AGENDA NOTES OF 13 TH MEETING OF WESTERN REGIONAL POWER COMMITTEE TO BE HELD ON 09TH APRIL 2010 AT MUMBAI

ITEMS FOR DISCUSSIONS

ITEM No.1: CONFIRMATION OF THE MINUTES OF THE 12th MEETING OF WRP

COMMITTEE Minutes of 12th meeting of WRP Committee held on 16th January 2010 at Vadodara

were sent to the members vide letter No. WRPC/Minutes/AS/2010/1883 dated

12.02.2010.

No comments have been received on Minutes of the meeting.

WRP Committee may like to confirm the minutes. ITEM No.2: PERFORMANCE OF WR GRID DURING JANUARY 2010 AND

FEBRUARY 2010 2.1 SYSTEM PERFORMANCE During the month of January 2010 and February 2010, the grid operated in the

frequency range of 49.2 Hz to 50.3 Hz for 95.07% and 98.02% of time respectively.

The maximum period it was below 49.2 Hz was for 3.43 % of time during January

2010 and for 0.35 % of time during February 2010. The monthly average frequency

was 49.71 Hz in January 2010 and 49.85 Hz in February 2010. The number of

occasions when instantaneous frequency touched 48.8 Hz was 4 in January 2010

whereas it was "Nil" occasions in February 2010 The details of frequency profile in

January 2010 and February 2010 is at Annexure 2.1(a).

The maximum unrestricted demand of Western Region was 38504 MW and 39054

MW in January 2010 and February 2010 respectively, as compared to 36577 MW

and 36813 MW during the same months last year respectively. The region faced

capacity shortage in the range of 6662 MW and 6805 MW (peak deficit of 17.3% to

17.42%) respectively during these months. The per day energy requirement during

January 2010 and February 2010 was 776.09 MUs and 790.61 MUs respectively.

The energy shortage was 122.43 MUs per day and 127.57 MUs per day during these

months The details of unrestricted peak demand, demand met and energy

requirement and availability are as furnished at Annexure-2.1 (b).

WRP Committee may like to note. 2.2 Voltage Profile 2.2.1 Overall voltage profile had been satisfactory during the period under review.

However, some instances of low and high voltages beyond the IEGC specified

operating range were observed at some of the EHV sub-stations in the region.

Minimum voltage of 354 kV was noted on 4th and 7th February 2010 at 400 kV

Gwalior substation and minimum voltage of 722 kV was observed on 4th January

2010 at 765 kV Seoni substation. Higher voltages in the range of 426 kV to 432kV

were noted at Dhule, Itarsi and Gwalior substations. To contain high voltages

WRLDC resorted to opening of lightly loaded EHV lines on certain days. The detail of

voltages at important 400 kV and 765 kV sub-stations for the months January 2010

and February 2010 is placed at Annexure- 2.2.

In order to control incidences of high voltages during low load periods, installation of

reactors at following locations as planned by various utilities is in the process as per

following schedule:

2.3 AUFLS Performance.

The month-wise details relating to performance of AUFLS scheme in Western

Region during the period January 2010 and February 2010 in terms of quantum of

load relief obtained and number of occasions the UFR operated is at Annexure-2.3.

ITEM No.3: NETWORK CONGESTION IN THE WESTERN REGIONAL GRID 3.1 The issue of network congestion which frequently had been prevailing in the

regional grid was deliberated in detail during the 12th WRPC meeting. In the meeting

it was observed that deviations in actual drawl by several beneficiary states /

neighboring regions from the schedules were getting resulted due to inadequate

transmission network conditions under the existing power scenario in the region.

In the 12th WR Power Committee meeting, it was concluded that CERC Regulation,

2009 on measures to relieve congestion in real time operation would help in easing

out the situation. Also the progress of ongoing intra-regional and inter-regional

transmission lines under construction shall be discussed and reviewed on quarterly

basis so that the additional States/CTU network system is commissioned as per the

targeted schedule. Further PGCIL (CTU) may carry out study to access the

additional inter-regional requirement.

3.2 In the above context, a meeting was held on 15th March 2010 at WRPC office to

discuss progress of ongoing transmission schemes with the project implementation

authorities/agencies of Western Region. The review of schemes was related to

progress of transmission lines and the associated EHV substations, under

construction by PGCIL, WRTPL, GETCO, MPPTCL, CSPTCL and MSETCL in

Western Region. The right-of-way issues particularly related to forest clearances,

land acquisition etc. and matters regarding bays' availability and difficult terrain which

come in the way in speedy implementation of the ongoing schemes were discussed

for each individual line. The measures taken and expediting the further appropriate

action required to sort out such issues being encountered were discussed.

