Public Information and Advocacy The Regional Director of PRO ARMM is still continuing and maintaining the core values of the PNP to the personnel of the Regional Head Quarters down to lower units. This brings the high-quality, effective and efficient service to all community of this PRO. PRO ARMM conducted 44 Television (Interview/appearance) and 133 Radio (Interview/appearance) engagements; five (5) cascading on Compliance Evaluation Process on PGS; one (1) audit seminar on Compliance Evaluation Process on PGS; six (6) Examination conducted to all PPOs on Advance E-Learning; one (1) meeting on PRO ARMM RACPTD and TWG, Strategy Review and Oath-Taking Ceremony; and RD’s presentation on Unit Re-Valida on Compliance Evaluation Process. a. A. Sustain public information and dialogue

1. Public Information and Advocacy The Regional Director of PRO ARMM is still

continuing and maintaining the core values of the PNP to the personnel of the Regional Head Quarters down to lower units. This brings the high-quality, effective and efficient service to all community of this PRO.

PRO ARMM conducted 44 Television

(Interview/appearance) and 133 Radio (Interview/appearance) engagements; five (5) cascading on Compliance Evaluation Process on PGS; one (1) audit seminar on Compliance Evaluation Process on PGS; six (6) Examination conducted to all PPOs on Advance E-Learning; one (1) meeting on PRO ARMM RACPTD and TWG, Strategy Review and Oath-Taking Ceremony; and RD’s presentation on Unit Re-Valida on Compliance Evaluation Process.

a.1 Distribution of Informative flyers, handbooks, posters and stickers. A

total of 515 Crime Prevention Tips and Public Safety Tips; 829 Drug Prevention and Control Awareness Tips; 310 Gender and Development Related Materials; 1,022 Unit Magazine/Newsletter; and 1,280 Press Releases and Featured Stories. were distributed to the personnel of the RHQ, PPOs, and C/MPS.

. a.2. Police Information and Continuing Education (PICE). There were 1,278

PICE lectures conducted and participated with 19,433 participants. The purpose of this is to impart knowledge to the PNP personnel the proper way of investigating and handling cases as to the PNP matters is concern.

a.3 Symposium on PNP P.A.T.R.O.L PLAN 2030 and Conduct of Community Engagement Survey. On July 28, 2015, Personnel of this PRO from RPSB headed by Operation Officer and PCR Officer conducted public information and dialogues to the students as well as the faculty and staff of Illana Bay Integrated Computer College, Inc. The symposium was conducted in relation to the PNP P.A.T.R.O.L PLAN 2030 and aimed to seek the involvement of citizenry in the attainment of the transformation path.

a.4 Advocacy on Bangsamoro Basic Law. On January 20, 2015, fifteen (15) personnel of this PRO from 1st Maneuver Company attended the Advocacy on Bangsamoro Basic Law held at Randasan Social Hall, Market Site, Brgy. Sarmiento, Parang, Maguindanao. The said activity was initiated by Randasan Muslim Community Leaders, it fosters good relationship with the Muslim Community Leaders and other stakeholders.

2. Citizen Empowerment

a. Institutionalization of Barangay Peacekeeping Operation (BPO). For the

period, there were 111 Municipal Police Stations and 1,361 Brgys with BPATs.

b. Anti-Drugs Abuse Council (ADAC). The PRO has a total of 44 numbers of

Municipalities with MADAC and a total 392 numbers of MADAC members organized and a total of 465 numbers of Barangays with BADAC and 3,827 total numbers of organized Anti-Drugs Abuse Council (BADAC).

c. Community Awareness Activities. Several seminars and lectures conducted to empower the community and support the thrust of the PRO particularly on crime prevention.

B. Sustain partnership and collaboration

1. Partnership and Collaboration with Stakeholders and other Pillars of the Criminal Justice System (CJS).

Community Organization and Mobilization. There were 214 Non- Government

Organizations (NGOs) that were active in the drive against criminality and other activities. 1, 596 total number of BPATs with training and 1,747 Barangay Information Network for the period.

Community Dialogues and Pulong-Pulong. Community dialogues and pulong-

pulong totaled 2,492.

2. Participation in Faith-Based Organization Walk for Peace. This PRO participated the

Celebration of 20th Police Community Relation Month with the a theme “Matibay na ugnayan ng Mamamayan at Pulisya, Simbolong Kapayapaan at Kaunlaran ng Sambayanan.” PNP Ethics Day. This PRO celebrate 21th

Rev. Fr. Charlie P. Siloterio, DCC, Parish Priest of Mt. Carmel, Parang, Maguindanao as guest of honor and speaker.

