Executive Summary
REGIONAL OVERVIEW
Thisoverviewprovidesabroadbrushstrokepictureoftheregionincludingthestrengths
andweaknessesof each LGA, and the challenges andopportunities all ofwhich are
detailedinthemainbodyofthePlan.
Region
TheFarSouthCoast(FSC)ofNSWisaregioncovering14,230sqkmofcoastallandfrom
BerryinthenorthtotheNSW/Victoriaborderinthesouth.
TheFSC ismadeupof three localgovernmentareas–ShoalhavenCity,Eurobodalla
ShireandBegaValleyShire.
TheFSCisstrategicallylocatedbetween3ofthenation’smaincapitalcities,approximately
2to5hoursfromSydney,8to10hoursfromMelbourneandjust2hoursfromCanberra.
TheFSCisrenownedfor itsnaturalbeauty,withnearly400kmofcoastline;numerous
marineparksandexpansiveareasofbreathtakingnationalandstateparks.
The regiongenerally hasmild, pleasantweather. The summers arewarm, ranging in
temperature from 20°C to 37°C while the winters generally range from 1°C to 12°C
(BureauofMeteorology).
People & Community
TheestimatedresidentpopulationoftheFSCasat30June2011was166,035persons.
MorethanhalfofthesewereintheShoalhaven,96,043.
Thepopulationincreasedby2.4%betweentheyears2007to2011andcurrentlyhasa
densityofaround11.8peoplepersquarekilometre(ABS2011).
Population Projections
AccordingtotheNSWDepartmentofPlanning,thepopulationoftheFSCisexpected
toreach226,000by2031,thisisanincreaseof36%.
Singles and childless coupleswill dominate the region in the future. This is strongly
influencedbypersonsaged65andolder.
Personsaged65yearsandolderwillmakeup35%ofthepopulationin2031,upfrom
20.6%in2006.Conversely,theshareofchildrenagedbetween0-14yearswilldecrease
from18.8%to14.7%.Themedianagewillbemid-50s

Workforce
Atthetimeofthe2011census,theFSClabourforceconsistedof64,059persons.Of
those,92.2%wereemployed,with49.9%infull-timeworkand34.9%inparttimework.
7%ofthelabourforce–classifiedasunemployed(ABS).
Morerecently,theaverageunemploymentratefortheFSCwas6.61%fortheJune2012
quarter,comparedtothenationalaverageof5.28%(MyRegion).
Asof1July,2013RDAFSCwasappointedtheRegionalCertifyingBody(RCB)fortheFar
SouthCoastofNSW.RDAFSCutiliseslocalknowledge,NSWSkillPrioritiesListandthe
RDAFSCSouthCoastSkillsAuditwhenassessingapplications.
Income
Intheyearending30June2009,theFSC’saveragewagewas$39,423peryear.NSW’s
averagewagewas$46,599peryearandthenationalaveragewas46,599peryear
(MyRegion).
Economy, Industry & Business
At30June2011therewere12,684registeredbusinessesintheFSC.
Thedistributionof theworkforce across the region’s industries is an effectivewayof
gaugingtheirrelativestrengthandimportanceintheFSCeconomy.
TheFSCplacesitsimportanceonHealthCare&SocialAssistanceasthisindustryisthe
largestemployerintheregion(13.9%).TheRetailTradeisthesecondlargestindustry,
employing13.1%oftheworkforce.ThisisduetothelargetourismnumbersintheFSC.
Accommodation & Food Services employ 10.1% of workers, Construction 9.4% and
PublicAdministration&Servicesemploy8.4%ofworkers.Theseindustryemployment
percentagesfortheFSCareallhigherthattheRegionalNSWpercentages.
Education&TrainingandManufacturingaremarginallysmallerintheFSC,employing
7.9%and7.6%ofworkers, respectively.While theseare twoof the largeremploying
industriesintheregion,theirshareisbelowtheAustralianbenchmarkof8.6%and8.3%,
respectively.
Thereareanumberofindustrialandcommercialbusinessparksthroughouttheregion.
Manufacturing
Despite having a share of employment that is lower than the Australian average,
manufacturing isoneof the region’skey incomegenerating industries.Manufactured
productsrangefromdairygoodstopapers,timbertosurfclothingandyachts.Some
notableFSCproducts includeBegaCheese,ManildraEthanolandNowraChemicals
withspecialisedandnichemanufacturingontheincrease.

Defence
Theregion’sPublicAdministration&Safety industry isboostedbythedefencesector
intheShoalhaven.TheShoalhavenishometotwoNavybases–HMASAlbatrossand
HMASCreswell.TheprimarytaskofHMASAlbatrossistosupportthethreeNavalAir
Squadrons,whichprovideairsupporttothefleet.
HMASCreswell is locatedonthesouth-westernshoresofJervisBay in theJervisBay
Territory.CreswellconsistsoftheRANCollegeandfourotherdepartments.TheSchool
of Survivability and Ship’s Safety teaches fire fighting, damage control and nuclear,
biologicalandchemicaldefence.ListedontheNationalRegisterasasignificantheritage
site,aquarterofHMASCreswell’sbuildingsareheritagelisted(Navy).
Agriculture & Aquaculture
TheFSCwastraditionallyanagriculturalregion.Therichlandsandvastwaterwaysinthe
areaareidealforagriculturalproduction.AnumberofFSCagriculturalgoodsarebeing
successfullyexportedaroundtheworld,includingBegadairyandShoalhavenabalone
whichisprovingpopularinJapanesemarkets.OtheragriculturalproducersincludeSouth
CoastDairy,TilbaDairy,BodallaDairyandotherniche foodproducers.TheFSCalso
producesoysters,timber,beef,flowers,seedsandwineandhasagrowingaquaculture
industrysupplyingoysters,musselsandscallopstodomesticandinternationalmarkets.
Intotal, localagriculturalandaquacultureproductionwasidentifiedascontributingin
excessof$110Min2001,halfofwhichwasfromlivestockproductssuchasbeefandmilk
(NSWDept.ofPlanning,2007).
Education
TheUniversityofWollongonghascampuseslocatedinallthreeLGAs;Nowra,Batemans
Bay and Bega. Students can complete studies in a range of courses from the Arts,
Commerce,Aquaculture,Nursing,EducationandHealth&BehaviouralSciencefaculties.
The Illawarra Institute of TAFE also has campuses at Nowra, Ulladulla, Moruya and
BegaofferingcoursesinsubjectssuchasAgriculture,Hospitality,Tourism,Information
TechnologyandChildStudies.
TherearenumerousprimaryandsecondaryschoolsthroughouttheFSC,bothpublicand
independent.
EducationandTrainingemploys7.9%oftheregion’sworkforce.
Tourism
TourismisoneofthebiggestemployerswithintheFSCregionandassuch,isoneofthe
sectorsrequiringthemostinfrastructuresupport.TheNSWsouthcoastisthethirdmost
visitedregioninNSW,attracting4,279millionvisitors.

Thisequatesto12.3%oftotalvisitsmadewithinNSWmakingtheFSConeofthestate’s
mostpopulartouristdestinations.Thisannualvisitationisabalanceddivisionbetween
day-trippersandover-nightvisitors.Over60,000internationalvisitorstraveltotheFSC
regioneachyear(DestinationNSW,2011).
Property
TheFSCoffersawiderangeofhousingoptionswithbothresidentialandholidayhomes
availableatvariouspricepoints.IntheShoalhaven,themediandwellingsalepricewas
$369,000in2013.Eurobodallawasslightlylowerat$340,000,whileBegaValley’smedian
housepricewas$323,000.
Infrastructure
TheFSCisservicedbyelectricity,water,sewerageandLPgas.Naturalgasisonlyavailable
intheNowra/Bomaderryarea.
TheFSCregionhasarangeofinfrastructureassetsthatsupporteconomicdevelopment
andemployment,includingthePortofEden,whichisthemainportfortheSouthCoast
supportingexportactivities,commercialfishingandmorerecentlycruiseships.There
are regional airports atMoruya andMerimbulawithREXoffering flights to and from
Sydney,MelbourneandCanberra.
A number ofmajor road arteries connect the region to nearby capitals. The Princes
Highway, linking Sydney and Melbourne, passes through the FSC and is the main
transportcorridorfortheregion.CanberracanbereachedbymainroadsfromNowra,
BatemansBayandBegawiththesouthernsectionoftheregionrelyingheavilyonthe
KingsHighway.
ThereisatrainlinefromBomaderry(Nowra)linkingtheShoalhavenatthenorthernmost
pointoftheregiontoSydney.Additionallyanumberofcoachservicesoperateinthe
FSC.
There are a number of public and private hospitals located in the region, including
thoseatBerry,Nowra,Milton,BatemansBay,Moruya,BegaandPambula. There are
alsonumerousmedical centres,health clinics andGP services throughout the region
includingtherecentlycompletedCancerCareCentresatNowraandMoruya.

