Foreword

TheprimarypurposeofthishandbookistoacquaintstudentswithproceduresatIKM-ManningHighSchoolandtoserveasaguidetosuccessfulandenjoyableeducationalexperiences.Allproblemsorsituationsthatarisearenotcoveredinthispublication.Whenthisoccurs,staffmemberswillmakedecisionsbasedonsoundandreasonableeducationalpractice.Itistheresponsibilityofstudentstoacquaintthemselveswiththishandbookandtoinformtheirparentsofthesepolicies.Ourschoolwelcomesyouasyoubegineachschoolyearandwehopethatyouwillalwaysbeconsciousofitstraditionsandrequirements.Theexperienceyougainfromthisschoolwillbewhateveryoumakeit.Letusalwayshavethecourageandleadershiptodothosethingswhichwillmakeitoutstanding.

StudentRecordInformationTheIKM-ManningCommunitySchoolDistrictmaintainsrecordoneachstudentinordertofacilitatetheinstructionandeducationalprogressofthestudent.Therecordscontaininformationaboutthestudentandhis/hereducationandmayincludebutarenotlimitedtothefollowingtypesofrecords:identificationdata,attendancedata,recordofachievement,familybackgrounddata,aptitudetests,educationalandvocationalplans,honorsandactivities,disciplinedata,objectivecounselororteacherratingsandobservations,andexternalagencyreports.Therecordsofeachstudentarelocatedintheschoolinwhichtheyareattending.Anyexceptionwillbenotedinthestudent'sotherrecordsorbythepersoninchargeofrecordmaintenanceforeachschoolbuilding.Thebuildingprincipalisresponsibleformaintenanceofstudentrecordsforeachschoolbuilding.Thefollowingpersons,agenciesandorganizationsmayhaverestrictedaccesstostudentrecordswithoutpriorwrittenconsentoftheparentorstudentovertheageof18years.Anyotheraccesstostudentrecordsshallbeonlyuponwrittenconsentoruponcourtorderorlegallyissuedsubpoena.A.Schoolofficials,teachersandAEApersonnelwithlegitimateeducationalinterest.B.Officialsofotherschoolsinwhichthestudentproposestoenroll.C.Representativesofstateandlocalgovernmentwhenauditingandevaluatingfederaleducationprograms.D.Officialsconnectedwithastudent'seducationalfinancialaidapplication.E.Organizationswhichprocessandevaluatestandardizedtests.F.Accreditingorganizationsforaccreditingpurposes.G.Parentsofdependentchildren,regardlessofthechild'sage.H.Appropriatepartiesinahealthorsafetyemergency.Studentrecordsarereviewedandinappropriatematerialremovedperiodically.Inappropriatematerialisremovedwheneverastudentmovesfromtheelementaryleveltomiddleschoolleveltohighschoollevel,andwhenastudenttransfersoutofthedistrict.Thoserecordsnotofpermanentimportancearedestroyedwithinthreeyearsofgraduation.Theparentsofhandicappedstudents,orhandicappedstudentsoverage18,willbeinformedwhenpersonallyidentifiableinformationintherecordsisnolongerneededtoprovideeducationalservices,andbeforetheinformationisdestroyed.Parentsofstudentsunderage18andstudentsoverage18mayexercisetheopportunitytorevieweducationalrecordsofthestudent,toobtaincopiesoftherecords,towritearesponseto

materialintherecord,tochallengethecontentoftherecordongroundsofinappropriateness,inaccuracyoraninvasionofprivacy,andtohavetherecordsexplained.Theproceduretobefollowedinexercisinganyoftherightsunderschoolpoliciesorrulesmaybeobtainedfromeitheroftheaforementionedpersonsresponsibleformaintainingstudentrecords.

HarassmentandBullyingPolicyHarassmentandbullyingofstudentsandemployeesareagainstfederal,stateandlocalpolicy,andarenottoleratedbytheboard.Theboardiscommittedtoprovidingallstudentswithasafeandcivilschoolenvironmentinwhichallmembersoftheschoolcommunityaretreatedwithdignityandrespect.Tothatend,theboardhasinplacepolicies,procedures,andpracticesthataredesignedtoreduceandeliminatebullyingandharassmentaswellasprocessesandprocedurestodealwithincidentsofbullyingandharassment.Bullyingandharassmentofstudentsbystudents,schoolemployees,andvolunteerswhohavedirectcontactwithstudentswillnotbetoleratedintheschoolorschooldistrict.Theboardprohibitsharassment,bullying,hazing,oranyothervictimization,ofstudents,basedonanyofthefollowingactualorperceivedtraitsorcharacteristics,includingbutnotlimitedto,age,color,creed,nationalorigin,race,religion,maritalstatus,sex,sexualorientation,genderidentity,physicalattributes,physicalormentalabilityordisability,ancestry,politicalpartypreference,politicalbelief,socioeconomicstatus,orfamilialstatus.Harassmentagainstemployeesbaseduponrace,color,creed,sex,sexualorientation,nationalorigin,religion,ageordisabilityisalsoprohibited.Thispolicyisineffectwhilestudentsoremployeesareonpropertywithinthejurisdictionoftheboard;whileonschool-ownedorschool-operatedvehicles;whileattendingorengagedinschool-sponsoredactivities;andwhileawayfromschoolgroundsifthemisconductdirectlyaffectsthegoodorder,efficientmanagementandwelfareoftheschoolorschooldistrict.If,afteraninvestigation,astudentisfoundtobeinviolationofthispolicy,thestudentshallbedisciplinedbyappropriatemeasuresupto,andincluding,suspensionandexpulsion.Ifafteraninvestigationaschoolemployeeisfoundtobeinviolationofthispolicy,theemployeeshallbedisciplinedbyappropriatemeasuresupto,andincluding,termination.Ifafteraninvestigationaschoolvolunteerisfoundtobeinviolationofthispolicy,thevolunteershallbesubjecttoappropriatemeasuresupto,andincluding,exclusionfromschoolgrounds.“Volunteer”meansanindividualwhohasregular,significantcontactwithstudents.Harassmentandbullyingmeananyelectronic,written,verbal,orphysicalactorconducttowardastudentwhichisbasedonanyactualorperceivedtraitorcharacteristicofthestudentandwhichcreatesanobjectivelyhostileschoolenvironmentthatmeetsoneormoreofthefollowingconditions:

