Payment is non-refundable and failure to make payment does not release the contractual or financial obligation on the part of the Sponsor. Sponsors will be liable for any collection expense, including reasonable attorney’s fees, “reasonable” to be construed as not less than twenty-five percent (25%) of the amount of all other monies determined to be owed by the Sponsor.
