Record Note of the 36th Meeting of Scheme Steering Committee (SSC) held on

09.02.21 through VC on SFURTI Scheme under the Chairmanship of Secretary,

MSME

1. At the outset, JS (ARI) welcomed Secretary (MSME), AS&DC, and other members of the SSC

to the 36th meeting of the SFURTI SSC. The list of the participants is placed at Annexure.

2. JS (ARI) presented a detailed timeline of activities to implement the SFURTI clusters within a

maximum period of 7 months from the date of approval by SFURTI Scheme Steering

Committee. It was discussed with the Nodal Agencies, Technical Agencies and Implementing

Agencies present and it was decided to take all necessary measures to implement the

clusters approved in FY 2020-21 as per the revised timelines.

3. Agenda Item 1:

Since no representation/ observation was received inrespectofdecisionsofthe 35th meeting

of SSC, minutes of the 35th meeting of the SSC heldon 17.11.2020 were noted and

confirmed.

4. Agenda Item 2:

Consideration of 5 proposals received from KVIC, Mumbai, 1 received from IMEDF,12

received from PPDC Agra, 5 received from IIEG, 8 received from IGTR Indore and 6 received

from CoHands respectively.

a. 5 Proposals by KVIC are as under

1. Bhandara Forest Based Lac Processing Cluster, Maharashtra The Bhandara Forest Based Lac Processing Cluster, Yavatmal, Maharashtra was presented by Representative of Nodal Agency (NA) before the SSC as a Regular Cluster with 557 artisans (223-SC, 273-OBC, 51-ST, 10- NT, 02- Others). Out of 557 artisans, 325 (58%) artisans are women. The major activity of the cluster is to produce wide range of Lac Products such as Button Lac, Wood polish, Toys, Bangles, Chapda, Liquid colour paint, Designed craft, Cosmetic oil, Bleached lac, Organic colour dye, Handicraft items etc. and the core objective of the cluster is to organize traditional artisans in cluster mode and upgrade their skills associated with the lac processing etc. The proposed CFC shall procure and provide high quality lac at reasonable cost as well as design support through reputed designers and it was told that instant cluster is Brown Cluster and scale of production is planned manifold and private level branding also will be done. It was informed that the economic benefit expected by these interventions will be a significant incentive/ remuneration from present

It was decided by the Committee that the performance of the NA and the TA should be measured based on the achievement of the proposed outcome and the same should be monoitored on a periodic basis. Representative of NA explained that marketing tie-up for the cluster has been planned/ LOI received from KVIO Ventures Private Ltd. a PPP initiative by KVIC. The total cost of the project is Rs.293.47 lakhs, whereas Rs.269.866 lakhs support has been sought under SFURTI assistance.The SSC considered the project and approved with a financial assistance of Rs.269.866 lakhs. 2. Deep Hast Shilp Wooden Toys Cluster, Udaipur,Rajasthan The Deep Hast Shilp Wooden Toys Cluster, Udaipur, Rajasthan was presented by Representative of Nodal Agency (NA) as a Regular cluster, with total project cost of Rs.162.99 lakhs. The total no. of artisans who would get benefited under SFURTI intervention through this cluster will be 250 artisans (05-SC, 92-ST, 01- Minority, 11-OBC, 47- Others). The major cluster activities are to making Wooden Toys, Wooden Accessories. Wooden Kitchen Utensils and Wooden Decorative items. This project will also empower the rural artisans to get transformed into self-reliant and income generation. There is no such other clusters nearby and this cluster will serve as common Facility Centre not only for the artisans but also for the artisans from the nearby area.

Representative of NA explained that marketing tie-up for the cluster has been planned/ LOI received from KVIO Ventures Private Ltd. A PPP initiative by KVIC. On the query of the Committee on the availability of wood as a raw material, it was assured that there is no restriction of availability of the same. The total cost of the project is Rs.162.99 Lakh whereas Rs.150.017 lakh support has been sought under SFURTI assistance. It was told that on completion of the cluster there will be an increase in monthly income of beneficiaries from Rs.5000/- to Rs.26368/- p.m. at the end of the 5th year. The SSC considered the project and approved with a financial assistance of Rs.150.017 lakhs.

3. Majlishbag Bamboo Handicrafts Cluster, West Bengal The Majlishbag Bamboo Handicrafts Cluster, Maldah, West Bengal was presented by Representative of Nodal Agency (NA) as a Regular cluster under SFURTI Scheme. The proposal is from Aspirational District. The total no. of artisans who would get benefited under SFURTI intervention through this cluster will be 307 (307 - ST) Male-142, Female-165. The major activity of the Cluster is Bamboo Toys, Bamboo Broom, Bamboo mat and mat-based products, Straw & spoon, Toothpick, Furniture (Sofa set), Furniture (Cot), Bamboo board for making panel, furniture and other utility products, Activated Carbon / Charcoal, Bamboo House etc. It was confirmed by NA of cluster that land and SPV Registration has been arranged and efforts are being made to implement this cluster as Model SFURTI Cluster. Integrated interventions under SFURTI will support in elevate the turnover of the cluster and will improve the wages of the artisans over the project period. The KVIC official informed the committee that, there is no existing/ upcoming cluster created by State/ Central Govt. in the same area. However, convergence will be done with the state Handicraft Corporations and other suitable agencies for the benefit of artisans & cluster. The prime objective of the cluster is to establish a cluster with minimum drudgery with maximum productivity and to meet the market need. It was explained that on completion of the cluster there will be an increase in monthly income of beneficiaries from Rs.2400/- to Rs.9000/- p.m.at the end of the 5th year Representative of NA explained that marketing tie-up for the cluster has been planned/ LOI received from KVIO Ventures Private Ltd. A PPP initiative by KVIC. The total cost of the project is Rs 210.42 lakhs, whereas Rs. 193.72 lakhs support has been sought under SFURTI assistance.The SSC considered the project which is a tribal cluster and approved with a financial assistance of Rs.193.72 lakhs. 4. Sirmour Beekeeping Cluster, Sirmur, Himachal Pradesh The Sirmour Beekeeping Cluster, Sirmour, Himachal Pradesh was presented by Representative of Nodal Agency (NA) as a Regular Cluster, The total no. of beekeepers who would get benefited under SFURTI intervention through this cluster will be 300 (147- SC, 45- OBC, 108- Others). This the Implementing Agency of this Cluster is a KVIC’s institution as such it is deemed SPV.