Considering above, the likely target of completion of the works was fixed up. The

members in the meeting recommended that such quarterly reviews of the progress

on the transmission schemes under implementation schemes should be continued.

The important lines requiring implementation on priority were identified which are

listed under item No. 13.

WRP Committee may like to discuss. ITEM No. 4: IMPLEMENTATION OF FREE GOVERNOR MODE OF OPERATION ON

ALL GENERATING UNITS INSTALLED 4.1 Hon’ble CERC in Petition No.-66/2003 in the matter of free governor mode of

operation of generating units etc. vide order dated 20.08.2009 had directed the

implementation of only restricted governor operation in various types of thermal and

hydro units:

The schedule for implementation is:

In 12th WRPC meeting, it was discussed that as WRLDC is to be geared up to

facilitate FGMO in the region, it needed to know details of all the thermal and hydro

generating units along with their telemetered values in the WRLDC Control Room to

monitor their participation in frequency response. WR Power Committee suggested

that for accomplishing FGMO, WRLDC may obtain in a specified format the unit-wise

details of all the generating stations in the region so as to draw up a unified action

plan for the same. The monthly report on progress of implementation of restricted

Governor operation may thereof be submitted to CERC as directed.

In the 409th OCCM of WRPC held on 12th March 2010, WRLDC intimated that as per

the format sent to utilities, the information on FGMO status was received from some

of the generating stations. The other generating utilities were requested to send the

requisite data/information to WRLDC so as to proceed further with the trial operation.

WRLDC vide communication dated 19.3.2010 have intimated that till 19.3.2010,

status of FGMO was received as follows:-

The OC Committee had emphasized that all hydro and thermal generating units in

the region ought to make provision for restricted FGMO and the concerned

generating utilities should expedite making the necessary provision for the same and

furnishing of the FGMO related data in the specified format. The Committee had

agreed that trial FGMO operation may be conducted in a unified manner for all those

generating units where the above provision has been made. The trial operation is to

be conducted on 5th April 2010.

The WR Power Committee may like to discuss. ITEM No. 5: OPGW BASED COMMUNICATION LINK IN GOTRI-JAMBUVA-

ASOJ SECTION

In order to improve the reliability of data communication between WRLDC and

SLDCs, a scheme for backup communication links from SLDCs and strategic

locations in the networks of ULDC proposed by WRLDC/PGCIL was discussed in 7th

meeting of WRP Committee held on 3rd May 2008 and approved. It was also decided

that beneficiaries of WR would share the cost in respect of the backup

communication link. As a part of the scheme, PGCIL indicated that OPGW cable

from Jambua to Gotri (13 Kms.) & Gotri to Asoj (23 Kms.) at the cost Rs 140 Lakh.

In the above context, it is intimated PGCIL in the 6th Meeting of SCADA O&M

Committee of Western Region held on 07.01.2010 at WRLDC office, Mumbai

furnished the detailed breakup of the cost components (enclosed at Annexure-5 ) of

the above FO link award for Rs. 210 Lakh. It was explained that approved cost

estimate was prepared based on ULDC project awarded cost, which pertain to the

period of 2001-02. Further, for ULDC project, Customs Duty/ED was exempted

whereas in present case, it is applicable. Also, service tax will required to be paid.

PGCIL pointed out that that if the above components are discounted, the actual price

of the link stands at Rs. 138 lakhs as against the approved cost of Rs. 140 lakhs.

The SCADA O&M Committee was generally convinced with the explanation and

requested that TCC/WRPC may please be appraised.

Committee may like to note. ITEM No. 6: OPGW BASED COMMUNICATION LINK TO S/S OF PGCIL IN WR

6.1 In the TCC and 11th WRP Committee meeting held on 24th & 25th Sept. 2009

respectively at Raipur, PGCIL proposal to extend the FO connectivity to all its

substations in the region keeping in view that the upcoming WAMS technology could

be implemented only with FO based communication network that was discussed in

detail. It was also mentioned that in case constituents’ substations are also to be

provided with wide band connectivity the requirement could be finalized on regional

basis.

