Editorial: One of the challenges when looking at
international higher education trends is that it
is both an industry and a social movement.
Any observer of social change in western
society over the past 40 years can see the
effect of Marxist lecturers compounding
their social agenda on society. The reason
many faith (religious) organisations sponsor
universities worldwide is they recognise the
importance of controlling higher education
institutions in the battle for society’s ideas.
On the commercial side the largest university
in the USA is the University of Phoenix
which is a commercial university. Its main
commercial rival is Kaplan which has degree
granting institutions in several countries. The
World Trade Organisation has declared
education is an industry under the trade rules.
In most industries as new technologies come
along they rapidly spread either decreasing
the cost consumers pay or develop the
quality of the product being offered. This
does not happen in education because the
non-commercial (faith, non-profit and
public) higher education sector is primarily
motivated by spreading ideas rather than
either offering the best price or best student
learning outcomes. Many societies
(correctly) see higher education as a right
their citizens should have access to. This
requires society to subsidise in some way
higher education. This subsidisation of
higher education tends to distort the
education market.
The main degree awarding bodies operations
in most countries are the public and major
non-profit universities and their agenda is the
spreading of ideas not necessarily the narrow
core education knowledge students enroll to
obtain. This slows up the change technology
brings to this industry and makes predicting
the future practical change very difficult.

Dual Degree Programs St Clements Private Swiss University is registered in
a Swiss Canton as a private university. It is not
registered with the Swiss National Government and
as such like other private Swiss universities it is not
listed in the UNESCO World Higher Education
Database directory. All of its degrees are issued in
co-operation with professional qualification awarding
bodies.
In some countries Ministry of Education authorities
will only recognise degrees from universities listed
on the World Higher Education Database directory.
Thus if having a degree listed on the database is vital
for you it can be via our dual degree arrangements.

SCPSU - Business School Phnom Penh
On Tuesday the 14th June Mr Sotha Sothan and H.E
Dr Noun Samphea, Chancellor of St Clements
Institute, formally opened SCPSU (St Clements
Private Swiss University) - Business School Phnom
Penh.
Dr David Le Cornu spoke about how the SCPSU -
Business School Phnom Penh was going to enable
Cambodian students to study the first and second
year of a Cambodian Bachelor degree and transfer
into the third year of a United Kingdom Business
Administration Bachelor degree.
While all UK universities are expected to accept
appropriate OFQUAL accredited diplomas for
exemptions into their courses this program has a
formally organised agreement with Anglia Ruskin
University, Southampton Solent University,
University of Sunderland London Campus,
Northampton University, Coventry University,
Cardiff Metropolitan University, Bolton University
and University of Bedfordshire for students to
transfer into their degree programs.
At the opening a few Cambodian Graduates from UK
universities spoke about the cost of studying in the
UK and their experiences of studying a UK degree.
SCPSU - Business School Phnom Penh will also
offer a ‘Foundation Program’ Diploma Level 3 in
Business Administration to help students prepare to
study a Bachelor of Business Administration degree.

Graduation Convocation
Saturday 5th
of November 2016
If you have not formally graduated come to
Singapore and participate in this very special 10th
event. Graduates from throughout the world are
encouraged to formally graduate at this event and
make it a multi-national convocation.
Since 2006 when the event was first held in
Singapore it keeps getting better and better. While
the bulk of the graduating students came from
Perguruan Tinggi Akademi Sekretari & Manajemen
Cendana, Indonesia students from over 20 countries
have graduated at this event.
This year it will be held in conjunction with a
Leadership Seminar where lecturers of various
organisations will meet on the Thursday and Friday
before the convocation to learn, exchange ideas and
benchmark their own good practices against the best
international ones.
All St Clements Community members are
encouraged to join this Leadership Seminar and
participate in the Graduation Convocation. For

