Karri Allen, Counsel, Raytheon Company

Karri Allen is Counsel for Corporate Global Trade in Raytheon’s Arlington, VA office

where she advises on global trade and firearms/explosives matters. Her responsibilities

include providing interpretations to global trade professionals, monitoring legal and

regulatory changes, advising on enterprise-wide policies and projects, and conducting

merger and acquisition due diligence.

Prior to joining Raytheon, Karri was Counsel for Safariland, a manufacturer and reseller

of products for the military, law enforcement, and safety markets. At Safariland, she

directed the corporate compliance programs related to exports, imports, sanctions, and

firearms/explosives for operations in the US, Canada, Mexico, and European Union.

Karri began her legal career as an Associate in Porter, Wright, Morris & Arthur’s

Washington, DC office where her practice included advising clients on export controls,

customs, and antitrust matters. Prior to that, she held several export/import compliance

positions at Armor Holdings and BAE Systems and was an independent consultant on

export licensing.

Karri graduated from the University of Miami with a B.B.A. in International Finance and

Marketing. She obtained her J.D. from the Catholic University of America and is

licensed to practice law in the District of Columbia and Florida.

Aaron Amundson, Director of the Information Technology Controls Division, Bureau of Industry and Security

Aaron Amundson has been the Director of the Information Technology Controls Division with

the Bureau of Industry and Security since 2016. From 2005 to 2016, Mr. Amundson served as a

Senior Export Policy Analyst for the same division, and was also the Designated Federal Officer

(DFO) for the Information Systems Technical Advisory Committee (ISTAC), as well as a

technical expert in the U.S. delegation to the Wassenaar Arrangement. Mr. Amundson

graduated with a B.A. from the University of Colorado and a J.D. from American University's

Washington College of Law. He is a member of the New York State and District of Columbia

Bars. Before law school he served as a Language Program Assistant in the Africa Region of the

World Bank.

Shannon Barley, Supervisor, International Trade Management Division, U.S. Census Bureau

Ms. Shannon Barley is a Supervisor in the Trade Regulations Branch (TRB) within the

International Trade Management Division at the U.S. Census Bureau. Ms. Barley joined

the U.S. Census Bureau in 2011. In her current role as a Supervisor in TRB, she

manages the work on regulatory matters pertaining to the Foreign Trade Regulations,

the collection of the Electronic Export Information, and Voluntary Self Disclosures. She

frequently travels to seminars and conferences to promote the electronic filing of export

information via the Automated Export System.

Ms. Barley earned her bachelor’s degree from Duquesne University. She also earned

an Associate’s Citation in project management from George Washington University.

Ira S. Berkowitz, Industrial Participation, Principal Member, Lockheed Martin Corporation

Ira Berkowitz is a Principal Member in the Industrial Participation organization for Lockheed Martin Rotary and Mission Systems (RMS). His responsibilities include developing, negotiating and administering Industrial Cooperation Agreements and Programs in various countries, regions and programs for the RMS organization. Over the past 18 years he has had “cradle-to-grave” responsibility for several major Offset Programs in both Europe and Asia valued at well over $2B for the RMS Business Area. He recently has taken on industrial participation responsibilities for several RMS initiatives in the Kingdom of Saudi Arabia.

Ira’s additional responsibilities include interfacing with various internal organizations which include Program Offices, Senior Management as well as establishing and maintaining external relationships with Offsets Authorities, representatives from foreign governments and industry worldwide.

Since joining the corporation in 1985, Ira has progressed through varied assignments inEngineering, Program Management, and Business Development. Prior to joining IndustrialParticipation in 1999, Ira, was a member of the Business Development Organization with responsibility for the strategic marketing and sales activities associated with Program LifetimeSupport, Adjacent Markets and the International Programs businesses. This included marketing business capabilities and products to key US Government agencies, laboratories, and military service customers while interfacing with field marketing, the Washington community and Congress as well as to foreign customers. Since moving into his current position Ira has been responsible for helping RMS to expand its presence in a rapidly growing international marketplace. His international experience spans over 25 years across multiple disciplines including Program Management, Business Development and Offsets.