• Placesthestudentinreasonablefearofharmtothestudent’spersonorproperty;• Hasasubstantiallydetrimentaleffectonthestudent’sphysicalormentalhealth;• Hastheeffectofsubstantiallyinterferingwiththestudent’sacademic

performance;or• Hastheeffectofsubstantiallyinterferingwiththestudent’sabilitytoparticipatein

orbenefitfromtheservices,activities,orprivilegesprovidedbyaschool.“Electronic”meansanycommunicationinvolvingthetransmissionofinformationbywire,radio,opticalcable,electromagnetic,orothersimilarmeans.“Electronic”includesbutisnotlimitedtocommunicationviaelectronicmail,internet-basedcommunications,pagerservice,cellphones,electronictextmessagingorsimilartechnologies.Harassmentandbullyingmayinclude,butarenotlimitedto,thefollowingbehaviorsandcircumstances:

• Verbal,nonverbal,physicalorwrittenharassment,bullying,hazing,orothervictimizationthathavethepurposeoreffectofcausinginjury,discomfort,fear,orsufferingtothevictim;

• Repeatedremarksofademeaningnaturethathavethepurposeoreffectofcausinginjury,discomfort,fear,orsufferingtothevictim;

• Impliedorexplicitthreatsconcerningone'sgrades,achievements,property,etc.thathavethepurposeoreffectofcausinginjury,discomfort,fear,orsufferingtothevictim;

• Demeaningjokes,stories,oractivitiesdirectedatthestudentthathavethepurposeoreffectofcausinginjury,discomfort,fear,orsufferingtothevictim;and/or

• Unreasonableinterferencewithastudent'sperformanceorcreationofanintimidating,offensive,orhostilelearningenvironment.

Sexualharassmentmeansunwelcomesexualadvances,requestsforsexualfavors,orotherverbalorphysicalconductofasexualnaturewhen:

• Submissiontotheconductismadeeitherimplicitlyorexplicitlyatermorconditionofthestudent’seducationorbenefits;

• Submissiontoorrejectionoftheconductbyaschoolemployeeisusedasthebasisforacademicdecisionsaffectingthatstudent;or

• Theconducthasthepurposeoreffectofsubstantiallyinterferingwiththestudent’sacademicperformancebycreatinganintimidating,hostile,oroffensiveeducationenvironment.

Insituationsbetweenstudentsandschoolofficials,faculty,staff,orvolunteerswhohavedirectcontactwithstudents,bullyingandharassmentmayalsoincludethefollowingbehaviors:

• Requiringthatastudentsubmittobullyingorharassmentbyanotherstudent,eitherexplicitlyorimplicitly,asatermorconditionofthetargetedstudent’seducationorparticipationinschoolprogramsoractivities;and/or

• Requiringsubmissiontoorrejectionofsuchconductasabasisfordecisionsaffectingthestudent.

Anypersonwhopromptly,reasonably,andingoodfaithreportsanincidentofbullyingorharassmentunderthispolicytoaschoolofficial,shallbeimmunefromcivilorcriminalliabilityrelatingtosuchreportandtotheperson’sparticipationinanyadministrative,judicial,orotherproceedingrelatingtothereport.Individualswhoknowinglyfileafalsecomplaintmaybesubjecttoappropriatedisciplinaryaction.Retaliationagainstanyperson,becausethepersonhasfiledabullyingorharassmentcomplaintorassistedorparticipatedinaharassmentinvestigationorproceeding,isalsoprohibited.Individualswhoknowinglyfilefalseharassmentcomplaintsandanypersonwhogivesfalsestatementsinaninvestigationshallbesubjecttodisciplinebyappropriatemeasures,asshallanypersonwhoisfoundtohaveretaliatedagainstanotherinviolationofthispolicy.Anystudentfoundtohaveretaliatedinviolationofthispolicyshallbesubjecttomeasuresupto,andincluding,suspensionandexpulsion.Anyschoolemployeefoundtohaveretaliatedinviolationofthispolicyshallbesubjecttomeasuresupto,andincluding,terminationofemployment.Anyschoolvolunteerfoundtohaveretaliatedinviolationofthispolicyshallbesubjecttomeasuresupto,andincluding,exclusionfromschoolgrounds.Theschoolorschooldistrictwillpromptlyandreasonablyinvestigateallegationsofbullyingorharassment.Thebuildingprincipalordesigneewillberesponsibleforhandlingallcomplaintsbystudentsallegingbullyingorharassment.Thesuperintendentordesigneewillberesponsibleforhandlingallcomplaintsbyemployeesallegingbullyingorharassment.Individualswhofeelthattheyhavebeenharassedshould: • Communicatetotheharasserthattheindividualexpectsthebehaviortostop,if