Chartered Professional Bodies (UK and
USA)
A Royal Charter is a way of incorporating a body and
was originally the only way in the UK a body could
become incorporated. With the event of company
registrations the granting of Charters is now a rare
event. These days Royal Charters are only given to
professional bodies which represent a field of activity
which is unique and not covered by other
professional bodies and the incorporation by Charter
is in the public interest.
Once incorporated the body surrenders aspects of its
internal control to the Privy Council as Amendments
to the Charter and have to be approved by The Queen
in Council - in practical terms the Government. A
maximum of one or two bodies gain Chartered status
per year. In the USA the word “Charter” only needs
to be listed in the name of the professional body for it
to be called a Chartered Professional Body.
International Association of Business
Computing
This professional body (old website address
www.iabc.demon.co.uk) appears to have
disappeared. Would any reader with information
about the IABC please let the editor know at
Guild of Industrial, Commercial &
Institutional Accountants
This body was first incorporated in 1956 and
obtained a Federal Charter in 1961. It is designed to
recognise “in-house” accountants in various
Canadian organisations. It offers two grades of
membership, Associate and Accredited. Associate
membership is available to bookkeepers and students
studying an accounting program. Accredited
members must have graduated from an approved
course and have proven experience.
Catering Institute of Australia
Nearly twenty years ago the Catering Institute of
Australia collapsed, members just stopped being
asked for fees and other communications stopped. It
appears those who were members in Western
Australia kept operating and have re-established the
Institute there as the Catering Institute of Australia
(WA).
The Business Management Association
(UK)
The Business Management Association (UK) has re-
structured its membership grade five level.
Companion of the Business Management Association
(CBMA) membership is only available by invitation
from the BMA Council. Fellow of the Business
Management Association (FBMA) candidates must
have five years proven managerial experience and
passed the association’s final examination. Member
of the Business Management Association (MBMA)
candidates must have three years managerial
experience and have passed the final examination of
the association. Associate of the Business
Management Association (ABMA) candidates must
have one years proven managerial experience and
prove they have qualification suitable for the award.
Affiliate of the Business Management Association
candidates (AffBMA) candidates must either follow
a course of study in pursuit of an award or be
studying an equivalent award of another organisation.
They have also established the division of Certified
Business Management Accountant that recognises
both Fellow Certified and Member Certified levels.
Canadian Institute of Management
The Canadian Institute of Management has
announced that it recognises the credentials of
members of the Canadian Institute of Certified
Administrative Managers. This partnership
agreement between these two bodies should
strengthen both as Canadian professional bodies.
Institute of Manufacturing Accredits
University of Hertfordshire Degree
Programs
The Institute of Manufacturing has recently
accredited the University Hertfordshire Master of
Science in Manufacturing Management and Master
of Science in Operations & Supply Chain
Management degree programs. Graduates from these
programs will be entitled to Fellow membership
grade of the Institute. Once they have 2 years
manufacturing management experience they will be
eligible to apply for the Certified Manufacturing
Practitioner Award.

OFQUAL Diploma 3: This is a Foundation year program. Graduates can
enter the Business Administration program of a number of UK universities.
OFQUAL Diploma 4: This is equivalent to the first year of a Business
Administration degree. Graduates can enter the second year of a UK
Business Administration program at a number of UK universities.

