1.0 Introduction

1.1 This statement has been published to accompany the Council‘s Propose Main Modifications on the Submission East Hampshire District Local Plan: Housing and Employment Allocations (Site Allocations Plan).

1.2 The purpose of this statement is to provide a summary of the Councils’ consultation process and outcomes. The statement has been prepared in accordance with the Town and Country (Local Planning) (England) Regulations 2012.

2.0 Site Allocations Plan Proposed Main Modifications Consultation

2.1 The Site Allocations Plan Proposed Main Modifications was published for public consultation on 23 November and closed at 12 noon on 8 January 2016, lasting for a period of six weeks.

Who was invited to make representations?

2.2 All ‘specific consultation bodies’, ‘general consultation bodies’ and Councillors

were consulted. A full list of those bodies that were sent notification of the public consultation can be found within Appendix A.

2.3 Also all those people who had expressed a wish for their contact details to be

placed on the Council’s Local Plan consultation database were also invited to make representations (approximately 1,000 individuals and organisations). The consultation was open to all members of the public, District Councillors and Parish Council members.

How were they invited to make representations?

2.4 A letter was sent out by email or post to over 1,000 individuals and companies on

the council’s database inviting them to make representations and explaining how to do so by either filling out a response form or writing to us by email or by post. All District Councillors and Parish Councils were also contacted with the same information. The letter sent can be found in Appendix B. A copy of the representations form can also be found in Appendix C.

2.5 All the Plan documents including the Proposed Main Modifications, Site

Allocations Plan, the addendum Sustainability Appraisal and addendum Habitats Regulation Assessment statement were made available to view at the Council Offices as well as several deposit locations across the District (Appendix D).

2.6 All documents were available to download from the Council website

(www.easthants.gov.uk) and details of how to make representations were available.

2.7 Consultees were invited to make representations on the Proposed Main

Modifications only. A schedule of minor modifications, a plan showing the changes and a plan incorporating the changes were also made available.

3

Summary of comments and how they have been addressed

2.8 In total 30 individuals, organisations and statutory consultees commented. 7 representations received did not relate to the Proposed Main Modifications and were rejected by the Council. A written response was sent to each informing them of this. In total 186 comments were accepted on the proposed main modifications, 14 were in support of the changes. Table 1 provides a breakdown of the number of the representations received for each Policy. A summary of the comments received is attached at Appendix E. Appendix B – Letter to all consultees Dear Sir/Madam, The modifications on the Council’s Local Plan: Housing and Employment Allocations (Site Allocations Plan) are now out for public consultation. As part of the examination process, East Hampshire District Council has prepared a number of suggested changes to the plan, known as 'proposed modifications'. These modifications fall into two types: 'minor modifications', which if implemented would not significantly change the meaning of the Site Allocations Plan and generally cover typographical errors or factual updates. However, the second type known as 'main modifications' are more substantial in that, for example, they would change the meaning of a policy or proposal in the plan. In addition to the 'main modifications' the Council produced a separate schedule of 'minor modifications'. However, these are for information only and do not form part of the consultation. The Inspector asked that the schedule of 'main modifications' be subject to a six week period of consultation: this consultation runs from 23 November 2015 to 12 noon on 8 January 2016. The schedule of proposed main modifications can be found on the Councils website at http://www.easthants.gov.uk/planning-policy/ehdc-local-plan-housing-and-employment-allocations-examination. The Inspector will consider all comments made on these main modifications prior to issuing his final recommendations in the form of an Inspector's Report. Please note comments will only be considered that refer to a change as shown in the Schedule of Main Modifications. Representations can be made by completing a response form and emailing to [email protected] or by writing to Planning Policy, East Hampshire District Council, Penns Place, Petersfield, Hampshire, GU31 4EX. Only those representations that are made in writing and are received by the Council within the six week period ending noon on Friday 8 January 2016 will be considered. If you would like any more information on the Site Allocations Plan, its associated documents or the Local plan process then please contact the Planning Policy team on 01730 234280 or visiting the Council’s website at http://www.easthants.gov.uk/planning-policy/local-plan-housing-and-employment-allocations-examination-library. Yours Faithfully,

Victoria Potts Planning Policy Team Manager

22 Pete Errington Hampshire County Council 3 EMP1

HCC has some concerns with the new wording proposed for these site allocations. The previous wording requires developers to consider reducing the impact of all generated traffic on the local network. The proposed new wording is not acceptable to the Highway Authority as it would allow developers to ignore all traffic impacts except those that they considered significant and any traffic problems subsequently caused by development would then fall on the public purse to subsequenlty resolve. Retaining the original wording would accord more closely with guidance in the NPPF. HCC therefore recommends that the previous wording should be retained and also applied as the wording of clause b for site FM2 which originally had no traffic impact clause.