theindividualiscomfortabledoingso.Iftheindividualwantsassistancecommunicatingwiththeharasser,theindividualshouldaskateacher,counselororprincipaltohelp.

• Iftheharassmentdoesnotstop,ortheindividualdoesnotfeelcomfortableconfrontingtheharasser,theindividualshould:

-- tellateacher,counselororprincipal;and -- writedownexactlywhathappened,keepacopyandgiveanothercopytothe

teacher,counselororprincipalincluding;o what,whenandwhereithappened;o whowasinvolved;o exactlywhatwassaidorwhattheharasserdid;o witnessestotheharassment;o whatthestudentsaidordid,eitheratthetimeorlater;o howthestudentfelt;ando howtheharasserresponded.

DangerousWeaponsPolicySchooldistrictfacilitiesarenotanappropriateplaceforweaponsordangerousobjects.Weaponsandotherdangerousobjectsshallbetakenfromstudentswhobringthemontheschooldistrictpropertyorontopropertywithinthejurisdictionoftheschooldistrictorfromstudentswhoarewithinthecontroloftheschooldistrict.Studentsbringingafirearmtoschoolshallbeexpelledfromschoolfornotlessthantwelvemonths.Studentspossessingothertypesofdangerousweaponswillbedisciplinedwhichmayincludeexpulsion.Alldangerousweaponswillbeturnedovertolawenforcementofficials.

ThreatsofViolenceAllthreatsofviolence,whetheroral,written,orsymbolic,againststudents,staff,ortoschoolfacilitiesareprohibited.Allsuchthreatswillbepromptlyinvestigated.Lawenforcementmaybecontacted.Threatsissuedanddeliveredawayfromschoolorschoolactivitiesmaybegroundsfordisciplinaryactionifthethreatimpactstheorderlyandefficientoperationoftheschool.Studentsengaginginthreateningbehaviorwillfacedisciplinaryconsequencesuptoandincludingexpulsion.Thefollowingfactorswillbeconsideredindeterminingtheextenttowhichastudentwillbedisciplinedforthreateningorterroristicbehavior:

• thebackgroundofthestudent,includinganyhistoryofviolenceorpriorthreateningbehavior;

• thestudent'saccesstoweaponsofanykind;thecircumstancessurroundingthethreat;theageofthestudent;

• thementalandemotionalmaturityofthestudent;• cooperationofthestudentandhisorherparent(s)orguardian(s)inthe

investigation;• theexistenceofthestudent'sjuvenileorcriminalhistory;• thedegreeoflegitimatealarmorconcernintheschoolcommunitycreatedbythe

threat;• andanyotherrelevantinformationfromanycrediblesource.

SearchandSeizureBoardpolicyallowsschoolofficials,withoutasearchwarrant,tosearchastudent,studentlockers,desks,workareasorstudentautomobileswhenevertherearereasonablegroundsforsuspicionthatthesearchwillturnupevidencethatthestudenthasviolatedorisviolatingthelawortherulesoftheschool.LockerInspectionsandSearches1.Inspections:Althoughschoollockersaretemporarilyassignedtoindividualstudents,theyremainthepropertyoftheSchoolDistrictatalltimes.TheSchoolDistricthasareasonableandvalidinterestininsuringthatthelockersareproperlymaintained.Forthisreason,periodicinspectionsoflockersispermissibletocheckforcleanlinessandvandalism.Periodicinspectionsofallorarandomselectionoflockersmaybeconductedby

schoolofficialsatanytime.Anycontrabanddiscoveredduringsuchsearchesshallbyconfiscatedbyschoolofficialsandmaybeturnedovertolawenforcementofficials.2.Searches:Thestudent’slockeranditscontentsmaybesearchedwhenaschoolofficialhasreasonableandarticulablesuspicionthatthelockercontainsillegalorcontrabanditems.Suchsearchesshouldbeconductedinthepresenceofanotheradultwitnesswhenfeasible.AutomobileSearchesStudentsarepermittedtoparkonschoolpremisesasamatterofprivilege,notofright.TheSchoolretainsauthoritytoconductroutinepatrolsofthestudentparkinglots.Theinteriorofastudent’sautomobileontheschoolpremisesmaybesearchediftheschoolofficialhasreasonableandarticulablesuspiciontobelievethatillegal,unauthorizedorcontrabanditemsarecontainedinside.ThecompleteSearchandSeizurePolicycanbefoundinIKM-ManningSchoolBoardPolicyCodeNo.502.8.

