PROJECT OBJECTIVEThe Florida Department of Transportation (FDOT) District Six initiated a Project Development and Environment (PD&E) study to determine the need for improvements along a 2.3 mile segment of SR 847 from north of SR 860/NW 183 Street/Miami Gardens Drive (Miami-Dade County) to Premier Parkway (Broward County), Florida, in order to accommodate projected traffic growth in the area throughout the design year 2040.

The study goals are to evaluate alternatives to increase roadway capacity, improve safety, improve access to transit, and make Americans with Disabilities Act (ADA) compliant intersection improvements.

In the year 2012, existing traffic volumes along SR 847 ranged from 15,000 to 22,000 vehicles per day, creating high congestion levels and poor operating conditions. The SR 847 future traffic volumes, by the year 2040, are anticipated to range from 19,500 to 43,500 vehicles per day. Without improvements, the existing roadway will become very congested with failing operating conditions. To improve the operational conditions through the year 2040, a four lane divided roadway is under consideration as the build alternative.

Portions of the existing corridor have been identified as High Crash Segments due the number of vehicle accidents or crashes occurring each year. The total number of crashes during the 2007 to 2011 period was 307 crashes with a yearly average of 61 crashes. Of the 307 crashes, the majority of crashes, 259 of 307 (84%), occurred in the first mile of the project between NW 183 Street and NW 199 Street. Only 46 crashes (16%) occurred north of NW 199 Street.

During the PD&E phase, preliminary engineering and environmentally feasible alternatives are developed and evaluated to determine which alternative most effectively addresses the existing corridor deficiencies and the anticipated future conditions. All alternatives, including the No Build or Do Nothing Alternative will be subject to a comprehensive evaluation to determine the best viable option. Engineering, environmental, socio-economic and cost factors will be considered in arriving at a recommended alternative. The ultimate objective is to obtain Location Design Concept Acceptance (LDCA) from the Federal Highway Administration (FHWA) so that the project can proceed to the Final Design Phase.

PROJECT DESCRIPTIONThe purpose of the project is to provide additional roadway capacity and improve safety along SR 847 from SR 860/NW 183 Street/Miami Gardens Drive to Premier Parkway. The length of the project is approximately 2.3 miles.

The Build Alternatives being evaluated add one lane in each direction to create a four lane divided roadway to be consistent with existing number of through lanes north and south of the PD&E Study segment and to provide an acceptable operational condition through the year 2040.

In addition to the new lanes, the project will include either a raised landscaped median or paved turn lane median. Other improvements include curb and gutter on each side of the road, bicycle lanes, new sidewalks, pedestrian crosswalks, bus stops, drainage system, and landscape. The improvements generally occur within the existing 100 foot wide right-of-way. Some right of way will be purchased for turn lanes at NW 183 Street and at other minor locations along the corridor. The bridge over the Snake Creek Canal will be either rehabilitated or replaced, and widened to maintain through lane consistency with the new roadway. A trail connection to the future Snake Creek Greenway Trail is being considered at the Snake Creek Bridge.

ALTERNATIVESThree Build Alternatives are being evaluated. The build alternative under consideration for this project is the installation of a four lane divided roadway that will increase the capacity of SR 847. Alternative 1 utilizes a 45 MPH design speed, with 12-foot wide lanes and a 22-foot wide median. Alternative 2 utilizes a 40 MPH design speed, with 11-foot wide lanes and a narrower median. Alternative 3 utilizes a 40 MPH design speed with 11-foot wide lanes and a 14-foot wide paved median, with some roadway segments that are similar to Alternative 2. A multi-phase alternative development, evaluation and selection process will be used to properly assess all alternatives considered for the proposed improvements.

The Build Alternatives will require an Access Management Reclassification from Access Class 6 for the two lane undivided roadway to a new four lane divided Access Management Classification of Class 5.

PROJECT STATUSThe study is in the Project Development and Environment (PD&E) phase of project development.During this phase the preliminary engineering and environmental documentation required for federal approval and subsequent funding are completed. The study commenced in October 2012 and is expected to be completed by October 2014. The project alternatives will be further refined as a result of public comments received at the Alternatives Workshop scheduled from 6 p.m. to 8 p.m. on Thursday, August 29, 2013 at Florida Memorial University (FMU), Albert E. and Sadie B. Smith Dining Hall and Conference Center 15800 NW 42 Avenue, Miami Gardens, FL 33054.