The main objective is to establish a Beekeeping Cluster at Rajgarh Block of Sirmur District of Himachal Pradesh is to regenerate the traditional honey hunting presently practiced by the artisans into scientific beekeeping/ apiary with honey processing industrial techniques coupled with branding and marketing. It was also narrated that honey will be major product and value addition of the by -products such as Royal Jelly , Bee wax, mono floral honey and other beehive products and lotions also will be produced. It was told that the TA of this Cluster is a honey and its associated products trading agency and agreed to purchase entire honey produced by the enlisted beekeepers. Besides above, representative of NA also explained that marketing tie-up for the cluster products has been planned/ LOI received from KVIO Ventures Private Ltd. a PPP initiative by KVIC. It was told during the deliberations that on the project completion at 100% capacity utilization, there will be a substantial increase in Beekeepers’s earnings about Rs.10000 per month from present earnings of Rs.2100/- p.m. at the end of the 5th year. The total cost of the project is Rs 255.76 lakhs, whereas Rs.245.394 lakhs support has been sought under SFURTI assistance.The SSC considered the project and approved with a financial assistance of Rs.245.394 lakhs. 5. Dhemaji Traditional Embroidery Cluster, Dhemaji, Assam The Dhemaji Traditional Embroidery Cluster, Dhemaji, Assam was presented by Representative of Nodal Agency with a proposed strength of 250 artisans (119-ST, 131-OBC). 100% artisans are women. The major activity of the cluster is embroidery and making value added products such as Designed Table Cloth, Mekhla Chaddar, Cushion Cover, Frock, Saree, Suridar, waist Coat, Silk Designer Sarees etc. This is an attempt to bring the existing women artisans in o the value chain through planned interventions under SFURTI. In the presentation they brought out various product ranges that they would be now developing with marketing linkages and various other activities that they will be doing including soft intervention and list of machineries and plants. It was told that on project completion at 100% capacity utilization, the monthly income level of the artisans may be increased from Rs.3000/- to Rs.6000/- at the end of 3rd year. Representative of NA explained that marketing tie-up for the cluster has been planned/ LOI received from KVIO Ventures Private Ltd. a PPP initiative by KVIC.

The total cost of project is Rs.170.66 lakh, whereas Rs.163.88 lakh support has been sought under SFURTI assistance. The SSC considered the case and approved the cluster proposal with financial assistance of Rs.163.88 lakh.

b. The proposal received from IMEDF is as under

1. Channapatna Lacware Toys Cluster, Ramanagara, Karnataka The Channapatna Lacware Toys Cluster, Ramanagara, Karnataka was presented by the representative of the Nodal Agency with proposed strength of 250 artisans (42 women, 37 SC, and 176 OBC) as a 'Regular Cluster' under the SFURTI Scheme. The total cost of the project is Rs. 260.39 lakh, whereas Rs.239.122 lakhsupport has been sought under SFURTI assistance. The major activity of the cluster is to make natural dyed wooden toys, with the locally available material. The Nodal Agency was informed that the Ministry is already tying up with various institutions to improve the designs of toys and the proposed cluster may also be connected with thses interventions.The machinery shall enable the artisans to produce wooden toys on a large scale with a wide range of products and open online and B2B markets. It will increase the artisan’s income from Rs 3,500 to Rs 15,000 over a span of five years.

The SSC considered the case and it is benefiting a large SC/OBC population found the proposal to be useful and thereby approved the cluster proposal with a financial assistance of Rs.239.122 lakh.

c. The 12 proposals received from PPDC are as under

1. Stone Carving Cluster, Karauli, Rajasthan Stone Carving Cluster, Karauli, Rajasthan was presented by representatives of the Technical Agency, Nisarg Agripreneurship Foundation, with proposed strength of 825 no. of artisans (with 815 Male, 10 Female. SC: 788, ST: 07, OBC: 30) as a 'Major Cluster' under SFURTI Scheme. This cluster is in an Aspirational District with 95% SC Artisans. The major activity of the cluster is production of various high quality Stone Handicraft Products. The prime objective is to increase the income of cluster artisans through providing production, design, marketing and value redistribution infrastructure to the cluster. Technical Agency stated that they will be utilizing their MONETARI App, Fankaar App (for Design Development and artistic collaboration), 4.0 interventions such as 3D printing, VR based Tours, Prototype Development to promote customer co-ownership, CNC IoT devices and Blockchain technology as a part of their “Smart Artisan Initiative”, to ensure the benefits received by the artisans. Further, on project completion at 100% capacity utilization, there will be an increase in beneficiary income from Rs. 5,000/month to about Rs. 10,498/month at the end of 1st year.

The total cost of the project was presented at Rs. 383.4 Lakh whereas Rs. 351.51 Lakh support has been sought under SFURTI scheme. The SSC considered the case and approved the cluster proposal with a financial assistance of Rs. 351.51 Lakh. Further, the SSC directed NA to take maximum efforts for completing this cluster within six months from project approval, i.e. by August 2021.

2. Hand Embroidery and Craft Cluster, Jaisalmer, Rajasthan Hand Embroidery and Craft Cluster, Jaisalmer, Rajasthan was presented by representatives of the Technical Agency, Nisarg Agripreneurship Foundation, with proposed strength of 726 no. of artisans (with 377 Male, 349 Female. Gen: 233, SC: 149, ST: 40, OBC: 304) as a 'Major Cluster' under SFURTI Scheme. This cluster is in an Aspirational District. The major activity of the cluster is production of High quality Handmade embroidered apparel and household decor products. The prime objective is to increase the income of cluster artisans through providing production, design, marketing and value redistribution infrastructure to the cluster. It was shared by the Technical Agency that they will be utilizing their MONETARI App, Fankaar App (for Design Development and artistic collaboration) and Blockchain Technology in both forward and backward linkages to ensure the benefits received by the artisans. Further, on project completion at 100% capacity utilization, there will be an increase in beneficiary income from Rs. 4,800/month to about Rs. 8,200/monthat the end of 1st year.

The total cost of the project was presented at Rs. 264.6 Lakhs whereas Rs. 243.6 Lakh support has been sought under SFURTI scheme. The SSC considered the case and approved the cluster proposal with a financial assistance of Rs. 243.6 Lakh. Further, the SSC directed NA to take maximum efforts for completing this cluster within six months from project approval, i.e. by August 2021.

