SYSTEMWIDE POSITIVE

BEHAVIOR SUPPORT

The School System has a District Discipline Plan that was

adopted using a model master plan from the State Board of

Elementary and Secondary Education (BESE) and was

designed to promote an effective learning environment in our

schools. As part of this parish plan, each school has a

discipline plan that includes the expectations of a program

known as Positive Behavior Support (PBS). A PBS Team at

each school analyzes relevant data to develop effective

interventions to help ensure good conduct at school. The

overall, systemic goal of PBS is to provide a positive climate

within each school and ultimately lower the number of behavior

concerns. Improving student conduct means higher student

achievement, high school performance scores, and greater

overall success of the students in St. Tammany Parish. PBS

includes, but is not limited to:

a school disciplinary leadership team

identification of behavior issues in each school

improvement plan

BESE approved behavior forms

a school discipline flow chart

use of monitoring data to evaluate and modify the

school master plan

behavioral expectations at the school

a reward/incentive program for positive behavior

defined, consistent consequences for rule violations

district established discipline policies

appropriate Safe and Drug-Free School activities

a crisis management plan.

Classrooms Teacher will develop and post rules with the Fish

Philosophy in mind

All students need to know the rules of the school……..

The student is responsible for and will be held accountable for

all policies in the St. Tammany Parish Handbook on

Attendance, Discipline, & Student Records. This handbook

becomes a part of the Fontainebleau High School Student

Handbook.

PARENTAL INVOLVEMENT

Fontainebleau encourages regular, two-way, and meaningful

communication between parents and staff involving student

academic learning and extracurricular activities. This

communication involves and ensures

a) that parents play an integral role in assisting in their

child’s learning;

b) that parents are encouraged to be actively involved in

their child’s education at school;

c) that parents are full partners in their child’s education

and are included, as appropriate, in decision-making

and on advisory committees to assist in the education of

their child.

I. ATTENDANCE

REQUIRED ATTENDANCE DAYS

Louisiana attendance policy requires students to attend class a

minimum number of days in order to receive credit. At the high

school level a student can miss no more than 5 days per

semester. If a student is absent for 3 or more consecutive days a

note from a physician, nurse practitioner, or dentist must be

presented upon return to school.

3

Page 9: STUDENT HANDBOOK 2016 - 2017

If a student misses 5 or more days (excused and/or unexcused)

in a semester, credit will be denied due to excessive absences.

Attendance letters are mailed from the school system on the

second day of nonattendance and on the fifth day.

Excused absences:

Students are allowed to make-up work if there is an

acceptable excuse presented for the absence.

Students have the same numbers of days as they were

absent; and/or to make arrangements with each teacher,

to make up assignments following an excused absence.

Students who check out and have an unacceptable

excuse will receive a zero (0) for each period on all

graded work given during the time of his/her absence.

Graded work includes a daily participation grade.

If a student checks out for a doctor's appointment,

he/she must, upon return, present a doctor's slip to the

Admissions Secretary, who then issues an admission

slip.

Admission slips are issued for portions of the school

day in the same manner that they are issued for full day

absences.

A checkout card is maintained in Student Services.

The parent/authorized person on the check out card must

give a reason each time it is used. If no reason is given,

this information is recorded and the student is

unexcused.

If a student returns to school on the same day after

checking out, he/she must report to the Student Services

Desk and sign in.

All absences, both excused and unexcused, count

toward a student’s total absent days. Students are

allowed to make-up work only for excused absences.

TRUANCY

Truancy is defined as absence from class or school for any

portion of a period or day without permission from home and

4

Page 10: STUDENT HANDBOOK 2016 - 2017

school. Students are not to leave the campus before school, any

time during the school day, or after school while waiting for the

bus. They must remain on the campus at all times or be subject

to disciplinary action.

LA. R.S. 17:221

eighteenth birthday. Any child below the age of seven who

legally enrolls in school shall also be subject to the provisions

of this Subpart. Every parent, tutor, or other person responsible

for sending a child to a public or private day school under

provisions of this Subpart shall also assure the attendance of

such child in regularly assigned classes during regular school

hours established by the school board.

continues shall constitute a separate offense.

(4) Visiting teachers or supervisors of child welfare and

attendance, with the approval of the parish or city

superintendents of schools, shall file proceedings in court to

truancy are disciplined.

5

Page 11: STUDENT HANDBOOK 2016 - 2017

LA Rev Stat § 17:233

§233. Cases of habitual absence or tardiness referred to

juvenile or family court; denial or suspension of driving

privileges

A. Any student who is a juvenile and who is

habitually absent from school or is habitually tardy shall be

reported by visiting teachers and supervisors of child welfare

and attendance to the family or juvenile court of the parish or

city as a truant child, pursuant to the provisions of Chapter 2

of Title VII of the Louisiana Children's Code relative to

families in need of services, there to be dealt with in such

manner as the court may determine, either by placing the

truant in a home or in a public or private institution where

school may be provided for the child, or otherwise.