Medan Promotional Event
Perguruan Tinggi Akademi Sekretari & Manajemen
Cendana, Indonesia held a promotional event on
Saturday the 25th June 2016. Professor Dr Nagar Lai
and Dr Monica Chan represented St Clements
University at this event. Dr Chan was the keynote
speaker.
Dr Monica Chan has been a Banking Executive since
she graduated with a Ph.D in Economics from
Southern Illinois University at Carbondale. She also
holds a Masters degree in Government from Harvard
University and has practiced Applied
Macroeconomics and Financial Economics globally.
Dr Chan is also an Adjunct Professor and shares with
the university students the practices and
implementation of economic and financial theories,
academic theory enhancement and modification to
improve investment performance, risk management
and financial analyses out of pure theoretical
environment.
She has recently been appointed as the Advisor to the
St Clements University International Academic
Council on Global Economic matters and has been
invited to give talks to students at various St
Clements University Associated Campuses or
Institutions.
It was a very successful event with around 500
people in attendance. This included existing students
of the College, Alumni, Parents, High School Head
Masters and Lecturers. During this event several
Alumni of the College who have completed a
Bachelor of Business Administration in
Entrepreneurship Degree from St Clements
University were awarded the College Young Leader
Award. This Award is given to outstanding Alumni
who have accomplished several life achievements at
a young age of mostly below the age of 30. Some of
the young leaders are operating their own businesses
or learning the ropes to taking over their family
businesses. Many are working as middle level
managers with local and foreign companies.
These Alumni took the opportunity to share their
experiences with the Perguruan Tinggi Akademi
Sekretari & Manajemen Cendana and gave some
very inspiring speeches that motivated the existing
students in their pursuit of success.
St Clements Institute News
Special Awards Day at St Clements
Institute
On Saturday the 11th June St Clements Institute held
a special awards day where high profile members of
St Clements University received awards, three
students were given study scholarships and a few
students were given IMS student membership.
Professor Dr Nagar Lai, International Member of the
St Clements Institute, chaired the event as the Board
of Trustees Chairperson and Chancellor were not
available.
At this event Dr Tak Kwong Ho was awarded a
Certificate of Recognition for his sponsorship of the
three students who were studying at the Institute. Dr
Monica Chan was given a certificate recognising her
as an Adviser to the St Clements University
International Academic Council on Global Economic
matters. The three students Dr Ho gave sponsorship
to received Scholarship Certificates.
Dr Tak Kwong Ho is an Alumni of St Clements
University and it is great to see one of our successful
Alumni helping students grow through education. Dr
Ho and his wife Dr Ng Kim Ling are major
contributors to a range of Hong Kong and other
charities in Asia. As well as these sponsorships he
also donated a PC to SCI for the administration office
to use. It is hoped he keeps up this wonderful work
going.
Promotion of SCPSU Bachelor of
Business in Entrepreneurship to St
Clements Institute Students On Sunday the 12
th June St Clements Institute held a
seminar for students wishing to know more about the
dual option of studying a SCPSU Bachelor of
Business in Entrepreneurship while studying their
SCI Bachelor of Management of Banking and
Finance and Bachelor of Business Management.
Professor Dr Nagar Lai, Dr Tak Kwong Ho, Dr Ng
Kim Ling and Dr Monica Chan spoke about their
business careers and roles as entrepreneurs. Dr David
Le Cornu spoke about how the most important
economic resource a Cambodian can have is its
Entrepreneurship skills and how the Bachelor of
Business in Entrepreneurship is designed to help
develop this in the individual.
Students who join the program will be given credit
for the subjects they study for their SCI degree and
complete a major capstone thesis project where they
marry their academic theory learning from their SCI
degree to develop a new business.

University of Information Science and
Technology “St. Paul the Apostle”
Ohrid, Republic of Macedonia
The University of Information Science and
Technology (UIST) “St. Paul the Apostle”, is a
higher education state institution located in Ohrid -
Republic of Macedonia. UIST is committed to

field of information sciences and technology, and
according to the ranking list composed by Shanghai
Jiao Tong University, is currently ranked 4th out of