3. Carpet and Durrie Making Cluster, Sitapur, Uttar Pradesh Carpet and Durrie Making Cluster, Sitapur, Uttar Pradesh was presented by representatives of the Technical Agency, Nisarg Agripreneurship Foundation, with proposed strength of 747 no. of artisans (with 441 Male, 306 Female. Gen: 462, SC: 20, OBC: 265) as a 'Major Cluster' under SFURTI Scheme. This cluster product falls under ODOP initiative of Government of Uttar Pradesh. The major activity of the cluster is production of High quality Handmade Carpets and Durries with modern designs and motifs while maintaining the traditional nature of the cluster products. The prime objective is to increase the income of cluster artisans through providing production, design, marketing and value redistribution infrastructure to the cluster. It was shared by the Nodal Agency that they will be utilizing their MONETARI App, Fankaar App (for Design Development and artistic collaboration), 4.0 interventions such as VR based marketing, 3D design development to enable customer co-ownership and Blockchain Technology in both forward and backward linkages to ensure benefits received by the artisans. Further, on project completion at 100%

capacity utilization, there will be an increase in beneficiary income from Rs. 3,000/month to about Rs. 10,000/monthat the end of 1st year.

The total cost of the project was presented at Rs. 323.05 Lakh whereas Rs. 296.845 Lakh support has been sought under SFURTI scheme. The SSC considered the case and approved the cluster proposal with a financial assistance of Rs. 296.845 Lakh. Further, the SSC directed NA to take maximum efforts for completing this cluster within six months from project approval, i.e. by August 2021.

4. Value Addition of Medicinal and Aromatic Plants Cluster, Chamoli, Uttarakhand Value Addition of Medicinal and Aromatic Plants Cluster, Chamoli, Uttarakhand was presented by representatives of the Technical Agency, AVVS, Lucknow, with proposed strength of 303 no. of artisans (with 205 Male, 98 Female. Gen: 256, SC: 36, ST: 11) as a 'Regular Cluster' under SFURTI Scheme. The major activity of the cluster is production of High quality value added products of organic medicinal and herbal plants such as Tulsi, Ginger, Bayleaf, etc. which have a huge demand in the post-Covid world. The prime objective is to increase the income of cluster artisans through providing production, value addition, product development, marketing and value redistribution infrastructure to the cluster. Technical Agency stated that they will be utilizing their MONETARI App, 4.0 interventions such as IoT based Color sorting, and Eugenol and Gingerol Sensors for quality control, and Blockchain Technology in both forward and backward linkages to ensure benefits received by the artisans. Further, on project completion at 100% capacity utilization, there will be an increase in beneficiary income from Rs. 3,000/month to about Rs. 9,583/monthat the end of 1st year.

The total cost of the project was presented at Rs. 204.5 Lakhs whereas Rs. 196.275 Lakh support has been sought under SFURTI scheme. The SSC considered the case and approved the cluster proposal with a financial assistance of Rs. 196.275 Lakh. Further, the SSC directed NA to take maximum efforts for completing this cluster within six months from project approval, i.e. by August 2021.

5. Moonj Handicrafts Cluster, Sultanpur, Uttar Pradesh

Under the SFURTI Scheme, Moonj Handicrafts Cluster, Sultanpur, Uttar Pradesh was represented by the Technical Agency, Centre of Technology and Entrepreneurship Development (CTED), as a ‘Regular Cluster’ with proposed strength of 525 Artisans (Male – 16, Female – 509 (97%), SC-46, OBC-455 (87%), Gen-24). This cluster is in an Atmanirbhar Bharat Abhiyan District and the cluster product falls under ODOP initiative of Government of Uttar Pradesh for sultanpur. The major activity of the cluster includes making of various value-added products from Moonj (wild grass).

It was informed that the economic benefits reaped by this cluster will serve as major incentives for the artisans which will enable them to have better technology and market tie-ups. It was told that on projectcompletion at 100% capacity utilization, there will be an increase in beneficiary income from Rs. 5,000/month to about Rs.

The total cost of the project was presented at Rs. 226.74 Lakhs whereas Rs. 208.743 Lakh support has been sought under SFURTI scheme. The SSC considered the case and approved the cluster proposal with a financial assistance of Rs. 208.743 Lakh. Further, the SSC directed NA to take maximum efforts for completing this cluster within six months from project approval, i.e. by August 2021.

6. Handicraft and Jute Cluster, Fatehpur, Uttar Pradesh

Under the SFURTI Scheme, Handicraft and Jute Cluster, Fatehpur, Uttar Pradesh was represented by the Technical Agency, Centre of Technology and Entrepreneurship Development (CTED), as a ‘Major Cluster’ with proposed strength of 750 Artisans – (All Women), SC-22, OBC-707, Gen-21. This cluster is in an Aspirational District and also in an Atmanirbhar Bharat Abhiyan District. The major activity of the cluster includes making of various value-added products from Jute (Bags, Folders, Carry Bags, Laptop Bags, Mats, Fusion Bags).

It was informed that the economic benefits reaped by this cluster will serve as major incentives for the artisans which will enable them to have better technology and market tie-ups. It was told that on projectcompletion at 100% capacity utilization, there will be an increase in beneficiary income from Rs. 5,000/month to about Rs. 10,000/monthat the end of 1st year. Raw material bank is also proposed to be established in the cluster. Technical Agency also informed about the ensured marketing tie ups with retailers and Institutional Buyers.

The total cost of the project was presented at Rs. 308.96 Lakhs whereas Rs. 284.403Lakh support has been sought under SFURTI scheme. The SSC considered the case and approved the cluster proposal with a financial assistance of Rs. 284.403Lakh. Further, the SSC directed NA to take maximum efforts for completing this cluster within six months from project approval, i.e. by August 2021.

7. Chikan Embroidery and Zari Cluster, Lucknow, Uttar Pradesh

Under the SFURTI Scheme, Chikan Embroidery and Zari Cluster, Lucknow, Uttar Pradesh was represented by the Technical Agency, Centre of Technology and Entrepreneurship Development (CTED), as a ‘Regular Cluster’ with proposed strength of 514 Artisans (Male – 28, Female – 486 (95%), SC-97, ST – 3, OBC-367, GEN – 47). This cluster product (Chikankari) falls under ODOP initiative of Government of Uttar Pradesh for Lucknow with 95% women Artisans. The major activity of cluster includes the world famous Chikankari (embroidery) on Cotton, Schiffon, Georgette fabrics leading to manufacturing of Ladies Garments and Dress Material.