B.(1)(a) A student shall be considered habitually

absent or habitually tardy when either condition continues to

exist after all reasonable efforts by any school personnel,

truancy officer, or other law enforcement personnel have

failed to correct the condition after the fifth unexcused

absence or fifth unexcused occurrence of being tardy within

any school semester.

(b) The parent or legal guardian of a student shall

enforce the attendance of the student at the school to which

the student is assigned.

(c) The principal of the school, or his designee, shall

notify the parent or legal guardian in writing on or before a

student's third unexcused absence or unexcused occurrence

of being tardy, and shall hold a conference with such

student's parent or legal guardian. This notification shall

include information relative to the parent or legal guardian's

legal responsibility to enforce the student's attendance at

school and the civil penalties that may be incurred if the

student is determined to be habitually absent or habitually

tardy. The student's parent or legal guardian shall sign a

receipt for such notification.

6

Page 12: STUDENT HANDBOOK 2016 - 2017

(2) In a nonpublic school, a student shall be

considered habitually absent or tardy only when the student

has been absent or tardy for more than five days within any

month without approval of the parent or other person

responsible for the student's school attendance and when the

student's principal has filed a written report showing dates of

absence or tardiness and dates and results of school contacts

with the home.

C. If a student is less than eighteen years of age and

is habitually absent or tardy as determined pursuant to this

Section, the Department of Public Safety and Corrections

may, upon notification from the school board, deny or

suspend the driver's permit or license of the student in

accordance with the provisions of R.S. 32:431.1.

D. For purposes of this Section, the term "tardy" shall

include but not be limited to leaving or checking out of

school unexcused prior to the regularly scheduled dismissal

time at the end of the school day but shall not include

reporting late to class when transferring from one class to

another during the school day.

LA. R.S. 17:233

FHS recognizes NO "skip" days.

TARDY POLICY

Tardy Definition

A student is considered tardy if he/she is less than 20

minutes late for a class. Tardies are excused only for the

same reasons as absences.

If a student is 20 minutes (or more late) for a class, the

student will be considered absent for that class. This

absence will count toward the total number of absences for

that class in determining failure for excessive absences.

7

Page 13: STUDENT HANDBOOK 2016 - 2017

If the tardy, or resulting absence, is unexcused, the student

will NOT be allowed to make up any work missed

Students are responsible for being in their classrooms and

seated in their desks when the tardy bell rings for each period.

Students arriving to school after the tardy bell rings must check

in before reporting to class.

Tardy to school is defined as any late arrival from the start of

school until the beginning of second hour.

1-3 tardy - warning

4th tardy or more – disciplinary action.

Subsequent tardies add additional consequences.

Upon referral to the office, an administrator will review the

student's tardy/discipline record and handle discipline

accordingly.

CHECK-OUT PROCEDURE FOR STUDENTS

Students will not call home for permission nor be allowed to

check out by telephone conversation with parents. The

Admissions Secretary will call the home.

If the parent, or authorized person cannot be reached, the

student will remain in school. An authorized person is one who

has been designated, in writing, by the parent to check the

student out of school. The permission authorization is attached

to the student's checkout card. In order to release a student, the

school must have a written permission signed by the parent,

guardian, or authorized person.

Students will not be allowed to go to Student Services to

check out between class periods. A student who is to

checkout must report to class. Teachers will call Student

Services to let the secretary know when a student wants to

check out. The teacher will supply the secretary with the

following:

8

Page 14: STUDENT HANDBOOK 2016 - 2017

a) name of the student

b) nature of the illness

c) name of parent or authorized person

d) phone number to call

When the parent or authorized person arrives, the

Admissions Secretary will call the student out of class.

Students who leave school without properly checking out

are considered as "skipping" and will be referred to the

principal or assistant principal. This could lead to

suspension.

Students checked out by a phone call must bring in a note

when returning to school.

Absences for three or more consecutive days will require a

medical excuse from a physician.

Acceptable excuses for checking out are:

a. personal illness.

b. doctor’s appointments. Parents are encouraged to

make both doctor and dental appointments after

school.

c. court appearances.

d. special reasons authorized by the principal or

the assistant principal.

Unacceptable excuses for checking out are:

a. Obtaining driver's license. This can be done after

school or during school holidays.

b. Errands for parents.

c. Vacations.

d. Activities that are not school sponsored.

e. Going home for forgotten items.

Students are not allowed to check out with another

student unless they are siblings.

Students will not be allowed to check out by phone on

pep rally days and the day before a holiday break. A

parent or guardian must come to the school to check

the student out on these days.

Students will not be allowed to check out of school

during exams.

