RESTORATION OF BOILER FEED WATER CAPACITY PROJECT (W0-0001) SPECIFICATION FOR TRANSFER PANEL

1.0 INTRODUCTION

MLNG engaged MMCOG to undertake the preparation of Detailed Feasibility Study DFS) and Front End Engineering Design (FEED) for the Restoration of Boiler Feed Water Capacity Project at PETRONAS LNG Complex, Bintulu.

In general, MMCOG is expected to deliver the following work scope: a) DFS (Detailed Feasibility Study):

The design of a facility that outlines the philosophies, basic working nature or concept of the facility. Typically the following activities will be considered part of the Detailed Feasibility Study: • Feasibility/preliminary studies, • Description of the facility, • Outlines of scope and schedule, • Selection of technology, • Description of the design parameters, • Size and production capacity, • Identification of potential design options for the purpose of capital budgetary cost

estimate and • Economic evaluation

b) FEED (Front End Engineering Design): The design phase that follows Detailed Feasibility Study, to further define specific requirements applicable to the Project. The product should be definitive to become a basis for detailed design and cost estimates. Typically the following activities will be considered as part of the Front End Engineering Design: • Pipeline route selection, • Plant layout, • Selection of design codes and standards requirements, • Site evaluation, • Material/process selection, • Optimized process design, • Equipment design parameters, • Power intake configuration

This project is aimed to achieve BFW makeup sparing of N+1 to provide secure steam supply hence support MLNG Business Plan; i.e to enable maximum production of MLNG Satu and MLNG Dua plants at design C02 of 6.5 mole % in the feed gas.

2.0 OBJECTIVE

The objective of this document together with the attached scope of supply, datasheet, applicable codes, standard and regulation is to define the functional requirements for the design, procurement of materials, manufacturing, supply, performance, inspection, testing, delivery, shipping, handling and storage of the 74-D-1A and 74-D-1 B Transfer Panel for installation and operation at Restoration of Boiler Feed Water Capacity Project.

4.0 SCOPE

4.1 Package Limits

The package shall be supplied with all the accessories and tested in accordance with the requirements as specify in the scope of supply in ATTACHMENT 1, taking into account preservation and transport requirements.

The package limit shall be regarded as including all the elements, which the PURCHASER shall provide inlet or off take connections or support points. The VENDOR shall indicate the package envelope and interface points in the bid documents, and no changes shall be made unless with written agreement.

4.2 Operating Conditions

The VENDOR is responsible for ensuring all equipment and components provided are suitable for all operating conditions stated in ATTACHMENT 10, Site and Utility Data. Where the VENDOR's standard or preferred design option does not meet the operating conditions, the VENDOR shall give details of the technical changes and commercial impact of complying with the stated conditions.

4.3 Technical Integrity

The VENDOR shall be responsible for the technical integrity of the package, including design, materials, manufacture, assembly, inspection, testing, performance and specified engineering services. All these activities are to be in accordance with the scope of supply, the functional specification, data and interface information supplied herein .

The VENDOR shall have single point responsibility for all aspects of the works, inclusive of all components sub-contracted or purchased from other parties.

4.4 Design Life, Availability/Reliability

VENDOR shall describe the design life and overall availability/reliability of the whole package. This shall be by reference to previous experience with proven designs which have operated in a field for several years with only planned outages for maintenance I replacement of normal wearing type components. VENDOR shall design the equipment for a minimum twenty five (25) years design life. VENDOR shall indicate total cost of ownership over the design life period.

In making assessments of availability I reliability, the VENDOR will need to estimate repair times. For the purpose of making such estimate, the VENDOR may assume that the spares holding are in accordance with his submitted recommendations unless otherwise stated. VENDOR may also neglect any delay caused by factors not directly related to the package in question unless a basis for estimating such delays is provided by the PURCHASER. In the case of failure modes of which makes a significant contribution to the overall unavailability, the VENDOR may be required to demonstrate that his assumed repair times can be achieved.

