Stage 2- Planning & Procurement

(a) (i) Pre- Statutory Planning and Design Submission to Local Authority

Having received appraisal approval in principle for the project from the local authority, the

following planning/design and cost plan information is required for the detailed planning & design

stage. The Approved Housing Body (AHB) will appoint a Design Team in accordance with public

procurement requirements and New Forms of Contracts to carry out this work.

General commentary The commentary should demonstrate how the proposed project

relates to the local context as well as how the project itself will

operate. This information is required to support the designs/ plans

listed above. It should include housing management aspects, future

boundaries, security measures and environmental aspects e.g. solar

panels, insulation and have regard to DoEHLG Delivering Homes-

Sustaining Communities.

(d) Post Planning Permission Cost Review

Following statutory planning permission, the Local Authority will review the cost plan and

check if the planning conditions impact on the project/budget.

The following information is required to be submitted to the Local Authority by the approved

housing body:-

1. Copy of Planning Permission

2. Planning conditions that have implications for the cost of the project or its re- design - list out significant design changes.

3. How does it deviate from the Project plan?

Review of Cost Plan. Is it in line with the cost plan? What are the variances?
