SECTION II - INTRODUCTION AND SUMMARY OF WORK

01 INTRODUCTION

The Metropolitan Washington Airports Authority (the Authority) is responsible for the operation, maintenance and repair of Ronald Reagan Washington National Airport (the Airport). The Airport is located in Arlington County, Virginia (Appendix A). Routine and “as needed” professional horticulture consulting services are required by airport staff of the Metropolitan Washington Airports Authority on horticulture/landscape maintenance, irrigation management and Integrated Pest Management (IPM) services at Ronald Reagan Washington National Airport (DCA) to properly maintain and enhance the landscaping.

02 SUMMARY OF WORK

This contract is intended to provide recurring and as needed technical horticulture consulting services for maintenance, and enhancement of the landscape of the Airport. This requirement also includes monitoring the condition, health and appearance of the landscaping, the condition and performance of the irrigation systems, and to provide as needed landscape and irrigation system design services. The contractor shall provide all labor, materials, tools, equipment, supervision, and all incidental expenses necessary to provide expert horticulture/landscape consulting services for the maintenance and enhancement of the landscapes at DCA.

A site plan of the Airport is shown in Appendix A. The Airport is divided into a total of twelve (12) landscape zones as shown in Appendix B. Six (6) of these landscape zones are presently being solely maintained by the Airport’s Roadway and Grounds Section, (MA-122) and six (6) of these landscape zones are presently being solely maintained by a landscaping contractor. The irrigation zones are shown in Appendix C. An inventory of landscape plant materials at the Airport is shown in Appendix D.

The term of this requirement is intended to consist of a one (1) year base period with the option to extend for four (4) additional one (1) year periods.

SECTION III - DEFINITIONS

AIRPORT – Shall refer to Ronald Reagan Washington National Airport. AOA - Aircraft Operation Area - The portion of the Airport used or intended to be used for landing, takeoff or surface maneuvering of aircraft (See Appendix A). This is a security area requiring security badging. Workers in this area are required to obtain and display an AOA photo ID credential. Drivers in this area are required to obtain an Aerodrome Vehicle Operator's Permit.

AUTHORITY BUSINESS OFFICE HOURS - 6:00 A.M. through 4:30 P.M. EST/DST, Monday through Friday, excluding weekends and holidays.

CLEAN – The absence of dirt, litter, debris, dust, surface marks, fingerprints, spills, oils, gum, grime, film, stains, streaks, spots, blemishes, chemical residue, and/or any other foreign matter or chemical residue that cannot be removed without permanently damaging the underlying surface.

COTR – Contracting Officers Technical Representative.

COMPUTERIZED MAINTENANCE MANAGEMENT SYSTEM (CMMS) Computerized work order system used by the Authority to generate, schedule, document and track preventive maintenance and supplemental service tasks.

DCA - Ronald Reagan Washington National Airport.

DECIDUOUS TREES AND SHRUBS - Woody trees and shrubs that shed all their leaves annually, usually in the fall. Examples: Trees - Pin Oak, Aristocrat Pear; Shrubs - Forsythia, Burning Bush Euonymus.

EVERGREEN TREES AND SHRUBS - Woody trees and shrubs that retain all or most of their foliage from one growing season to the next. Examples: Trees - Leyland Cypress, Virginia Cedar; Shrubs - Japanese Holly, Sargent’s Juniper.

GROUND COVER - Woody plants that survive through winter, either deciduous or evergreen, 8" - 12" tall, that have stems that run along the ground. Example: Periwinkle or Vinca, Ivy, St. John’s Wort or Hypericum.

HCS - Hazardous Communication Standard also known as “HAZCON”.

HORTICULTURAL CONSULTANT - A professional horticulturalist contracted by the Authority to provide technical guidance in support of the landscape maintenance services.

JOB SITE - The area within the Authority’s property lines or portions of such area, which are defined within the statement of work.

LANDSCAPE COMMITTEE MEMBERS– A group of Airport’s employees and contractor’s representatives who are involved with landscaping management and maintenance, irrigation system management and maintenance, and pest control management at DCA.

LITTER - Debris, waste paper, branches detached from trees and shrubs, beverage containers, dead birds, dead animals etc.

METROPOLITAN WASHINGTON AIRPORTS AUTHORITY (the Authority) - The public body responsible for the operation and management of both Ronald Reagan Washington National Airport (DCA) and Washington Dulles International Airport (IAD).