4.5 Acceptance Criteria

The final acceptance criteria for the package shall be in accordance with the Scope of Supply in ATTACHMENT 1, Data Sheets in ATTACHMENT 2, Single Line Diagrams in ATTACHMENT 3 and Codes, Standards and Regulations in ATTACHMENT 4.

5.0 APPLICABLE CODES, STANDARDS AND REGULATIONS

As a minimum, all equipment supplied as part of this package shall be designed, manufactured and delivered in accordance to the relevant sections of the National I International Codes, Standards and Regulations listed in ATTACHMENT 4. Where equivalent alternatives may be offered, these shall be identified and mutually agreed upon.

5.1 Order of Precedence

The order of precedence for the documents shall be as follows:

i) Malaysian legislation governing the equipment and installation

ii) Other relevant international legislation governing work sites in the absence of Malaysian legislation

iii) Data sheets

iv) Project technical requisition/specification requirements

v) PETRONAS Technical Standards (PTS)

vi) MLNG internal procedures and instructions.

vii) Industry codes and standards

viii) National and International codes and standards

In case of conflict between the requirements of this specification with its attachments and the referenced specifications or codes and standards,

VENDOR shall bring the matter to the PURCHASER's attention for resolution and approval in writing.

All deviation from the requirements of this specification, its attachment and the referenced specification, codes and standards shall be stated in the proposal. In the absence of such a statement, full compliance will be assumed.

Compliance by VENDOR with provisions of this specification does not relieve him of the responsibility to furnish equipment of a proper design for the specified service conditions and/or to meet the equipments of local government regulations concerning health and safety.

6.0 INSPECTION AND TESTING REQUIREMENTS

6.1 Scope

The VENDOR shall prepare an Inspection and Test Plan (ITP) generally in accordance with the sample ITP in ATTACHMENT 8. The ITP shall be discussed and agreed before placement of any purchase order. Inspection and Test Plan shall cover the design, purchasing of materials, fabrication , inspection and testing of the system/equipment. All "HOLD" points during the manufacturing and fabrication program shall be agreed to by mutual consent before placement of Purchase Order. Inspection by PURCHASER or his representatives shall in no way relieve the VENDOR of any of his responsibilities for ensuring that the system/equipment meets all the requirements and conforms in full to the contents of this specification. The VENDOR shall advise the PURCHASER with at least fourteen (14) days notice of the date and location where/when:

a) Manufacture will start;

b) Key production, inspection or testing activities (as identified in the inspection and Testing Plan) will occur; and

c) The 74-D-1A and 74-D-1 B Transfer Panel will be ready for final inspection.

The VENDOR shall provide to the PURCHASER or his representatives, without charge, all facilities and access for satisfying himself that the 7 4-D-1 A and 7 4-D-1 B Transfer Panel is being manufactured in accordance with the relevant data sheets, codes and standards.

Any manufactured 74-D-1A and 74-D-1 B Transfer Panel, which does not comply with the requirements or material, which shows defects during inspection, will be rejected. When a part of the unit is rejected, the VENDOR shall be notified in writing. If any rectification work required to be done, it shall be carried out by the VENDOR at his own expense and without delay to the work. PURCHASER's inspector shall have the right to request additional inspection or examinations, if required, to ensure that the 7 4-D-1 A and 7 4-D-1 B Transfer Panel complies with the relevant codes and standards. These inspections will be to the PURCHASER's account, unless such examination reveals defects not previously detected in which case the VENDOR shall bear the full cost of the inspection, replacement and subsequent examinations necessary to ensure the satisfactory manufacturing or installation of the 7 4-D-1 A and 7 4-D-1 B Transfer Panel.

6.2 Factory Acceptance Tests (FAT)

All testing shall be done using certified test equipment, which has been calibrated/ checked prior to the test. The calibration records shall be furnished to the PURCHASER for review and approval.

Detailed testing , FAT procedure shall be submitted as specified in the VORL for PURCHASER's approval.

7.0 SPARE PARTS AND SPECIAL TOOLS

VENDOR shall provide list of recommended special tools with itemized prices (if applicable), required for installation.

