1. PRELIMINARY REMARKS
The information compiled in this report is from telecom companies, Internet Service Providers,
4G retailers, RURA database, postal operators, Pay TV operators, Media and Newspapers.
Subscription in this context, an “active subscriber” is defined as one that has generated revenue
within three months of the quarter under review.
2. SUMMARY
This is a fourth quarter report for 2016; it covers the period from October to December 2016, and
it gives the annual trends of some indicators. This report includes information on mobile telephone,
fixed telephone, internet, tariffs (voice and data), traffic, revenues, investment and employment in
telecommunication sector, licensed operators in postal and Media.
In the period under review, the mobile telephone subscriptions increased from 8,853,301 recorded
in the third quarter 2016 to 8,932,108 recorded in the fourth quarter 2016, this portrays a 1%
increase. Mobile telephone penetration rate rose from 78.6% recorded in the third quarter of 2016
to 79.21 % that was recorded at the end of the fourth quarter 2016.
Fixed telephone subscriptions in this quarter increased by 2% from 13,143 recorded in the third
quarter 2016 to 13,403 in this quarter under review.
On internet data segment, the number of internet subscriptions as of December 2016 increased by
3% and this implies that they increased from 3,984,323 recorded in the third quarter 2016 to
4,119,928. Internet penetration rate continued to be 36.6%.
In the media there are 14 licensed Free to Air Televisions, 3 licensed pay TV operators, 31 radio
stations, 50 print media and 80 online operators and in the postal service there are 24 licensed
operators as of December 2016.

As of December 2016, operators offering mobile telephony services included MTN Rwanda Ltd,
TIGO Rwanda Ltd and AIRTEL Rwanda Ltd, and those offering fixed telephone services were
Liquid Telecom Ltd, Airtel Rwanda Ltd, Tigo Rwanda Ltd and MTN Rwanda Ltd.

2016 to 13,403 in this quarter under review.

In the year 2016, mobile telephone subscribers increased by 2% from 8,759,619 mobile
subscribers recorded in 2015 to 8,932,108 recorded in 2016.

Due to the diffusion of mobile telephones which made people to shift from using fixed phones to
mobile telephones, during the year 2016 fixed telephones decreased by 22.6%. The number of
subscribers dropped from 16,983 connections in the year 2015 to 13,143 connections in 2016.

In the fourth quarter of 2016, MTN Rwanda Ltd continued to show the biggest market share of
46% followed by Tigo Rwanda followed with 36 % and Airtel Rwanda has the market share of
18% in mobile telephone subscriptions.

As of the fourth quarter 2016, Tigo Rwanda Ltd has the largest market share of 71%, followed by
MTN Rwanda Ltd with 18%, Liquid Telecom has 11% and Airtel has the insignificant market
share close to zero.

Geographically MTN 2G and 2.5 Network covers 99.13% of the total land area, followed by Airtel
Rwanda Ltd with 92.02 % and 90.81 % for TIGO Rwanda Ltd. This geographic network gives
the opportunity to 99.92% of the population to access 2G and 2.5G networks of MTN Rwanda
Ltd, 99.89% of TIGO Network and 93.45% of AIRTEL network Ltd.

3G and 3.5G mobile technologies were deployed geographically by MTN Rwanda Ltd at the level
of 76.03%, Tigo Rwanda Ltd at 22.41%, and 17% for Airtel Rwanda Ltd as of fourth quarter,
2016.
KTRN Rwanda deployed 4G geographically by 51% and this network is accessed by 62% of the
population.

933 people are employed in Telecommunication sector, 809 are permanent staffs and 124 are
temporary staffs and 37% of these staff are female and 63% are male as it is shown in the following
table;

9. MEDIA
With the new mandate of RURA to regulate media industry, and following the enactment of the
media law of 2013, RURA in addition to TVs and radios, licensed Internet and Print Media organs.
The table below shows a list of licensed TV stations, FM Radio Broadcasters, newspapers and
online media registered to operate in Rwanda, by the end of the fiscal year under review