Foundation Anniversary. This PRO celebrate 24th PNP Founding Day with Fr. Eliseo R. Mercado, Jr. OMI, Spiritual Director of OMI pre Novitiate Graces as the guest of honor and speaker of this PRO. 117th Philippine Independence Day. This PRO celebrate 117th Anniversary of the Proclamation of Philippine Independence with the theme “Kalayaan sa Pagbabago nasimulan, abot-kamay nang Bayan” was held at this PRO. 114th Police Service Anniversary. This PRO celebrate 114th Police Service Anniversary with the theme “Pambansang Pulisya: Patuloy sa Makabuluhang Paglilingkod at Makatarungang Pagpapatupad ng Batas” held at this PRO.

JPSCC Meeting. On April 18, 2015 OIC, Personnel of this PRO from RPSB attended the JPSCC meeting held at 601st Brigade Headquarters based in Barangay Kalangalan, Tacurong City. The said meeting was structured for the enhancement on the conduct of operations and coordination between PNP/AFP and other friendly forces.

Municipal Peace and Order Council Meeting. On May 12, 2015 at about 9:00-11:30AM, PCI LINO D CAPELLAN, Company Commander, Charlie Maneuver Company, RPSB attended the Peace and Order Council Meeting held at City Hall, Marawi City. In attendance were: PSSUPT AGUSTIN J TELLO, Provincial Director, LDS PPO; COL. SAMARITA, Deputy Brigade Commander, 103rd Bde, CO SAF, LGU Officials, Line Agency Heads and other sectors in the community. Topics discussed are about the implementation of “NO TINT POLICY” within Marawi City and Province of Lanao Del Sur.

The Catholic PNP joint the 51th celebration of Patronal Fiesta of Our Lady of Mt. Carmel Parish in Parang, Maguindanao on July 19, 2015 Holy Week. This PRO celebrate Blessing of every office in the observance of the Lenten Season with Rev. Fr. Gilbert C. Ilagan, Deputy Regional Chaplain, PRO ARMM.

OI 17-10 “SUGO” Church Based Project/Activity. In relation to ITP as part of Spiritual Upliftment and Growth of the Organization, personnel from this unit attended the holy mass at Mt. Carmel Parish officiated by the parish priest.

Islamic Leadership and Development Seminar. On October 21-22, 2015, forty

one (41) personnel of this PRO attended the said activity held at PRO ARMM Mosque conducted by Regional Chaplain Service (RCS).

Basic Qur’an Reading Seminar. Forty one (41) personnel of this PRO from RPSB personnel attended the Basic Qur’an Reading Seminar on October 23-24, 2015 held at PRO ARMM Mosque.

2015 Eid’l Fitr Celebration. Muslim Personnel of this unit together with their dependents attended the morning congregational prayer “Sambahayang” at Salaam Police Mosque inside this PRO in celebration of Eid’l Fitr which signifies the end of the Holy Month of Ramadhan.

3. Participation in Religious, Health/Physical Fitness, and Environmental Protection Programs/Campaigns. Sunday Mass. A regular Sunday mass are being held inside camp attended by Roman Catholic PNP personnel and its dependents. Blue Mass. Being held at this PRO every Wednesday at RHQ Building and attended by Roman Catholic PNP personnel. Muslim Friday Prayer. Congregational prayer held every Friday at the Regional Mosque, inside camp attended by muslim PNP personnel and its attendant.

Evangelical Mission. On July 21, 2015 Catholic personnel from this unit participated in the Evangelical Mission of Iglesia ni Cristo held at COC Building, PRO ARMM.

Bike for Peace. On November 21, 2015, two (2) RPSB personnel participated in the Bike for Peace held in Bongo Island, Parang, Maguindanao. Sympathy Run. This PRO joined “Sympathy Run” in honor of the heroic acts of the PNP SAF44 at Parang, Maguindanao.

Clean-Up Drive. For the period covered a total of 9 Clean-Up Drive participated by the personnel from this unit.

Fun Run. On October 18, 2015 forty five (45) RPSB personnel of this PRO composed of five (5) PCOs and forty (45) participated during the Fun Run Activity with the theme: “Takbo Para sa Bilanggo” in relation to the Celebration of National Correctional Consciousness Week (NACOCOW) held at Cotabato City ground.

Yapakapayapaan. On February 6, 2015 thirty (30) personnel of this PRO from RPSB participated in the YAPAKapayapaan/Barefoot Walk for Peace held at ORG Compound, Cotabato City.

In line with the Integrated Transformation Program this PRO continued conducting Physical Fitness Test to all personnel from RHQ down to lower units and other Sports Development Program. This activity is conducted by HRDD personnel.