8.0 SPARE PARTS AND SPECIAL TOOLS

8.1 Documents Required with Bid

VENDOR is required to submit the documents as per Vendor Data Requirement List (VORL) and Vendor Data Master List (VDML) per ATIACHMENT 5 and 6 respectively as a minimum, with their bid proposal.

8.2 Documents Review

Consistent with the attempt to minimize documentation, only documents that are listed in Vendor Data Requirement List (VORL) per ATIACHMENT 5 will be required for review by PURCHASER. This information will be written and agreed by both PURCHASER and VENDOR prior to order placement and shall form the basis of an agreed document schedule.

All final and approved documents as required in the VORL must be clean (without history), original copy or good master print and shall be submitted within the specific time frame.

All certificates and procedures must be stamped "Certified True Copy" by third party certification agency if it is not of original copy.

The following software will be used for VENDOR's information

• Drawings in AutoCad release 2007 or later

• Spreadsheets in Microsoft Excel 2007

• Manual/ documents in Microsoft Word 2007

• Database in Microsoft Access 2007

All other documents e.g. handwritten test reports shall be scanned image in PDF format.

All electronic files shall be compiled in CD-ROM and shall be properly organized in file directories for easy reference and review.

VENDOR shall provide detail execution plan in his bid proposal for electronic based documentation.

VENDOR shall check and verify the completeness of the VORL proposed and highlight any discrepancy or missing required documents.

VENDOR shall prepare complete Vendor Data Master List (VDML) based on VORL.

VENDOR shall then complete the information required in the VDML and utilize the list for tracking VENDOR documentation later.

9.0 HEALTH, SAFETY AND ENVIRONMENTAL REGULATIONS

The VENDOR shall be responsible for ensuring that the goods and services supplied meet all applicable regulations on health, safety and environmental issues.

The VENDOR shall provide his safety plan, which shall demonstrate the degree of compliance with the Occupational Safety and Health Act 1994, in particular Part V General Duties of Designers, Manufacturers and Vendor is achieved. The material safety data sheets and product data sheets are to be provided by the VENDOR.

VENDOR shall confirm commitment to COMPANY's objectives for the WORKS/SERVICES of zero fatalities, zero lost time injuries and better than 1.3 total recordable case frequency (TRCF).

A copy of VENDOR's Safety Management System Manual and accident statistics shall be provided with the bid.

10.0 VENDOR ASSISTANCE

VENDOR shall quote separately for Service Assistance during installation at site.

The quotation shall be on daily rate basis for each category of specialist. The daily rate quoted shall be inclusive of mobilization, demobilization, miscellaneous costs, accommodation, allowance, transportation and overtime costs. VENDOR shall at its own cost, ensure all its employee, agents and subcontractors preparing WORKS/SERVICES during Services Assistance have undergone safety training (green pass) organized by Construction and Industrial Development Board (CIDB) and National Institute of Occupational Safety and Health (NIOSH) or whichever applicable.

The VENDOR representative travelling to plant shall have valid COMPANY Safety Passport, medical authorization, applicable safety certificates and shall have with him proper personnel protective equipment. The PURCHASER will not provide transportation, accommodation and food whilst in job site location.

11.0 PERFORMANCE GUARANTEE

The VENDOR shall guarantee all equipment furnished to be in compliance with this specification and drawings.

The VENDOR shall guarantee all materials against defect, damage or non-conformity and /or workmanship.

If any defect or mal-performance occurs during the guarantee period of eighteen (18) months from delivery or twelve (12) months after commissioning, whichever is earlier, the VENDOR shall make all necessary alteration, repair and replacement immediately and at no charge to PURCHASER.

12.0 QUALITY ASSURANCE

VENDOR, and his sub-VENDORs, shall operate a quality system satisfying the ISO 9001 Quality Standard, or agreed equivalent standard, commensurate with the goods and services provided.

A detailed typical Quality Plan indicating the scope of testing and the "Hold Points" shall be provided with the bid for PURCHASER's approval prior to order placement.

The PURCHASER reserves the right to carry out quality and technical review at both the VENDOR's and sub-VENDOR's works including review of quality documentation.