OSHA - U. S. Occupational Safety and Health Administration. The Federal Government agency responsible for providing the rules and regulations on safety and health requirements in the work place.

PERENNIALS - Herbaceous plants that survive through the winter. The foliage of perennials dies back to the crown (ground) during the winter. Examples: Liriope, Black-eyed Susan.

PREVENTIVE MAINTENANCE - Recurring work scheduled on a continuous basis required to provide continuing operation to preclude unnecessary breakdowns and to prolong the life of the door and operator. This work shall include inspections, maintenance of equipment and parts (greasing, oiling, cleaning) operations, replacement of worn parts (belts, brakes, brake solenoids), performing systematic adjustments, performance testing and minor repairs.

PRIMARY TERMINAL OPERATING HOURS –DCA terminals are operational to the public 24 hours a day. The hours of 6:00 AM through 11:00 PM EST/DST, daily 365 days a year (includes weekend and holidays) are considered primary terminal operating hours.

QUALITY CONTROL PROGRAM - A method used by the contractor to assure that quality services are provided to satisfy the contract requirements.

QUALITY ASSURANCE - A means by which the Authority is able to confirm that the quantity and quality of services received conformed to contract requirements. These methods/procedures are not intended to aid the contractor in the performance of the contract requirements and shall not be a substitute for contractor’s quality control.

SUPERVISOR - Supervises individuals and/or groups/teams of employees/subcontractors.

VANDALISM - Willful or malicious abuse and/or destruction of property.

WORK ORDER DESK - Unit that is primarily responsible for receiving, dispatching and tracking service requests. (703) 417-8063

SECTION IV - BASE SERVICES

01 DESCRIPTION OF SERVICES

The contractor shall provide all necessary management, supervision, administrative support, personnel, labor, materials, tools, parts, miscellaneous supplies and equipment necessary to successfully perform the requirements contained in this SOW. The contractor shall provide the following horticulture/landscape consulting services in accordance with the requirements of the highest horticulture standards and as specified herein.

02 INITIAL SURVEY, REVIEW, ANALYSIS AND REPORT (BASE YEAR)

A. Upon contract award, the contractor shall perform an initial survey of the existing site condition within the landscape maintenance contract area. The survey shall include observation and analysis of the airport landscapes, plant materials, soil conditions, irrigation systems and other site conditions.

B. In addition, the contractor shall review the landscape maintenance contract documents to be fully informed of the scope of work under the landscape maintenance services.

C. The contractor shall use the initial survey and contract review as the starting point for providing ongoing landscape maintenance inspections and maintenance.

D. The contractor shall provide four copies of a written report with assessment and recommendations within 30 days of contract award. The report shall include site plans showing locations and descriptions of deficiencies and recommended actions.

03 OVERSIGHT, INSPECTION AND REPORTING

A. Throughout the calendar year, the contractor shall make periodic on site inspections. During the growing season, March through November, the contractor shall perform a bi-weekly inspection visits. During the non-growing season, December through February, the contractor shall perform monthly inspection visits.

B. As the quality assurance evaluator of the landscape maintenance services, the contractor shall provide advice and assistance to the Authority in inspecting and monitoring the airport landscapes, and the performance of the landscape maintenance contractor and Airport personnel.

C. The Contractor shall perform the following tasks during the periodic site visits:

Landscape Maintenance

1. Landscape Maintenance Oversight: Monitor and observe on- site performance of both the Authority’s personnel and contractor(s) who maintain and enhance the landscaping and irrigation systems at the Airport. This requirement shall include but not be limited to cleaning and policing, mowing, fertilization, mulching, trimming, edging, pruning, transplantation and plant replacement as well as irrigation performance and maintenance

2. Observation and Monitoring of Airport Landscape: Observe and monitor all airport landscape and other site conditions for disease and horticultural problems.

3. Monitoring and Inspection of Landscape Maintenance Services: Monitor and inspect the work performed by the landscape maintenance contractor and the Airport Grounds personnel.

Responsibilities of the landscape maintenance contractor and Airport personnel include landscape/turf maintenance, flower and plant installation, tree pruning, and pesticide applications.

4. Notification to the Authority: The contractor shall immediately inform the Authority of all serious problems which may result in harm to the landscape or affect the safety of Airport personnel and passengers.

Irrigation Systems

1. Irrigation Systems Oversight: The contractor shall monitor all plants for irrigation. The Contractor shall provide and monitor any necessary watering schedules to be performed by the landscape maintenance Contractor and Airport personnel.