It was informed that the economic benefits reaped by this cluster will serve as major incentives for the artisans which will enable them to have better technology and market tie-ups. It was told that on project, on project completion at 100% capacity

utilization, there will be an increase in beneficiary income from Rs. 6,000/month to about Rs. 10,000/monthat the end of 1st year. Raw material bank is also proposed to be established in the cluster. Technical Agency also informed about the ensured marketing tie ups with retailers and Institutional Buyers.

A query was raised on whether with the use of machineries, the emphasis on traditional hand made art would be diluted in the proposed cluster. It was informed by the TA, that the use of the machines will only be for value addition to the production, while the artisans will focus on traditional hand made chikan and zari techniques.

The total cost of the project was presented at Rs. 249.38Lakhs whereas Rs. 229.587 Lakh support has been sought under SFURTI scheme. The SSC considered the case and approved the cluster proposal with a financial assistance of Rs. 229.587Lakh. Further, the SSC directed NA to take maximum efforts for completing this cluster within six months from project approval, i.e. by August 2021.

8. Wooden Craft and Decorative Goods Cluster, Rae Bareli, Uttar Pradesh

Under the SFURTI Scheme, Wooden Craft and Decorative Goods Cluster, Rae Bareli, Uttar Pradesh was represented by the Technical Agency, Centre of Technology and Entrepreneurship Development (CTED), as a ‘Major Cluster’ with proposed strength of 659 Artisans (Male – 603, Female - 56, SC – 11, OBC-492, Min – 142 GEN – 14). This cluster is in an Atmanirbhar Bharat Abhiyan District and the cluster product falls under ODOP initiative of Government of Uttar Pradesh for Rae Bareli. The major activity of the cluster includes wood carving.

It was informed that the economic benefits reaped by this cluster will serve as major incentives for the artisans which will enable them to have better technology and market tie-ups. It was told that on project on project completion at 100% capacity utilization, there will be an increase in beneficiary income from Rs. 5,000/month to about Rs. 8,000/monthat the end of 1st year. Raw material bank is also proposed to be established in the cluster. Technical Agency also informed about the ensured marketing tie ups with retailers and Institutional Buyers.

The total cost of the project was presented at Rs. 334.92Lakhs whereas Rs. 308.029 Lakh support has been sought under SFURTI scheme. Ltd, with proposed strength of 337 no. of artisans (Men - 167, Women – 170, SC- 337) as a 'Regular Cluster' under SFURTI Scheme. This cluster is in an Aspirational District and also in an Atmanirbhar Bharat Abhiyan District with 100% SC Artisans. Technical Agency gave a brief presentation

Establishment of a raw material bank in the cluster will ensure availability of raw material at competitive rates, thereby increasing the margin on products. With the intervention under SFURTI, value added and diversified products will be developed and marketed through pre tie up agreements with retailers of Rajasthan and neighboring states, retail chains & online platforms. It was told that on project completion at 100% capacity utilization, there will be an increase in beneficiary income from Rs. 5200/month to about Rs. 9845/month in first year. In the presentation, they brought out various product ranges that they would be developing with marketing linkages and activities that the cluster will undertake. The total cost of the project was presented at Rs. 271.24 lakh whereas Rs. 249.275 lakh support has been sought under SFURTI scheme. The SSC considered the case and approved the cluster proposal with a financial assistance of Rs. 249.275 lakh. 10.Turmeric Cluster, Ranipet, Tamilnadu Turmeric Cluster, Ranipet, Tamilnadu was presented by representatives of the Technical Agency, The Institute of Entrepreneurship Development (IED), with proposed strength of 310 no. of artisans (142 Male, 168 Female/145 OBC, 55 SC & 110 General), as a 'Regular Cluster' under SFURTI Scheme. The major activity of the cluster is production of Polished Turmeric, Turmeric powder, Oil and Oleoresin. The prime objective is to increase the income of cluster artisans through production (value addition) and through organized & sustainable marketing. Also Technical Agency mentioned that, with this SFURTI interventions, value added and diversified products will be developed and marketed through domestic market retailers and also through online platforms.

It was told that on project completion at 100% capacity utilization, there will be an increase in beneficiary income from Rs. 6500/month to about Rs. 13000/monthat the end of 1st year.

The total cost of the project was presented at Rs. 243.20 Lakh whereas Rs. 223.46 Lakh support has been sought under SFURTI scheme. The SSC considered the case and approved the cluster proposal with a financial assistance of Rs. 223.46 Lakh. Further, the SSC directed NA to take maximum efforts for completing this cluster within six months from project approval, i.e. by August 2021.

11.Palm Leaves Toys and Leather Products Cluster, Vellore, Tamil Nadu Palm Leaves Toys And Leather Products Cluster, Vellore, Tamil Nadu was presented by representatives of the Technical Agency, The Institute of Entrepreneurship Development (IED), with proposed strength of 460 no. of artisans (100% Female Artisans/201 OBC 255, SC 129 & General 76), as a 'Regular Cluster' under SFURTI

Also Technical Agency mentioned that, with this SFURTI interventions, diversified products with unique features and fine finish will be developed and marketed through domestic and also through online platforms. It was told that on project completion at 100% capacity utilization, there will be an increase in beneficiary income from Rs. 4000/month to about Rs. 11000/monthat the end of 1st year.

The total cost of the project was presented at Rs. 252.0 Lakh whereas Rs. 232.0 Lakh support has been sought under SFURTI scheme. 12. Bee Keeping Cluster, Kota, Rajasthan Bee keeping Cluster, Kota, Rajasthanwas presented by representatives of the Technical Agency, Consortium For Industry Development & Awareness (CIDA), with proposed strength of 702 no. of artisans (533 Male, 169 Female/362 OBC, 165 SC, 146 ST, 29 General), as a 'Major Cluster' under SFURTI Scheme. The major activity of the cluster is production of honey, bee wax and bee pollen. The prime objective is to increase the income of cluster artisans through providing production, design, marketing and value redistribution infrastructure to the cluster. Technical Agency informed that they will be utilizing Blockchain technology to ensure benefits are received by the artisans as well as the authenticity of the cluster products remains intact. Also presented about the ensured marketing tie ups with retailers and Institutional Buyers. With the intervention under SFURTI, value added and diversified products will be developed and marketed through pre tie up agreements with domestic and export market retailers also online platforms. Strong linkages among the cluster members and also a collaborative set up are proposed to be established within the cluster to enhance the productivity and income of the artisans in a sustainable manner. It was told that on project completion at 100% capacity utilization, there will be an increase in beneficiary income from Rs. 5160/month to about Rs. 15240/monthat the end of 1st year.