StudentExerciseofFreeExpressionUndertheU.S.Constitution,allindividualshavetherightoffreedomofexpression.Since,howeverstudentexpressionmadeonschoolpremisesorasapartofaschool-sponsoredactivitymaybeattributedtotheschool,suchexpressionmustbeappropriatetotheactivity.Studentswillbeallowedfreedomofexpressionoftheirviewpointsandopinionsaslongastheexpressionisresponsiblydone.Studentexpressionshallnot,inthejudgmentoftheadministration,encouragethebreakingoflaws,causedefamationofpersonsorcontainobscenityorindecency.Theadministrationhastherighttodeterminethetime,placeandmannerinwhichtheexpressionistobeallowedsoastonotdisrupttheeducationalprogramofthedistrict.Studentswhoviolatethispolicymaybesubjecttodisciplinarymeasures.

ReportingPeriodsTherearetworeportingperiodsofnineweeksineachsemester.Therearetwosemestersintheschoolyear.

WorkReleaseStudentswhoseschedulespermitmayapplyfor"WorkRelease"oneortwoconsecutiveperiodsanytimeinthedayduringtheirjuniorandsenioryears.Applicationsareinthecounselor'sofficeandshouldbereturnedthere.Theprincipal’sapprovalisneededbeforeworkreleasebegins.Studentsmaynotworkforparents.Anyacademicorconductproblemsmayresultinlossoftheworkrelease.Employersarecalledatvarioustimestoevaluatethestudent'sworkandtovalidateattendance.Studentsmaynotgotoworkiftheyarenotinschoolthefullday.Appointmentsaretheexception.GENERALSCHOOLINFORMATIONANDREGULATIONS

AttendancePolicyI.GeneralAttendancePolicy

A.PHILOSOPHYDaily,punctualattendanceisanintegralpartofthelearningexperienceandisrequiredofallstudentstoreceivethemaximumbenefitoftheeducationalprogram.Thehabitofgoodattendanceestablishedearlyisonewhichhelpsapersonbesuccessfulthroughouttheirlifetime.Moreandmore,employers,collegesandvocationalschoolsexpectgoodattendanceandarecheckingattendancerecordsforabsencesandtardies.Theyareawarethatgoodandpromptattendanceindicatesdependabilityinastudent.Theeducationthatgoesonintheclassroombuildsfromdaytodayandasaresult,absencesalwayscausesomedisruptionintheeducationalprogressoftheabsent

student.Studentswhoareabsentmaynotunderstandwhattheteacheriscurrentlypresenting,andmayalsobecomediscouragedwiththedoubleburdenofkeepingcurrentandmakingupmissedwork.Inordertomaintaininterestandunderstandinginprogramofinstruction,studentsshouldnotexpecttobeabsentanymorethanisabsolutelynecessary.Irregularattendanceortardinessbystudentsnotonlyretardstheirownstudies,butalsointerfereswiththeprogressofthosestudentswhoareregularandpromptinattendance.Attendanceisasharedresponsibilitythatrequirescooperationandcommunicationamongstudents,parentsandschool.

B.ABSENCES1.Parents/guardiansareexpectedtonotifytheschoolpriorto9:00a.m.regardingastudent'sabsenceonthedayoftheabsence.Allabsencesmustbereportedbyaparent/guardianwithinonedayoftheabsencetobeconsideredexcused.Studentswhoanticipateabsence,especiallywhentheabsencemusthavetheprincipal’spriorapproval,shallgivetimelynoticetotheschoolofficeinadvanceoftheanticipatedabsence.Whentimepermits,suchnotificationshallbeinwritingandsignedbythestudentandtheparentorguardianofthestudent.Studentsabsentfromschoolforanyreasonmayberequiredbytheschooltosubmitawrittenexplanationorspecificreasonfortheirabsence,thespecificdaysortimestheywereabsent,verificationbythedoctorordentistwhereappropriate,andasignatureoftheparent/guardian.Failuretodosomayresultintheabsencebeingconsideredunexcusedortruancy.Theschoolwillmakethedeterminationofwhetheranabsenceisexcusedorunexcused.2.Acceptablereasonsforastudent'sabsencefromschool/classincludebutarenotlimitedto

3.Classesmissedbecauseofattendanceataschool-sponsoredtriporactivitywillbeconsideredexcusedabsences.However,thestudentwillberequiredtomakeupworkmissed.4.Suspensionsfromclass[eitherin-schoolsuspensionsorout-of-schoolsuspension]willbetreatedasschool-initiatedstudentabsencesandwillnotcounttowardthedaysabsent.However,thestudentwillberequiredtomakeupworkmissed.