4. Family, Juvenile and Gender and Development Program. Personnel of this PRO attended seminar on

Forum on Magna Carta for Women and Role of Women in Nation Building, Peace and Development with theme: “Juana, Desisyon Mo ay Mahalaga sa Kinabukasan ng Bawat Isa, Ikaw na!” with Atty. Adjuri Kusain Kansi, Chairperson RHRC ARMM and Development Committee as guest honor and speaker held at COC building, Camp Salipada K. Pendatun, Parang, Maguindanao.

A one (1) Day Seminar on Gender and Development was also conducted and held at RCEO ARMM conference this PRO on September 21, 2015.

2015 Womens Month Celebration. On March 09, 2015 Police Women from PRO ARMM participated the Women’s Month Celebration held at ORG Compound, Cotabato City.

Municipal Council for Protection of Children (MCPC).

On January 21, 2015 personnel of this PRO form of Public Safety Company attended the Municipal Council for the Protection of Children Meeting held at Sangguniang Bayan, Session Hall, Municipality of Parang.

Orientation Seminar on Laws for the Advancement

for Women (OSLAW). On February 13 and 16, 2015 twelve (12) personnel of this PRO from RPSB attended the two (2) days seminar conducted by RWCPD held at RWCPD Building, Camp BGen Salipada K Pendatun, Parang, Maguindanao.

Gender Awareness Development Program. On March 10-11, 2015 personnel of

this PRO from Alpha Maneuver Company (AMC) participated the said activity aims to empower women on food processing in Muslim delicacies at Polloc Freeport Admin Building, Brgy. Polloc, Parang, Maguindanao.

2015 Women’s Month Celebration. Policewomen from this PRO from Battalion

Headquarters and maneuver companies attended the Women’s Month Celebration held at ORG Compound Cotabato City. Moreover, in relation to the celebration eight (8) female personnel from this unit attended the Women Livelihood/Trade Fair and Woman Forum/Agenda Building held at Municipal Plaza, Parang, Maguindanao

Forum on Magna Carta of Women and Role of Women in Nation Building, Peace and Development. On April 1, 2015 ten (10) personnel of this PRO attended the forum conducted by RPCRD held at COC Building, PRO ARMM.

19th Awareness Week for the Prevention of Child Sexual Abuse and Exploitation. Personnel of this PRO conducted Lectures and Information Dissemination on Protection of Children Against Sexual Abuse and Exploitation within our AOR.

The 18-day Campaign to End Violence Against Women and Cum Launching of the Implementing Rules and Regulations of ARMM Gad Code. On November 25, 2015, thirty three (33) RPSB policewomen headed by Chief, Regional Women and Children Protection Desk (RWCPD) PRO ARMM participated in the Kick-Off Ceremony for the 18-Day Campaign To End Violence Against Women and Cum Launching of the Implementing Rules and Regulations of ARMM GAD Code held at ORG Quadrangle, ARMM Complex, Cotabato City which highlighted with a parade followed by Kick-Off Ceremony for the 18-Day Campaign To End VAW and Cum Launching of the IRR of ARMM GAD Code.

2. Management of Resources

Personnel of this PRO headed by PSINSP DAVID B. MADAMBA, Chief, RIMD re-oriented dipole antenna of HF-CODAN base radio installed at Regional Operation Center, PRO ARMM to cover NHQ, PNP. Personnel of this PRO headed by PSINSP DAVID B. MADAMBA, install the Electronic Private Automatic Branch Exchanges (EPABX) telephone at RHQ Building 2nd Floor, PRO ARMM.

Personnel of this PRO conduct installation and repair of Siren at RHQ Building.

Construction of the perimeter fence of PRO ARMM located at Purok Hill Top to Purok Zone Beach area, Camp Salipada K, Pendatun, Parang, Maguindanao

B. Optimized utilization of Logistical resources

1. Financial Management Program. Below are the breakdowns of Personal Claims of PNP personnel and Non-Uniformed Personnel (NUP) who were paid/settled by this PRO:

a. Maintenance and Other Operating Expenses. A total Php 178,040,000.00

was released for the operational and administrative requirement of the PRO.

b. Combat duty Pay. A total amount of Php 21,013,380.00 for Combat Duty Pay was released and distributed to 20,832 uniformed personnel.

c. Replacement Clothing Allowance (RCA) Claim. A total amount of Php

15,442,000.00 was released for RCA with 1,103 personnel as recipients; Php 12,270,500.00 for Productivity Incentive Benefit of PNPs and NUPs.

d. Trust and TISP Funds. For the period, a total of Php 12,570,000.00 Trust

Fund was released to PRO ARMM for the Construction of PRO ARMM Perimeter Fence. This PRO also has no TISP Funded Projects for CY 2015.

e. Collateral Funds. This PRO received a total of Php 52,656,428.68 for

Collateral Funds, broken down as follows:

f. Priors Years Claim. For the period a total of amount of Php 1,887,397.87

was released fund for the prior claims of 50 personnel of this PRO for Salary and Long Pay Differentials.

g. On Special Financial Assistance, Initial Clothing Allowance, Clothing

Allowance of NUP and Salary and Long Pay Differential.