The total cost of the project was presented at Rs. 469.21 Lakh whereas Rs. 429.625 Lakh support has been sought under SFURTI scheme. The SSC considered the case and approved the cluster proposal with a financial assistance of Rs. 429.625 Lakh. Further, the SSC directed NA to take maximum efforts for completing this cluster within six months from project approval, i.e. by August 2021.

The Lamka Spices and Oleoresin Cluster, Churachandpur was presented by the

representative of the Indian Institute of Entrepreneurship (Nodal Agency) and KIIT

Technology Business Incubator (Technical Agency) with proposed strength of 870

no. of farmers (452 women, 870 ST) as ‘Major Cluster’ under SFURTI Scheme. The

major activity of the cluster is agro farming in Spices (Ginger, Turmeric & King Chilli).

The main objective is to encourage local people to go for large scale cultivation of

Ginger, King Chilli & Turmeric crops which can be processed in the CFC by engaging

local people to develop Ginger Oleoresin Oil, Turmeric Oleoresin Oil & King Chilli

Oleoresin Oil. The products will be processed in the well sophisticated infrastructure

provided and proper training will be given for packaging and also the cluster has

tiedup with SYNERGY NUTRATEK & NAVAKAR HERBALS PRIVATE LIMITED for

marketing of cluster products. More than 50% of the proposed products are export

oriented. This will encourage growing of more spices as they will be assured of

better prices and the cluster products will generate sustainable income and

employment of the cluster farmers. With diversification of product line, the cluster

products can easily make an inroad in to modern lifestyle and the proposed infusion

of technology. It was told that on project completion at 100% capacity utilization

there will be increase in the income of the beneficiary from Rs 14,000/- month to Rs

28,000/- month at the end of 5 years.

The total cost of the project is Rs 502.46 lakh, whereas Rs 481.087 lakh support has

been sought under SFURTI assistance.

The SSC Considered the case and approved the cluster proposal with a financial

assistance of Rs. Rs. 481.087 lakh. Based on the confirmation made by TA and NA ,

it was decided that all efforts will be taken to complete this cluster within stipulated

revised timeline of 6 months.

2. Rangia Handloom Textile Cluster, Kamrup, Guwahati

Rangia handloom textile cluster is composite of traditionally skilled artisans, mainly weave a dokhna or mekhla chador, which is a traditional sari-like wrap worn by them or a gamcha which is a wrap-around neck worn by the men. Besides they are extremely skilful at weaving cloth from Eri and Muga, indigenous silk forms of Assam. The clusters were represented by representative of Nodal Agency (NA) - Indian Institute of Entrepreneurship, Guwahati (IIEG) and Technical Agency (TA) - Margdarshak Development Projects & Consulting Pvt Ltd (MDPC) with proposed

strength of 331 women artisans (35 SC, 8 ST, 135 OBC, 54 Minorities, 99 others) as “Regular Cluster” under SFURTI Scheme. The main objectives of the intervention are to provide infrastructure, building

capacity for artisans in all aspects of entrepreneurship and handholding with market

linkages, exposure to market and contemporary design for the artisans. And with the

infusion of modern technology for diversification of product lines, quality of

products and proper channelling of products will generate sustainable income and

employment for the artisans of the cluster. It is estimated that the income level of

the artisans will rise from Rs. 7000/- per month at present to Rs. 26000/- per month

by the end of 5 years of intervention.

The total cost of the projects is Rs. 153.85 Lakhs wherein Rs.147.68 lakhs support has been sought under SFURTI assistance. The SSC discussed the case in detail. It was seen that the IA for the cluster is Gram Swarajya Parishad , a Khadi institution under KVIC. It was observed that as per KVIC model bye laws, a Khadi institution can not use mill yarn or cloth in production. Since the IA and the khadi artisans in the proposed cluster will take part in textile production, it was decided to examine the proposal further and take a subsequent decision on the same. 3. Balaghat Agro Cluster, Balaghat, Madhya Pradesh

The Balaghat Clusterwas represented by representative of Nodal Agency (NA) - Indian Institute of Entrepreneurship, Guwahati (IIEG) and Technical Agency (TA) - Margdarshak Development Projects & Consulting Pvt Ltd (MDPC) with proposed strength of 501 farmers (483 ST, 47 Female and 454 Male) as “Regular Cluster” under SFURTI Scheme. It is mostly dominated by tribal where agriculture as their primary source of the income. The major crops grown are Paddy, Millet and Mustard. The other major produce of the area is Mango, Guava along with the vegetables. The farmers in the cluster are traditionally skilled in farming techniques with diversified agriculture hence with introduction to modern technology will lead to higher productivity.

The main objectives of the intervention are to provide infrastructure, building capacity for rural farmers in all aspects of entrepreneurship and handholding with market linkages, exposure to market. And with the infusion of modern technology for diversification of product lines, quality of products and proper channelling of products will generate sustainable income and employment for the farmers of the cluster. It is estimated that the income level of the artisans will rise from Rs. 6000/- per month at present to Rs. 22210/- per month by the end of 5 years of intervention.

The total cost of the projects is Rs.170.44 Lakhs wherein Rs.156.741 lakhs support has been sought under SFURTI assistance.The SSC Considered the case and

Wapungskur Agro Cluster, East Jaintia Hill, Meghalaya Wapungskur agro-clusterwas represented by representative of Nodal Agency (NA) - Indian Institute of Entrepreneurship, Guwahati (IIEG) and Technical Agency (TA) - Margdarshak Development Projects & Consulting Pvt Ltd (MDPC) with proposed strength of 206 farmers (206 ST, 155 Female and 54 Male) as “Regular Cluster” under SFURTI Scheme. It is located in the block of Khliehriat of East Jaintia Hills district of Meghalaya. The mainstay of rural economy of the area is linked to coal mining but state govt imposed ban of mining few years back leading to sporadic illegal mining in the area hence shifting of main occupation to agriculture as income source would discourage illegal mining and promote sustainable income generation. The farmers in the cluster are traditionally skilled in farming techniques with diversified agriculture hence with introduction to modern technology will lead to higher productivity.

The main objectives of the intervention are to provide infrastructure, building capacity for rural farmers in all aspects of entrepreneurship and handholding with market linkages, exposure to market. And with the infusion of modern technology for diversification of product lines, quality of products and proper channelling of products will generate sustainable income and employment for the farmers of the cluster. It is estimated that the income level of the artisans will rise from Rs. 5700/- per month at present to Rs. 15100/- per month by the end of 5 years of intervention.