2. Irrigation System Maintenance Oversight: The contractor shall monitor and observe on- site performance of both the Authority’s personnel and contractor(s) who maintain and enhance the irrigation systems at the Airport.

3. The contractor shall advise the COTR in writing within 24 hours of the results of each on site inspection. As shown in Appendix C, automated irrigation systems have been installed and are in operation at the following locations at the Airport:

Corporate Office Building and adjoining areas Terminal B/C, Metro Embankments and adjoining area Middle/North Parking Structure and adjoining areas Abingdon Ruins QTA Rental Car West Entrance Road, East and West Buildings and Lot F South Parking Structure and adjoining areas Terminal A, Short Term Parking A-1 and Adjoining areas Taxi Queuing Structure, Boiler/Chiller Plant and adjoining areas DFS Building, Parking Lot B, Hangar 5 through 7 south to Satellite Parking and adjoining areas

4. Notification to the Authority: When a malfunction of an irrigation system is noticed by the contractor, the contractor shall immediately notify the DCA Work Order Desk (703-417-8063) and the Contracting Officer’s Technical Representative (COTR) in writing by e-mail. The notification shall describe the location and the problem.

Integrated Pest Management (IPM)

1. Monitoring of Pest Management: Monitor and inspection of infestation of all pests (mites, insects, etc.) on airport landscapes. The contractor shall research and recommend appropriate treatment, pesticide product availability, control methods and method of application based on actual detection of pests.

2. Recommendation of pesticide products and methods: Recommend pesticide products and methods of application that are most economically beneficial and safe to the environment, persons and properties. Assure that the recommended pesticides adhere to all federal, state and local government laws including the Department of Agricultural Regulations for Commercial Application of Pesticides.

3. Inspection after treatment: Inspect plants after treatment to assess the effectiveness of the treatments and make additional recommendations as necessary.

Site Inspection Reporting

1. The contractor shall advise the COTR in writing within 24 hours or the next regular business day (whichever occurs first) of the results of each on site inspection. The contractor shall perform this requirement as necessary to insure the optimum and cost effective performance and utilization of these systems to achieve the optimum appearance and health of the Airport’s landscaping and plant materials. In cases where serious omissions or failures to perform work are observed which may result in immediate harm to the landscape the contractor shall immediately inform the COTR by all available means of the deficiency, together with the contractor’s recommended action.

2. Two copies of the written site inspection report with assessments and recommendations shall be provided to the Authority within 24 hours of completion of inspection. Inspections shall be scheduled to ensure provision of reports occur at least one day prior to Landscape Committee Meeting. Contractor shall report all deficiencies in the airport landscape, automated irrigation system, pest management, and the performance of the landscape maintenance contractor. Inspection report shall include site plans showing locations and descriptions of deficiencies and recommended actions.

04 PREVENTIVE MAINTENANCE

A. The contractor shall follow the Authority’s CMMS generated preventive maintenance schedule. The Authority will produce PM work orders for the scheduled preventive maintenance tasks (Appendix B) prior to the beginning of each month. The contractor shall schedule and complete all PM task work assigned. Work orders for completed work shall be returned to the Work Order Desk for processing no later than the end of the month in which they were produced. The contractor shall be responsible for obtaining, completing and returning all work orders from and to the work order desk.

B. Should the contractor have recommended changes or additions to the preventive maintenance tasks or schedule, the contractor shall notify the COTR in writing of proposed changes and justification.

05 SEASONAL FLOWER PLAN

A. The contractor shall provide a seasonal flower plan for the spring seasons.

B. The contractor shall provide a flower list including the type of flowers, quantities and color selection. The flower list shall be provided in January of each contract year.

C. The contractor shall inspect the flower grower during the flower growing. The flower grower shall be inspected for the following facility and work standards:

1. Sanitary growing conditions 2. Use of soil-less potting mix 3. Precise temperature control of green houses 4. Use of quality propagating stock 5. Adequate staffing and equipment for production and delivery.

D. The contractor shall make the locations of the flowers to be planted in each bed prior to installation.

06 LANDSCAPE COMMITTEE MEETING

The contractor shall attend all scheduled Landscape Committee Meetings. The meetings will be held bi-weekly during the growing season and will be held monthly during the non- growing season. The contractor shall be present for the entire meeting and shall provide as needed status reports and horticultural technical expertise.