3.Schoolworkmissedduetoanyabsencemustbecompletedtothesatisfactionofeachteacherwhoseclassorclassesweremissed.Makinguptheworkistheresponsibilityofthestudent.a.Whenstudentscananticipateabsences,everyeffortshouldbemadetoseethattheschoolworkismadeupinadvanceoftheabsence.Theprincipalmaydeterminethatthecompletionofschoolworkinadvancebeprerequisitetoallowingtheabsencebeingexcused.b.Whenanabsencewasnotanticipatedthestudentshouldcheckwiththeteachersaboutanymake-upworkthatmightbedue.Anyassignmentsdue,tests,orquizzesthatfallduringasingleday’sabsencearetobemadeupbythecloseofthedaythestudentreturns.Studentswhomisstwoormoredaysconsecutivelywillbegivenonedayforeachdayabsenttomakeuptheirwork.Forexample,ifastudentwereabsentthreedaystheworkmustbemadeupbytheconclusionofthethirdschooldayfollowingthestudent’sreturntoschool.Absencesofmorethanfivedaysmustbemadeupasarrangedwitheachteacher.Studentsshallreceivefullcreditforschoolworkmadeupduetoexcusedabsences.Schoolworkmadeupforanunexcusedabsenceortruancymaybeconsidered“late”andreceivelessthanfullcredit.

C.TARDINESS1.Astudentistardywhenthestudentinitiallyappearsintheassignedareaanytimeafterthedesignatedstartingtime.Ifastudentarrivesmorethan20minutesafterthebeginningofaperiodtheymaybeconsideredabsentforthatperiod.2.After2tardiestothesameclassastudentwillnotbeadmittedtothatclasswhentardy.Iftheyarrivetardytothatclassthestudentwillbesenttotheoffice,assigneda30minutedetention,andwillreceiveanunexcusedabsenceforthatclassperiod.Theunexcusedabsencewillcounttowardastudentbeingputon“NoCredit”status.3.Studentsmaybetardyforclassesatotalof4timespersemesterwithoutotherconsequence.Theconsequenceforanaccumulationof5tardiesinasemesterandalltardiesthereafterthatsemesterwillbe30minutesofdetentionforeachtardy.4.Afteratotalof10tardiesinthesemesterastudentwillnolongerbeadmittedtoanyclasstowhichtheyarrivetardy.Iftheyarrivetardytoaclasstheywillbesenttotheoffice,receivea30minutedetention,andwillreceiveanunexcusedabsenceforthatclassperiod.Theunexcusedabsencewillcounttowardastudentbeingputon“NoCredit”status.5.Studentstardytoschoolshouldreporttotheofficeandsigninfirsttogetatardypasstoclass.

D.UNEXCUSEDABSENCE1.Studentabsencesfromschoolorclasswithoutreasonableexcuseshallbeconsideredunexcused.ReasonableexcusesaretheacceptablereasonsprovidedinSectionB.2oftheserules.Allotherabsencesfromschoolmaybeconsideredunexcusedabsences.Anyabsencewithoutcommunicationfromparent/guardianmaybeconsideredunexcused.

F.ATTENDANCEANDEXTRACURRICULARACTIVITIESAstudentmustbeinattendancefortheentiredaytopracticeorparticipateinaschoolsponsoredactivity.Exceptionsmaybemadebytheprincipalforappointmentsthataredifficulttoschedule.

II.ExcessiveAbsenteeismExcessiveabsenteeismisanyunexcusedabsenceof6ormoredaysorindividualclassmeetingspersemester.

A.Whenastudenthas3unexcusedabsencesfromschooloraclassduringagivensemester,thestudent'sparent/guardianwillbecontactedviatelephone,email,ormailregardingthestudent'sattendance.Theclassroomteacherwillnotifytheprincipalwhowillinitiatethenotificationprocess.B.Whenastudenthas6ormoreunexcusedabsencesfromschooloraclassduringasemester,theclassroomteacherwillinformtheprincipalofthestudent'sstatus.Theprincipalwillnotifythestudentandparent/guardianoftheexcessiveabsencesandinitiatetheappropriateresponse.

III.ResponsetoExcessiveAbsenteeismA.Excessiveunexcusedabsenceswillresultinthefollowing:1.Ifastudenthas6unexcusedabsencesinasemesterfromanygivenclass,thestudentwillbeplacedon“NoCreditStatus”forthatclass.2.Thestudentwillbeallowedtoaudittheclassonano-creditstatusfortheremainderofthesemesterorplacedinanalternatesetting.3.ThestudentwillbereferredtotheBuildingAssistanceTeam(BAT)andtheparent/guardianandstudentwillbeprovidedanopportunitytoattendaBATmeetingtodiscussthecausesoftheexcessiveabsenteeismandhowtoimproveattendance.4.Attheendofthesemesterthestudentmayappealforcreditreinstatement.

1.WhennotifiedthatthestudenthasbeenplacedonNoCreditStatusforagradingperiodthestudentandparent/guardianmayfileawrittenappealforcreditreinstatementwiththeprincipalwithin5schooldaysoftheendofthatgradingperiod.Sanctionsimposedunderthispolicywillbefinalunlessawrittenappealissubmittedtotheprincipal.2.Writtenappealswillbereferredtothefacultyattendancecommittee.3.Theinformalappealshearingwillbescheduledwithin10schooldaysaftertheappealisfiled.Thefacultyattendancecommitteewillconsiderthefollowinginreachingadecision:

a.absencescausedbyreligiousholidays,documentedchronicorextendedillness,hospitalization,familydeathoremergency,emergencymedicalordentalcare,courtappearancesorotherlegalsituationsbeyondthecontrolofthefamily,school-relatedclassorprogramactivities;b.attendancehistoryofthestudent;c.extenuatingcircumstancesparticulartothestudent;d.educationalalternativestolossofcredit;ore.thetotaleducationalprogramfortheindividualstudent.

