St. Cloud Technical & Community College’s MS4 discharges directly into the City of St. Cloud MS4. Storm water originating at St. Cloud Technical & Community College flows underground where it connects into the cities MS4. Approximately 70% of the area at St. Cloud Technical & Community College consists of impervious surfaces which empty into the storm drain system. St. Cloud Technical & Community College’s MS4 consists of curbs, gutters and parking lot drains, with catch basins that are connected underground. All storm water originating on the property is discharged into the cities MS4 before it leaves the property line of St. Cloud Technical & Community College. There are three connections where SCTCC’s storm water enters the cities MS4. Once the storm water enters our storm drains we do not have access to it until it discharges from the City of St. Cloud’s MS4.

Part III of the Permit Application:

Reporting and Recordkeeping Required records will be maintained and filed by the Safety Directors Office. The required reporting will also be accomplished by the Safety Directors Office. Records will be available for public review daily from 9:00 am - 5:30 pm.

Part IV. Of the Permit Application:

Limitations of Coverage and Appendix C – Section C, Number 3, 4 and 5.

• The Minnesota Department of Natural Resources was contacted and they have confirmed there is one known occurrence of rare species within a 1 mile radius of St. Cloud Technical & Community College, however based on the nature and location of the proposed project (MPCA Storm water Permit for St. Cloud Technical & Community College) they do not believe it will affect any known occurrences of rare features. There is no endangered or threatened species or critical habitat on St. Cloud Technical & Community College Property. (Letter Attachment 1.)

• The Minnesota State Historic Preservation Office has been contacted and they have

confirmed, to the best of their knowledge, there are no properties listed or eligible for listing in the National Register of Historical Places or Archeological sites on St. Cloud Technical & Community College property. (E-mail Attachment 2)

• St. Cloud Technical & Community College’s process to comply with Appendix C is to

notify the City of St. Cloud, MN, Utilities Water Quality Coordinator, of any campus projects that may affect the quantity or quality of the storm water load entering the city MS4 and any major construction projects that are regulated under the MS4 permit. St. Cloud Technical & Community College will then work with the city of St. Cloud to determine which, if any, studies or tests have to be completed in accordance with the MS4 permit. Agreement letter attachment 3.

Minimum Control Measure 1: PUBLIC EDUCATION AND OUTREACH TARGET AUDIENCE Activities planned under the Public Education and Outreach portion of the St. Cloud Technical & Community College's Storm Water Pollution Prevention Program (SWPPP) will be directed toward members of the college community. GOALS The SWPPP activities implemented under Minimum Control Measure (MCM) 1 will focus on increasing college community awareness of the harmful effects of storm water runoff and its potential to affect the water quality of the Mississippi River. St. Cloud Technical & Community College will keep records of inspection results, date, antecedent weather conditions and any maintenance performed or recommended. After two years of inspections, if patterns of maintenance become apparent, the frequency of inspections may be adjusted. If maintenance is required because of each of the first two annual inspections, the frequency of inspections may be adjusted. If maintenance is required after each of the first two annual inspections, the frequency of inspection shall be increased to at least two (2) times annually or more frequently as needed to prevent carry-over or washout of pollutants from the structures and maximize pollutant removal. If maintenance or sediment removal is not required because of both of the first two annual inspections, the frequency may be reduced to once every two years.

Attachment 2 - E-mail from Minnesota Historical Society

No archaeological sites were identified in a search of the Minnesota Archaeological Inventory and Historic Structures Inventory for the search area requested. A report containing the historic properties identified is attached. The result of this database search provides a listing of recorded historic architectural properties that are included in the current SHPO databases. Because the majority of archaeological sites in the state and many historic architectural properties have not been recorded, important sites or structures may exist within the search area and may be affected by development projects within that area. Additional research, including field survey, may be necessary to adequately assess the area's potential to contain historic properties. With regard to Environmental Assessment Worksheets (EAW), a negative known site/structure response from the SHPO databases is not necessarily appropriate information on which to base a "No" response to EAW Question 25a. It is the Responsible Governmental Unit's (RGU) obligation to verify the accuracy of the information contained within the EAW. A "No" response to Question 25a without written justification should be carefully considered. If you require a comprehensive assessment of a project's potential to impact archaeological sites or historic architectural properties, you may need to hire a qualified archaeologist and/or historian.