The total cost of the projects is Rs. 154.89 Lakhs wherein Rs. 148.642 lakhs support has been sought under SFURTI assistance.The SSC Considered the case and approved the cluster proposal with a financial assistance of Rs. Rs. 148.642 lakh. Based on the confirmation made by TA and NA , it was decided that all efforts will be taken to complete this cluster within stipulated revised timeline of 6 months. 5. Oyster Mushroom Cluster, North Garo Hills, Meghalaya This cluster from Meghalaya with unskilled or semi-skilled mushroom cultivators

involved in mushroom production process. However, they are producing only fresh

mushroom and no value addition is being done. The cluster was presented by the

representative of the Indian Institute of Entrepreneurship (Nodal Agency) and

Madhukar Livelihood Foundation (Technical Agency) with proposed strength of 601

no. of artisans (551 women and 100% tribal cluster) as ‘Major Cluster’ under SFURTI

Scheme and gradually the number of farmers will be increased upto 1000 no. The

major activity of the cluster is oyster mushroom dehydration and mushroom

powder.

mushroom will be processed in the well sophisticated infrastructure provided and

proper training will be given for packaging for well access to market and the cluster

products will generate sustainable income and employment for the cluster farmers.

With diversification of product line, the cluster products can easily make an inroad

into modern lifestyle and the proposed infusion of technology. It was told that on

project completion at 100% capacity utilization, there will be an increase in

beneficiary income from INR 2,500/- month to INR 6,000/- month at the end of

three years.

The total cost of the project is Rs. 494.65 lakh, whereas Rs. 473.637 lakh support

has been sought under SFURTI assistance. The SSC Considered the case and

approved the cluster proposal with a financial assistance of Rs. 473.637 lakh Based

on the confirmation made by TA and NA , it was decided that all efforts will be taken

to complete this cluster within stipulated revised timeline of 6 months.

Bamboo Toys. The prime objective is to increase the income of cluster artisans

through providing production, design, marketing and value redistribution

infrastructure to the cluster. Technical Agency stated that they will be utilizing

MONETARI App, Fankaar App (for Design Development and artistic collaboration),

3D printing based prototype development to enable customer coownership and

Blockchain technology to ensure benefits are received by the artisans as well as the

authenticity of the cluster products remains intact. Further, on project completion

at 100% capacity utilization, there will be an increase in beneficiary income from Rs.

4,500/month to about Rs. 11,658/monthat the end of 1st year.

The total cost of the project was presented at Rs. 330.4 Lakhs whereas Rs. 303.36

Lakh support has been sought under SFURTI scheme. The SSC considered the case

quality innovative Bamboo and Wood Toys . The prime objective is to increase the

income of cluster artisans through providing production, design, marketing and

value redistribution infrastructure to the cluster. It was also shared by the Technical

Agency that they will be utilizing MONETARI App, Fankaar App (for Design

Development and artistic collaboration), 4.0 interventions such as 3D printed

prototypes, and Blockchain technology to ensure benefits are received by the

artisans as well as the authenticity of the cluster products remains intact.

Further, on project completion at 100% capacity utilization, there will be an

pedagogical toys and toys for babies. The prime objective is to increase the income

of cluster artisans through providing production, design, marketing and value

redistribution infrastructure to the cluster. It was also shared by the Technical

Agency that they will be utilizing MONETARI App, Fankaar App (for Design

Development and artistic collaboration), IoT based wood quality testing

mechanism, 3D printed prototype development and Blockchain technology to

ensure benefits are received by the artisans as well as the authenticity of the

innovative Fabric Based toys and toys/accessories for babies. The prime objective is

to increase the income of cluster artisans through providing production, design,

marketing and value redistribution infrastructure to the cluster. It was also shared

by the Technical Agency that they will be utilizing MONETARI App, Fankaar App (for

Design Development and artistic collaboration), 3D printing based prototype

development and Blockchain technology to ensure benefits are received by the

artisans as well as the authenticity of the cluster products remains intact. Further,

on project completion at 100% capacity utilization, there will be an increase in

beneficiary income from Rs. 5000/month to about Rs. 10,250/monthat the end of

1st year.

The total cost of the project was presented at Rs. 317.4 Lakhs whereas Rs. 291.66

Lakh support has been sought under SFURTI scheme. The SSC considered the case

and approved the cluster proposal with a financial assistance of Rs. 291.66 Lakh.

Further, the SSC directed NA to take maximum efforts for completing this cluster

within six months from project approval, i.e. by August 2021.

5. Embroidery and Garment Cluster, Lakhimpur Kheri, Uttar Pradesh

Under the SFURTI Scheme, Embroidery and Garment Cluster, Lakhimpur Kheri,

Uttar Pradesh was represented by the Technical Agency, Centre of Technology and

Entrepreneurship Development (CTED) as a ‘Major Cluster’ with proposed strength

of 949 Artisans – Male – 362, Female – 587 (62%), SC – 239, OBC – 671, GEN – 39.

This cluster is in an Atmanirbhar Bharat Abhiyan District. The major activity of the

cluster includes hand embroidery work of zari and zardozi. The prime objective is to

increase the income of cluster artisans through providing design, marketing and

value redistribution infrastructure to the cluster.

major incentives for the artisans which will enable them to have better technology

about Rs. 7,000/month at the end of 1st year. Raw material bank is also proposed to

be established in the cluster. Technical Agency also informed about the ensured

marketing tie ups with retailers and Institutional Buyers.

The total cost of the project was presented at Rs. 374.16 lakh Lakhs whereas Rs.

343.682 Lakh support has been sought under SFURTI scheme. The SSC considered

the case and approved the cluster proposal with a financial assistance of Rs.

343.682 Lakh. Further, the SSC directed NA to take maximum efforts for completing

this cluster within six months from project approval, i.e. by August 2021.

6. Amla Amrit Fruit Processing Cluster, Pratapgarh, Uttar Pradesh

Amla processing and value addition There is no such cluster nearby and this cluster

will serve a major chunk of population in the region. It was informed that the

economic benefits reaped by this cluster will serve as major incentives for the

artisans which will enable them to have better technology and market tie-ups.

Through training and introduction of technology interventions, capacity building,

skill development, on project completion at 100% capacity utilization, the income

of the artisans is expected to increase from current level of Rs 8,000 per month to

Rs 15,000 per month in 5 years. Raw material bank proposed to be established in

the cluster shall help reduce the cost of inputs thereby increasing the profit margin.