ConductatExtra-CurricularActivities1.Practicegoodsportsmanshipandbecourteoustothoseperforming.Improperbehaviorofanykindmaycauseastudenttohaveanassignedseat,oritmaycauseremovalfromtheactivity.AMisconductReportmayalsobeissued.2.Ifastudentleavesagame,play,concert,etc.withoutpermission,he/shemaybegivenpermissiontoreenter,buthe/shemustpaytheadmissionprice.Studentsthatleaveanactivityshouldnotremainonschoolproperty.Ifastudentleavesaschooldancewithoutpermissionhe/shemaynotreenter.3.Studentsshouldnotsitintheaislesofthebleachersatbasketballorvolleyballgames.DetentionDetentionisatimewhenastudentisassignedtostaybeforeschoolorafterschool,orassignedtoattendschoolonanon-teachingdayforunacceptablestudentbehavior.Studentsshouldfullyunderstandthatanyteacherorschoolemployeeinthebuildinghastheauthoritytocorrectmisconductatanytime.Therefore,itisconceivablethatateacherorotherschoolemployeemightassignadetentiontoastudentwhoisnotinanyofhis/herclasses.Thestaffmemberassigningthedetentionwilldeterminethedate,time,andlocationthestudentwillservethedetention.Typically,detentionsaretobeservedthesameday,thenextschoolday,oronthenextscheduledSaturdaySchoolimmediatelyfollowingnoticeoftheinfraction.Itistheresponsibilityofthestudentservingdetentiontoarrangeforhis/herowntransportation.Alldetentionsassignedmustbeservedbeforeastudentwillbeallowedtograduateorenrollinthenextclassthefollowingschoolyear.

HomecomingActivitiesTheIKM-ManningHighSchoolHomecomingactivitiesareunderthedirectionofthestudentcouncil.

GraduationActivitiesStudentswhohavequalifiedforadiplomaareeligibleforcommencementactivities.Studentswhohavecompletedsevensemestersofhighschoolattendanceandwhohavebeenapprovedformid-yeargraduationbytheBoardofEducationarealsoeligibleforcommencementactivities.Thosestudentswhodonotmeetgraduationrequirementswillnotparticipateincommencementactivities.ThosewhohavecompletedtheBoardofEducation'srequirementsforgraduationwillreceiveadiploma.Adiplomaisplacedonfileforthosestudentswhodonotgraduateandwillbegiventothosestudentsuponsatisfactorycompletionofallrequirementsforgraduation.

ActivityTicketAnactivityticketcosts$30.00whichallowsstudentsadmissionintogamesandmusicconcertsatareducedcost.Allstudentsparticipatinginextracurricularactivitiesarerequiredtopurchaseanactivityticket.Duplicateactivityticketswillcost$1.00.Theactivityticketisnotvalidfortheschoolplay,themusical,orstateorconferenceactivitieswhenourschooldoesnotkeepallgatereceipts.Theactivityfeehelpsfinanceextra-curricularactivitiesandhelpswiththepurchaseofawardsgrantedonawardsnight.Inaddition,theticketisalsoanI.D.cardtoallowyoutobeadmittedtoout-of-towngamesatstudentprices.

CorridorLockersEachstudentisassignedacorridorlockertostoreschoolmaterialsandcoatsduringtheschoolyear.Studentsarenottowearcoatsorcarrybookbags,gymbags,backpacks,etc.withthemtoclasses,studyhall,orthecafeteria.Lockerkeysareissueduponrequestandpaymentofthe$3.00deposit.Whenthekeyisreturnedfortheassignedlockerattheendoftheschoolyear,$2.00ofthedepositisreturned.Studentswishingtousetheofficekeymaydoso,butstudentsthathavelosttheirkeymustpurchaseanotherone.Studentsarestronglyurgedtokeeptheirlockerslockedatalltimesandtokeepthecontentsinaneatandorderlystate.Theschoolwillnotberesponsibleformaterialsthatcomeupmissingfromlockers.Theschooldoesreservetherighttomakeperiodicinspectionsofthecontentsforanyreasonfeltnecessarytoprovideforthesafetyofthestudentbody.

AcademicEligibilityTobeeligibleforanactivity,studentsparticipatingmustmeetthefollowingcriteriaestablishedbytheIowaHighSchoolAthleticAssociationandtheIowaGirls’HighSchoolAthleticUnion:1.Eachcontestantshallbepassingallcourseworkforwhichcreditisgivenandshallbemakingadequateprogresstowardgraduationrequirementsattheendofeachsemester.2.Ifattheendofanygradingperiodacontestantisgivenafailinggradeinanycourseforwhichcreditisawarded,thecontestantisineligibletodressforandcompeteinthenextoccurringinterscholasticathleticcontestsandcompetitionsinwhichthecontestantisacontestantfor30consecutivecalendardays.TheIowaHighSchoolSpeechAssociationandIowaHighSchoolMusicAssociationhavea30calendardaysperiodofineligibilitybeginningwiththefirstschooldayfollowingthedaygradesareissued.IKM-Manningstudentsarealsosubjecttothefollowingacademiceligibilityprovision:Currentquartergradesarecheckedweeklyinallclassesonthefirststudentattendancedayofeachweek.IfastudentisfailingorhasbeenplacedonNoCreditStatusforattendancereasonsfromtwoormoreacademicclassesforthequarter,theymaynotparticipateinperformances,games,contests,oractivitiesthatweek,beginningthedayaftergradesarecheckedandrunningthroughthedayofthenextgradecheck.Thestudentmayattendpracticeduringthistime.SpecialeducationstudentsorstudentscoveredbyaSection504planshallnotbedeniedeligibilityonthebasisofscholarshipifthestudentismakingadequateprogress,asdeterminedbythestudent'steam,towardsthegoalsandobjectivesonthestudent'sIEPor504plan.

