Dr. Dean KriellaarsDr. Kriellaars is a faculty member of the Department of Physical Therapy at the University of Manitoba. He is a also an Associate Professor in the Department of Surgery, as well as the Department of Anatomy and Cell Science, the Faculty of Kinesiology and Recreation Management, and is an adjunct professor in the Department of Physiology. He is a scientist of the Manitoba Institute of Child Health. His Human Performance Laboratory has numerous students and staff directed to undertaking research on exercise, physical activity, physical literacy and obesity. Dr. Kriellaars has travelled across Canada, speaking with health care professionals, coaches, trainers, and educators about physical literacy and healthy lifestyles, and has pioneered programs that have been adopted nationwide.
He was selected by the Canadian Olympic Committee to be the Chief Medical Officer (C.M.O.) for Team Canada at the 2006 Olympic Winter Games in Turin, 2008 Summer Olympic Games in Beijing and 2010 Olympic Games in Whistler, BC. Dr. McCormack of New Westminster, British Columbia specializes in athletic injuries and musculoskeletal trauma, is currently the Director of the Simon Fraser Orthopedic Research office and Head of the Division of Arthroscopy and Athletic Injuries at UBC Department of Orthopedics.

What a Year it Was! As I look back at 2013 I have to believe it was one of the most ‘active’ and successful years the Council has experienced in recent memory.
This past year saw us initiate our second ‘three-year strategic plan’ which was based on the findings of the first plan that was completed at the end of 2012. Although the stats have not yet been tallied for 2013, judging by how busy our staff, members, and consultants were this past year, I would think that we once again increased the services and programming we provided to our clients. It is truly amazing that year after year the number of services provided continues to increase. This is in large part due to the dedication of Councils consultant and membership base. You will see on Page 3 of the newsletter a listing of those that provided our sport medicine and science services in 2013.
One of the most exciting events of 2013 occurred on September 21 when the SMSCS celebrated its 25th Anniversary by hosting a Volunteer Recognition Soirée to recognize and celebrate with those individuals who have played a significant role in the development of the Council since its inception in 1988. It was an absolutely wonderful evening with friends sharing stories of the past 25 years.
This past year the SMSCS nominated Chuck Armstrong for induction into the Saskatchewan Sport Hall of Fame and Museum and in May we found out that he had been accepted. Chuck’s role with the Council is one that may never be matched. He was one of the founding members, and at one time or the other from 1988 – 2004 served the Council as vice-president, president, workshop facilitator, program developer, consultant, and/or a committee member.
Our Professional Educational Development program saw us distribute the largest amount of grants ever to our members/consultants to attend educational workshops and seminars. This past year also saw the Council host two very successful educational events that members and consultants attended. In April a Concussion in Sport Workshop and Symposium was held at the University of Saskatchewan and in May a Selective Functional Movement Assessment Seminar took place at the University of Regina. Both of these events received great reviews and huge congratulations goes out to those involved in organization these events.
There were many other great things that occurred this past year but my space is in this edition of the newsletter is limited. The one last thing that I do want to mention is as this is my last President’s Message before my two year term as President is up in March, I just wanted to say what an honor and pleasure it has been to serve as President. My duties as President were made so much easier thanks to a great Board of Directors as well as the experience of a veteran group of staff members. I am looking forward to my role as Past-President for the next two years.

The SMSCS provides a specific number of ‘free’ service and programming hours (consulting, workshops, educational sessions, etc.) per calendar year to each of the PSGB’s, Sport Districts, University teams, SHSAA, CAS, NAIG, and the SGC. The designated services that are eligible for the FREE HOURS PROGRAM are divided into two categories, Sport Medicine and Sport Science.

Medical Coverage ProgramOne of the Programs the SMSCS provides is our Medical Coverage Program. On a request basis the SMSCS makesevery attempt to provide adequate medical coverage at provincial, western, national and international sporting events byproviding medical personnel, scheduling, medical equipment and supplies, and administrative consulting support. Ofcourse this program would simply not exist without the membership of the SMSCS putting in their time, support, andexpertise at these events. At this time we would like to specifically acknowledge our members that have been involvedwith the 11 events so far in 2012. (NOTE: Other individuals have provided coverage, but are not SMSCS members).

Evaluation - The screen effortlessly identifies asymmetriesand limitations, diminishing the need for extensive testingand analysis.
Safety - The FMS quickly identifies dangerous movementpatterns so that they can be addressed. It also indicates anindividual’s readiness to perform exercise so that realisticgoals can be set and achieved. .
Corrective Strategies - The FMS can be applied at anyfitness level, simplifying corrective strategies of a wide arrayof movement issues. It identifies specific exercises basedon individual FMS scores to instantly create customizedtreatment plans.
Standardization - The FMS creates a functional baseline tomark progress and provides a means to measureperformance.
Who Should Get Certified
ANYONE in a position or situation that prescribesexercise as a way to improve performance and lifestyleshould consider becoming certified in the FMS. The FMSsignifies an intuitive evolution of the exercise, fitness andhealth profession.
The system is the product of years of innovation andgroundbreaking research. The FMS provides astandardized approach to assessing fundamentalmovement, identifying limitations and asymmetries, anddeveloping individualized corrective exercise programs.

Parks, Culture and Sport Minister Kevin Doherty announced a renewed lottery agreement, which guarantees that sport, culture and recreation organizations will continue to receive and benefit from Saskatchewan Lotteries proceeds over the next five years.
The agreement will be renewed until March 31, 2019.
“Sport, culture and recreation are some of the most powerful tools this province has in enhancing the quality of life of our children and families,” Doherty said. “We have a strong system and great partners that ensure the lottery proceeds benefit our children through healthy activities that teach them lifelong social and leadership skills. That’s why it was essential for us to renew the lottery agreement to benefit the families and future leaders of our growing province.”
Saskatchewan lottery proceeds benefit more than 12,000 volunteer-run groups that deliver services to communities across the province. More than 500,000 registered members, both individuals and
organizations, are represented by Sask Sport, SaskCulture and the Saskatchewan Parks and Recreation Association.
The proceeds are administered through the Saskatchewan Lotteries Trust Fund by Sask Sport, SaskCulture and the Saskatchewan Parks and Recreation Association.
“We strongly support a five-year agreement,” Sask Sport President Shane Reoch said. “It allows us to plan and invest in multi-year programs and events. A long-term agreement is also crucial for organizations that are bidding to host national and international tournaments. We thank the Government of Saskatchewan for renewing this agreement.”
“We appreciate the Government of Saskatchewan’s commitment to this new lottery agreement,” SaskCulture President James Ingold said. “Lottery-funded organizations help communities access, embrace and celebrate the province’s cultural diversity, contributing to the growth of inclusive and engaged communities where Saskatchewan people can live, work and play.”
“A five-year agreement certainly gives our organization funding stability and the capacity to support our member organizations in sustaining quality parks and recreation programs and services,” Saskatchewan Parks and Recreation Association President Mike Powell said. “With the government’s support, we can continue to provide leaders for safe play experiences, maintain quality recreation facilities and keep people fit and active - enhancing a vibrant quality of life in our province.”
In 2009, the lottery license fee was lowered to 3.75 per cent, which when combined with increased sales, improved efficiencies and the hard work of dedicated volunteers, resulted in more than $8 million more being directed to the sport, culture and recreation sectors. This lower license fee will remain in place until 2019. For the year ending March 31, 2013, more than $53 million from the Saskatchewan Lotteries Trust Fund was distributed to sport, culture and recreation organizations in the province.