Technical Agency also informed about the ensured marketing tie ups with retailers

and Institutional Buyers

The total cost of the project was presented at Rs. 387.22 lakh Lakhs whereas Rs.

355.507 Lakh support has been sought under SFURTI scheme. The SSC considered

the case and approved the cluster proposal with a financial assistance of Rs.

355.507 Lakh. Further, the SSC directed NA to take maximum efforts for completing

this cluster within six months from project approval, i.e. by August 2021.

Wooden Toys and Carving Cluster, Chitrakoot, Uttar Pradesh Under the SFURTI Scheme, Wooden Toys and Carving Cluster, Chitrakoot, Uttar Pradesh was represented by the Technical Agency, Centre of Technology and Entrepreneurship Development (CTED) as a ‘Major Cluster’ with proposed strength of 750 Artisans – Male – 478, Female - 274, SC – 90, OBC – 594, GEN – 68. This cluster is in an Atmanirbhar Bharat Abhiyan District and the cluster product falls under ODOP initiative of Government of Uttar Pradesh for for Chitrakoot. The major activity of the cluster includes Wooden toys making and also wooden carving. The prime objective is to increase the income of cluster artisans through providing production, design, marketing and value redistribution infrastructure to the cluster. It was informed that the economic benefits reaped by this cluster will serve as major incentives for the artisans which will enable them to have better technology and market tie-ups. Thereby, the income of the artisans is expected to increase from current level of Rs 5,000 per month to Rs 10,000 per month in 5 years. The total cost of the project was presented at Rs. 492.91 lakh Lakhs whereas Rs. 451.119 Lakh support has been sought under SFURTI scheme. The SSC considered the case and approved the cluster proposal with a financial assistance of Rs. 451.119 Lakh. Further, the SSC directed NA to take maximum efforts for completing this cluster within six months from project approval, i.e. by August 2021.

8. Beekeeping and Honey Processing Cluster, Barabanki, Uttar pradesh

Under the SFURTI Scheme, Beekeeping and Honey Processing Cluster, Barabanki,

Uttar Pradesh was represented by the Technical Agency, Centre of Technology and

Entrepreneurship Development (CTED) as a ‘Major Cluster’ with proposed strength

of 740 Artisans Male – 164, Female - 576, SC – 202, ST – 09, OBC – 448, GEN – 81.

The major activity of the cluster is production of honey, bee wax and bee pollen.

The prime objective is to increase the income of cluster artisans through providing

production, design, marketing and value redistribution infrastructure to the cluster.

With the intervention under SFURTI, value added and diversified products will be

developed and marketed through pre tie up agreements with domestic and export

market retailers also online platforms. Technical Agency also informed about the

ensured marketing tie ups with retailers and Institutional Buyers. The income of the

artisans is expected to increase from current level of Rs 7,000 per month to Rs

15,000 per month in 5 years, through capacity building, skill development and

technology upgradation interventions.

The total cost of the proposed project is Rs 477.06 lakh. While Rs 436.854 lakh has

been sought as grant under the SFURTI Scheme, The SSC considered the case and

approved the cluster proposal with a financial assistance of Rs. 436.854 lakh.

Further, the SSC directed NA to take maximum efforts for completing this cluster

within six months from project approval, i.e. by August 2021.

f. The 6 proposals received from CoHands are as under

1. Carpet, Durry & Home Furnishing cluster, Jind, Haryana

Carpet, Durry with Home Furnishing cluster, Jind, Haryana was presented by the Nodal Agency as a ‘Major Cluster’ with a proposed strength of 761 Artisans with majority of females (Male-93Female -668). The major activity of the cluster includes manufacturing of hand woven carpets, Durry and furnishing items and other value-added products

There isnosuchotherclusterinthe regionandthisclusterwillserve amajorsectionofthe

populationintheregion. A brief presentation with proposed product profile and

outcome with respect to the increment of income of the artisans during the course

of 5 years was presented. The incomeofthe artisans is expected to increase from

the current level of Rs.5000 permonth to Rs.11,000 per month in 5 years. The

establishment of a raw material bank in the cluster will ensure the availability of

raw material at competitive rates, thereby increasing the margin on products. This

will be achieved through increase of productivity, production and assured market

tie ups of IA in addition to support from TA and state Handicraft Corporation.

It was informed by the NA that interventions related to implementation of Industry

4.0 and Lean to increase the efficiency and efficacy of the cluster will be ensured in

each cluster with active support of Technical agency.

The total cost of the proposed project is Rs.455.48 lakh, with Rs.417.432 lakh being

sought as a grant under the SFURTI Scheme. The SSC considered the case and

approved the cluster proposal with the financial assistance of Rs.417.432 lakh.

2. Prantik Handloom & Handicraft Cluster, Purulia, West Bengal

The Prantik Handloom & Handicraft Cluster, Purulia, West Bengal was presented

by the COHANDS. Prantik Handloom & Handicraft Cluster, Purulia, West Bengal is a

‘Regular cluster’ under SFURTI with 378 numbers of beneficiaries.

A brief presentation with proposed product profile and outcome with respect to

the increment of income of the artisans during the course of 5 years was presented.

Land is available with the IA for CFC construction. With the intervention under

SFURTI, value added products like Sarees, Scarfs, Stalls, Gamcha, Ladies Kurtis, Bags

etc. will be produced and marketed through pre-tie up arrangements with retailers,

There is no such cluster in the region under this craft which will serve to a major

section of the population in the region. It was told that on project completion at

100% capacity utilization, there will be a likely increase in beneficiary monthly

income from Rs. 2500 to Rs. 10000 at the end of the 5th year . This will be achieved

through increase of productivity, production and assured market tie ups of IA in

addition to support from TA and state Handicraft Corporation.

It was informed by the NA that interventions related to implementation of Industry

4.0 and Lean to increase the efficiency and efficacy of the cluster will be ensured in

each cluster with active support of Technical agency.

The total cost of project is Rs. 258.49 lakhs, whereas Rs. 237.975 lakhs support has

been sought under SFURTI assistance. The SSC considered the case and approved

the cluster proposal with a financial assistance of Rs. 237.975 lakhs.