13.0 PREPARATION FOR SHIPMENT

The equipment shall be delivered in accordance with the Purchase Order. The equipment shall be loaded out and tied down by VENDOR. All items shall be shipped simultaneously.

VENDOR shall notify PURCHASER at least one (1) week prior to the planned shipment. The VENDOR must obtain written authorization in the form of a "Shipping Release Form" from PURCHASER's Authorized representative prior to shipment.

The VENDOR shall provide certifications for all lifting devices and rigging, and assume sole responsibility for proper and safe execution of all load-out operations, including any disassembly required to avoid interference with slings and spreader bar and consequent damage to 74-D-1A and 74-D-18 Transfer Panel. The VENDOR shall be responsible for replace of all damages incurred during load out. Repair of damages, shall be in accordance with the applicable sections of this specification. All items shall be provided with a lift diagram, outlining weight, center of gravity and rigging arrangement required. Prior to shipping, dry weight shall be confirmed by weighing the equipment using a COMPANY approved method such as certified load cells or strain gauges.

Prior to shipment from the VENDOR's workplace, the package shall be properly packed and preserved to withstand twelve ( 12) months storage in a marine environment.

The package shall be properly protected from damage during sea freight and long-term storage in a tropical climate. The packing and preservation shall be in accordance with latest PTS 70.1 0. 70.11 .

Each item shall be clearly identified with the VENDOR's name, address purchase order and tag number. Exposed part/end shall be properly capped with an easily removable cap preventative. Items vulnerable to damage shall be packed separately for site installation. Any such item shall be tagged. The contents of all equipment shall be recorded in detail on the packing list. The transported equipment shall have the necessary fastenings , protections and lifting facilities to satisfy lifting and sea fastening loads and restraints.

Equipment storage and preservation shall comply with latest PTS 70.1 0. 70.11 "The Preservation of Old and New Equipment and Piping Standing Idle".

The individual package shall then be crated in a full wooden enclosure, if deemed necessary by the VENDOR. As a minimum, each crate or box shall be provided with the following markings:

Removable, undrilled gland plates with minimum thickness of 5mm shall be provided to accommodate cables and glands provided by OTHERS. Gland plates for single core cables (if use) shall be of non-magnetic material and shall have sufficient strength to support the weight of cables and cable glands.

5.4 Degree of Protection, The degree of ingress protection as per IEC 60529 for the 74-D-1A and 74-Internal Fault and D-1 B Transfer Panel shall be minimum IP 55. Short Circuit

Exposed parts within the outdoor transfer panel which have to be accessible during normal operation, maintenance or equipping of spare compartments, shall either not be live in the opened position or shall be protected to a degree of protection of at least IP 21 .

High breaking capacity (HBC) fuses and associated fuse carriers shall only be accessible when they are fully isolated or when they offer a degree of protection to live parts of at least IP 20 when the fuses are inserted.

Terminals of equipment installed on a compartment door and which can be live when the door is opened shall be shrouded to a degree of protection of at least IP 20.

Compartment doors or covers shall be interlocked to prevent opening when the isolating switch is in the 'ON' position. The isolating device shall only be operable when the door is closed.

Interlock systems shall be of a mechanical lever type and shall not rely on the operation of springs or gravity.

All practicable measures shall be taken to prevent danger to personnel working on an isolated (shutdown) unit with adjacent units still in operation.

74-D-1A and 74-D-1B Transfer Panel shall comply with IEC 61641 with regard to internal arc testing .

Type test reports regarding internal arc withstand performance shall be made available in the quotation stage.

The prospective short circuit currents specified in this specification and attached drawings is based on parallel operations of all supplies which can be paralleled during normal operations and temporary operations during change-over periods. It also includes the contribution that can be expected from the connected load.

The values of the factor 'n', giving the relation between peak and r.m.s. value of the short circu it current, shall be as stated in Table 5 of IEC 60439-1 or as indicated in this specification, whichever is the higher.

The 74-D-1A and 74-D-1B Transfer Panel shall be completely enclosed, self­supporting and suitable for free standing.

