Purpose of Formula
Encourage colleges to support students in the timely attainment of a degree or certificate.
Provide additional support to students who face barriers to education.
Make community college funding more stable and flexible.

Three Parts of the Formula
Base Allocation: FTES (three-year average)
Supplemental Allocation: Counts of low-income students.
Student Success Allocation: Counts of outcomes related to the Vision for Success, with “premiums” for outcomes of low-income students.

With the implementation of the Student-Centered Funding Formula, pg. 82-83, Compton College funding will be whichever is the greater of the following two amounts for each fiscal year from 2018-2019 through 2023-2024:
• Funding of 5,980 FTES amount plus the cost-of-living adjustment identified in the annual Budget Act and adjusted for increases to FTES; or
• Compton College will receive a funding amount computed pursuant to the new Student-Centered Funding Formula.

Considerations
• Compton College supplemental and success counts have been increasing.
• Compton College 2020-2021 FTES expected to decrease due to COVID-19.
• By 2026-2027 (when the hold harmless expires), our three year FTES average is estimated to be based upon 2023-2024, 2024-2025, 2025-2026.
• Although Compton College has hold harmless protection, it is still subject to a deficit factor.
• Sense of Urgency: If we do not make transformational changes, we will suffer funding shortfalls in 2026-2027. Compton College is actively working to improve performance on FTES, supplemental, and success metrics.
