Business confidence picks up again in February

Following last month’s small decline, the National Bank of Belgium’s business barometer was back up again slightlyin February.

In the business-related services sector, where there was a significant boost to business confidence for the secondmonth running, it was above all general market demand expectations that rose strongly. Furthermore, businessleaders in this sector are also expecting an increase in their own activity in the coming months. In the manufacturing industry, the previous month’s decline was wiped out, mainly as a result of a more favourableassessment of stocks. Moreover, demand expectations recovered a little as well.In the building industry, confidence weakened to a small extent as a consequence of the drop in orders receivedand reduced use of equipment.Lastly, the slight decline in the trade sector is attributable to a sharp downward revision of demand forecasts.

The smoothed overall synthetic curve, which reflects the underlying trend in the economy, has reached a turningpoint and is now pointing upwards for the first time in ten months.

2.3.1 CONSUMER CONFIDENCE INDICATOR SURVEY AND COMMENT

    CHART 7 CONSUMER CONFIDENCE INDICATOR

Marked improvement in consumer confidence in February

The consumer confidence indicator rose significantly in February. With this recovery, the sharply increasedpessimism that had set in during the last few months of 2012, fuelled by a run of bad business news, has effectivelybeen wiped out.

The improvement comes mainly from the more favourable assessment of macroeconomic developments. Withregard to the economic situation over the next twelve months, expectations were considerably less pessimistic.Consumers also clearly had a less negative outlook about unemployment over the coming year.

On a personal level, households are not expecting any change in their financial situation in the next few months. Buton the other hand, they reckon their future saving capacity will be a bit brighter for the second month running, afterappraisal of this factor had sunk to an absolute low point in December.

Source: NBB1 From July 2009 onwards: Subdivision of the serie ”Securities of euro area residents denominated in euro” in two sub-series: ”Securities held for monetary policy purposes” and ”Other securities”.2 From 2002 onwards: According to the accounting regime chosen by the Eurosystem on the issue of euro banknotes, a share of 8 % of the total value of the euro banknotes in circulation is allocated to the ECB on a monthly basis. The counterpart of this adjustment is disclosed as

an ”Intra-Eurosystem liability related to banknote issue”.The remaining 92 % of the value of the euro banknotes in circulation are allocated to the NCBs on a monthly basis too, whereby each NCB shows in its balance sheet a share of the euro banknotes issued corresponding to its paid-up share in the ECB’s capital (Capital Share Mechanismor CSM).The difference between the value of the euro banknotes allocated to the NCB according to the aforementioned accounting regime, and the value of euro banknotes put into circulation, is also disclosed as an ”Intra-Eurosystem claim/liability related to banknote issue”.

3 From 2001 onwards: Split of the old serie ”Other claims” into two series ”Other liabilities” and ”Other liabilities to euro area credit institutions, denominated in euro”.