2018 represents a vision for the South Coast region of NSW that encompasses the

directionandpriorities fromexistingFederal,StateandLocalGovernment strategies
andplanningdocumentsandtakesintoaccountthecommentsoflocalbusinesspeople,
health and education providers, women, young people and students, Indigenous
Australians,ouragriculturalcommunity,professionalpeople,thedisadvantagedandthe
disengaged.Itrecognisesgeographicanddemographicissueswithinthecommunityand
aimstoincludeallgroups.TheRDAFarSouthCoastCommitteerecognisesGovernment
prioritieswithin the region andunderstands the concerns and aspirationsof its local
communities.
Asalivingdocument,theStrategicRegionalPlan(SRP)isflexibleandabletoadjustto
takeintoaccountchangingneedsandpriorities.
ThemajorfocusofthePlan,anditsupdates,isalongtermvisionfortheRegionthataims
toprovide infrastructure ledeconomicdevelopmentandjobcreation,the integration
of high speed broadband into the region, improved transport and sustainable and
affordable clean energy all the while increasing regional competitiveness through
innovation;educationandtraining;attractiveandaffordablelifestyle, includingaccess
tofirstclasshealth,educationandagedcarefacilitieswhilstcontinuingtoretainandcare
forourunique,naturalenvironment.

What Is Regional Development Australia?
Regional Development Australia (RDA) is a partnership between Australian, State,
Territoryandlocalgovernmentstostrengthenregionalcommunities.
Thenationalnetworkof55committeesismadeupoflocalleaderswhovolunteertheir
timetoworkwithalllevelsofgovernment,businessandcommunitygroupstosupport
thedevelopmentoftheirregions.
Thecommitteesworkwith theircommunities tofindways toaddress localeconomic,
social and environmental issues. They build partnerships to develop strategies and
deliversustainableinfrastructureandservicestotheirregions.
Theyalsoworkwitheachothertoidentifyissuesthatcrossregions.
Astheregionaldevelopmentvoiceoftheircommunities,RDAcommittees:
• consultandengagewithcommunities
• promoteandparticipateinregionalprogramsandinitiatives
• provideinformationandadviceontheirregiontoalllevelsofgovernment,and
• supportinformedregionalplanning.

Core Principles
The following underpinning principles were agreed by the Regional Development
Council(RDC)inBroomeon30July2008:
Integratedarrangements:theAustralian,State,TerritoryandLocalGovernments
will continue towork towards the eventual adoptionofmore integrated and
aligned arrangements for regional engagement and economicdevelopment,
recognisingthatalignmentisnecessarilyalongtermprocess.
Acommitmenttocollaboration:wherepossible,thethreelevelsofgovernment
collaborateattheregionallevel.
Commonboundaries:reviewexistingboundariestoalignRegionalDevelopment
Australia Committees (RDAs), state regional development organisations and
localgovernmentboundarieswhereverpossible.

alllevelsofgovernmenttolocalstakeholders.RDAcommitteesareencouragedtobe
firstpointofcontactforgovernmentagencieswantingtoconsultwitharegion.

Purpose of Regional Plan
TheStrategicRegionalPlan(SRP)anditsupdates,setoutaclearandcertainvisionand
directionfortheSouthCoast,whichbalancesthedemandsforfuturegrowthwiththeneed
toprotectandenhanceenvironmentalvaluesandensureeconomicsustainability.The
SRPappliestothelocalgovernmentareasofShoalhaven,EurobodallaandBegaValley
andisforuseasaconsultativetoolforGovernmentbodieslookingtomakedecisions
thatmayaffecttheSouthCoastregion.
TheSRPrepresentsanagreedgovernmentpositiononthefutureoftheSouthCoast.Itis
thepre-eminentplanningdocumentfortheSouthCoastregionandhasbeenprepared
tocomplementandinformotherrelevantStateandFederalplanninginstruments.

The primary purpose of the SRP is to ensure that the South Coast retains those
characteristics that make it such a uniquely liveable environment while adequately
addressingidentifiedgapsorshortfallsandprovidingforthefutureneedsoftheregion
anditsincreasingpopulation.
TheSRPmapsthewayfortheprovisionofsufficientnewurbanandemploymentlandsto
meetexpecteddemandsforgrowthandincorporatesthespecificregionalinfrastructure
requirementsnecessarytosustaintheexistingcommunitywhilealsoaccommodatingthe
projectedpopulationexpansion.TheSRPwillcontinuetoidentifyfutureinfrastructure
investmentprioritiesfortheSouthCoast.Infrastructureplanningwilltakeintoaccount
thebroadplanningframeworkidentifiedintheStrategy,toensurethatfuturepopulation
growthissupportedbyservicesandassociatedinfrastructure.
ProgressonactionsidentifiedinthisSRPwillbemonitoredannually.TheSRPisintended
tobealivingdocumentandwillbecomprehensivelyreviewedonaregularbasissothat
itcanadjusttoanydemographic,economic,environmentalandpoliticalchanges.
Regional Plan Overview and History
ThisSRPcontinuestoguideactivitiesintheFarSouthCoastregionofNSWandassist
RDAFarSouthCoasttoofferstrategicleadership.TheSRPoffersalongtermoutlookfor
theregionandisunderpinnedbystrategicgoalstoachieveitsVision.Italsoarticulates
prioritiestobeaddressedoverthenextfiveyearsand,throughtheBusinessPlan,ashort
termannualstrategyforeconomicgrowthandjobcreation.
MuchofthefoundationfortheSRPwasdevelopedbyaSub-Committeeduringmeetings
conductedthroughout the region.Membersof thesub-committeewerecognisantof
existingAustralianandStateGovernmentpoliciesand initiatives.Thisunderstanding,
coupledwithanalysisofthestrengthsandchallengesfacingtheFarSouthCoastregion
of NSW allowed the Sub-Committee to develop a comprehensive Plan and build a
strategicvisionfortheregion.
TheSub-Committeefocusedonbuildingonexistingdocumentsratherthanduplicating
them.Adraftdocumentthenprogressedthroughanextensiveconsultationprocesswith
thefullRDACommitteeandotherstakeholders.UpdatestotheSRPcontinuetoreflect
subsequentLocal,StateandFederalplanningworksanddocuments.

lowerthanthenationalaverageof22.2%.
Nearly three quarters of local households are made up of families (71.5%), with an
additional2.5%ingroups.Personslivingaloneaccountfor26.0%ofhouseholds.
Justoverathirdoflocalfamilieswerecoupleswithchildren(35.4%),withmostofthese
includingchildrenunder15yearsand/ordependentchildren(29.4%).Nearlyhalfwere

toreach226,000by2031,thisisanincreaseof36%.
While theShoalhavenwill account for thegreatestnumerical increase in the region’s
population, it isEurobodallaShire thatwill record thegreatestproportional increase.
TheShoalhavenandBegaValleyLGAswilleachachieveanannualaverageincreaseof
1.3%to129,010and45,300,respectively.EurobodallaShirewillgrowbyanaverageof
1.7%perannumto54,900people.
Inlinewithwhatisoccurringacrossthecountry,theaverageageofthepopulationofthe
FSCisincreasing.
Retireesaremakinga‘seachange’totheFSCandyoutharemovingaway,resultinginan
agingpopulation.Singlesandchildlesscoupleswilldominatetheregioninthefuture,
thisisstronglyinfluencedbypersonsaged65andolder,whichisexpectedtorepresent
35%ofthepopulationby2031(Dept.ofPlanning).