The TCC concluded that requirement of FO connectivity is to be examined on case-

to-case basis. However, the future transmission lines should be equipped with

OPGW link as part of construction package. It was decided that the FO connectivity

network for the region shall be finalized by the SCADA committee and thereafter the

same shall be put up for the approval of the TCC/WRPC. WRP Committee endorsed

the recommendation of the TCC. 6.2 In the above context, PGCIL in the 6th Meeting of SCADA O&M Committee of

Western Region held on 07.01.2010 at WRLDC office, Mumbai presented the

proposed wideband network (enclosed at Annexure-6.2) on selected existing /new

lines of Central sector/IPP. PGCIL stated that the present network considers only CS

stations as communication master plans by the respective constituents have not yet

been prepared. During detailed review of the proposed network, WRLDC had

proposed addition of following links to augment the network redundancy:

a) Bina 400-Bina 765 KV.

b) Khandwa – Dhule

c) Rajgarh 400 – SSP (State line)

d) SSP – Asoj (State line)

After detailed deliberation the committee had concurred on the proposed network

with above additions. It was agreed that PGCIL should take up the network for

approval in WRPC forum.

6.3 It was also decided in the above SCADA O&M Committee meeting that a

meeting would be convened to discuss all the routes required for data /voice

communication for all the control centres. Some of these lines may require

commissioning of OPGW also. The lines may be owned by different utilities. A

formulae for the cost sharing for paying to the owner of the line would be worked out

and the same formulae would be applicable for all lines irrespective of ownership.

This would help in designing optimal communication master plans in the future.

WRP Committee may like to discuss.

ITEM No.7: WIDE AREA MEASUREMENT SYSTEM (WAMS) IN WR 7.1 WRP Committee in its 11th meeting held on 25th September 2009 at Raipur,

discussed the implementation of WAMS Project in WR and approved the

implementation of WAMS Project in WR proposed by POWERGRID with consortium

partners TCS, IIT Bombay & Tata Power Company Ltd. It was suggested that

repayment of the loan from CSIR would be done through UI cap fund and WRLDC

shall approach CERC for necessary approval. In case of non-approval from CERC,

the matter will be placed before WRP Committee for further direction.

PGCIL/WRLDC may proceed accordingly.

7.2 In the above context, it is intimated that CERC in the matter of implementation

of WAMS project in Western Region and utilization of surplus amount available in

Unscheduled Inter change Pool Account Fund issued the order dated 12th February

2010.

The relevant portion of Para-12 & 13 of the order is reproduced below

Para-12 - “ ………Taking into account the importance of such a pilot project,

and in view of the fact that the scheme has already been agreed to by the

constituents of the Western Region, we approve the funding of the WAMS

project for the Western Region under clause 11(1)(b) of the CERC

regulations. However, instead of continuing the liability of paying interest on

the loan proposed to be taken by POWERGRID from CSIR for 10 years, we

direct that a one-time expense of Rs. 10.97 (Rs. 8.76 crores towards the

part of the project and Rs. 2.21 crores towards the cost for making data

available to constituents & WRPC) from the fund may be used for funding

the Power Grid part of the project”.

Para-13- “…………In view of the fact that the PMUs alongwith hardware,

software, communication systems etc. would be used for enhancing the

security of grid and optimum utilization of the transmission assets, the

assets should be maintained by Powergrid. Accordingly, we direct that

Power Gird / WRLDC will become owners of these assets at nominal value

in accordance with Accounting Standard-12 issued by the Institute of

Chartered Accountants of India. Since the funds of the project are being

utilized from the surplus amount available in the UI fund, we further direct

that all revenues generated by Power Grid / WRLDC (out of its share of

24%) through IPR by commercial exploitation of the project be refunded to

the fund, after retaining 25% thereof”.

The Commission also directed that the petitioner (WRLDC) shall submit a program

for commissioning of the project and keep the Commission updated through a

monthly progress report indicating the physical progress of the project and

expenditure incurred thereon.

7.3 In view of above, it is intimated that a meeting of Task Force on WAMS was

proposed by WRPC on 10th March 2010 to discuss the modalities etc. regarding

implementation of WAMS Project in WR. However, GM (LD & C), PGCIL vide letter

dated 5th March 2010 stated that in view of CERC order directing one time expenses

from UI Fund towards the above project, PGCIL have taken up the issue with CSIR

and on their approval they would sign the agreement with CSIR and other

consortium partners. It is proposed to hold separate meeting with the constituents

thereafter.