9

Page 15: STUDENT HANDBOOK 2016 - 2017

AFTER SCHOOL ACTIVITIES

Any student participating in a sport/activity that takes place

during the week on a school night is expected to be in class the

next morning on time. Tardies will not be accepted. No

exceptions unless prior approval is issued in writing by the

principal.

PARTICIPATION IN ACTIVITIES

It is our hope that all of Fontainebleau's students will become

involved in extracurricular activities this year. We have

numerous ones from which to select, and we encourage you to

take part in at least one of the extracurricular activities.

Be cautious that your participation in the extracurricular

activities does not interfere with your studies so that your

grades suffer. In that event, you would be unable to participate.

Students who are suspended or who exhibit unacceptable

behavior may be dismissed from extracurricular activities at

any time.

If a student is involved in one sport/activity and quits that

sport/activity, the student will not be allowed to join another

sport/activity until the first sport/activity season is over.

Any student participating in extra-curricular activities, i.e.

games, practices, contests, competitions, etc., is encouraged to

be in attendance for the full day, but must be in class a

minimum of four hours.

DANCES

Students will be required to present student ID before being admitted

into school dances.

Students will be required to obtain guest passes for guests that do not attend FHS.

Guests are only allowed between the ages of 14 and 21 and are

required to follow all dance and school rules.

10

Page 16: STUDENT HANDBOOK 2016 - 2017

The FHS student is responsible for the behavior of his or her

guest.

Once a student has left a dance, he/she will not be allowed to

return to the dance.

Students are not allowed to go to their cars during a dance

regardless of the reason.

Students will be required to sign in when arriving at a dance

and sign out before leaving the dance.

Students are not allowed to attend a dance if on the owe list.

Students shall clear their debts from the owe list before

purchasing a ticket to a dance.

Students receiving instruction through alternative school

settings and do not attend class on Fontainebleau’s campus

are not allowed to attend school dances.

Students will be "locked-in" for a specified time. Students will not

be allowed to enter after a pre-announced time nor leave before the

pre-announced departure time.

GRADING AND AVERAGING

ST. TAMMANY PARISH SCHOOL BOARD

HIGH SCHOOL GRADING POLICY

Numerical grades shall be used on the report cards for

students in grades 9-12.

The following grading scale in grades 9-12 shall be used to

determine each nine week grade:

A = 93-100 B = 85-92 C = 75-84

D = 67-74 F = 0-66

All numerical grades of .5 - .9 shall be rounded to the next

highest grade including the grade of 64.5.

Grades for transfer students shall be equated to the St. Tammany

Parish grading scale in such a manner that will not penalize the

student. If only letter grades are provided by the transfer student's

previous school, the following scale shall be used in assigning a

percent:

A=96 B=87 C=78 D=69 F=60

Parents can monitor their student’s progress through the home

program using the ID number and password received in the mail.

The web site for the program will be announced at the start of the

school year.

CHEATING

Cheating occurs any time a student does not do his/her own work.

Copying another student’s homework, submitting another

student’s paper as his/her own, sharing answers on a

test/quiz/assignment are all forms of cheating.

GPA

A student's overall GPA is based on semester grades. All courses

PARENTAL INVOLVEMENT

Fontainebleau encourages regular, two-way, and meaningful

communication between parents and staff involving student

academic learning and extracurricular activities.

This communication ensures

a) that parents play an integral role in assisting in their

child’s learning;

b) that parents are encouraged to be actively involved in their

child’s education at school;

c) that parents are full partners in their child’s education and

are included, as appropriate, in decision-making and on

advisory committees to assist in the education of their

child.

Parents are encouraged to monitor their student(s) progress

through the on-line Student Progress Center:

https://jpams.stpsb.org/jpweb/. Assistance with accessing the site

may be obtained by contacting Mrs. Peters in the front office.

Parent meetings, Paw Prints, (our monthly electronic

newsletter), email, Teacher Web (school counseling

website), and our call home service are just some of the ways

we communicate important information to our school

community.

Your student receives current information through

announcements, fliers, and quarterly class and small group

meetings, to name a few.

COUNSELING AND GUIDANCE SERVICES

The student should seek the aid of the counselor with personal,

social and scholastic problems; with planning of his high school

program in light of his abilities, interests, and needs; checking

college-entrance requirements and scholarship information; and

with making decisions concerning vocations and selecting

colleges.

6

Page 36: STUDENT HANDBOOK 2016 - 2017

large group counseling in the areas of academic, career, and

personal/social development of your student.

CLASS MEETINGS

disseminate information to specific grade levels.

TRANSCRIPTS

Transcript request forms are available in the guidance office.

Complete the form and return to the office. The fee is $1.00 for the

first; $.25 per extra; $.50 if to be mailed.

counselor in May. State of Louisiana college/university will access

the transcript electronically. The final transcript will be sent to an

out of state college/university after guidance receives the