Atthetimeof the2011census, theFSClabour forceconsistedof64,059persons.Of
those,92.2%wereemployed,with49.9%infull-timeworkand34.9%inpart-timework.
7%ofthelabourforcewasclassifiedasunemployed(ABS).
ThelargestemployerintheFSCistheHealthCare&SocialAssistancesector,increasing
employment from 6,451 people in 2006 to 8,159 people in 2011 (13.9%).The Retail
Trade accounted for 7,677 people in 2011 (13.1%), decreasing from 8,178 in 2006.
Accommodation & Food Services employs 5,902 people (10.1%), Construction 5,528
people(9.4%)andPublicAdministration&Safety4,464people(8.4%).
Morerecently,theaverageunemploymentratefortheFSCwas6.61%fortheJune2012
quarter,comparedtothenationalaverageof5.28%(MyRegion).
Income
Intheyearending30June2009,theFSC’saveragewagewas$39,423peryear.NSW’s
averagewagewas$48,793andthenationalaveragewas$46,599peryear.
Thehighestpercentageoftotalfamilyincome(17.59%)fortheFSCin2011wasbetween
$1,000and$1,499perweek(MyRegion).
Economy, Industry & Business
At30June2011therewere12,684registeredbusinessesintheFSC.
Thedistribution of theworkforce across the region’s industries is an effectiveway of
gaugingtheirrelativestrengthandimportanceintheFSCeconomy.
TheFSCplacesitsimportanceonHealthCare&SocialAssistanceasthisindustryisthe
largestemployerintheregion(13.9%).TheRetailTradeisthesecondlargestindustry,
employing 13.1% of the workforce. This is due to the large tourism numbers in the
FSC.Accommodation&FoodServicesemploys10.1%ofworkers,Construction9.4%
and Public Administration & Services employ 8.4% of the workforce. These industry
employmentpercentagesfortheFSCareallhigherthattheRegionalNSWpercentages.
Education&TrainingandManufacturingaremarginallysmallerintheFSC,employing
7.9%and 7.6%ofworkers, respectively.While these are twoof the larger employing

BodallaCheese,SouthCoastMilk,ClydeRiverOysters,SpecialtyPapersandShoalhaven

Defence
Theregion’sPublicAdministration&Safetyindustryisboostedbythedefencesector
intheShoalhaven.TheShoalhavenishometotwoNavybases–HMASAlbatrossand
HMASCreswell.TheprimarytaskofHMASAlbatrossistosupportthethreeNavalAir
Squadrons,whichprovideairsupporttothefleet.Thethreesquadronsandtheaircraft
theyoperateare:

whichisprovingpopularinJapanesemarkets.OtheragriculturalproducersincludeSouth
CoastDairy,TilbaDairy,BodallaDairyandotherniche foodproducers.TheFSCalso
producesoysters,timber,beef,flowers,seedsandwineandhasagrowingaquaculture
industry,supplyingoysters,musselsandscallopstodomesticandinternationalmarkets.

excessof$110Min2001,halfofwhichwasfromlivestockproductssuchasbeefandmilk

coastisthethirdmostvisitedregioninNSW,attracting4.279millionvisitors(excluding
figures forJervisBay).Thisequates to12.3%of totalvisitsmadewithinNSWmaking
theFSConeofthestate’smostpopulartouristdestinations.Thisannualvisitationisa
balanceddivisionbetweenday-trippersandovernightvisitors.Over60,000international
visitorstraveltotheFSCregioneachyear.
Thereareover86touristaccommodationestablishmentswithfiveormoreroomsinthe
FSCwhichofferapproximately2,261guestrooms(DestinationNSW2011).
EachLGAwithintheFSCregionhasinplaceaDestinationManagementPlan.Thisin
turnfeedsuptoaRegionalDestinationManagementPlandevelopedthroughtheSouth
CoastRegionalTourismOrganisation(SCRTO).TheRDAFSCCommitteeandExecutive
workedcloselywitheachLGAandtheSCRTOinthedevelopmentoftheseplans.
Property
TheFSCoffersawiderangeofhousingoptionswithbothresidentialandholidayhomes
availableatvariouspricepoints.IntheShoalhaven,themediandwellingsalepricewas
$369,000in2013.Eurobodallawasslightlylowerat$340,000,whileBega’smedianhouse
pricewas$323,000.
Infrastructure
TheFSCregionhasarangeofinfrastructureassetsthatsupporteconomicdevelopment
andemployment,includingthePortofEden,whichisthemainportfortheSouthCoast
supportingexportactivities,commercialfishingandmorerecentlycruiseships.Moruya
andMerimbulahave regionalairports thatprovideaccess toSydney,Melbourneand
Canberra(Dept.ofPlanning)andShoalhavenhastheSouthCoastCorrectionalFacilityat
SouthNowra.Commencingoperationsin2010andbuiltatacostof$130M,theCentre
provides250jobsandinjects$20Mperannumintothelocaleconomy(SCC,2013).

A number ofmajor road arteries connect the region to nearby capitals. The Princes
Highway, linking Sydney and Melbourne, passes through the FSC and is the main
transportcorridorfortheregion.CanberracanbereachedbymainroadsfromNowra,
BatemansBayandBegawiththesouthernsectionsoftheregionrelyingheavilyonthe
KingsHighway.
ThereisatrainlinefromBomaderry(Nowra)linkingtheShoalhavenatthenorthernmost
pointoftheregiontoSydney.Additionallyanumberofcoachservicesoperateinthe
FSC.
There are a number of public and private hospitals located in the region, including
thoseatBerry,Nowra,Milton,BatemansBay,Moruya,BegaandPambula.Thereare
alsonumerousmedical centres,healthclinicsandGPservices throughout the region
includingtherecentlycompletedCancerCareCentresatNowraandMoruya.
Infrastructureaccrosstheregionisinneedofageneralupgradingandexpansiontomeet
theneedsof the forecastpopulation increases andour agingdemographic. Specific
infrastructureprojectswillberequiredtoallowforandencourageregionalgrowth.

1. Broaden Our Economic Base
Economic Overview
It isestimatedthatat least25,800newjobsarerequiredintheregiontosupportthe
projected 60,000 population growth (South Coast Regional Strategy 2006-31). The
region’seconomicbaseneedstorapidlydiversify,shiftingfromarelianceontraditional
primaryindustriestoawiderrangeofeconomicopportunities.Itisimportanttoavoidan
over-relianceontheserviceorientedindustriessuchasaged-careandtourismas,forthe
mostpart,theseindustriesofferlow-paidorentrylevelpositionswhich,whilefillingarole
forthearea’sunskilledoryoungerworkers,doeslittletoimprovethebasemediansalary
of theregionorcontributetomuchneededdiversification.Theexistingemployment
baseinretail,tourism,agedcare,primaryindustry,defenceandmanufacturingneeds
tobemaintainedandsupportedbyencouragingdiversification,innovationandgrowth
andidentifyingandaddressingskillsshortages.
CurrentlytheunemploymentrateintheRDASouthCoastregionissignificantlyhigher
than thenational rateandaccording togovernmentdata;employment ratesarenot
comparativewiththenationalrate.Thissituationresultsinboththeoutwardmigration
ofyoungpeopleinsearchofworkandtheloweringofthemedianincomeoffamilies
optingtoremainintheregion(ABS,2011).
The region has a limited range of infrastructure assets that support economic
developmentandemployment,includingthePortofEdenwhichisthemainportforthe
SouthCoast.EdenPortsupportsexportactivities,commercialfishingandincreasingly,
cruiseships.MoruyaandMerimbulahaveregionalairportsthatcurrentlyprovidedirect
accesstoSydneyandMelbourneandarethegatewayforessentiallegal,medicaland
otherprofessionalservicedelivery.
Geographically, theregion is longandnarrowextendingmorethan400kilometres in
length,whichisachallengeforregionalbusinesseswishingtolinkwithpotentialmarkets
and export opportunities. The PrincesHighway is a critical north-south link between
Sydney,WollongongandcommunitiesalongtheSouthCoasttotheVictorianborder.
ThePrincesHighway is theprimary landtransport routeservicingtheSouthCoastas
therailwaydoesnotextendsouthofBomaderryatthenorthernendoftheShoalhaven
local government area. TheKingsHighway,which linksBatemansBaywithCanberra
andtheunfinishedMainRoad92,whichconnectsNowrawithCanberraviatheKings
Highway,are importanteast-west roadcorridors that requirescheduledupgradeand
maintenanceprogramstoensureissuesareaddressedinatimelymanner.Therecent
spateoffatalitiesontheKingsHighwayisunacceptableandhighlightstheurgentneed
forinfrastructureupgradesintheregion.Unlikeotherareas,theSouthCoastregionrelies
heavilyononemainfreightandtransportcorridorinthePrincesHighway.Evenminor
accidentscanresultintheclosureofthisroute,disruptingbusinesstoanunacceptable

