Recent progress has been significantly impacted by utility conflicts. Theseunforeseen conditions will eventually result in change orders that are anticipated in our risk analysis and revised program contingency budget with its increased confidence level. The project team has successfullydeveloped contingency plans with the contractor to continue work in other areaswhile utility conflict issuesget resolved to avoid work stoppage.Refer to the Attachment I for constructionprogress to date. The project team and the contractor are coordinating with the City of Oaklandto schedule night work to complete the two remaining sitesfrom the City of Oakland list. Utility coordination on a weekly basisis ongoingwith utility representatives to schedule facilities adjustments and unforeseen conflicts at construction work areas. ConstructionManagement District has implemented staffing changes and reorganized the construction delivery team to increase the technical and management capacity and capability of District staff in leading the BRTConstruction project. The Program Director will take a more hands-on role in the field, while the Senior Project Manager willassume new roles in Quality Assurance and as liaison with the Utility agencies. improve overall communication between construction management personnel, designer andcontractor. Another improvement being made is the creation of a multi-agency task forceassigned to proactively evaluate field conditions before excavation begins and when issues arefound to develop solutions that can be implemented in conjunction with ground breaking, inthose instances where unforeseen conditions are found after excavation, the same strike forcewill deploy immediately to investigate the situation and take steps to formulate an agencyapproved solution within a few business days.

To date, staff has processed a total of 452 submittals (including revisions) and 386 RequestsFor-Information(including responses).

Northern Layover:Board passed resolution 16-006 in January 2016 approving the modifications in theenvironmental review that includes the Northern Layover site on Northgate Avenue bySycamore Street underneath 1-980 overpass and adjacent to the BART tracks. Earlier this year,the City of Oakland and the Northgate community approached the District with their plansalong the Northgate Avenue to narrow the lanes, create on-street parking, and streetscapingCity offered to consider alternate locations for the BRT layover site including on-street layoverclose proximity to the BRT stations on Broadway between lgth and 20th. Staff identified various

on-street sites(see attachment 2) including the Greyhound parking lot that are close proximityto the BRT station and coordinating with the City team to get approval on the District'spreferred on-street layover location, 21st street between San Pablo Avenue and TelegraphAvenue. The new preferred ]ocation on 2].st Street being closer to the corridor will meanreduced cycle times and potentially faster and reliable BRT service.

The construction of Northern Layover is a separate allowance item in the BRT constructioncontract. The coordination with the City on finalizing the site location will not impact theconstruction schedule

Community Outreach and Public Engagement

The outreach team continues its outreach efforts along the BRT corridor on a daily basis

including in-person visits with key stakeholders and businesses, email and phone requests foropportunities to provide status update presentations, and participation in community eventsalong the corridor.

Our outreach team's focus remains on reducing temporary construction impacts such asparking loss, ensuring access to businesses is maintained, driveway blockages are avoided andoverall that businesses know when the major construction will arrive on their block. Ensuringsafe pedestrian access around construction sites and to businesses has been a recurring themefrom business owners and community leaders. The outreach team continues to stress theimportance of resolving construction issues as quickly as possible so as to minimize thedisruption to the community.