SECTION V - SUPPLEMENTAL SERVICES

01 DESCRIPTION OF SERVICES

The Authority may, during the course of this contract, request that the contractor perform as needed supplemental services which are outside the requirements of the Base Contract. All work performed under supplemental services shall be documented using the Authority’s CMMS. The contractor shall be responsible for requesting, obtaining, completing and returning all work orders from and to the Work Order Desk. All work performed under supplemental services shall meet the requirements if this SOW and the price schedule.

02 CONTRACT SERVICES CALL ORDER

All work performed under supplemental services shall be approved in writing by the COTR using the “Contract Services Call Order” form (Appendix D) or Authority approved equal. The call order shall contain a detailed description of the services required to be performed by the contractor. The contractor shall include a detailed cost estimate, which includes an itemized breakdown for labor hours, materials, supplies and equipment necessary to perform these services. The contractor shall be reimbursed for the labor and materials in accordance with the provision of "Method of Payment". The Authority shall incur no obligation for out of scope work that is not authorized in writing. These supplemental services may include but are not limited to the following:

A. Specific examination and analysis of plant problems, pest infestation, etc. in areas of the Airport not included as part of existing landscape zones e.g. Park Service property, inside Terminal buildings, airfield or areas operated and maintained by concessionaires/other operators at the Airport.

B. Review and comment on various documents such as: new construction design documents and specifications, other guidance type documents such as Authority Design Manuals, Operations and Maintenance Manuals and Procedures, contract proposals and supporting attachments.

C. Attendance at various planning, design development or other meetings.

D. Monitoring and inspection of new landscape installation constructed as part of on-going Capital Development Projects (CDP) or Repair and Rehabilitation (R&R) Projects.

E. Provide horticulturist and pest management techniques to Authority staff on landscape maintenance and installation, IPM and underground irrigation systems.

F. Landscape design services.

G. When requested by the COTR, the contractor shall take and have soil samples analyzed by a qualified laboratory. The contractor shall provide the COTR any recommendations based on the results of the analysis in writing within twenty one (21) calendar days.

H. Review design, installation and maintenance of automated irrigation systems not included in Base Services.

I. Oversight and inspection of lease right of way.

J. Review landscape documents prepared by others.

K. Inspection of plant materials at supplying nurseries.

SECTION VI - CONTRACT START UP

01 KEY CONTRACTOR PERSONNEL

A. The contractor shall provide the Contracting Officer and COTR with a list of names and telephone numbers of its key personnel who shall be responsible for fulfilling all the requirements of this SOW.

B. Resumes and certifications for the contractor’s key personnel shall be provided to the Contracting Officer and COTR fifteen (15) days prior to the start date of the contract and shall be updated whenever approved changes are made.

02 AIRPORT SECURITY BADGES

The contractor shall provide the COTR with a copy of the certification official designation letter and a list of employees who will be applying for security badges fifteen (15) days prior to the start date of the contract. All contractor employees working at the jobsite shall obtain a security badge no later than thirty (30) days from the award of the contract.

SECTION VII - GENERAL REQUIREMENTS

01 CHECK-IN/CHECK-OUT

The contractor shall notify the COTR upon arrival at the Airport and departure from the Airport to perform the inspections and to attend required meetings. There shall be no exceptions to this requirement.

02 WORKING HOURS

Normal working hours at the Airport are 7:00 A.M. – 4:30 P.M., Monday through Friday, except Federal holidays. The contractor shall schedule its work during these hours. This does not preclude work from taking place outside these hours (for example early morning watering or spraying), but the contractor should be aware that Authority personnel may not be available for meetings or guidance at other times. In any case, all work should be scheduled and performed so as to not disrupt or adversely impact operational/traffic flow at the Airport and in ways that will create the least inconvenience or hazard to the traveling public.

The contractor shall provide a contract manager. The contract manager shall have full authority to act for the contractor and serve at all times to carry out all the provisions of the contract.

03 RESPONSIVENESS

The contractor shall be available to respond within 24 hours to horticultural emergencies, as necessary at the Airport, 365 days a year throughout the period of the contract.

04 SPECIAL SITE CONDITIONS

Many of the areas depicted by the landscape zones at the Airport will be occupied and operational during the period of the contract and all contractor work in the areas shall be accomplished in such a manner as to cause minimum interruptions on the facilities and activities of the areas and must comply with all safety criteria and rules.

05 SECURITY

A. The contractor shall ensure that under no circumstances shall any of its employees enter any area not authorized for access by the COTR for the Contractor.