degreeandtherebyhinderinggrowthinthearea.Whentryingtoattractnewbusiness
orskilledprofessionalstotheareaitisadifficultsellwhenthemaintransportroutesare
sounreliable.
Further, if the region is to grow economically and socially in line with government
policiesandprograms(RegionalRelocationGrants,etc.)thenanextensiveinfrastructure
worksprogramwillneedtobeidentified,fundedandimplementedassoonaspossible.
Withoutsuchastrategicprogramtocaterforandattracthumancapital,theregionisin
dangerofbecomingasocial,culturalandeconomicbackwater.Theregioniscurrently
atacrossroadswithhigherthanaverageratesofunemployment,domesticviolence,
drugandalcoholabuseandmulti-generationalrelianceonwelfare.Thesefactors,plus
increasingnumbersof retireesmoving to the regiondonotaugurwell fora socially,
culturally and economically prosperous anddiverse region capable of attracting and
retainingtheskillsandpeoplethisregiondesperatelyneeds.
Economic Development and Employment Growth
The forecast population increase of 60,000 by 2031 will require the identification of
sufficientemploymentandlandcapacitytoprovideaprojected25,800newjobs.Asof
May2004therewere907hectaresofavailablevacantzonedemploymentlandwithinthe
regiontoaccommodatetheforecastnewjobs(Dept.ofPlanning,2006-2031).
EachCouncil hasa supplyofemployment lands,whichwillbe retained toprovidea
regional competitive advantage. In recognition that localised supply factors such as
tenure,constraintsandserviceabilitymayreducethedevelopmentofsomeemployment
lands;Councilswillmonitorthesupplyandtakeupofland.Whereregularmonitoring
indicates localised shortages, Councils will be encouraged to secure additional
employment lands to address shortfalls and ensure positioning of new employment
landsconsiderseaseofaccesstotransport.
TheSouthCoasthasthreemajorpopulationcentres, inNowra-Bomaderry,Batemans
BayandBega.Allthreeplayakeyeconomicrolewithintheregion,whichcanbefurther
strengthenedbylocatingnewfinance,administration,businessservicesandretailjobs
withinthesecentres.
As the population grows, particularly within the over 55 age group, the region’s
employmentbaseis likelytoincreaseintheareasoffinance,administration,business
services,healthandagedcaretoensureservicestothegrowingdemographic.Tourism
isalsoakeygrowthandopportunitysector(over$1.8Bwasspentbyvisitorstotheregion
in2009),particularlyinnature-basedaccommodation(TourismIndustryFacts&Figures,
2010).Asboth tourismandagedcareoffer largely low-paid, low-skilledemployment
theSRPwillencourageandsupportdiversificationwithintheemploymentbasethrough
localprojectsandparticularlyinfrastructureinvestment.

Agriculture, forestry and fishing have historically shaped the settlement of the South
Coast region.Theproductivityof these industriescontinues to relyon theavailability
ofhighqualitynaturalresourcesaswellasdefiningthecharacterandliveabilityofthe
regionhowever,whileagriculture,forestryandfishingjobswillcontinuetobeimportant
employmentsources,theproportionofthesejobsinoverallSouthCoastemployment
figuresisdeclining(ProfileID).Inresponsetothisdeclinethereisgrowinginterestinthe
marketingandconsumptionoflocalfoodandincreasingimportanceplacedonregional
foodsecurity.Boththesefactorsmayworktoslowthedeclineinagricultureemployment
in the region. This movement, while strongly supported within the community, is
hamperedbylimitedinvestment.Employmentoutcomeswouldincreaseexponentially
withanyfinancialinvestment.TheSRPwillencourageandsupportdiversificationwithin
these industries through local and regional projects and skills training, particularly in
areaswithidentifiedskillsshortagesasrecognisedwithintheSouthCoastSkillsAudit.
The regionpossessesextensive livestock,woodandmaritimeenterprises, substantial
tourism capacity, defence, aerospace, generalmanufacturing and an equine industry
thatshowsgreatpotential.Itisimportanttoensuresuitablemeasures,landandfacilities
areidentifiedandavailabletobuildonthesestrengths.TheIllawarraandSouthCoast
EmploymentLandsUpdate(NSWDept.ofPlanning,2009)hasproducedadatabaseof
employment landswithin theRegion.Thecontinualupdateof thedatabasewillhelp
agenciesandCouncilstomonitoremploymentlandssupply.Thestrategyalsoprovides
landuseplanningprinciplesforemploymentlandstomaintainanadequatefuturesupply.
Regionally significant employment lands and infrastructure within the South Coast
includes HMAS Albatross, HMAS Creswell, Merimbula and Moruya airports, Port of
Eden,BatemansBayMarinaandUlladullaHarbourandincludesthePrincesandKings
HighwaysandtherailcorridortoBomaderry.

2. Build Infrastructure CapacityKey infrastructure in the south coast region of NSW includes roads, rail links, ports,
airports, communication and energy facilities, water storage, distribution facilities
andmajor commercial infrastructure such as the BegaCheese factory,Manildra, the
ShoalhavenPaperMill, largeservicedapartmentdevelopmentsandthePortofEden.
Otherinfrastructureprovidestheelementsthatcontributetolifestyleandqualityoflife
suchashousing,retail,property,services,sportingandrecreationalfacilities.
The proposedpopulation increase for the region requires infrastructure issues to be
specificallyaddressedintheareasof:residential;retail;commercial;health;agedcare;
education;childcare;utilities,tourism,transportneeds,sportingandrecreationalneeds.
Significantcontributorstotheeconomyincludingtourism,agedcare,defence,education
andhealthwillonlyrealisetheirgrowthpotentialthroughaccesstohighspeedbroadband
andimprovementstoinfrastructure,transport,communicationsandcommunityfacilities.
AsidentifiedintheSouthCoastSkillsAudit,investmentintheSouthCoast’seconomic
infrastructure and reform of infrastructure markets is critical to improving regional
productivity particularly in an era of structural ageing.Well-performing infrastructure
will help drive amore diverse, competitive and sustainable economy that generates
substantial and lasting economic, environmental and social benefits. Revitalisation
projectssuchastheShoalhavenTourismBoard’s‘MotelMojo’initiativearevital.
Aninfrastructure-ledeconomyonthesouthcoastofNSWwilldirectlyincreasethevolume
andqualityofAustralia’scapitalstockandfacilitateenhancedprivatesectoractivity.By
increasingtheamountandqualityofcapitalthatworkershaveavailable,infrastructure
investmentwillplayakeyroleinsupportinglabourproductivityandimprovingthequality
oflifethroughincreasedwages,improvedfacilitiesandsupportingjobsgrowthpotential
(RDAFSCNSWSouthCoastSkillsAudit,2012).
Road & Rail
Transport Accessibility
TherearetransportandaccessibilitylimitationswithintheSouthCoastRegiondue,in
part,toitsdispersedsettlementpattern.Themajorroadnetwork,includingthePrinces
and Kings Highways and the unfinished Main Road 92 are exceptionally important
for connecting communities, supporting economic development, and linking to
neighbouringregions.Immediateandincreasedworkisneededtoensurethelongterm
viabilityofthesevitalroadinfrastructures.Theimpactsonregionalgrowthandsettlements
fromtheseregionalroadnetworkscannotbeunderestimatedwhiletheconsolidationof
centresandsettlementsandurbandesignobjectivessuchasneighbourhoodplanning
principleswillhelp tosupport improved transportchoicewithin the region, including
publictransportoptionswhichareextremelylimited.