All hardware such as hinges, levers, screws, etc shall be of stainless steel or zinc coated high tensile steel. Bolts and nuts shall be of stainless steel or yellow chromium zinc plated high tensile steel. Bolted or screwed connections shall be anti-loosening type.

MLNG'S REQUIREMENTS

All components requiring periodic maintenance shall be easily accessible. Cable installation work on functional units (replacements or new installations) and equipping of spare panels must be safely possible without de-energising adjacent units.

The 7 4-D-1 A and 7 4-D-18 Transfer Panel shall have three-phase and neutral busbars located in a metal clad compartment.

The phase, neutral and earth busbars shall be of hard drawn, high conductivity copper.

The busbar system shall be accessible for construction and maintenance duties. In case of a busbar short circuit, it shall be possible to clean or replace the busbars and the support system without stripping the assembly.

The busbars and connections shall be adequately sized, braced and supported to withstand the dynamic, thermal and dielectric stresses due to rated momentary peak and short time short circuit currents specified.

Main busbars shall be rated for the nominal current over the entire length of the assembly and shall not be rated lower than the incoming and sectionaliser units.

Busbars shall be of proven design, type tested by independent third party authority such as ASTA or KEMA or equivalent to withstand one (1) second of the short circuit current as specified in the data sheet. The VENDOR shall

Neutral busbars shall have the same cross section as the phase conductors.

In the busbar compartment the phase busbars shall be fully insulated. The neutral busbar shall be insulated in the compartment. The insulation shall be type tested for withstanding at least an AC test voltage of 2 kV for a period of 60 seconds applied between the bar and an aluminum foil wrapped closely around the insulation.

The neutral busbar shall be insulated from earth. This arrangement shall be in accordance with the TN-S system configuration.

A continuous earth busbar of high-strength, high conductivity copper shall be provided throughout the length of the assembly and solidly bolted to the steel framework. It shall be capable of carrying the rated short circuit current of any breaker in the assembly for a period of one second. A compression type connector for earthing conductor shall be provided at each end of the earth bus bar.

Busbar supports, insulation and barriers shall be made from non­hygroscopic, non-tracking, flame retardant , insulation materials.

The comparative tracking index (CTI as per IEC 60112) of the insulating material used for the supports and insulation of the busbar and support systems shall be at least 300. The CTI for the insulation materials used for the components protected by the short-circuit protective devices in the outgoing functional units shall be at least 175.

6.2 Switches Switches shall be of the independent manual operating, air-break type with quick snap action make and break features, load break type.

Switches shall comply with and be type tested to IEC 60947-3 and shall have a utilization category AC22 when switching mixed resistive and inductive loads, and AC23 when switching motor loads or other highly inductive loads.

Switches shall be easily accessible and operable from the front of the outdoor transfer panel without opening a cover.

Switching devices shall be of the 4-poles type for 3-phases and neutral systems and 2-poles for single-phase circuits.

Switches shall have a rated short-circuit making capacity in conformity with the prospective short-circuit currents, as specified for the busbar system.

All switches used for isolating a circuit shall be padlockable in the 'OFF' position.

MLNG'S REQUIREMENTS

Insulated copper wires, flame retardant with reduced flame propagation to IEC 60332-3 Cat.'A' shall be used for internal wiring. Standard PVC insulated copper wires are also acceptable. Minimum conductor cross­sectional area shall be 2.5 mm.sq. for control and power. All wires shall be identified at both ends with ferrule markers.

Terminal block shall be arranged and positioned to afford easy access for carrying out external cable terminations, testing, inspection and maintenance. Each terminal block shall be provided with minimum 10% spare terminals.

Terminal blocks shall be segregated according to the voltage classification and signal (analogue, digital, etc.) application.

All electrical equipment and instruments including communication links shall meet the appropriate emission and immunity specifications for the intended operational environment in order to ensure :-

a) the equipment and its individual components has an adequate level of intrinsic immunity to external electromagnetic disturbances to enable it to operate as intended;

b) any electromagnetic disturbances generated by the equipment and its individual components do not exceed a level which would affect the correct operation of radio, telecommunications, computer and any other equipment;

c) harmonic current emissions, if any, in both the power supply input and output of electrical equipment (e.g. non-linear switching devices) are controlled within acceptable limits.