B. The contractor shall comply with all Authority “Order and Instructions” (O&I) relating to access to, operation of and conduct while on the Airport premises.

C. Whenever keys are provided to the contractor by the Authority, the contractor shall adequately secure such keys and not allow the keys to be duplicated or removed from the Airport premises. Any lost, stolen or missing keys shall be immediately reported to the COTR. The cost of replacing/changing locks and keys resulting from lost or stolen keys given to the contractor shall be deducted from the contractor’s invoice.

06 SAFETY

A. The contractor shall participate in an initial Hazard Communication Briefing with the COTR and shall provide safety training to employees who will work at the Airport.

B. Contract personnel must be aware of the safety of the public at all times during operations. The contractor shall assume all on-the-job responsibilities for the actions of his/her personnel. The

contractor shall exercise caution to prevent injury to the public or damage to private or Authority property.

C. The contractor and each of his employees shall comply with all applicable OSHA and Authority regulations, rules and practices while on the job site.

07 COMMUNICATION AND COORDINATION

The contractor shall provide at his/her own expense, fax and e-mail capability for management personnel along with cellular telephones with voicemail/pagers to personnel while they are performing work on-site at the Airport. The numbers shall be provided to the COTR at the start of the contract. Any changes in this information shall be reported to the COTR in writing.

08 ONSITE PARKING SPACE

Visitor parking space will be provided for contractor management at no charge to attend meetings, conferences and conduct contract related business at the East Building and Authority Corporate Office Building. Visitor pass for this space shall be obtained from the receptionist desk.

09 STATUS MEETINGS

The contract manager shall attend monthly meetings with the COTR. The purpose of the meetings is to perform inspections, discuss contract issues, coordinate work, and/or review performance of services under this contract.

10 SMOKE FREE ENVIRONMENT

The Authority’s facilities are smoke free. The contractor and its employees shall adhere to the rules and regulations in regard to this facilities maintenance of a smoke free environment.

11 LOST AND FOUND PROPERTY

The contractor shall turn in to the Authority Police Department all property found on the property of Ronald Reagan Washington National Airport, any violations or disregard of the rules, regulations and/or policies may be cause for immediate termination.

SECTION VIII - SPECIAL REQUIREMENTS

01 PERMITS AND RESPONSIBILITIES

A. The contractor shall, without additional expense to the Authority, be responsible for obtaining all necessary licenses and permits. The contractor shall also be responsible for all damages to persons or property that occur as a result of the contractor’s negligence and shall take proper safety and health precautions to protect the work, the workers, the public and the property of others. In addition, the contractor shall be responsible for all materials delivered and work performed until completion and acceptance of the entire work.

B. The contractor shall comply with all applicable revisions, additions, changes and/or upgrades to any Federal, state, and municipal laws, codes, and regulations which are in effect on the date of contract and which affect the performance of the work. The contractor shall also obtain and pay the costs of any royalties and licenses for any patented or copyrighted items used in the performance of the work.

C. It shall be the responsibility of the contractor to promptly notify the COTR if an official in charge of compliance with the Occupational Safety and Health Act visits the work site.

02 REGULATION REQUIREMENTS

The contractor shall comply with all applicable Federal, state, local, Authority and the Airports regulatory, code and procedural requirements. This shall include but not be limited to the contractor complying with the following Authority requirements:

The Authority’s: Construction Safety Manual Orders and Instructions BulletinsDesign Manual

The Airport’s: AdvisoriesOrders and Instructions Security, Traffic and Parking Requirements Safety Procedures including Lockout/Tagout, Confined Space Entry, Hazardous Materials, Material Safety Data Sheets etc.

The contractor shall report all incidents and accidents immediately to the Authority in accordance with Federal and State laws and regulations and the Authority’s Orders and Regulations.

03 ASBESTOS CONTAINING MATERIALS/LEAD BASED PAINT

A. Most facilities at the Airport except for current CDP construction were constructed prior to 1981. Therefore, these facilities should be presumed to have both Asbestos Containing Materials (ACM) and paint containing lead in their construction.

B. Prior to undertaking any activities that could disturb these materials the contractor shall obtain prior written approval from the Authority to proceed with such activities.

04 HAZARDOUS/CARCINOGENIC MATERIALS

A. The contractor, its employees, or subcontractors or their employees shall not bring, produce, use, or store on the job site any hazardous or carcinogenic products without prior written approval by the Authority. All hazardous and/or carcinogenic waste transported or generated on-site at the Airport by the contractor must be properly disposed off the Airport site by the contractor as required by law and at no cost to the Authority.