Curtin University offers Internship
with Credits
In an article by Tim Dodd he says “Business students
at Curtin University will soon have a new way to get
an internship experience following an arrangement
between the university and the WA Chamber of
Commerce and Industry. The Chamber will offer
internships with its more than 9000 member
businesses to undergraduate students doing a
bachelor of commerce or a bachelor of business
administration and will set up an office on campus to
arrange placements…Students would gain credit
towards their degree from doing an internship under
the scheme…To be part of the internships scheme
students must have completed the first year of their
degree and done an employability skills course. The
internship itself will be an integral part of a unit
called business internship which will count towards
their degree”.
University of Northampton
The University of Northampton was formed in 1999
by the amalgamation of a number of training colleges
and gained full university status in 2005. It has total
enrollments of approx 14,000. The foundation school
was Northampton Technical College which was
started in 1924. The University of Northampton is the
co-sponsor of two University Technical Colleges
(UTCs) which are a relatively new concept in
education designed to offer 14-19 year olds an
opportunity to take full time, technically oriented
courses.
Skyline University College UAE
Skyline University College is one of the developing
universities registered in the United Arab Emirate of
Sharjah. Sharjah is a neighbouring Emirate to Dubai,
which has developed an education complex
“University City of Sharjah” to encourage
international universities open up campuses in
Sharjah rather than the better known Emirate of
Dubai. It is advertised extensively in Nigeria and
teaches its programs in English.
Franklin University Switzerland
Franklin University Switzerland is one of the first
dual international universities to register in
Switzerland. It was registered in the USA state of
Delaware as Franklin University Switzerland in
1969. After becoming licensed by the State Board of
Education as a Delaware institution of Higher
Education and as Franklin University Switzerland it
registered in the Swiss Canton of Berne. Over the
past 47 years it has become accredited by the
Commission on Higher Education of Middle States
Association of Colleges and Schools, the regional
accreditation agency, which accredits Delaware
schools and the Swiss University Conference which
accredits its major study programs. It is one of the
most successful dual American/Swiss universities
operating in Switzerland.
Coventry University
The Coventry University is situated in Coventry
England. It also has campuses in London and
Scarborough and has a Confucius Institute within its
campus. Confucius Institutes are Chinese education
culture and language organisations the Chinese
government encourages co-operation with, outside of
their education establishments. Coventry University
offers a limited range of courses in a number of
overseas locations such as Oman, China, India
(Bangalore) and European partner institutions.

The Institute of Professional Financial Managers again offers St Clements
University Graduands the opportunity to graduate at their annual convocation. Dr
David Benjamin, the President of the Institute of Manufacturing, will be receiving
his Doctor of the University from St Clements University at this event. He is also
the Tutor of the Institute of Manufacturing Executive Diploma in Manufacturing
Management program and it is this role he qualifies for the award.

Professor Dr Nya Joe Jacob
B.Sc Ed (Physics),
M.Sc (Physics),
Ph.D
Professor (Dr) Nya Joe Jacob is a native of
Nigeria. He holds a B.Sc Ed Physics (Unical,
Nigeria), M.Sc Physics (BUK & Ph.D in Renewable
Energy Technology - Industrial Physics (St Clements
University, British West Indies). Prof (Dr) Jacob was
appointed a Professor of Engineering Management
by The University of Business Technology USA on
December 12, 2015. Prof (Dr) Nya Joe Jacob has also
lectured at the University of the Gambia, West
Africa; New Creation University, Gambia; Federal
College of Education, Kano, Nigeria; Adeniran
Ogunsanya College of Education, Igando Campus,
Lagos Nigeria; and has a very interesting zeal for
research on renewable energy technology,
science/mathematics education.
He has presented academic research papers on
Biomass Technology at international conferences in
the USA, Africa and many other conferences in the
Gambia. He has many Peered Reviewed Research
Publications in International Journals. Prof (Dr) Nya
Joe Jacob is a seasoned academic and has the passion
for research and teaching. He is an External
Examiner to a number of universities at both
Undergraduate and Postgraduate levels, viz- New
Creation University Gambia. Facilitator of PSI/PMI
Training of Gambia Science Teachers for New Jersey
Center of Teaching & Learning USA, and many
others.
Prof (Dr) Jacob served as Adjoint Lecturer &
External Examiner to Post Graduate School of
Université Bilingue Libre du Togo (Liberal Bilingual
University of Togo), Lomé, Republique Togolaise,
2014-2015 and as Dean of the Faculty of Science &
Technology, West African Union University,
Cotonou, Republic of Benin 2015-Jan 2016. He is the
Adjoint Lecturer and External Examiner to Post
Graduate School of Universite Polytechnique
Internationale DU Benin, Cotonou 2014-2016 and
the Vice-Chancellor of University CERCO, Cotonou
Republic of Benin English Section, 2015-date.
He has supervised many postgraduate projects at
Postgraduate Diploma, Masters and Ph.D levels, and
has several publications in scholarly journals and
conferences. He has developed science curriculum
for Universities and colleges, engaged undergraduate