EMC requirements shall be based on PTS 33.64.10.33 and the relevant IEC and CENELEC (EN) standards

Insulating materials for use with the 7 4-D-1 A and 7 4-D-1 8 Transfer Panel shall be high quality, mechanically strong, flame-retardant, moisture resistant, anti-tracking and halogen-free as far as practical

Permanent nameplates or labels shall be provided to identify each control device, meter, indicating light, circuit breaker compartment, etc. Equipment within the components shall be suitably identified as well. In addition, labels shall be provided as appropriate to convey operating instructions, warning plates, rating data and other general information.

Name, identification, instruction and warning plates and their fixing materials shall be of durable, corrosion resistant material. They shall be provided with indelible inscriptions in the English Language. Plates mounted on the outside of the equipment shall be fixed by means of durable self-threading screws or pop rivets.

Nameplate I label colours shall be as follows:

a) Black letters on white background for equipment I device labels;

b) Black letters on yellow background for instruction; and

c) White letters on red background for warning or caution.

Each circuit of the assembly shall be provided with the following circuit identification labels :

a) Circuit identification tag number in accordance with standard drawing 867.021 . The circuit labels shall be installed on the front of the fixed.

Assemblies shall be provided with a durable one-line synoptic diagram, clearly indicating the busbar circuit and the specific function of the different compartments.

Synoptic diagrams are not required when the busbar system and the branch circuits can be viewed via transparent covers.

When the operating sequence or procedure of certain equipment items in the assembly is not evident, e.g. mechanical interlocking features , instruction plates shall be provided fixed near the point of operation. The instruction shall be given as far as possible in a pictorial manner.

In locations where dangerous situations may inadvertently be created, warning plate(s) or caution notice(s) shall be installed, identifying the danger point(s). This may be either in a compartment or on the outside of an assembly.

j) Primary and secondary injection tests for all metering and protection circuits including thermal overloads;

k) Interchangeability tests; and

I) Additional tests and inspections as specified in IEC 60439-1, IEC 60947, Sections 8.3 and A1 .8 of PTS 33.67.01 .31(FEBRUARY 2011 ) and Attachment 8 of this specification shall be conducted by the VENDOR

If type test records of an identical unit are not available for temperature rise test, rated current shall be applied to the 7 4-D-1 A and 7 4-D-1 8 Transfer Panel and temperature rise shall be checked for compliance with the relevant IEC publications and PTS 33.67.01 .31. The results shall be recorded and submitted for PURCHASER's approval.

The 74-D-1A and 74-D-18 Transfer Panel components shall be tested in the actual line-up arrangements with busbars fully connected. Testing of the above on disassembled shipping sections is not acceptable.

All tests shall be conducted by competent and suitably qualified personnel.

All tests shall be in compliance with EMC requirements as per PTS 33.64.1 0.33(FE8RUARY 201 0).

Tests shall be performed using calibrated test equipment. Calibration certificates for all test equipment shall be made available upon request by the PURCHASER.

VENDOR shall describe the standard practice for the packing and preservation of the 7 4-D-1 A and 7 4-D-1 8 Transfer Panel in the bid proposal.

VENDOR shall describe the standard practice for lifting of the 74-D-1A and 74-D-1 8 Transfer Panel in the bid proposal.

11.0 WARRANTY

MLNG'S REQUIREMENTS

VENDOR shall warrant that the equipment package as stipulated in this specification is new, unused, comply fully with this technical specifications, free from defects in materials, free from defects in workmanship, fit and suitable for the purpose and use for a period of twenty four (24) months from the date when the package has been delivered in accordance with the delivery term which shall be specified upon Purchase Order issuance or twelve (12) months after the package has been successfully commissioned offshore, whichever occurs earlier.

The Scope of Warranty coverage shall include replacement of all materials found defective during warranty period at no cost to COMPANY & PURCHASER. VENDOR shall bear the cost of all technical services required for making good any defective J)art~_cjuring the warranty period.

