Safety Precautions on Coal Stockpiles

Due to the relatively small stockpiles, dozers are continuously required to store and reclaim both raw and clean coal.

Stockpile Maintenance Procedures

Where people are required to operate equipment or travel on foot on a stockpile equipped with a reclaim belt and draw-off feeders, West Virginia Code 36-27-5.1 requires an approved plan.

The Approved Plan Has Proven to be a Good Practice

Remote control stop device capable of shutting off reclaim feeders and belt conveyors.

Emergency lighting (chemical light sticks).

Body harness / safety belt. Two self-contained self-rescuers

Operator activated fire suppression system.

Safety Precautions on Coal Stockpiles In the event equipment becomes entrapped;

Stockpile Maintenance Procedures

On-shift supervisor in charge will be notified immediately.

Emergency Notification Plan will be implemented.

Equipment on site will begin recovery / rescue procedure as needed .

Additional equipment will be brought on site as necessary.

Any additional equipment will be provided with two SCSR’s and two way communication.

Stockpile Maintenance Procedures

Before entering the stockpile area, the equipment operator will communicate with the plant operator to verify communication systems are working properly.

Equipment operator shall test the remote emergency stop system.

Examine SCSR’s.

Examine emergency lighting.

Close all cab doors securely.

Check position of feeders marked by suspended colored balls.

Plant operator will communicate with equipment operators before starting or stopping any feeders.

Safety Precautions on Coal Stockpiles Required rules and safe job procedures.

Stockpile Maintenance Procedures

Warning signs will be posted at all entrances to live stockpile areas.

No person shall travel on foot over feeders without a secured overhead life line and feeders locked and tagged out.

In the event of an emergency on any stockpile, all feeders shall be turned off by the plant operator until the entire situation has been accessed by the on-shift supervisor in charge.

If equipment communications or remote stop device fail, then the effected piece of equipment will be removed from stockpile operation until repaired .

When a cavity is suspected, the equipment operator will fill the cavity by side cutting along the bottom of the stockpile area until the cavity is filled.

Water sprayed from inside the reclaim tunnel up through a feeder may also be used to attempt to collapse the cavity until the cavity is filled.

A copy of the approved plan shall be posted at the mine and persons performing such work shall be properly instructed on the plan contents prior to any work being performed.