Studentswhoparticipateinextracurricularorco-curricularactivitiesserveasambassadorsoftheschoolthroughoutthecalendaryear,whetherawayfromoratschool.Studentswhowishtoexercisetheprivilegeofparticipatinginextracurricularorco-curricularactivitiesmustconductthemselvesinaccordancewithboardpolicyandmustrefrainfromactivitiesthatareillegal,immoral,unhealthy,orhighlyinappropriate.Participationinschoolactivitiesisaprivilege,conditioneduponmeetingtheeligibilitycriteriaestablishedbytheboard,administration,andindividualactivitycoachesandsponsors.ThePrincipalshallkeeprecordsofviolationsoftheGoodConductRule.AstudentmaybelegalunderthelawbutinviolationofBoardpolicy.Thefollowingactivitiesarecoveredbytheboard'spolicyandtheserules:Athletics,instrumentalandvocalmusicperformancesandcontests,dramaproductions,speechcontests,FFA,NationalHonorSociety,allco-curricularclubs,allhonoraryandelectedoffices(e.g.,Homecoming,WinterDanceRoyalty,classofficer,studentgovernmentofficerorrepresentative),statecontestsandperformancesforcheerleadinganddrillteam,oranyotheractivitywherethestudentrepresentstheschooloutsidetheclassroom.Studentswillbeunderthejurisdictionoftheserulesstartingthefirstschooldayoftheir7thgradeyearandwillremainunderthemduringtheschoolyearandsummermonthsuntiltheyhavecompletedtheirgrades7-12schooleligibility.GoodConductRuleToretaineligibilityforparticipationinIKM-Manningextracurricularorco-curricularactivitiesstudentsmustconductthemselvesasgoodcitizensbothinandoutofschoolatalltimes.Studentswhorepresenttheschoolinanactivityareexpectedtoserveasgoodrolemodelstootherstudentsandtothemembersofthecommunity.AstudentwillbefoundtobeinviolationoftheDistrict’sGoodConductRuleiftheviolationisobservedbyastaffmemberoralawenforcementofficial,thestudentadmitstheviolation,ortheviolationissupportedbysubstantialevidenceaspresentedinajudicialoradministrativeproceeding.Anystudentwho,afterahearingatwhichthestudentshallbeconfrontedwiththeallegation,thebasisoftheallegation,andgivenanopportunitytotellthestudent’sside,isfoundtohaveviolatedtheschool’sGoodConductRulewillbedeemedineligibleforaperiodoftime,asdescribedbelow.Eachcasewillbedecidedonitsmeritsbytheschooladministrationbutinnocasewillthepunishmentexceedthecompetition/performancewithholdingaswritteninthePenaltiesportionofthispolicy.BehaviorAstudentmayloseeligibilityundertheGoodConductRuleforanyofthefollowingbehaviors:A possession,use,orpurchaseoftobaccoproducts,includinge-cigarettes,vaporizers

orotherElectronicNicotineDeliverySystems,regardlessofthestudent'sage;B possession,use,orpurchaseofalcoholicbeverages,includingbeerandwine(having

theodorofalcoholonone’sbreathisevidenceof“use”);C possession,use,purchase,orattemptedsale/purchaseofillegaldrugs,orthe

unauthorizedpossession,use,purchase,orattemptedsale/purchaseofotherwiselawfuldrugs;

D engaginginanyactthatwouldbegroundsforarrestorcitationinthecriminalorjuvenilecourtsystem(excludingminoroffensessuchastrafficorhunting/fishing,violations),regardlessofwhetherthestudentwascited,arrested,convicted,oradjudicatedfortheact(s);

E exceedinglyinappropriateoroffensiveconductsuchasassaultingstafforstudents,grossinsubordination(talkingbackorrefusingtocooperatewithauthorities),serioushazingorharassmentofothers.NOTE:Thiscouldincludegroupconduct!

F Studentssuspendedfromschool,class,orstudyhallfordisciplinaryreasonsareautomaticallyineligibleduringthetimeofsuspension.Ifthesuspensioncarriesthroughaweekend,thestudentwillbeineligibleduringthatweekend.