With the rail lineendingatNowra/Bomaderry, located in the farnorthof the region,
andthebusnetworkrunninglargelytoschooltimetables,publictransportoptionsare
limited.Therearecabsanddwindlingcommunitytransportforthoseinneed;however,
byandlarge,thecommunitymustrelyontheirownvehicles.
Thisover-relianceonprivatelyownedvehiclesnotonlycreatesgreatercarbonemissions
but also contributes significantly to road congestion. It creates a cultural and social
dividebetweenthosewhocanandthosewhocannotaffordavehicle.The impactof
limitedpublictransportiskeenlyfeltintourismwheremanyvisitorsarriveintheregion
expecting to be able to further explore the area via public transport. The negative
consequences,throughsubsequentword-of-mouthdisparagement,whenthesevisitors
aredisappointedcausesirreparabledamagetothetourismindustrywhichinturnimpacts
on tourism jobs, oftenmost affecting those at the lower end of the socio-economic
spectrum.
Road
Thebiggestinhibitortogrowthinthesouthcoastregionisthelackofanadequatenorth-
southfreightandtransportroute.Anareaofover14,440squarekilometreswithonlyone
mainroad,thePrincesHighway,hasproventobeandremainsa formulafordisaster.
Minoraccidentsfrequentlyclosetheonlynorth-southtransportlinkfortheentiresouth
coastregionoftenforovertwelvehoursatatime.Alternateroutesusuallyincludesub-
standardroadsunsuitablefortwowheeldrivevehicles.
The disruption to transport, freight, business, tourism, education and health is
unacceptable and the flowon effects impact negatively ongrowth for the area. The
socialimpactsofroaddeathsuponthecommunity(fiveinoneweekendinApril2012on
theKingsHighway),cannotbemeasuredoroveremphasised.Majorupgradingofthe
boththePrincesHighwayandKingsHighwayisurgentlyrequired,asisthecompletion
oftheonlyalternateroute,MainRoad92.
Rail
Longtermexpansionoftherailnetworkwillberequiredtoservicethegrowingneeds
ofthesouthcoastregionandtofacilitatefutureurbangrowthintheSydney-Melbourne
corridor.Immediateandfutureplanswillneedtoidentifylandforrailextensionandlocal
governmentplanswillneedto take intoaccount the futureneedsof the railnetwork
asitextendsthroughthesouthcoastregion.Shouldthisnotbefeasible,negotiations
toidentifyandprovideaviablealternativetorailmustbecommencedasamatterof
urgency.
Airports
ThereareairportsatMerimbulaandMoruya,withRegionalExpress(REX)offeringflights
toand fromSydneyandMelbourne.Theprofessional servicesmadeavailable to the
community,suchaslegalandvariousmedicalservicesincludingspecialistconsultants

suchasoncologistsandpaediatricians,throughtheoperationofthesetwoairportsare
invaluableand,whileothertransportroutesawaitupgrades,areirreplaceable.
Merimbula Airport
MerimbulaAirportsupportscommercialflightsandiscentrallylocatedprovidingaccess
tomost experiences within 1.5 hours drive. The airport supports a local population
of around 4,000 and approximately 32,000within the broader Bega Valley Shire and
servicedsome65,000passengersin2008.Thecurrentairport,situatedonthebanksof
thecoastalwaterwaysofMerimbula,hasa1,600mx30mstripwhichcanserviceaircraft
uptomediumsizedjets(A320).Duetorestrictionsofstripstrength,length,apronand
terminalfacilitiestheairportisonlyabletoattractregionalaircraft.
Thereisthepotentialtoincreasevisitationfromtheinternationalmarketbyproviding
more regular and competitive direct air access toMerimbula. This would require an
extensive consultative process including environmental, economic and social impact
assessmentstobeundertakento investigatethepossibleexpansionoftheairportto
service 737 andothermid-sized jets.Also required is aneffective case for increased
services.Thiswouldbeenhancedbyasignificant investment intheformofarunway
extension (up to 1800m), apron development, and new terminal development and
associatedworkstotallingapproximately$20M(TourismAustralia,2010).
Moruya Airport
MoruyaAirportisownedbyEurobodallaShireCouncil.ThelocalCouncilhasdeveloped
anairportplan that includesan industrialairparkand it is intended thatupgrades to
theairportwillopen the region toa rangeofnewnationaland international visitors.
Runway,terminalandequipmentupgradeswillneedtobeundertakentofacilitatethe
introductionofsmalljetsthusallowingexpansionanddevelopmentnotonlyintourism
markets but also the establishment of new industries and a range of new business
opportunities(ESC,2010).
Ports
Port of Eden
ThePortofEdenNSW(SnugCove) is strategically locatedapproximatelyhalfwayby
seabetweenSydney andMelbourneand is the southernmostdeclaredPort inNSW
servicingthesouthcoast,includingthetownsofBega,Merimbula,Bombala,Tumutand
Cooma.IthasharbourdepthandnavigabilityequivalenttoSydney.Ofnationalsecurity
interest, it accommodates an Australian Naval wharf and munitions depot (nearby).
ThePortprovidestheprimarywoodchipexportsite inAustralia, recentlyclockingup
$2Binexportrevenues,andgrowingtimberexportinterestfromTasco(Bombala)and
Visy(Tumut).EdenhassoundHMLtransportlinkstothePrinces,MonaroandFederal
Highwaysandlandsidecapableofexpansion.

ThePortofEdenhaswell establishedport serviceproviders includingharbour tugs,
launchservices,stevedores,marineengineersandshipschandlersandremainsamajor
marinefishingport,evenafterindustryadjustmentandclosureofthefishcannery.Sydney
PortsCorporationisassumingoperationalmanagementofthePortfromNSWMaritime.
Whilecurrentlyservicinganumberofoilandgasfieldsupplyandsupportvessels,the
expansionof theBassStrait fieldseastwardwillpush thePortofEden into strategic
and logistic prominence as it becomes substantially closer than the Victorian ports.
Importantly,thePortofEdenhashistoricallybeenrecognisedasa‘portofrefuge’to
coastalshippingandcurrentlypresentsasasafehavenforSydney-Hobartoceanracers
aswellasenjoyingasignificantlyincreasedprofileamongstoceancruiselinersandthe
growingSuperYachtmarket.
NSWLandsinconjunctionwithBegaValleyShireCouncilhaspreparedasuiteofconcept
designandfeasibilitystudiesfortheextensionofthebreakwaterwharf,waveattenuator
and freight route proposed to develop the Port, concluding in a presentation of a
businesscasetoInfrastructureAustralia,SydneyPortsandNSWMaritimeforinvestment
betweenfederal,stateandlocalgovernment.
Edenprovidessafeharbourtooceanracingvessels.Limitedresearchindicatesthescale
andfrequencyofracingbetweenNSWportsintoVictoriaandTasmaniawouldincrease
withthebenefitofsafeharbourandberthingfacilitiesatEden.
WhileasmallerprivatemarinaoffCattleBayisunderstoodtobeunderconsideration,
a more substantial marina protected by the attenuator may attract private capital
investmentwithassociatedtourismfacilitieslandside.
Communication
Growthplansforthesouthcoastregionaresignificantlyhamperedbythelackofreliable
communications.RDAFar SouthCoast identified theneed for a reliablehigh speed
broadbandnetwork in its inauguralSRP,asoneof itshighestpriorities.WhileNowra,
inthenorth,hadbeenlistedinthenextstageofthefibreopticrolloutandMerimbula,
inthesouth,hasbeennamedasthefirstsatellitedeliverylocation,thecoastalregion
betweenthesetwopointsremainsinlimbo.Toboostourregionaleconomyandattract
industryinvestorsandskilledworkers,highspeedbroadbandneedstobedeliveredto
theentiresouthcoast regionasamatterofurgency. Inclusionof theentireregion in
an integrated, strategic rolloutwill allow upgraded communications capabilities that
attractbusinessandjobsgrowth;offerexpandeddeliveryofhealthserviceupgrades,
educationstreamliningandreliableICTservicedeliverytodefence,otheragenciesand
businesses.
Health and Aged Care
Residentshaveaccesstoarangeofpublicandprivatehospitalsandarangeofpublic
andprivatehealthcareprofessionalsandservices.However,withtheforecastpopulation
increasesandanageingdemographic, it is critical that investment ismade inhealth