3. Pottery and Terracotta Cluster, Hapur, Uttar Pradesh

The Pottery and Terracotta Cluster, Hapur, Uttar Pradesh was presented by the

NA. Pottery and Terracotta Cluster, Hapur, Uttar Pradesh is a ‘Regular cluster’

under SFURTI with 269 numbers of beneficiaries. A brief presentation with

proposed product profile and outcome with respect to the increment of income of

the artisans during the course of 5 years was presented. Land is available with the

IA for CFC construction. With the intervention under SFURTI, value added products

like Kulhads, Sakora, Cups, Plates, Jugs, Matka, Decoratives, Diyas etc. will be

produced and marketed through pre-tie up arrangements with local retailers,

wholesalers at Meerut, exhibitions through Govt. schemes, retail chains & online

portals. This is also an attempt to bring the existing artisans into the value chain

and to give them an opportunity to get improved wages and finally build value

through planned interventions under SFURTI. There is no such cluster in the region

which will serve to a major section of the population in the region. It was told that

on project completion at 100% capacity utilization, there will be a likely increase in

beneficiary monthly income from Rs. 2500 to Rs. 10500 at the end of the 5th year.

This will be achieved through increase of productivity, production and assured

market tie ups of IA in addition to support from TA and state Handicraft

Corporation.

each cluster with active support of Technical agency.

The total cost of project is Rs. 230.84 lakhs, whereas Rs. 212.52 lakhs support has

been sought under SFURTI assistance. The SSC considered the case and approved

the cluster proposal with a financial assistance of Rs. 212.52 lakhs.

4. Maheshpur Handloom & Handicraft Cluster, Malda, West Bengal

The Maheshpur Handloom & Handicraft Cluster, Malda, West Bengal was presented by the NA. Maheshpur Handloom & Handicraft Cluster, Bamangola, Malda, West Bengal is a ‘Regular cluster’ under SFURTI with 505 numbers of beneficiaries. A brief presentation with proposed product profile and outcome with respect to the increment of income of the artisans during the course of 5 years was presented. Land is available with the IA for CFC construction. With the intervention under SFURTI, value added products like Sarees, Scarfs, Stalls, Bed linens, Dining Table Covers, Ladies Kurtis, etc. will be produced and marketed through pre-tie up arrangements with retailers, wholesalers at Kolkata, Mumbai, exhibitions through Govt. schemes, retail chains & online portals. This is also an attempt to bring the existing artisans into the value chain and to give them an opportunity to get improved wages and finally build value through planned interventions under SFURTI. There is no such cluster in the region under this craft which will serve to a major section of the population in the region. It was told that on project completion at 100% capacity utilization, there will be a likely increase in beneficiary monthly income from Rs. 3000 to Rs. 9000 at the end of the 5th year . This will be achieved through increase of productivity, production and assured market tie ups of IA in addition to support from TA and state Handicraft Corporation. It was informed by the NA that interventions related to implementation of Industry 4.0 and Lean to increase the efficiency and efficacy of the cluster will be ensured in each cluster with active support of Technical agency. The total cost of project is Rs. 269.37 lakhs, whereas Rs. 247.991 lakhs support has been sought under SFURTI assistance. The SSC considered the case and approved the cluster proposal with a financial assistance of Rs. 247.991 lakhs. 5. Stone Craving Craft Cluster, Konark, Odisha

The Stone Craving Craft Cluster, Konark, Odisha was presented by the NA. Stone Craving Craft Cluster, Konark, Odisha is a ‘Regular cluster’ under SFURTI with 311 numbers of beneficiaries. This is also an attempt to bring the existing artisans into the value chain and to give them an opportunity to get improved wages and finally build value through planned interventions under SFURTI. There is no such cluster in the region under this craft which will serve to a major section of the population in the region. It was told that on project completion at 100% capacity utilization, there will be a likely increase in beneficiary monthly income from Rs. 3500 to Rs. 9500 at the end of the 5th year. This will be achieved through increase of productivity, production and assured market tie ups of IA in addition to support from TA and state Handicraft Corporation. It was informed by the NA that interventions related to implementation of Industry 4.0 and Lean to increase the efficiency and efficacy of the cluster will be ensured in each cluster with active support of Technical agency. The total cost of project is Rs. 206.37 lakhs, whereas Rs. 189.991 lakhs support has been sought under SFURTI assistance. The SSC considered the case and approved the cluster proposal with a financial assistance of Rs. 189.991 lakhs. Based on the confirmation by NA it was decided that this cluster should be completed by August 2021.

6. Bamboo Craft Cluster, Amravati, Maharashtra

The Bamboo Craft Cluster District Amravati (Maharashtra) was presented by a representative of Nodal Agency with a proposed strength of 945 artisans as a Major Cluster.

It was explained before the SSC that the raw material as Bamboo is available in

abundant in the local area. The major activity of the cluster is the production of

Bambooware, furniture, decorative items, agarbatti stick, mat, etc. Further, it was

explained that artisans will be provided with hand tools so that they can work from

home also. Besides raw material bank, advanced machinery for splitting, seasoning

of bamboo has been included which will improve productivity as well as quality.

There is no such cluster in the region and this cluster will emerge as a major cluster

in the region. It was told that on completion of the cluster there will be a likely

increase in the monthly income of beneficiaries from Rs.2500/- to Rs.9500/-p.m. at

the end of 5 years. This will be achieved through increase of productivity,

production and assured market tie ups of IA in addition to support from TA and

state Handicraft Corporation.

It was informed by the NA that interventions related to implementation of Industry

The total cost of the proposed project is Rs.388.71 lakh, with Rs.356.885 lakh being

sought as a grant under the SFURTI Scheme. The SSC considered the case and

approved the cluster proposal with the financial assistance of Rs. 356.885 lakh.

5. Agenda Item 3:

To consider change of CFC activity in Mannargudi Coir Cluster, Tiruvarur District, Tamil

Nadu.

The committee was apprised that Coir Board has decided to change the activities of

Mannargudi coir cluster from production of coir ply to coir tufted mats, coir mattings

and geo-textiles as necessary machines for coir ply production are not available through

tendering. Besides, the change of activities will lead to involvement of more coir spnning

artisans in the cluster, compared to coir fibre entrepreneurs.

The committee took note of the changes in machineries proposed by the NA within the

approved budget, as per the powers delegated to the NA under the scheme. The SSC

also decided that such matters where NAs are authorized to take decisions as per the

scheme guidelines may henceforth be intimated to JS (ARI) and (EA).

6. Agenda Item 4: Any other matter with the permission of the Chair

No other item was considered.

It was decided that the details of the clusters taken up under SFURTI will be shared with

the State/UT Governments for their information and convergence with local schemes,

as applicable.
