Top-up on literature books for all schools was completed.
In addition to the picture books, schools also received word games, puzzles and wall charts. Special schools were provided with Big Books and core readers. Grade R classes at 130 selected public schools have received fiction and non-fiction resources for the Literacy corner. 3000 Grade 1 teachers were trained on Lit-Num Strategy and Content workshops for FET. Twenty secondary schools received reading resources from Kalahari.com.HL and FAL exemplar formal assessment tasks are provided (per term) in English, Afrikaans and isiXhosa to all schools. Schools are using the reading norms from CAPS and the National Reading Plan. Mobile library services were made available to 69 multi-grade schools.
Readathons and GrowSmart Spelling Bee competitions in all Metropole Districts, Provincial speech competition, poetry recital competition, SADAC essay competition were completed.

• Principals and teachers librarians were also capacitated on the guidelines.
• The province bought mobile libraries which are currently piloted in 20 rural schools.
• Established 269 central libraries in 259 schools.

Partnership with SANPARKS to support subjects like Life Sciences is in place. There are career corners in all high schools.

Quarterly accountability sessions are held between the Superintendent-General, Deputy Director-General and the Chief Director: Districts with district directors and school principals of under-performing schools where they account for learner performance.Province has detailed plans on the electronic system which is linked to the Annual Performance Plan which drills down to school-level. Information on individual learners is known to all, including progressed learners.An integrated programme that integrates all interventions has been developed. A comprehensive reading and writing plan has been developed.Every level of the system knows the schools and learners that are under-performing and are able to provide intensified support.

DBE OBSERVATIONS• In all provinces there is evidence of improvement plans
linked to implementation of the NSLA.
• Evidence of tracking of learner performance from one quarter to the next which informs subsequent interventions.
• Many innovations in the implementation of improvement plans- varies from one province to another
• Evidence of special focus on Senior Phase (weakest link of GET) and content areas
in CAPS especially for Grade 12.
• HEDCOM sub-committee has succeeded in promoting good practice and enhancing accountability.
DBE OBSERVATIONS…• Value –added by Minister’s District Directors Forum in
focusing on key variables for improving learner performance such as curriculum coverage and time on task.
• In the midst of a volatile fiscal environment, provinces have gone out of their way to secure and insulate resources for implementing improvement plans.
• However, more work needs to be done in measuring the impact of interventions such as teacher development programmes and vacation classes.
• There’s a need to pay attention to reporting on all aspects of the NSLA and provision of at least 40 books for each learner to read.
CONCLUSION
History will judge us by the difference we make in the everyday lives of children.
