However, this was both costly and inefficient, with deployed forces often lacking confidence in the availability of vital inventory as and when needed. The MOD recognised that new business models and a smarter use of existing and emerging technologies would be vital in bringing about a much needed transformation of its defence logistics operations. Our solution As an IT-enabled business services provider, Steria has a strong record in UK defence logistics. We installed the UK RAF’s inventory system USAS in 1984 and continue to provide the armed forces with critical end-to-end support and operational services. Our solution for the current logistics need represents a fundamental change to the way in which the UK MOD ensures the immediate availability of battle-winning supplies to support rapidly changing situations. It incorporates both business change and a vast application development programme. Together they are providing access to a massive virtual inventory and the global proficiency to exploit it. By 2014, 18,000 professional logisticians will be using MJDI to manage global inventory for the UK’s three services: Royal Navy, Army and Royal Air Force. The solution tackles the logistical problems of agile modern warfare. It delivers a single system and consistent tri-service processes for managing it. Its development has drawn on a blend of specialised business expertise and the know-how of ex-military employees who are integral to the Steria team.

How we worked together From the outset Steria understood that the introduction of a tri-services logistics solution would only be successful with a clear agreement on the need for radical business change. As such, Steria worked closely with the MOD, firstly on gaining support for this transformation and then to establish a baseline of current practices and processes.

The Steria team, comprising IT and logistics specialists as well as ex military personnel, engaged with MOD staff at operator level to understand how things really worked. They held numerous workshop sessions and demonstrated where they used MOD feedback in the solution design. This collaboration continued from design and build to implementation and training.

From a technical perspective, Steria has delivered one of UK MOD’s largest application technology programmes. This tri-service technology provides a foundation for the MOD to exploit logistics data for associated programmes as it strives for better efficiency and effectiveness across its business.

Even the best technology, however, is only as good as its end user. For true success the new capability would need to be fully exploited. To this end, Steria has supported the transformation at a number of levels:

è Building a training programme that enables users to fully exploit the new way of working

è Supporting a ‘model office’ test and training facility

è Migrating data from the existing single service systems to one, unified global system

è Enabling users in the live environment to migrate to the new processes and supporting application without interruption to operations

è Providing ongoing change and support services.

Results and benefits For the first time, UK MOD has true end-to-end management and visibility of its deployed inventory.