ITEMS FOR INFORMATION ITEM No.8: ANTICIPATED POWER SUPPLY POSITION IN WESTERN

REGION FOR THE PERIOD FROM APRIL 2010 TO JUNE 2010

The anticipated power supply position in the region for the period from April 2010 to

June 2010 is at Annexure-8. The period under consideration commences with the

onset of summer season. During this period the regional demand is likely to be rise

considerably. The anticipated regional demand is likely to vary between 38475 MW

to 40840 MW and the capacity shortage of deficit will vary from 18.9 % to 20.6 %. In

terms of energy, the unrestricted requirement is expected to range from 21487 MUs

to 23375 MUs with regional energy deficit of the order of 5.93% to 9.97%. The

anticipated Peak demand shortage of 621 to 1005 MW in Gujarat, 508 to 615 MW in

Chhattisgarh, 3172 to 4145 MW in Maharashtra, 788 to 1432 MW in Madhya

Pradesh, 46 to 60 MW in Goa, 46 to 52 MW in DD & 40 MW to 50 MW in DNH is

likely to prevail.

All WR transmission utilities shall have to ensure maximum availability of

transmission system. Also, monthly programme for maintenance of the generating

units shall require to be scheduled appropriately so as to ensure maximum

availability of generation capacity on bar considering the regional demand and

diversity in demand of NR and ER in an integrated combined N-E-W grid.

ITEM No.9: UTILISATION OF UNREQUISITIONED POWER OF NTPC STATIONS AND ITS SCHEDULING

9.1 The issue raised by WRLDC viz. existing practice followed in WR for

scheduling of unrequisitioned power (URS) from NTPC stations in WR within the

region cannot be categorized under any existing categorization and regulations

relating to long term, medium term, short term or through UI transactions and

therefore decision taken in the WREB/WRPC meeting may be revisited for the

needful was deliberated in the last (12th) meeting of WRPC. The WRP Committee

agreed to the recommendations of TCC i.e. the existing practice for utilization and

scheduling of un-requisitioned power from NTPC stations in WR as approved earlier

by WRE Board in the 128th meeting held on 2nd September 2005 should be followed,

the WRLDC may take up the matter with Hon’ble CERC and seek clarification in this

regard, if required.

9.2 In the above context, it is intimated that in the matter of petition No. 134/2009

to initiate proceedings to amend the CERC (Open Access in Inter-State

Transmission) (amendment) Regulations, 2009 w.r.t. providing flexibility in revision of

daily schedule in case of bilateral transactions in order to facilitate utilization of un-

requisitioned surplus (URS) Power to NTPC stations, the Hon’ble Commission

issued order dated 11th Jan. 2010. The relevant para-11 of the above order is

reproduced below:

“Therefore, we do not find any justification for amendment to the regulations

for the above purpose. Accordingly, we direct that all the generating

stations, governed by the Tariff Regulations of the Commission be allowed

to changed schedule for the unrequisitioned quantum of power from one

beneficiary(s) to another beneficiary(s) of the same power station on the

requisition by these beneficiaries through the provision provided in the

IEGC, i.e. within six time blocks or as per the provisions of the IEGC as

amended from time to time. In case the original beneficiary requests back

for its share of power, then its schedule and schedule of beneficiary who

had availed URS power would be revised in the six time blocks again, or as

specified in the IEGC as amended from time to time. These schedule

revisions would be treated as re-allocation of power on temporary basis and

would not be taken as open access transactions. The tariff would be

governed by the terms and conditions of the tariff regulations applicable to

the generating stations”.

WRP Committee may like to note. ITEM No. 10: METHODOLOGY FOR WORKING OUT THE WEIGHTED AVERAGE

SHARE FOR SHARING OF TRANSMISSION CHARGES OF INTER-REGIONAL LINKS AND SHARING OF WHEELING CHARGES FOR WHEELING OF CENTRAL SECTOR POWER TO GOA, DD AND DNH

10.1 It is intimated that GUVNL vide letter dated 24.11.09 (copy enclosed at

Annexure-10.1) suggested that while calculating the weighted average share for

sharing of transmission charges of inter-regional links, the LTOA granted to the ISGS

stations for ISTS of WR should also be included w.e.f. April-2009. GUVNL also

requested that the transmission charges payable to GETCO for wheeling of C. S.

power to DD and DNH and transmission charges payable to MSETCL for wheeling

of C. S. power to Goa may also be shared by the Long Term Open Access

customers of WRTS in the same manner as regional assets of PGCIL as mentioned

in Hon’ble CERC in its order dated 3rd Feb. 2009 and 31st July 2009. Subsequently,

GUVNL vide letter dated 15.01.10 (Copy enclosed at Annexure-10.2) have

requested to discuss the issue in this meeting. The above issue raised by GUVNL

was addressed in the 54th meeting of Commercial Committee of WRPC held on 10th

Dec. 2009.

