The Principal’s March 2011 forecast was not available to be included within the projections at the time this document was prepared.

The data show that since 2006-07, the enrolment at St. Brendan School has declined from 212 to 120 students. This represents a drop of 92 students. Furthermore, there has been less than 200 students at St. Brendan since 2007-08.

The data show that since 2006-07, the enrolment at Nesbitt School for the Core Program has declined from 221 students to 158 students in 2010-11. This represents a drop of 63 students.

In the graphs that follow, the population data provide historic counts by age (including births and preschoolers) of all children that have lived in the St. Brendan’s, Dalkeith’s and Nesbitt’s Core Program catchment area for each year. From Census data, Baragar noted that there is a positive assumption in births supported by the fact that there were considerably more women aged 20 to 34 living in all of these catchment areas in 2009 than there were in 2001. However, in four years time, it is not known how many of these children will be eligible to attend English school because of Laws 101, 105 and 115. The 2010 birth registry data for Quebec will not be available to Baragar until the summer of 2011.

EDUCATIONAL PROGRAM In 2010-11, St. Brendan School offered the Core Program in Kindergarten to Cycle 3. St. Brendan School is classified as an Inner City Category III school.

Dalkeith School also offers a Core Program from Kindergarten to Cycle 3. A PELO Program (Programme d’enseignment de la langue d’origine) for Italian is offered there.

Nesbitt School offers both Core and French Immersion programs from Kindergarten to Cycle 3. It is classified as an Inner City Category III school. A PELO Program for Italian, Portuguese and Tamil are offered there.

C. RATIONALE

In the annual review of the Three-Year Plan, the Long Range Planning Committee compared the enrolment in this area of the territory with the number of student places available in the Core Program. Enrolment

Based on September 30, 2010 enrolment figures, the difference between the number of student places available and that required for St. Brendan School, Dalkeith School and Nesbitt School Core Program is 1243. The consolidation of the population of elementary schools offering the Core Program in this area of the network would ensure a more efficient use of the space at either the Dalkeith or at the Nesbitt facilities and offers greater educational resources for the population. As St. Brendan and Nesbitt are designated as Inner City Schools Category III, relocated students would continue to benefit from the Inner City grants and subsidies.

D. PROPOSED NEW CORE PROGRAM BOUNDARY FOR THE CONSOLIDATION OF ENROLMENT OF ST. BRENDAN WITH DALKEITH AND/OR NESBITT CORE PROGRAM AND NEW DISTINCT BOUNDARY

A distinct boundary is annexed in its entirety to another distinct boundary, whereas a program boundary can be subject to division. The distinct boundary determines a program boundary for a school as it is “the foundation” for the transportation boundary. Therefore, annexing the distinct boundary of St. Brendan considers only schools whose distinct boundaries are adjacent to St. Brendan’s distinct territory. Using September 30, 2010 enrolment data, consideration of the school that most of the students who live in St. Brendan’s distinct boundary (page 10) go to, is taken into account regardless of the program the schools offer (Nesbitt - 23 students). Obviously, St. Brendan’s enrolment cannot be considered. Consequently, a proposed new Core Program boundary must “totally overlap” the new proposed distinct boundary. Adhering to the previously stated conditions, the proposed annex of St. Brendan’s distinct boundary has to be considered first before determining any proposed program boundary. In Scenario 1, consideration is given that St. Brendan’s enrolment will be consolidated with Dalkeith. Consequently, the proposed Core Program boundary for Dalkeith must “totally overlap” St. Brendan’s distinct boundary. No other Core Program boundary can overlap the St. Brendan distinct boundary. Ignoring that most students in St. Brendan’s distinct boundary go to Nesbitt, St. Brendan’s distinct boundary is annexed to General Vanier because it offers the Bilingual Program. However, in Scenario 2, the distinct boundary of St. Brendan is annexed to Nesbitt’s distinct boundary and the new proposed Core Program boundary for Nesbitt for those scenarios recognizes all conditions previously stated.

E. CRITERIA

• St. Brendan School has a low enrolment. • A decline in enrolment at St. Brendan School is projected for subsequent years. • Dalkeith has a low enrolment. • A decline in enrolment at Dalkeith School is projected for subsequent years. • Nesbitt School’s Core Program has a low enrolment. • A decline in enrolment at Nesbitt for the Core Program is projected for subsequent years. • St. Brendan, Dalkeith and Nesbitt offer the Core Program. • In reviewing the inventory of elementary school facilities within the EMBS network and

recognizing that the elementary enrolment will continue to decline, the St. Brendan facility may be better suited to house an older clientele instead of continuing to house an elementary one.

• Regardless the scenario, all schools offering the Core Program will have large program boundaries.

• The consolidation of the Core Program enrolment in this area would ensure a more efficient use of the space at either facility and offer greater resources for the population.

• Facility location and transportation distances of where Core Program students live has been considered for each scenario.

• The enrolment at St. Brendan is small and the students can be accommodated in either school facility easily.

• Dalkeith School is the only school offering the Core Program located east of Hwy. 25. • To consider Scenario 1, the fact that most students who live in St. Brendan’s distinct

boundary go to Nesbitt must be ignored. • In keeping with the preceding statement and noting which school most students go to,

the distinct boundary of St. Brendan is annexed in its entirety to either General Vanier’s (Scenario 1) or Nesbitt’s (Scenario 2) distinct boundary.

• On determining proposed Core Program boundaries, all scenarios have a new proposed Core Program Boundary that totally overlaps their respective new proposed distinct boundary.

• Financial considerations: Based on the salary scale as of April 2010*, there would be savings in the order of

$207,490 which include the following: secretary (1), caretaking staff (1.5), principal (1), library technician (0.2).

*An agreement in principal on salaries, pension plans and parental rights was reached in June 2010. The 5-year collective agreement provides for fixed salary increases of 6.0% and variable increases based on economic growth (up to 3.5%) and inflation (1%) for a potential total of 10.5%. At the time of writing this document, it is unknown when these increases will be in effect.
