Enforcement
• The Streets Department enforces all Sanitation Rules and regulations in the City’s Sanitation Code.
• The Streets Department developed a Program called SWEEP to enforce the city’s rules and regulations.
SWEEP Program
• SWEEP is the acronym for Streets & Walkways Education and Enforcement Program.
• The City of Philadelphia employs 36 SWEEP Officers.
• Educate and enforce all Sanitation laws throughout the city.
• SWEEP enforces the law against violators through intensive street patrols.
SWEEP Operations
• Specifically trained sanitation enforcement officers work with commercial and residential neighborhoods to address sanitation problems in their communities.
SWEEP Enforcement
• Some of the most commonly written violations for sanitation laws include but are not limited to:– Trash set out times– Trash limit regulations– Litter laws– Recycling violations– Dumpster Laws– Illegal dumping violations
SWEEP Enforcement
• Code Violation Notices (CVN).
• 80,000 to 90,000 citations and warnings each year.
• $1.2 million dollars in fines from violators.
SWEEP Enforcement Procedures
• CVN’s are cataloged in numerical order with a citation identification number.
• Each CVN contains information needed to identify the violation and violator.
• Information helps identify the appropriate person and/or premise for the law that has been violated.
SWEEP Enforcement Procedures
• Each CVN is hand written and issued to the violator or filed and mailed if the violator is not present.
• Once all CVN’s are written, the violations are sent to the Bureau of Administrative Adjudication (BAA) for processing.
• At BAA, violators can pay the notice or dispute the violation by requesting a hearing.