22 Pete Errington Hampshire County Council 4 EMP1

Both originally included site specific clauses to improving bus stops and public transport and should be retained as it will guide applicant in preparing acceptable development proposals. Although the removal is justified by CP31, the suggested modification is not recommended and HCC does not agree with the Inspector as CP31 is a general policy and does not help developers in preparing acceptable development proposals for these two sites.

3 Ian Sowerby Bell Cornwell Lamron Estates Ltd 11 EMP2

An outline application was submitted on 27th Nov in the knowledge of the proposed modifications to policy ENP2 and make it more likley that the development will proceed in the short term. Our clients maintain their support for EMP2 as proposed to be modified.

22 Pete Errington Hampshire County Council 11 EMP2

This site has the potential to impact upon operational minerals and waste facilities that have been safeguarded and/or safeguarded areas of mineral resource. This site needs to be considered in this regard because both proposed employment allocations lie within the MWCA for the Alton HWRC and a safeguarded minerals and waste transfer station.

14 David Neame Neame Sutton Southcott Homes (Fareham) Ltd 18 HN1

The modifications concern fundamental components of the scheme that have not been properly assessed and as a consequence are likely to lead to the inability of the site to deliver the level of development the Council is relying on. The 820 dwellings now proposed have not been properly tested in terms of its sustainability credentials. The Council have a proved need for specialist elderly accommodation pver and above its OAN. 40 sink holes on the site will restrict the ability to deliver the projected totals and to increase the housing densities elsewhere on the site has not been tested. The Council has failed to provide confirmation as to how the later phases of the site will be delivered in terms of highway and access requirements. The above points call into question the deliverability of the entire allocation of dwellings proposed during the plan period and its current 5YHLS.

Specific measures for the protection of Bechstein's bat and the maintentance and management of supporting habitat/foraging corrifors will be required".

We disagree with the modifications to remove commitment to the Solent Mitigation Strategy as appropriate mitigation for recreational in-combination impacts on the Solent SPAs, SACs and Ramsar sites. These modifications raise concerns about the deliveray of these houses without the commitment to the Solent Mitigation Strategy to mitigation recreational distubance on the SPA. Proposed Submission means that this is the version of the

Local Plan: Housing and Employment Allocations that the

Council would like to submit to the Secretary of State for

examination. The purpose of the consultation is to obtain

views on the “soundness” of the plan.

Its primary purpose is to identify specific sites to meet the

individual housing and employment targets set out in policies

CP3 and CP10 of the Joint Core Strategy (JCS), and to set

out guidance for the development of these sites.

MIN4 1.3 1.3 3

Throughout the process of preparing the Local Plan: Housing

and Employment Allocations, a significant level of public

consultation has been undertaken. In order to inform

communities of the ongoing planning situation in East

Hampshire District, the Council undertook preliminary

community engagement on the housing and employment site

options covering the whole area outside the SDNP as part of

the draft Plan. A commentary of the events has been

produced into Local Interim Planning Statements (LIPS). The

LIPS events kicked off the plan process and stimulated

significant community interest. Consultation on the draft Plan

took place between December 2014 and February 2015,

comments received during this time have also helped to

develop the Plan.

This Plan uses the same overall housing requirement,

methodology (‘Liverpool’) and buffer (5%) as the JCS. These

have been found sound both at the Examination of the JCS

and at the Examination of the Housing and Employment

Allocations Plan.

MIN5 1.4 1.4 3

This process has ensured that the community, partners and

stakeholders have had the opportunity to influence key

aspects of the Plan. This has been guided by the adopted

Statement of Community Involvement (SCI) and a summary

of the steps undertaken is set out in the Statement of

Consultation which is published alongside the Plan.

The East Hampshire District Local Plan: Housing and

Employment Allocations only covers the area of East

Hampshire outside the South Downs National Park (SDNP)

as shown in Map 1. This is because the Park Authority is the

Local Planning Authority for the SDNP and is producing a

separate Local Plan for the whole of the SDNP. For all

The purpose of this stage of consultation is to provide an

opportunity for you to comment on the matters that will be

considered by an Inspector who conducts the examination,

i.e. whether the plan:

a)    has been prepared in accordance with the Duty to

Cooperate, legal and procedural requirements, and

b) is “sound‟. Soundness means:

· Positively prepared – the plan should be prepared based on

a strategy which seeks to meet objectively assessed

development and infrastructure requirements, including

unmet requirements from neighbouring authorities where it is

reasonable to do so and consistent with achieving

sustainable development;

· Justified – the plan should allocate the most appropriate

sites, when considered against the reasonable alternatives,

based on proportionate evidence;

· Effective – the plan should be deliverable over its period

and based on effective joint working on cross-boundary

strategic priorities; and

• Consistent with national policy – the plan should enable the

delivery of sustainable development in accordance with the

policies in the National Planning Policy Framework

(Framework).