10.2 So far as the sharing of transmission charges towards intervening

GETCO/MSETCL transmission system being utilized for transmission of Central

Sector power to DD and DNH/Goa is concerned, it was pointed out that that under

para “21” and “36” of CERC order dated 3.02.2009 in petition no. 64/2008 the

Hon’ble CERC noted about the transmission lines used for conveyance of power to

DD and DNH and opined that the existing practice of pooling of transmission charges

as had been done in past should be continued and there was no reason for their

sharing mechanism to be different. It was clarified that the LTOA customers of ISTS

of WR were not the beneficiaries of Central Sector generating stations of WR. As

such the transmission charges towards intervening GETCO/MSETCL transmission

system being utilized for transmission of Central Sector power to DD and DNH/Goa

are to be shared by the beneficiaries of Central Sector generating stations of WR as

per agreed sharing mechanism among WR beneficiaries of Central Sector stations of

WR. Accordingly, the applicable transmission charges for conveyance of Central

Sector power to DD & DNH and Goa have to be shared by the beneficiaries of

Central Sector generating stations and the same is being reflected in the REAs

issued by WRPC, which is therefore stated to be in order.

10.3 In regard to the suggestion made by GUVNL that while calculating the

weighted average share for sharing of transmission charges of inter-regional links,

the LTOA granted to the ISGS stations for ISTS of WR should also be included,

attention was drawn to various clauses of CERC (Terms & Conditions of Tariff)

Regulations, 2009. It was clarified that beneficiaries as defined in the regulation with

respect to interstate generating stations are those generating stations the tariff of

which is determined by the commission. Further, as per CERC regulation, the

transmission charges for inter-regional links between WR-ER, WR-NR and WR-SR

has to be borne by the beneficiaries of ISGS in WR whose tariff is determined by the

commission and in proportional to their entitlement and by the users

It was further clarified that Jindal, LANCO, Adani, Sugen have granted LTOA by CTU

to ISTS of WR only as has been sought by them as per their application. These

LTOA customers have not sought Long Term Open Access for use of ER-WR, NR-

WR and SR-WR inter-regional links. Whereas MPPTCL have applied for LTOA to

ER-WR link for availing power from DVC station located in ER and hence the user of

ER-WR inter-regional link and WR ISTS. As such, MPPTCL shares transmission

charges for ER-WR link proportionately to extent of LTOA granted to them by CTU.

In view of above the sharing of transmission charges for inter-regional links are being

apportioned as per the provisions in CERC (Terms & Conditions of Tariff)

Regulations, 2009 and the weighted average share for sharing of transmission

charges of inter-regional links as included in monthly REAs issued by WRPC which it

was stated that the same was in order.

ITEM No.12: COMMISSIONING OF TRANSMISSION LINES AND GENERATING UNITS

12.1 Commissioning of transmission elements by PGCIL PGCIL WRTS-II, vide letter No. WR-II/VDR/460 dated 02.03.2010 intimated that

following transmission elements under WRSS-II Set-D Scheme has been charged

and put into regular operation in Western Region-II. The same will be under

commercial operation w.e.f. 01.03.2010.:

(i) 765 kV S/C Bina – Gwalior Transmission line-II along with associated

bays

Accordingly, monthly transmission charges of the above transmission system will be

payable by all the constituents of WR as per relevant CERC orders/notifications.

With synchronization of 765kV Bina-Gwalior-2nd circuit (operated at 400kV level) on

27.2.10, it has been observed by WRLDC that the loading of 400kV Soja-Zerda line

and 220kV Badod-Kota and Badod-Motak lines got relieved to some extent.