infrastructure tomeetexpecteddemand. ShoalhavenCityCouncilhasdesignateda
medical precinct and identified appropriate lands for future expansion. Eurobodalla
willrequirefurtheragedcarefacilitiesthatincludeanattachedhospitalandBegaValley
Shirewillrequireincreasedagedcareamenitiesandfacilities.
Energy & Water
Theregion’sclimateisadvantageousforcleanenergyprojectsincluding,butnotlimited
to,windandsolar.
Widespread commercial development of clean and/or renewable energy may be
preceded by transition fuel sources such as natural gas. A gas fired power station
developmenthasbeenapprovedwithintheShoalhavenareaofthesouthcoastandthe
ability tooffer transition-stylepower toenergy intensive industrieswillassistbusiness
attractiontotheregion.
ThelongnarrowshapeoftheRegionandremotenessofmanyofitstownandvillages
makes theefficientandcost-effectiveprovisionofwater,energyandwasteservicesa
substantialchallenge.ThethreelocalcouncilsintheRegionmanagetheirownwaterand
wasteservices,whileenergy-generationisundertakenbyprivatecompaniesandState-
owned corporations. Transgrid, which is owned by the NSW Government, operates
thehighvoltagetransmissionnetworkwhile thesupplyofenergytocustomers is the
responsibilityofIntegral/Country/OriginEnergy.
Manyoftheregion’ssmallertownsandvillagesareexperiencing increasingdemands
on infrastructureandservices,particularlyduring theseasonalholidayperiod (TNSW,
2009).Peakdemandperiodscouldincreasetheriskoflocalisedblackoutsandpollution
of sensitive ecosystems (as a result of sewage overflow) if the carrying capacity of
infrastructureisexceeded.Manyoftheregion’slandfillswillreachcapacityduringthelife
oftheSRP.Concentratinggrowthinthemajorregionalcentresandmajortownsprovides
anopportunitytomoreefficientlyuseexistingandaugmentedwater,energyandwaste
infrastructure.
Thesecurityofwatersupply isan important issue for theregionduetothepotential
impacts of climate change anddrought. The completion and implementation of the
fourwater-sharingplans thatwill apply to the region (i.e.SydneyMetropolitanWater
SharingPlan,SouthCoastMacroWaterSharingPlan,BegaWaterSharingPlanandthe
StateGroundwaterMacroWaterSharingPlan)preparedbytheDepartmentofNatural
Resourcesareimportanttoensureequitablesharingofavailablewaterbetweendifferent
users.
Substantialchallengeslieaheadinsecuringsafe,cleanenergysourcesfortheregion,
notonlytoserviceexistingusersbutalsotocoverthepredicted35percentincreasein
population.Safe, cleanand reliableenergysourcealternativeswill attractandsecure
majorbusinesssuchasmanufacturingtoprovidejobsforboththeexistingpopulation
andtheprojectedpopulationinflux.

At the local scale, the Government’s recently introduced Building and Sustainability
Index (BASIX) requirementswillensurehomesaredesignedtouse lesswaterandbe
responsibleforfewergreenhousegasemissionsbysettingenergyandwaterreduction
targetsforhousesandunits.
Population & Housing
Settlementinthesouthcoastischaracterisedbymanysmalldispersedtownsandvillages
(78haveapopulationoflessthan5,000).Allowingsettlementtodisperseevenfurther
has the potential to degrade natural environments, create infrastructure and service
deliveryinefficiencies,andcontributetosocialisolationandcardependency.
The south coast currently has a population of approximately 166,000 and the SRP
anticipates a further population increase of 60,000 over the next 25 years. Future
householdsintheregionwillbedominatedbysinglesandchildlesscouples(77percent
ofnewhouseholds)stronglyinfluencedbythe65+agegroup.Currenthousingstocks
caterforadifferenthouseholdmarketwith85percentofalldwellingsbeingdetached.
Encouragingamoreappropriatemixofdwellingsisamajorchallengefortheregion.
Managingthereleaseofavailablelandsforurbandevelopmenttominimisetheimpact
onsensitiveenvironmentsandmaximisegrowtharoundexistingwellservicedcentres
andtownsisimportanttothesustainabilityoffuturecommunities.
Itisprojectedthatanadditional45,600dwellingswillberequiredintheregionby2031
to accommodate population growth and changing demographic trends. A regional
settlementoverviewisprovidedbelow.
Shoalhaven
Anadditional26,300dwellingswillberequiredintheShoalhavenoverthenext25years,
of which 15,800 can potentially be accommodatedwithin existing vacant urban land
andexistinginvestigationareas.Themajorityofthislandislocatedaroundthemajor
centreofNowra –Bomaderry and themajor townsofUlladulla andVincentia (which
includestheJervisBay–StGeorgesBasinarea).Theremaining10,500dwelling‘supply
gap’willbeaccommodatedthroughmedium–densitydevelopmentwithin the town
centres,includingatleast6,700dwellingsintheNowraarea(asidentifiedintheNowra
–BomaderryStructurePlan).
Eurobodalla
Anadditional10,700dwellingswillberequiredtocaterforgrowthinEurobodallaover
thenext25years.Existingvacanturbanland,morethanhalfofwhichislocatedaround
themajor regional centreofBatemansBay (which includes thegroupof settlements
fromNorthBatemansBaytoMaluaBay)andthemajortownsofMoruyaandNarooma,
willaccommodate7,600ofthesedwellings.Theremaining3,100dwellingsupplygap
willbeaccommodatedwithinandadjoining thesecentres throughmedium–density
development and investigation areas to be identified in the endorsed Eurobodalla
SettlementStrategy.

Bega Valley
ThefuturedemandfordwellingsinBegaValleyisestimatedtobe8,600overthenext
25years.However,theshireisoversuppliedwithvacanturbanland,particularlyaround
Bega,whichcouldpotentiallyaccommodate15,200dwellings.Althoughthisfigureis
likely todeclineoncenaturalconstraintsaretaken intoaccounts,BegaValleywillstill
remainwellsuppliedwithvacanturbanland.
Thedemandto live incoastalareas,coupledwith theexisting landsupply incoastal
centressuchasMerimbula(includingtheadjoiningsettlementofTuraBeach),Bermagui
andEdenwillmeanthatthemajorityofgrowthislikelytobelocatedinthesecentresover
thenext25years.Ascoastalandinlandsettlementscaterfordifferentmarkets,minor
additionstothecoastal landsupplymaybeconsidered incentressuchasBermagui,
provideditdoesnotjeopardisethegrowthofBegaasthemajorregionalcentre.
In the longer termhowever,housinggrowthwithinandaroundtheexistingcentreof
BegawillbecomethefocusforhousinginBegaValley.Thiswillbeachievedthroughthe
take-upofalreadyzonedland,therestrictionofnewurbanzoningsalongthecoastand
theencouragementofdevelopmentwithin thecurrentboundariesof theurbanarea.
HigherdensitiesintheBegacentrewillbeencouragedthroughimprovementsinlocal
amenity aswell as allowing for development that complements higher order service
provision,e.g.retail,healthandeducation.
Rural Landscape & Rural Communities
In2001,agriculturewasidentifiedascontributinginexcessof$110milliontotheSouth
Coasteconomyeachyear (NSWDept.ofPlanning,2007)and isasignificantregional
employer, (e.g. eight percent of Bega Valley workers have jobs in agriculture). Rural
landscapesarealsoanimportantpartofthescenery,amenityandlifestylethatmakes
theregionanattractiveplaceforresidentsandtourists.
Asaresultoftheregion’sfertilesoilsandgenerallyreliablerainfallpatterns,theSouth
Coasthasgreatcapacityforthesustainableproductionoffoodandfibre.Atthesame
time, strong migration to the South Coast is placing productive agricultural lands
underthreatfromurbanandruralresidentialexpansion.Puttinginplacestrategiesthat
recognisethevalueofprimaryindustriesandprotectthelanduseforfuturegenerations
isimportantforthefutureoftheregion.
Thereareapproximately19,000hectaresof landzoned for rural residentialpurposes,
addingtothemanyexistingsmall‘ruralliving’lotsscatteredthroughouttheregion.A
consistentandplannedapproachtothisformofhousingisimportanttoprotectvaluable
agricultural land,natural resourcesandensure sustainable foodproductionand local
foodsecurity.Ingeneral,unplannedruralresidentialdevelopmentisundesirablebecause
itcreateslanduseconflictwithagriculturalusers,landspeculation,socialisolationandis
environmentallyunsustainable.

