M4D JIGAWA STATE BRIEF M4D is working with Government & Communities in Jigawa State to Improve Local Governance LOCAL GOVERNANCE MATTERS RESULTS IN JIGAWA SO FAR State and Local Government, CBOs and Community members have all played their part. Planning: M4D is supporting the state to improve its budgetary processes so as to support improved service delivery. M4D’s support to 139 policy makers and service providers in Jigawa has strengthened their capacity for better service delivery and accountability in Health, Education, Agriculture, Water & Sanitation sectors. Service Delivery: Innovation in water & sanitation has enabled the construction of public-private toilets in Malam Madori LGA as a solution to open defecation in public. Inclusion: Providing girls with relevant life skills has enhanced their confidence. M4D’s life skills clubs in Jigawa has enabled girls to identify and articulate their demands to parents and decision makers, bringing about inclusive governance. Providing People with Disabilities with livelihoods could potentially reduce street begging. M4D is supporting this initiative in its 3 focal LGAs in Jigawa. Improved local governance benefits three groups. Ÿ First, policy makers whose ability to connect with their citizenry is enhanced. Ÿ Second, service providers who are better able to understand the needs of the citizenry and the best intervention to apply in any given situation, especially given limited budgets. Ÿ Third, communities who expect decision makers to bring about positive impact on their lives through improvement in the delivery of basic services such as health, education, water and sanitation, livelihoods, etc. For accountability and participation, governance has to be inclusive, addressing the needs of such marginalized groups like women and girls (whose voices are often unheard and whose needs remain unmet as a result), and people with disabilities, who are often treated as second class citizens. By collaborating with Community Based Organisations (CBOs), policy makers and service providers, M4D makes this goal a reality through the introduction of innovative approaches that help ensure communities and marginalised groups have access to improved services and livelihoods that contribute to improving citizens’ overall quality of life. EVERYONE CONTRIBUTES CBOs serve as our entry points into communities. Our work with CBOs in Malam Madori, Ringim and Miga LGAs has led to the identification of a number of priority needs in service delivery by communities. of teachers and parents.

compact (SERVICOM) has been demonstrating how

planning and accountability can enhance service

delivery.

· Accountability: Innovations like Participatory

Community Service Management System (PCSMS)

brought into the health sector has made it easy for

communities in Garun Malam LGA to channel their

complaints for improved health services and has in

turn enabled service providers to respond promptly,

leading to increased satisfaction with service delivery.

· Service Delivery: Innovation in health care has

enabled communities in Sumaila LGA through the

Drug Supply System to have access to basic medicines

in community health centres. Innovation in education,

like jolly phonics, has improved interest in learning.

M4D’s Second Chance Education for girls in Dawakin

Tofa LGA has been utilizing jolly phonics to impart

literacy and has won the support of teachers and

parents.

· Inclusion: Providing girls with relevant life skills

has enhanced their confidence. M4D’s life skills clubs

in Kano has enabled girls to identify and articulate

their demands to parents and decision makers,

bringing about inclusive governance. Providing