ITEM No. 17 : RENOVATION AND MODERNISATION OF WRPC OFFICE BUIILDING

In the 10th WRPC meeting held on 30.05.2009 at Diu, it was indicated that WRPC

office building is around 30 years old and is in urgent need of major repairs and

architectural renovation and improvement in facilities for the WRPC office building

and rest of its surrounding area. It was agreed in the above meeting to get R&M

work of WRPC building done by POWERGRID on deposit basis and cost of the

above work equally shared by members of WRPC who share the establishment

expenditure of WRPC Secretariat. The preliminary assessment of the estimated

cost was indicated as Rs.4 crores. Subsequently POWERGRID engaged the

services of a consultant / architect for finalization of the concept, design and

estimation for the proposed renovation works. As per the concept plan of different

floors, POWERGRID have submitted final estimate vide their letter dated

19.03.2010. As per above, the total estimated cost for the R&M works out to Rs

8,82,71,354. The details are enclosed at Annexure-17.

The WRP Committee may discuss and decide. ITEM No.18: DATE AND VENUE OF NEXT WRPC MEETING The next meeting i.e. 14th WRP Committee meeting will be held in July 2010.

However, while vvorking out the ViJ8ightedAverage Share for apportionment of Transmission Charges for Inter-regionalLinks, WRPC is not taking in to consideratiori the quantum of Long Term OpenAccess granted to inter-State generating stations of Western region like JindalPower, Torrent Power, PTC (Lanco) and Adani Power Ltd., which is not correctbecause the generator is required to share both the Intra-Regional and Inter-Regional transmission charges to th.~L~2(J~.Dtof Long Term Open Access granteduntil the actual beneficiary is identified by the Generator. Thus, till the actualbeneficiary(ies) is identified by the Generator all the transmission charges arerequired to be borne by the Generator, which otherwise had to be borne by theultimate beneficiary depending on the delivery point as per the Power PurchaseAgreement. For illustration, if the delivery point of power as per PPA is Ex-busand say existing WR beneficiary State is the ultimate beneficiary identified underthe LTOA from that ISGS, while working out the Inter-Regional transmissioncharges, such contracted capacity of existing WR beneficiary State would betaken in to consideration for working out the Weighted Average Share forapportionment of Intra-Regional and Inter-regional Links Transmission Charges.Similarly, till the actual beneficiary(ies) is identified by the Generator, both theIntra-Regional and Inter-regional Links Transmission Charges are to be borne bythe Generator. The philosophy adopted by Standing Committee on TransmissionPlanning while granting LTOA is same wherein it is specifically required that tillthe final beneficiary(ies) is identified the payment of transmission charges will beborne bY._lTQtLapg.U_c:,~mtEven, -Regulation no. 33 (7) of the Central ElectricityRegulatory Commission (Terms and Conditions of Tariff) Regulations, 2009provides that, "Transmission charges corresponding to any plant capacity forw~ich a.beneficiary has not been identified and contracted shall, be paid by theconcerned generating company".

As regards to Details of Monthly Wheeling Charges Payable to GUVNL forwheeling of power to DO & DNH, the Hon'ble CERC in its orders dated 3rd

February, 2009 and 31 st July, 2009 has mentioned that "These charges shall beshared in the manner decided in Commission's order dated 3.2.2009, whichprovided that the applicable transmission charges for conveyance of power to DOand DNH shall be shared by all long-term customers of WR in the same manneras regional assets of POWERGRID".

Annexure-10.3 RELEVANT EXTRACT FROM THE MINUTES OF 54TH COMMERCIAL COMMITTEE MEETING ITEM No. 10: METHODOLOGY FOR WORKING OUT THE WEIGHTED

AVERAGE SHARE FOR SHARING OF TRANSMISSION CHARGES OF INTER-REGIONAL LINKS AND SHARING OF WHEELING CHARGES FOR WHEELING OF CENTRAL SECTOR POWER TO GOA, DD AND DNH

10.1 GUVNL vide letter dated 24.11.09 suggested that while calculating the

weighted average share for sharing of transmission charges of inter-regional

links, the LTOA granted to the ISGS stations for ISTS of WR should also be

included w.e.f. April-2009. GUVNL also requested that the transmission charges

payable to GETCO for wheeling of C. S. power to DD and DNH and transmission

charges payable to MSETCL for wheeling of C. S. power to Goa may also be

shared by the Long Term Open Access customers of WRTS in the same manner

as regional assets of PGCIL as mentioned in Hon’ble CERC in its order dated 3rd

Feb. 2009 and 31st July 2009.