3. Preserve and Nurture Our Natural Environment
The region’s coastline and associatedestuaries, lakes andwetlands are amongst the
mostunspoiledandscenicinNSW.However,thesignificantenvironmental,economic
andsocialvaluesthatthecoastprovidestotheregionandthestatearethreatenedby
awiderangeofdevelopmentpressuresthatneedtobecarefullymanaged.Thiscareful
managementisparticularlycriticalinlightoftheregion’spredictedpopulationincrease
overthenext25years.
TheSouthCoast containsareasofhighconservation value (NSWDept.OfPlanning,
2007),andapproximately44percentoftheregionisconservedinarangeofprotected
areasincludingnationalparksandreserves,forestryreservesandvoluntaryconservation
agreements onprivate land.However,muchof the remaining vegetation locatedon
privatelandisalsoofhighconservationsignificance.
Urbangrowthanddevelopment in the regionhas thepotential to further impacton
existing, yet to be identified, cultural heritage sites and places. The identification,
recording and protection of cultural heritage is important for current and future
generationsasitcontributestocommunityidentityandwellbeing,senseofhistory,local
andregionalvisualcharacterandreinforcestheeconomicbasefortourism.
Theregionalsocontainsareasofhighconservationvalueforaquaticbiodiversitysomeof
whichareandwillbeprotectedintheJervisBayandBatemansBaymarineandnational
parks,andinreserves.Fortyfour(44)coastallakes,estuaries,baysandrivershavebeen
identifiedwithintheregionashavingsignificanthabitatvalues(NSWDept.ofPlanning,
2007).Thecatchmentstotheselakesandestuariesneedtobeappropriatelymanaged
toavoidwaterqualityimpactsontheiraquatichabitats.
The region has significant surface and groundwater resources that are important for
townwatersupply.Manytownsinthesouthernpartoftheregionaretotallydependent
ongroundwaterfromcoastalsandsandalluvialaquifersfortownwatersupply.
Theenvironmental,economicandsocialvaluesoftheregion’srivers,coastallakesand
estuariescanbeseverelyimpactedthroughoverextractionofwater,contaminationand
diffusepollutionaswellas the threatsengenderedby thegrowth inaccessneeds to
waterforstockanddomesticpurposes.Whilstthemajorityofwatersupplycatchments
areprotectedwithinnationalparks andState forest, catchment impacts fromprivate
landsalsoneedtobeminimised.
Utilising land resources within their capability is a key challenge for both rural and
residential development. Stakeholders are expected and encouraged to plan and
managetheseresourcestoachievelongtermenvironmentalsustainability.

4. Improve Our Quality of LifeTheSouthCoastregionpresentsanenviablelifestyleofferinganattractive,sustainable
andliveableenvironmenttoall itsresidentsandvisitors.However,aswithmostareas
of Australia the region includes population centres and groups of people who face
significant disadvantages when seeking to achieve their full potential. The forecast
population growth and climate change also posemany challenges to liveability and
sustainability,botheconomicandenvironmental,acrosstheentireregion.
Focusingeffortonassistingthosesufferingdisadvantagewillhaveapositiveimpacton
otherissuesandchallengeswithintheregion.
Theprovisionofbasicservicessuchastransport,healthandeducationisachallengein
somecommunitiesandagreaterbalanceofservicedeliveryisrequiredacrosstheregion.
Balancingthedeliveryofbasicservicesistheneedtoalsomakeavailablerecreational
andsportingfacilitiesandprovisionofartsandculturalactivities.
Unemployment is a significant issue in each of the three LGA’s (see Appendices:
Table2)andhasanongoingimpactonthequalityoflife.Youngpeopleareforcedto
abandontheregionshouldtheyseektofurthertheireducationalandcareerprospects
asopportunitiesinregionarelimited.Thereisevidenceofmulti-generational,long-term
unemploymentinsomecommunitiesacrossallagegroups.
WithintheIndigenouspopulationof4.7%(comparedto2.5%nationally)canbefound
someof themostdisadvantagedgroupsandhigh school retention rates reflect that
fewerIndigenouschildrencompleteYear12(ABS,2011).
The successful South Coast Indigenous Employment Expos held from 2008 to 2012
addressedtheissuesofaspirations,ambitionsandemploymentwithafocuson‘learnto
earn’.Fundingforthispopularprogramwaswithdrawnin2013tothedisappointment
ofRDAFSC,thecommunity,schools,previousexhibitors,theregionalcouncilsandthe
businesscommunity.
However, despite all the above, themajor challenge for maintaining and improving
liveabilityacross the region, results from thepredictedpopulation increaseof60,000
peopleoverthenexttwodecadesandtheneedfor45,600newhomesand25,800new
jobs.Thisforecastpopulationincreasewillmakeexcessivedemandsonalreadystrained
infrastructureandonallaspectsof liveability i.e. transport;education;healthandthe
environment.
Anin-migrationofretireestotheSouthCoastseekingacoastallifestyle(‘seachangers’)
andanout-migrationofyouthhaveresultedinanageingpopulation(currentmedian
ageof 48 years compared to 38 years forNSW). Thepopulation aged65 years and
overisexpectedtoincreaseintheregionfrom20percentto35percentby2031(NSW
StatePlan,2009).Thiswillincreasethedemandforappropriatehousingaswellaslocal

servicesandamenitiessuchaspublic transport, recreation,sportingfacilities,cultural
amenities,shopping,healthcareandmedicalservices(ABS,2011).
Health
Residentshaveaccesstoarangeofpublicandprivatehospitalsandarangeofpublic
andprivatehealthcareprofessionalsandservices.However,theregionsuffersfroma
shortageofhealthcareworkers.Attractingandretainingtheseskilledworkersisdifficult
duetothelimitationssufferedbythegreatercommunity,suchaslimitedtransportation,
infrastructure,educationandsportingfacilities,etcwhichimpactonthefamiliesofthese
workers(SouthCoastSkillsAudit,2012).
Themigrationofretireestotheregionhasgivenrisetoanexponentialincreaseinthe
rangeofagedcarefacilities.Thesefacilitiesareprivate,publicandcommunitybased.
Numerous aged care facilities are currently under construction and provide amajor
growthindustryfortheregionhoweveragedcareworkersareinshortsupplyandare
traditionallylowpaid.
Disadvantagedgroupssufferlongwaitinglistsforpublichealthwhilepatientsrequiring
specialistcarehavetotravellongdistances.Theseshortcomingsinthesystemwillonly
beexacerbatedbyanyincreaseinthepopulation.
Whilethesedistinctdisadvantagesofregionalhealthareendemic,improvedtransport
and road infrastructure and access to e-health through improved communications
technology(highspeedbroadband)wouldsignificantlyreducewaitingtimesandallow
moreconvenientaccesstohealthservicesthusimprovingthequalityoflife.
Education
TheregionofferstenGovernmenthighschools,fortysixGovernmentprimaryschools,
three non-Government high schools, six non-Government primary schools and six
schoolsofferingeducationthroughyearsK–12.
WollongongUniversity operates campuses offering a number of undergraduate and
postgraduatecoursesatNowra,BatemansBayandBega.Otheruniversities,including
CharlesSturtandUniversityofNewEngland,offercoursesthroughdistanceeducation
however capacity to access complex course material and research via internet is
hamperedbyalackofhighspeedbroadbandservicesintheregionaswellasareasthat
arestillcompelledtorelyupondialupservices.
Aneffectiveeducationsystemhasthecapacitytounlockthetalentsofourpeopleand
todrive the local economicdevelopment. The current situation in the regionoffers
limitededucationalpathwaysandthereforerestrictspotential.
At the timeof the 2006Census, nationally 19% (ormore than 55,000) of Indigenous
persons aged 15 years and over reported Year 12 as their highest level of school