The amount of Php 180,000.00 clothing allowance for 90 NUPs, Php 1,887,397.87 was released fund for the prior claims of 50 personnel of this PRO for Salary and Long Pay Dirrentials.

For the period Php 175,548.68 as a

Reimbursement Hospital Expenses (RHE) for two (2) policemen.

2. Logistic Management Program.

On mobility, the PRO is a recipient of seven (7) unit troop carrier (KIA); nine-teen (19) units motorcycles (Rouser) and eleven (11) sets of Desktop Computers (Dual Core). The troop carriers, motorcycles and Desktop Computers were distributed as follows:

This PRO is a recipient of one (1) unit Makita Lawn Mower and one (1) unit

Honda 4 stroke engine Grass Cutter from Mr. Elvin A Ventajar, PSMBFI ARMM Branch Manager on November 03, 2015.

On the distribution of Glock 17 for the period, in Maguindanao 32; Lanao del Sur 82; RPSB 88; RHQ/RHSG 34; Basilan 35; and Sulu is 51.

3. Research and Development Program.

The PRO continued its development program through the construction of Perimeter Fence located at Purok Hill Top to Purok Zone Beach area and the maintenance of the Illana Golf Country Club.

Tawi-Tawi PPO is a

recipient of one (1) troop carrier and four-teen (14) tricycles from Tawi-Tawi Congresswoman Ruby M. Sahali and Governor Nurbert M. Sahali on May 3, 2015.

LGU of Omar, Sulu donated a lot intended for the construction of a standard

type MPS building. PSSLAI Branch Manager, donated/turned-over ten (10) units personal

computers and two (2) units of chainsaw to the PRO This PRO have 118 MPS, 13 are completely constructed standard police station while 13 are on-going, 67 are not standard police stations while 25 has no police station.

3rd level and 2nd level via regular promotion, out of 636 there were 74 PCOs and 561 PNCOs were promoted for the period.

Further Reduction of Uniformed Personnel at Headquarters. Of the actual strength of the PRO which is 6,375, out of 6,375, 14.09% or 898 personnel were assigned at Regional Headquarters (RHQ) and Provincial Headquarters (PHQ) while 85.91% or 5,477 personnel were assigned in the field.

Assignment of at least 21 personnel of every MPS. All C/MPS are manned

by at least 21 PNP personnel. OIC and/or COPs of the 118 C/MPS are all PCOs.

3. Living the PNP Core Values Maka Diyos

Personnel of this PRO conducted lecture on Moral Recovery at RCEO

building with Pastor Jepty B Caraso JR., Host Pastor, Making Alliance Evangelical Church

2015 Eid’l Fitr Celebration Muslim PRO ARMM personnel attended the early morning congregational prayer “Sambahayang” at Salaam Police Mosque in connection with the Holy Month of Ramadhan.

Islamic symposium held a COC, Camp BG SK Pendatun and participated

by PNP PRO ARMM personnel.

Makabayan 114th Police Service Anniversary. This PRO celebrate 114th Police Service

Anniversary with the theme “Pambansang Pulisya: Patuloy sa Makabuluhang Paglilingkod at Makatarungang Pagpapatupad ng Batas” held at this PRO.

Makatao

Human Right Desks have been established in all units/offices of the PRO. A

total of 19 various seminars/lectures relative to Human rights were conducted and participated by 502 PNP personnel.

Makakalikasan

The PRO continuously supporting the DENR in protecting and preserving the natural and residual forest against illegal operations.

c. PNP Health Care Program. There were 58 PNP personnel were processed their expanded reimbursements of their hospital expenses.

a.3. Community-Based Information Networks. There are one thousand seven hundred forty-seven (1,747) Barangay Information Network maintained.

a.4. Enhancement Counter Intelligence (CI) Efforts Against Erring PNP

Personnel. Sixteen (16) personnel included in the CI Watchlist were identified; eight (8) allegedly supporters of ASG; two (2) allegedly conspired with the suspect/s in the illegal activities; one (1) allegedly involved in illegal drugs activities/illegal gambling; one (1) involved in gunrunning; four (4) illegal drugs; and two (2) kotong/illegal drugs protectors..