IfastudenttransfersinfromanotherIowaschoolorschooldistrictandthestudenthadnotyetcompletedaperiodofineligibilityforaviolationofaGoodConductRuleinthepreviousschool,thestudentshallbeineligibleiftheadministrationdeterminesthatthereisgeneralknowledgeinourschooldistrictofthefactofthestudent'smisconductorviolationinthepreviousdistrict.PenaltiesAnystudentwho,afterahearingbeforetheadministration,isfoundtohaveviolatedtheGoodConductRule,duringtheschoolyearorsummer,issubjecttoalossofeligibilityasfollows:FirstOffense:-Thestudentwillbeineligiblefromcompetitionorperformanceinanyextracurricularorco-curricularactivityforaperiodoffour(4)weeks.SecondOffense:-Thestudentwillbeineligiblefromcompetitionorperformanceinanyextracurricularorco-curricularactivityforaperiodofeight(8)weeks.ThirdorMoreOffense:-Thestudentwillbeineligiblefromcompetitionorperformanceinanyextracurricularorco-curricularactivityforaperiodoftwelve(12)calendarmonths.Theperiodofineligibilityattachesimmediatelyuponafindingofaviolationandrunswithoutinterruptionuntilcompleted.(Exception:seeViolationsOccurringDuringIneligibility)Anineligiblestudentmayattendallpracticesorrehearsalsattheactivitydirector’sdiscretionbutmaynot"suitup"norperform/participate.SpecialProvisions1.Anineligiblestudentmaynotbeelectedtoactivitiesincludingbutnotlimitedtostudentcouncil,classofficers,royalty,etc.Studentswhoarealreadyclassofficersorstudentcouncilmembersaresubjecttoremovalfromthosepositionsatthediscretionoftheactivitydirectororstudentmembers.2.Astudentwithonlyonepreviousoffensemayreturntothe“firstoffense”statusbynotbeinginviolation,for12months,ofparagraphsAthroughEoftheBehaviorsection.Astudentmayonlyinvokethisprovisiononceduringtheirgrades7-12schoolcareer.3.StudentswhoparticipateinthestudentactivitiesprogramaresubjecttothepoliciesoftheIowaHighSchoolAthleticAssociation,theIowaGirls’HighSchoolAthleticUnion,theIowaHighSchoolMusicAssociation,theFFAStateOrganization,andtheIowaHighSchoolSpeechAssociation.

4.Theguidelinesstatedinthispolicyarethepenaltiesthatmustbeenforcedbyallactivitydirectors/coaches/sponsors.Eachactivitydirector/coach/sponsorhasthediscretiontocreatetheirownactivityrules,whichmaybeinadditiontotheGoodConductRule,butmaynotbeinconsistentwiththeGoodConductRule.Theserulesmustbeonfilewiththeprincipalandparticipantsmustbegiventheserulesattheonsetoftheactivity.Anactivitydirector/coach/sponsorretainstheauthoritytodismissastudentfromtheirprogramforbeingdisruptive,uncooperativeorforbeinganegativeinfluencetothesuccessoftheactivity.ViolationsOccurringDuringIneligibility:IfastudentisineligibleatthetimeofaviolationoftheGoodConductRule,thepenaltyfortheviolationwillnotbeginuntilthestudentregainseligibility.Example:Astudentacademicallyineligibleforasemesterisfoundtohavebeeninpossessionoftobacco,aGoodConductRuleviolation.Whenthestudentisagainacademicallyeligible,thepenaltyattaches.Example:AstudentviolatestheGoodConductRuleandisruledineligibleforfourweeks.Whileineligible,thestudentagainviolatestheRule.Thesecondpenaltyattacheswhenthefirstpenaltyiscompleted.AcademicConsequencesTherewillbenoacademicconsequencesfortheviolation(e.g.,detention,suspension,expulsionfromschool,orgradereduction/withholding)unlesstheviolationoftheGoodConductRuleoccurred(a)onschoolgrounds,(b)ataschooleventregardlessoflocation,or(c)theviolationhasadirectandimmediatenegativeimpactontheefficientoperationoftheschooldespiteoccurringoffschoolgrounds/time.AppealsAnystudentwhoisfoundbytheadministrationtohaveviolatedtheGoodConductRulemayobtainreviewofthisdeterminationbythesuperintendentbycontactingthesuperintendentwithin3daysofbeingadvisedoftheviolation.Thepenaltywillbeineffectuntilreversed.Ifthestudentisstilldissatisfied,heorshemayseekfurtherreviewbytheschoolboardbyfilingawrittenappealwiththeboardsecretaryatleast24hourspriortothenextboardmeeting.Aspecialmeetingoftheboardwillnotbecalled.Thereviewbytheboardwillbeinclosedsessionunlessthestudent'sparent(orthestudent,ifthestudentis18)requestsanopensession.Thegroundsforreviewbytheschoolboardarelimitedtothefollowing:thestudentdidnotviolatetheGoodConductRule;thestudentwasgiveninadequatedueprocessintheinvestigationanddetermination;orthepenaltyisinviolationoftheHandbookRuleorBoardPolicy.Thepenaltywillremainineffectpendingtheoutcomeofthemeetingwiththeboard.Iftheschoolboardreversesthedecisionoftheadministration,thestudentshallbeimmediatelyeligibleandshallhaveanyrecordoftheineligibilityperiodandviolationdeletedfromthestudent'srecord.