The Outdoor LV Switchboard supplied shall be designed, fabricated, tested and supplied in accordance with drawings and applicable sections of standards and codes listed below, including any modifications, interpretation or additions thereto by PURCHASER All documents referenced herein shall be latest edition, revision or addendum in effect and small form an integral part of this requisition.

OPERATIONAL AND MAINTENANCE PHILOSOPHY

1.0 INTRODUCTION

This operation and maintenance philosophy is prepared for the 415V Transfer Panel package, which shall provide additional information to VENDOR to allow the determination of any impact on the technical Scope of Supply.

The main objectives of the proper operation and maintenance of the all equipment supplied are the following:

• Ensure safe operation of the equipment

• Ensure that all equipment will function when it is required as designed

• Prolong the life of the equipment, accessories, etc.

2.0 MAINTENANCE AND INSPECTION

The maintenance intent is to safeguard the technical integrity of the facilities thereby ensuring maximum possible availability. The following strategies shall be employed ;

• Design for extended maintenance intervals

• Maximise predictive maintenance

• Minimise periodic/planned maintenance

• Corrective maintenance

All equipment will undergo periodic inspection and maintenance. VENDOR is to provide and recommend the inspection and maintenance program for the life of the equipment. The program shall include but not be limited to:

• A detailed description of the activities including any specific manufacturer requirements and special tools required .

• Predicted frequency of each of the activities.

• Detailed execution instructions, durations and man-hours required per craft.

• Isolation requirements.

• Predicted spare part requirements.

• Re-commissioning procedure.

The planning I scheduling of maintenance and inspection for the equipment shall be undertaken.

VENDOR shall recommend the maintenance and inspection requirements (as applicable) for the following periods as a minimum: 3 monthly, 6 monthly, yearly, 2 yearly and 4 yearly.

3.0 ACCESS AND LIFTING REQUIREMENTS

All major equipment shall have free flow space to allow access for operation, inspection and maintenance.

Consideration may be given to the use of portable lifting equipment for the removal of equipment.

4.0 SPARES

The VENDOR shall provide spares required for testing/commissioning and initial start­up.

A completed Spare Parts and Interchangeability Record (SPIR) as per Attachment 7 shall be submitted in accordance with the VENDOR Data Requirements as per Attachment 5.

VENDOR shall provide a quotation for recommended insurance spares. Recommended spares shall take into account related factors of equipment reliability, cost of parts and availability of equipment service facilities in Malaysia.

VENDOR with his quotation shall include a list of recommended special tools with itemised prices, if applicable, required for maintenance of the equipment.

VENDOR shall with his quotation, demonstrate that he has adequate resources available to provide purchase with spare parts and maintenance support in Malaysia.

5.0 TRAINING REQUIREMENT

The VENDOR shall provide the training on the operation and maintenance of the equipment supplied.

6.0 PRE-COMMISSIONING I COMMISSIONING I START UP

All test procedures for all the supplied units will be reviewed and approved by MLNG prior to actual testing.

As part of the project scope, the commissioning plan will be produced by the project team, operation staff and commissioning engineers 3 months prior to load out. The plan will cover system I loop I equipment items testing using standard check sheets (in collaboration with VENDOR consumables and spares needed during commissioning.

7.0 RESOURCES

The project team will coordinate/execute the testing supported by other commissioning engineers, VENDOR full commissioning team, maintenance/operations staff and contractor's personnel.

8.0 HANDOVER DOCUMENTATION

Handover documentation to the operations/maintenance department will include the following;

• Completed commissioning check sheets

• Spare part list, drawing, equipment data sheets, performance test data and equipment manual consisting of general operating and maintenance instructions.

• Operating and start-up manuals

• As-built drawings

• Electronic versions of the above

9.0 PERFORMANCE AND MECHANICAL WARRANTY

VENDOR shall guarantee all equipment furnished to be in compliance with this specification and drawings.

VENDOR shall guarantee all material against defect, damage or non-conformity and/or workmanship. If any defect or mal-performance occurs during the guarantee period, VENDOR shall make all necessary alteration, repair and replacement immediately and at no charge to PURCHASER.