completed,comparedto45%ofnon-Indigenouspersons.IntheRDAFSCregionYear
12educationalattainmentreportedintheCensusreported16%and30%forIndigenous
andnon-Indigenouspersonsrespectively.
Nationally the 2006 Census also showed that 14% of Indigenous people and 7% of
non-Indigenouspersons reportedYear 8orbelow tobe their highest yearof school
completed. Similar rates, at 15% of Indigenous people and 8.5% of non-Indigenous
personsreportedfortheRDASouthCoastregion.
AhigherproportionofresidentsintheregionleftschoolatorbeforeYear10,lessthan
65%ofIndigenouspeopleand56%ofnon-Indigenouspersonscomparedto69.4%and
27.5%respectivelyforNSW.Thispoorsecondaryretentionratehasbeen,andcontinues
tobe,an issuewithin theregionas there isawelldocumentedrelationshipbetween
levelofeducationattainedandincomelevel.Themedianhouseholdincomeof$663.00
perweekontheSouthCoast(or65%ofthenationalmedianwage)comparespoorlywith
thenationalweeklymedianhouseholdincomeof$1,027.00.
Duetothehighproportionofresidentswithloweducationalattainment,theregionis
challengedwithalegacyofearlyschoolleavers,familieswithoutalearningbackground,
parents(andchildren)withpoorliteracyskillsandadearthofrolemodelsandmentors
tobreakthiscycle.

supportthethreeNavalAirSquadrons,whichprovideairsupporttothefleet.Thethree

farmingcattleinthe1830s.Dairyfarmingemergedwithinafewdecades.BegaValley
alsonowhas thriving timber andfishingoperations. In 2006 the region’sAgricultural
production was valued at $58.7M. Milk accounted for $37.9M, with cattle and calf
slaughterat$14.7M(IRISResearch).

Thetourismsectorcontinuestogrow,withtheSapphireCoastapopularcoastalgetaway.
ThemaintouristtownssuchasBermagui,EdenandMerimbulaexperienceathreefold
boostintheirpopulationsduringthepeaksummertouristperiod.
Onaverage,BegaValleyShirereceivesover727,000visitorseachyear,morethanhalfof
whomaredomesticovernightvisitors,spendingaround$284Meachyear.Theaverage
staypervisitortotheBegaValleyregionis4.7nights.$582isspentpervisitorwhenin
BegaValley.
TheShirehas46touristaccommodationestablishments.Witheachcontainingfiveor
morerooms,intotaltheyoffervisitorsaround2,600bedsinmorethan870rooms.
PopularattractionsintheregionincludetheMerimbulaAquarium&WharfRestaurant,
theMagicMountainAmusementPark, theEdenKillerWhaleMuseum,andtheBega
CheeseHeritageCentre,aswellasactivitiessuchasgamefishingandwhalewatching
(DestinationNSW).
Property
ThemediansalespriceforahouseintheBegaValleyregionwasalmost$323,000during
2013.Rentersmetamedianweeklyrentalpriceof$250fortwobedroomdwellings.In
thecaseofthreebedroomdwellingstherewasamedianrentalpriceof$350perweek
(Myrpdata).
Education
TheBegaEducationCentreisajointinitiativebetweentheUniversityofWollongong,
TAFEIllawarraandBegaHighSchool,withteachingrooms,a libraryandacomputer
laboratory.
TheUniversityoffersarangeofcoursesinthefacultiesofArts,Commerce,Education,
Health & Behavioural Sciences and Business. The TAFE offers courses in hospitality,
businessservices,engineering,informationtechnology,arts,mediaandruralstudies.
Thereare18primaryschoolsandfivehighschools(publicandprivate)intheShire.
54.5%ofresidentsaged15yearsandoverhavecompletedpostschoolqualifications.
Infrastructure
TheBegaValleyShireisservicedwithelectricity,water,sewerageandLPgas.Naturalgas
isnotyetavailable.
TheregioncanbeaccessedbyroadalongthePrincesHighwaybetweenSydneyand
Melbourne,andtheSnowyMountainsHighwaywhichconnectstheShiretoCanberra.
ThereisanairportatMerimbula,withREXflyingdailydirecttoandfromSydneyand
Melbourne.

andMelbourne.CountrylinkalsooperatesdailycoachservicesfromCanberra.
Theregion’stwomainhospitalsarelocatedatBegaandPambula.TherearealsoGPs,
clinicsandmedicalpracticesthroughouttheShire.
ThePortofEdenNSW(SnugCove) is strategically locatedapproximatelyhalfwayby
seabetweenSydneyandMelbourneand is the southernmostdeclaredPort inNSW
servicingthesouthcoast,includingthetownsofBega,Merimbula,Bombala,Tumutand
Cooma.IthasharbourdepthandnavigabilityequivalenttoSydney.Ofnationalsecurity
interest, it accommodates an Australian Naval wharf and munitions depot (nearby).
ThePortprovidestheprimarywoodchipexportsite inAustralia, recentlyclockingup
$2Binexportrevenues,andgrowingtimberexportinterestfromTasco(Bombala)and
Visy(Tumut).EdenhassoundHMLtransportlinkstothePrinces,MonaroandFederal
Highwaysandlandsidecapableofexpansion.
ThePortofEdenhaswell establishedport serviceproviders includingharbour tugs,
launchservices,stevedores,marineengineersandshipschandlersandremainsamajor
marinefishingport,evenafterindustryadjustmentandclosureofthefishcannery.Sydney
PortsCorporationisassumingoperationalmanagementofthePortfromNSWMaritime.
Whilecurrentlyservicinganumberofoilandgasfieldsupplyandsupportvessels,the
expansionof theBassStrait fieldseastwardwillpush thePortofEden into strategic
and logistic prominence as it becomes substantially closer than the Victorian ports.
Importantly,thePortofEdenhashistoricallybeenrecognisedasa‘portofrefuge’to
coastalshippingandcurrentlypresentsasasafehavenforSydney-Hobartoceanracers
aswellasenjoyingasignificantlyincreasedprofileamongstoceancruiselinersandthe
growingSuperYachtmarket.
NSWLandsinconjunctionwithBegaValleyShireCouncilhaspreparedasuiteofconcept
designandfeasibilitystudiesfortheextensionofthebreakwaterwharf,waveattenuator
and freight route proposed to develop the Port, concluding in a presentation of a
businesscasetoInfrastructureAustralia,SydneyPortsandNSWMaritimeforinvestment
betweenfederal,stateandlocalgovernment.
Edenprovidessafeharbourtooceanracingvessels.Limitedresearchindicatesthescale
andfrequencyofracingbetweenNSWportsintoVictoriaandTasmaniawouldincrease
withthebenefitofsafeharbourandberthingfacilitiesatEden.
WhileasmallerprivatemarinaoffCattleBayisunderstoodtobeunderconsideration,
a more substantial marina protected by the attenuator may attract private capital
investmentwithassociatedtourismfacilitieslandside.
