Key Findings

• Employers and labor organizations (“users”) reported many benefits to ETP participation

• The employers that participate in ETP through MECs are very different from those that participate through single-employer contracts.

• Factors such as company size, labor turnover rate, training dosage, contract type, and industry sector appear to influence outcomes.

Key Findings

• Users find ETP’s administrative processes overly cumbersome, although they have become more efficient and flexible in recent years.

• Expanding partnerships has allowed ETP to target skills upgrading to specific sectors and to support innovative models of training.

• Apprenticeships

• Alternative and Renewable Fuel and Vehicle Technology Program (AB 118)

• Community college sector initiatives

• Employer training needs vary, but common training needs were:• New technologies

• Lean production

• Managerial and supervisory skills.

• Small and mid-sized employers have a high need for more technical assistance and guidance.