10.2 So far as the sharing of transmission charges towards intervening

GETCO/MSETCL transmission system being utilized for transmission of Central

Sector power to DD and DNH/Goa is concerned, Superintending Engineer

(Comml.), WRPC stated that under para “21” and “36” of CERC order dated

3.02.2009 in petition no. 64/2008 the Hon’ble CERC noted about the

transmission lines used for conveyance of power to DD and DNH and opined that

the existing practice of pooling of transmission charges as had been done in past

should be continued and there was no reason for their sharing mechanism to be

different. He further stated that the LTOA customers of ISTS of WR are not the

beneficiaries of Central Sector generating stations of WR. The transmission

charges towards intervening GETCO/MSETCL transmission system being

utilized for transmission of Central Sector power to DD and DNH/Goa are to be

shared by the beneficiaries of Central Sector generating stations of WR as per

agreed sharing mechanism among WR beneficiaries of Central Sector stations of

WR. Accordingly, the applicable transmission charges for conveyance of Central

Sector power to DD & DNH and Goa have to be shared by the beneficiaries of

Central Sector generating stations and the same is being reflected in the REAs

issued by WRPC, which is therefore in order.

10.3 In regard to the suggestion made by GUVNL that while calculating the

weighted average share for sharing of transmission charges of inter-regional

links, the LTOA granted to the ISGS stations for ISTS of WR should also be

included, S.E. (Comml), WRPC invited the attention of members to the various

clauses of CERC (Terms & Conditions of Tariff) Regulations, 2009. He stated

that as per Clause 33 of the the amount payable for the month for inter-regional

links between Eastern and Northern / Western / Southern regions shall be borne

by the beneficiaries in the latter region (Northern / Western / Southern), in

proportion to the sum of their respective entitlements (in MW) in the inter-State

generating stations in their own region and in Eastern region, but excluding any

generating capacity for which charges of associated transmission system are not

being fully pooled. Further the amounts payable for the month for inter-regional

links between Northern and Western regions, between Western and Southern

regions, and between Eastern and North-eastern regions shall be borne by the

linked regions in 50 : 50 ratio, and shared by the beneficiaries in the concerned

region in proportion to the sum of their respective entitlements ( in MW ) in the

inter – State generating stations in their own region, but excluding any generating

capacity for which charges of associated transmission system are not being fully

pooled.

He stated that beneficiaries as defined in the regulation with respect to interstate

generating stations are those generating stations the tariff of which is determined

by the commission. He stated that as regulation, the transmission charges for

inter-regional links between WR-ER, WR-NR and WR-SR has to be borne by the

beneficiaries of ISGS in WR whose tariff is determined by the commission and in

proportional to their entitlement and by the users

So far as LTOA applied by Jindal, LANCO and Adani is concerned they have

granted LTOA by CTU to ISTS of WR only and not the user of inter-regional link.

As such the transmission charges for inter-regional links between WR-ER, WR-

NR and WR-SR has to be borne by the beneficiaries of ISGS in WR whose tariff

is determined by the commission and in proportional to their entitlement and by

the users. Whereas MPPTCL have applied LTOA to ER-WR link for availing

power from DVC station located in ER and hence the user of ER-WR inter-

regional link and WR ISTS. Thus MPPTCL has to share transmission charges for

ER-WR link as per the LTOA applied.

10.4 The other beneficiaries of WR supported with the views of GUVNL.

However, representative of Torrent Power did not agree with the views of the

beneficiaries of WR. He stated that LTOA has been provided to M/s Torrent

Power Ltd. for transfer of 500 MW from their Sugen 1147.5 MW generating

station to various beneficiaries of in Western Region with identified strengthening

of transmission systems to be built, owned and operated by M/s Torrent Power.

TPL-Sugen is not the LTOA customer of WR-ER, WR-NR and WR-SR inter-

regional links. Transfer of 500 MW power involves utilization of WR grid only and

there is no involvement of any other inter-regional links predominantly benefiting

TPL-Sugen Project. He stated that under these circumstances, the suggestion of

GUVNL for sharing of inter0regional transmission charges is not acceptable.

Superintending Engineer (Comml), WRPC reiterated that the sharing of

transmission charges for inter-regional links are rightly being apportioned as per

the provisions in CERC (Terms & Conditions of Tariff) Regulations, 2009.

Accordingly, the weighted average share for sharing of transmission charges of

inter-regional links as included in monthly REAs issued by WRPC is therefore in

order.