a.5. Foreign Liaison. There were 19 VIPs security operations conducted by this PRO. Likewise security operations were also undertaken during the conduct to five (5) foreign dignitaries in PRO ARMM.

a.6. CBI Conducted on PNP Applicants. There were a total of four

hundred eight (408) CBI conducted on PNP Applicants and Non-Uniformed Personnel by this PRO.

a.6. Intelligence Dissemination. For the period this PRO totaled 1, 061

intelligence products being disseminated and used by other offices and units. a.7. Anti-Criminality. For the period a total of five (5) arrested Most Wanted

Persons; and sixty-five (65) arrested Wanted Persons.

b. Investigation

b.1. Crime Statistics. For the

period from 01 January to 30 November 2015, a Total Crime Volume (TCV) of 3,872 was recorded; 1,920 are Index Crimes and 1,952 are Non-Index Crimes. Compared to the 3,461 TCV of same period last year, there was an increase of 929 (11.88%) incidents with an average monthly crime rate of 10.81 incidents per 100, 000 populations.

c. Operations

c.1. Anti-Criminality Initiatives. a. Police Visibility. The PRO intensified its efforts against street crimes and other criminality through the Lambat Sibat. Relatedly, a total of 9,099,396.00 man hours was spent in patrolling.

b. On Law Enforcement.

1. Campaign against illegal drugs. A total of Php 16,841,553.24 worth of illegal drugs and paraphernalia were confiscated to include marijuana leaves/plants. Likewise, 243 persons were arrested and 207 cases were filed in court.

2. Campaign against Carnapping. Anti-carnapping efforts resulted to

the recovery of six (6) vehicles and 23 motorcycles on various operations conducted. ten (10) persons were arrested.

3. Campaign against Bank Robbery. No incident recorded for the

period. 4. Campaign against Hijacking/Highway Robbery. No monitored

hijacking and highway robbery incident in AOR. 5. Campaign against Illegal Gambling. A total of 24 anti-gambling

operations were conducted that resulted in the confiscation of 66 slot machines and various illegal gambling paraphernalia and Php 18,069.69 bet money and 47 persons were arrested.

6. Campaign against illegal Logging. One (1) operation conducted

that resulted in the confiscation of 20 flitches assorted of good lumber. 7. Campaign against illegal Fishing operations. No incident recorded

for the period. 8. Campaign against Prostitution/Vagrancy and Child/Abuse

Pedophilia. One (1) operation conducted wherein one (1) Filipino victim. 9. Campaign against Smuggling/Piracy. No reported incident for the

period. 10. Campaign against Cattle Rustling. Seven (7) Operations resulted

in the arrest of three (3) cattle rustlers and the recovery of eight (8) animals. 11. Campaign against Syndicated Crime Groups/Criminal Gangs.

There was one (1) was in Sulu. 12. Campaign against Human Trafficking. A total of 691 victims of

human trafficking were rescued in the Region that resulted to the arrest of four-teen (14) persons. Victims were turned-over to the DSWD for proper disposition.

13. Campaign against Loose Firearms (Kontra Boga). A total of 170

assorted high powered and low powered firearms were confiscated and that resulted to the arrest of 133 persons.

14. Community Safety and Protection Program. No recorded for the period.

15. Community Oriented Policing System (COPS). There were 142

COPS established/maintained. 16. Civil Disturbance Management Operations. No recorded for the

period. 17. Search and Rescue Operations. Six (6) search and rescue

operations were conducted recording 2,282 man-hours spent for the period. 18. Disaster and Relief Operations. Initiated seven (7) Disaster and

Relief Operations with 1,312 man-hours spent.

19. VIP Security Operations. A total of 1,147 VIP Security Operation has been conducted with 108,435 man hours.

20. Traffic Management. A total of 610,356 man-hours were spent on

traffic management. 21. Airports and Seaports Security Operations. Recorded a total of

646 security operations on airports and seaports spending 119,765 man-hours. 22. Disaster Preparedness and Management. There were 18 activities

conducted in coordination with the LGUs and different stakeholders.

For the period of January to November 2015, RHS ARMM have catered various

services such as medical and dental consultations, admissions, and treatment, Medical Standbys, Reimbursements, and Medical Evaluations for schooling and PFT. The Medical has performed four thousand eight hundred twenty two (4,822) medical consultation, treatment and evacuation while the Dental Dispensary performed three thousand twenty four (3,024)dental consultation and treatment with a total of seven thousand eight hundred forty six(7,846) medical and dental cases that benefited PRO ARMM personnel, dependents and authorized civilians.
