying awareness and response.

Users must not post unauthorized personal contact information about themselves or other people on the CIS systems. Users may not steal another’s identity in any way, may not use spyware, cookies, or other program code, keyloggers, and may not use Intermediate Unit or personal technology or resources in any way to invade another’s privacy. Additionally, Users may not disclose, use or disseminate confidential and personal information about students or employees. Examples include, but are not limited to, revealing biometric data, student grades, Social Security numbers, dates of birth, home addresses, telephone numbers, school addresses, work addresses, credit card numbers, health and financial information, evaluations, psychological reports, educational records, reports, and resumes or other information relevant to seeking employment at the Intermediate Unit by using a PDA, iPhone, Blackberry, cell phone (with or without camera/video and Internet access), and to other Computers, unless legitimately authorized to do so. 47 U.S.C. §254.

If the Intermediate Unit requires that data and information be encrypted, Users must use Intermediate Unit authorized encryption to protect their security.

Student Users, by their use of the Intermediate Unit’s CIS System, agree not to meet with someone they have met online unless they have parental consent.

Consequences for Inappropriate, Unauthorized and Illegal Use

General rules for behavior, ethics, and communications apply when using the CIS systems and information, in addition to the stipulations of this Policy, its accompanying administrative regulation, other Intermediate Unit policies, regulations, rules, and procedures, ISP terms, and local, state, and federal laws. Users must be aware that violations of this Policy or other Intermediate Unit policies, regulations, rules, and procedures, or for unlawful use of the CIS systems, may result in loss of CIS access and a variety of other disciplinary actions, including but not limited to, warnings, usage restrictions, loss of privileges, position reassignment, oral or written reprimands, student suspensions, employee suspensions (with or without pay), dismissal, expulsions, breach of contract, and/or legal proceedings. This will be handled on a case-by-case basis. This Policy incorporates all other relevant Intermediate Unit policies, such as, but not limited to, the student and professional employee discipline policies, Code of Student Conduct, copyright, social media, data breach, property, curriculum, terroristic threat, vendor access, student electronic device, and harassment policies.

The User is responsible for damages to Computers, the network, equipment, Electronic Communications Systems, and software resulting from accidental, negligent, deliberate, and willful acts. User will also be responsible for incidental or unintended damage resulting from negligent, willful or deliberate violations of this Policy, its accompanying administrative regulation, other Intermediate Unit related policies, regulations, rules, and procedures, ISP terms, and local, state, and federal laws. For example, Users will be responsible for payments related to lost or stolen Computers and/or Intermediate Unit equipment, and recovery and/or breach of the data contained on them.

Violations as described in this Policy, its accompanying administrative regulation, other Intermediate Unit policies, regulations, rules, and procedures may be reported to the Intermediate Unit, and to appropriate legal authorities, whether the ISP, local, state, or federal law enforcement. Actions that constitute a crime under state and/or federal law, could result in arrest, criminal prosecution, and/or lifetime inclusion on a sexual offenders registry. The Intermediate Unit will cooperate to the extent legally required with authorities in all such investigations.

Vandalism will result in cancellation of access to the Intermediate Unit’s CIS systems and resources and is subject to discipline.

Any and all costs incurred by the Intermediate Unit for repairs and/or replacement of software, hardware and data files and for technological consultant services due to any violation of this Policy, its accompanying administrative regulation, other Intermediate Unit policies, regulations, rules, and procedures, or ISP terms, or federal, state, or local law, shall be paid by the User who caused the loss.

BYOD Agreement

Eastern Westmoreland Career and Technology Center is pleased to offer our students the opportunity to bring their own device to enhance and aid in their learning opportunities. Devices are to be used for instructional purposes only. We are dedicated to the support 'of appropriate technological resources and preparing our students for success in a competitive global and electronic age. Access to these resources and understanding when and how these tools are appropriately and effectively used is imperative. Adherence to this agreement, as well as ALL applicable Eastern Westmoreland Career and Technology Center policies, is necessary for continued access to the school's technological resources and each student's success.

• All rules and guidelines stated In the USE OF TECHNOLOGY RESOURCES/ACCEPTABLE USE OF INTERNET and ELECTRONIC DEVICES policies are applicable to the use of students' personal devices during school, on school grounds, or at any school related function.

• Eastern Westmoreland Career and Technology Center has the right to confiscate any device that is used in violation of any of the rules contained in this agreement or policies; or that is used in violation of any instructions or directives by any teacher, administrator or other person who is in charge of the function or activity. Confiscated devices shall be returned only to the student's parent or guardian and on such terms and conditions as shall be determined by Eastern Westmoreland Career and Technology Center.

• Device care and security is the responsibility of the student. Eastern Westmoreland Career and Technology Center is not liable for any device damaged or stolen. Devices need to be locked in the individual student's assigned locker, if a student is unable to supervise his/her personal device. It is the student's responsibility to notify the school office if his/her school locker is not working properly.

• Students are not authorized to use other students' personal devices or permitted to allow others to use their personal devices.

• Students are not permitted to use the audio or video recording function of a device unless given express and specific permission in advance by a teacher or administrator and the individuals whose voices or activities are being recorded.

• Obscene language and/or inappropriate materials, including screensavers, backgrounds and/or pictures are strictly prohibited.

• Illegal use or transfer of copyrighted materials is strictly prohibited. • Eastern Westmoreland Career and Technology Center's filter will be applied to

Internet connections and using any means to bypass the filter is strictly prohibited. If stUdents access the Internet through their personal data plan, it is with parental understanding that this is unfiltered access. However, while on school premises students are still required to follow this BYOD Agreement and Eastern Westmoreland Career and Technology Center pOlicies.