(Source: paragraph 182 National Planning Policy Framework,

DCLG 2012).

This means taking a disaggregated approach to the supply of

Neighbourhood planning is a new element of the planning

system introduced in 2012 through the Localism Act. A

fundamental principle of neighbourhood planning is that it is

community-led, with the community establishing local

planning policies for development and use of land within its

neighbourhood. Neighbourhood Plans enable local people to

play a leading role in responding to the needs and priorities of

the local community.

NO CHANGE

MIN16 1.14 1.12 7

In East Hampshire District, the appropriate bodies for

producing Neighbourhood Plans are the Town and Parish

Councils. A Neighbourhood Plan must generally conform to

the East Hampshire District Local Plan and can promote

Development Plan for the district and will be used to assess

and determine planning applications within the

The JCS sets out the Council's overall approach towards the

local application of sustainable development through its

objectives and core policies. The JCS was jointly prepared by

East Hampshire District Council (EHDC) and the South

Downs National Park Authority (SDNPA). The National Park

covers 57% of the district and splits the area managed by

East Hampshire District Council into two halves, one south of

the National Park known as the southern parishes and an

area to the north of the National Park. The splitting of the

district into two separate Local Planning Authorities creates

some added complexity for place shaping for example the

main settlements of Petersfield and Liss are both part of East

Hampshire as a place but in planning terms are dealt with

independently by the SDNPA.

NO CHANGE

The JCS is the overarching planning policy document for the

district. It sets out the strategy for the future development of

economic, social and environmental objectives for the district

and the amount, type and broad location of development

needed to fulfil those objectives. The Proposed Submission

MIN39 1.33 1.23 11

Policy CP10 of the JCS requires allocations to be made to

meet the following levels of housing in East Hampshire

District (outside the National Park):

• a minimum of 700 dwellings at Alton

• a minimum of 700 dwellings at Horndean;

• a minimum of 200 dwellings at Clanfield;

• a minimum of 175 dwellings at both Liphook and Four

NO CHANGE

MIN40 1.34 1.24 11

The use of ‘minimum’ targets does not mean that there is no

ceiling to the housing targets. The Inspector’s report into the

JCS was clear that, whilst the 10,060 new homes target for

the whole of the district over the plan period was the

minimum needed to meet the objectively assessed need, the

figure of 10,370 would meet all the need. Therefore a

relatively small degree of flexibility is needed around the

housing targets and is provided for within this Plan.

Housing need was established through the JCS Examination

at around 610 dwellings per annum, or 10,370 dwellings for

the whole of the plan period up to 2028. The figure of 10,060

was set by the JCS as the minimum number of new houses

that should be provided to 2028. The difference between the

two indicates the need for a modest degree of flexibility

above the minimum figure set by the JCS, and this is

provided for by this Plan.

Policy CP22 and paragraph 7.24 of the JCS requires housing

proposals capable of affecting the Wealden Heaths Phase II

Special Protection Area to consider, on a case-by-case basis,

whether a project-specific HRA is required.  Housing

proposals falling within 5.6km of the coastal ‘Natura 2000’

sites will need to consider whether mitigation is required to

address the impacts of recreational disturbance, through in-

combination effects of additional dwellings, on the Solent

SPAs, SACs and Ramsar sites. Affected housing allocations

in this plan have a site specific criterion to address these

constraints.

The following sections set out, for each of the main towns

and villages in the Plan area, site specific proposals to meet

the requirements of the Joint Core Strategy (JCS). The

Proposed Submission Site Allocations Plan focuses on

identifying specific sites to meet the individual housing and

employment targets set out in policies CP3 and CP10 of the

JCS. These specific site allocations meet the residual

development requirements for the district (outside the SDNP).

For each site there is a policy setting out the criteria that

subsequent planning applications will need to address. The

boundaries of allocated sites, which are all greenfield sites

beyond existing Settlement Policy Boundaries, will be

integrated into a revised Settlement Policy Boundary when

the Plan is adopted and are shown on the Policies Map.