B. The contractor shall provide the Authority with complete, legible copies of all regulatory notices, violations, citations, etc. received by the contractor that pertain directly or indirectly to the fulfillment of this Statement of Work.

05 VOC REQUIREMENT

The contractor shall use on the job site only chemicals and cleaning products that do not exceed the national Volatile Organic Chemical (VOC) limitations rule(s) published by the U.S. Environmental Protection Agency (EPA).

06 HAZARDOUS WASTE

A. The contractor shall initiate Hazardous Waste Management training and enforcement programs to ensure employees are aware that the domestic drains, and storm drains shall not be used to dispose of gasoline, paint, thinners, hydraulic fluid, solvents, concentrated cleaning agents and other toxic material.

B. The contractor is responsible for collecting, accumulating, recycling, and/or off site disposal of its hazardous and toxic waste off the Airport in compliance with Federal, state and local laws governing hazardous waste storage and disposal.

C. The contractor shall provide the contracting Officer and the COTR with documentation of hazardous materials or wastes that are accumulated, handled, generated, or disposed of by the contractor’s operations. The documentation shall demonstrate the adequacy of the handling and disposal operations used by the contractor and will demonstrate that the contractor activities will not result in contamination of Airport properly. The Authority shall provide this documentation upon request during periodic environmental inspections of the contractor’s premises. The Authority shall be copied on all correspondence with regulatory agencies concerning the contractor’s compliance with environmental regulations.

D. If the contractor generates hazardous waste in an amount that makes it subject to state and EPA hazardous waste requirements, the contractor shall apply for a Hazardous Waste Generator Identification Number. Hazardous waste shall be shipped off the Airport using the contractor’s Hazardous Waste Generator Identification Number documented on a complete and properly signed Uniform Hazardous Waste Manifest. The contractor shall be required to submit an Annual Hazardous Waste Report to the State of Virginia Department of Environmental Quality.

E. The contractor shall be responsible for developing a Resource and Conservation Act Contingent (RCRA) Plan if the amount of hazardous waste generated places it into a category that requires a plan.

F. The contractor shall be responsible for notification and reporting required under SARA, Title III regulations.

G. The contractor shall, at start of contract, implement a written hazardous waste spill contingent plan listing materials used, spill prevention procedures, containment equipment and procedures to be used in the event of spill, personnel protective equipment requirements, notification procedures, in accordance with the Resource Conservation and Recovery Act (RCRA) and the Occupational Safety and Health Administration (OSHA) regulations.

SECTION X - METHOD OF PAYMENT

The contractor shall submit an invoice on a monthly basis for all services completed to the satisfaction of the COTR at the end of the month in which the services were performed. The Authority shall incur no obligation for out of scope work that is not authorized.

01 BASE SERVICES

The contractor shall invoice the Authority at the end of each calendar month in which the work was performed and completed in accordance with the SOW and to the satisfaction of the COTR. The Authority reserves the right to withhold a portion of the monthly payment to the extent the contractor has not fulfilled the requirements of the SOW for the month in which the services were performed.

02 SUPPLEMENTAL SERVICES

A. The Contractor shall include the Supplemental Services invoice, along with the base monthly invoice, for all services completed to the satisfaction of the COTR, and at the end of the month in which the services were performed.

B. The contractor shall be reimbursed for the labor and materials required to complete supplemental service tasks in accordance with the fully loaded labor rates specified in the pricing schedule. The contractor shall be reimbursed for all materials cost plus 10 %. There shall be no mark up for shipping cost.

C. The contractor’s invoice shall contain an itemized cost break down (materials and labor hours). The contractor shall attach a copy of; approved call order and the Authority’s CMMS work order.

D. The contractor shall not invoice the Authority for any work unless a call order signed by the COTR has been received or for any work described in a call order until after all the work described in the call order has been completed to the satisfaction of the COTR.

SECTION XI - CONTRACT PHASE OUT

01 SECURITY DEVICES

Upon expiration/termination of the contract or discontinuance of employment of any of contractor personnel working in the Airport, all airport keys, security badging and all other Authority identification shall be surrendered to the issuing office.

02 RECORDS AND DOCUMENTATION

Upon contract termination or the end of the contract term all records and documentation, including, but not limited to, databases, drawings, O&M manuals, preventive maintenance schedules, preventive maintenance records, data etc. shall remain the sole property of the Authority.
