Dear Dr. Kolb:

I am writing in regard to a Somewhat unusual request on be-=half of a group with which I am associated. The Jewish Committee forPersonal Service is a social service agency in the Jewish Federationand Community Chest which isdevoted to servicing the inmates in thepenal and mental institutions in this part of the state. This Agencyhas an associated lay group known as the Personal Service Associatesconsisting of about eight hundred women whose function is to furtherthe work of the Agency. This latter group is sponsoring a project ofraising $350,000 by voluntary contribution to erect an endowed hospital |for the active treatment of acute mentally ill patients. The dearthof adequate psychiatric facilities in our community makes this a mostessential enterprise.

In the initiation of the project the Personal ServiceAssociates are arranging a lecture series to be conducted in Octoberand November of this year on Tuesday evenings at the Cedars of lebanonHospital Assembly Hall, which has a seating capacity of about 250.There is to be @ nominal charge of one dollar per lecture for ticketsto be sold primarily to the members and to others who are interested,the proceeds of which are to go toward the hospital fund. Although oneof the purposes of the lecture series is to raise an initial smallamount of money, the education aspects of this series are important.it is contemplated that the lectures will cover a wide range of topics

on mental hygiene and popular information referable to psychiatry andpenology. Among the suggested subjects are, modern commitment proced-ures, neurotic personalities, the modern psychiatric hospital, alco-holism, epilepsy, psychological aspects of delinquancy and crime, andcontributions from war psychiatry. It is the fond hope of the PersonalService Associates that they might be able to secure a group of eminentpsychiatrists from various parts of the state or country who would bewilling to volunteer their services for the proposed lectures,

Dr. Kolb, I am, therefore, writing to you to find out ifyou would be willing and in a position to participate in this program.If you could speak to us on the modern psychiatric hospital or some

other topic appropriate to this group, this would be a fortunate cir-cumstance for us. The exact title might be arranged at a later period.Would you also express a preference for the date if you have any.

As yet we have not communicated with any otherspeakers so

I cannot tell you more of the individuals who will be on the program.We have contemplated writing, however, to Drs. Franz Alexander, KarenHorney, William Lennox, Karl Bowman, H. E. Chamberlain, Norman Fenton,Franklin Ebaugh and Milton Kirkpatrick. It is with regret that theorganizations involved are not sufficiently adequately financed tooffer you either remuneration or expenses in regard to this proposal.Should you, however, be in aposition to cooperate with us on thismatter we will be very deeply appreciative. Needless to say, thecause of psychiatry in our community would profit much thereby.

The other talks arranged to date consist of Dr. KarlBowman, who will speak on modern psychiatric i eatment on Octo=ber 9th, and Dr. Chamberlain who will speak o ngfleurotic person=-ality on October 16th. A symposium on alcoholism is arranged onOctober 50th, and two panels, one on commitment procedure, andone on psychiatric aspects of delinquency and crime on November6th and lSth respectively.

In your talk on the modern psychiatric hospital I wouldlike to suggest that since this topic constitutes the one most

directly related to one of the purposes of this lecture series,namely the promotion of an acute psychiatric unit, that it mightbe well to stress such factors as the importance in modern psy-

chiatric treatment of ready access to all the other specialtiesin medicine, hence the advisability of an acute hospital being ina large city rather than out in the country; also the great needwhich exists for modern hospital facilities to replace the very

poor condition of most sanatoria in the city. However, I knowyou are much better acquainted with the factors involved than Iam, and am sure that you will perform a great service for us.

The committee on arrangements has made available 435.00as an honorarium to out-of-town doctors to help cover expensesinvolved in this lecture. We realize that this will not recompenseyou for your services, but appreciate your willingness to help outon this project.

| Concerning my background and experience, I came into .the U,5, Public Health Service in 1909 and have been engaged inpsychiatric work since 1915, During this period I organizedand conducted for the U.8. Public Health Service three largehospitals treating mental diseases, One in Waukesha, Wisconsin,in 1920 for the treatment of psychoneurosis among veterans; oneat Springfield, Missouri, in 1933 for the treatment of mentaldiseases among Federal prisoners; and one in Lexington, Kentucky,for the treatment of drug addiction and mental cases in 1935,i became Assistant Surgeon General in charge of the Division ofMental Hygiene in 1936 and continued as Chief of the Divisionof Mental Hygiene until 1944 when I retired from the U, 8. PublieHealth Service to take the position of Medical Consultant for theDepartment of Corrections in Californita, |

During my duty with the 0,8, Public Health Servicei spent three years in New York in order to make studies of mentalconditions of aliens applying for admission to United States asimmigrants. I have wrrtten numerous articles on mental hygieneproblems and have conducted extensive researches in the field ofdrug addiction,

Due t6 the rising tide of drug addiction and the present inadequate facilitiesfor follow-up care and rehabilitation, a group of prominent people, who have ahumane desire to help the victims of this dread disease, have formed the NationalFamily Council On Drug Addiction.

While the ☁cure! for physical dependence on narcotics is a comparativelysimple procedure, it is the long range follow-up care that is so all important andwithout which, an estimated 95% of the ☁cured! addicts, revert to using drugs again.

Therefore, it is our purpose to aid in supplying this vital need and to co-eperate, whenever possible with all government agencies, private institutions and

other responsible groups, in making available to the addict, who sincerely seekshelp and the family that cannot cope with this tragic problem, the followingservices:

1. Aid in obtaining the necessary withdrawal treatment, follow-up care

and rehabilitation.

2. Psychological and Religious guidance, in their own faith.

5. Employment opportunities.Bb

4, Family and secial adjustments.

& Ednueational programs on prevention of drug addiction.

6. Aid medical and psychiatric research on this disease.

To make this possible and to help those who desperately need heln, want helpbut have been unable to find help, we sincerely urge you to support this humaneprogram actively, financially or both.

With all other ailments there is a natural appeal to be helpful and rightlyso. But the disease of addiction still carries with it an odious stigma. Yet, tosee a teenase child or an adult suffer from this dreadful disease and feel the

heartaches and utter helvlessness of their parents and family, we realize that sick-

ness, from whatever cause, hurts and kills the same.

There is hope for these unfortunate victims but it lies in the hearts of peoplewho have compassion, understanding and daring to pioneer a new approach in combat-ing this tragic problem. May we. please hear from you?