Ira holds a Bachelor of Science Degree in Mechanical Engineering and a Master’s Degree inBusiness Administration. He has been a member of the American Society of Mechanical Engineers for over thirty-five years. Ira has been an active participant in both the Global Offset and Countertrade Association (GOCA) and the Defense Industry Offset Association (DIOA) for over 18 years and currently serves as President of DIOA.

Ira and his wife Debbie reside in Mount Laurel, New Jersey. Their daughter is a graduate of Rutgers University and the University of Texas Southwestern Medical Center and their son is a graduate of Rochester Institute of Technology. They enjoy spending time with time with their children and granddaughter at their beach house at the Jersey Shore fishing and boating.

Marc D. Binder, Partner, International Trade Compliance Strategies

Marc is a principal partner in the Import / Export Compliance Consulting firm International Trade

Compliance Strategies (ITC Strategies). ITC Strategies is a comprehensive Export and Import

Compliance consulting business, which offers a wide range of services from one-time

compliance assessments to the development of complete corporate compliance programs.

Prior to joining ITC Strategies, Marc was the Director of Customs Compliance for Goodrich

Corporation, where he was responsible for managing the Corporate Customs Compliance

program. Prior to joining Goodrich, Marc was Director of Customs and Export Compliance for

TRW Automotive, and prior to that he was Manager of Import and Export Licensing and

Compliance for Lockheed Martin – Government Electronics Systems in Moorestown, NJ.

Marc is a former two-term member of the Department of Commerce Regulations and

Procedures Technical Advisory Committee (RPTAC) and a former three-term member of the

Department of State, Defense Trade Advisory Group (DTAG). Marc is a member of the Board of

Directors of the Society for International Affairs (SIA), where he is the Secretary / Treasurer and

prior to that he served as a Director of Planning and Education. Marc is a licensed Customs

Broker and was certified in the fields of Defense logistics and Hazardous Materials

Transportation. Marc has been active in the International Logistics, Export and Import fields for

the past 30 years.

Marc holds a bachelor’s degree from Villanova University and has graduated from the Wharton

Management Program, University of Pennsylvania. He also received a certificate in

Transportation and Distribution Management from Pennsylvania State University as well as

training in Defense Packaging of Hazardous Materials for Transportation at the School of

Military Packaging Technology at Aberdeen Proving Grounds.

Marc speaks regularly at conferences and seminars in the U.S. and Internationally on Import,

Export and Customs Issues. Marc is a native of Philadelphia, PA and now resides in the

Annapolis, MD area.

Davin Blackborow, Assistant Director for Licensing, Office of Foreign Assets Control

Davin Blackborow is the Assistant Director for Licensing with the U.S. Department of the

Treasury’s Office of Foreign Assets Control (OFAC). OFAC is responsible for

administering economic and trade sanctions in furtherance of U.S. foreign policy and

national security goals. This includes implementing more than twenty sanctions

programs against targeted foreign states, regimes, international narcotics traffickers,

and those engaged in activities related to terrorism and the proliferation of weapons of

mass destruction.

Prior to becoming OFAC’s Assistant Director for Licensing in 2014, Mr. Blackborow

served as a Senior Counsel with OFAC’s Office of the Chief Counsel for over six years.

Mr. Blackborow also served as an Assistant to the General Counsel with the

Department of the Army. Mr. Blackborow holds a J.D. degree from Georgetown

University Law Center and a Bachelor of Science in Economics from the University of

Pennsylvania.

Yraida Bretz, Vice President, Priority One International

Yraida Bretz, better known as Edie, is Vice President of Priority One International, a

U.S. Customs Broker and Freight Forwarder company headquartered in Orlando,

Florida.

Mrs. Bretz began her career with Priority One in 1989 as an import specialist, and from

that time she has played a crucial role in the research and development of the

company’s international logistics and compliance programs.

Edie’s knowledge in international trade goes well beyond the U.S. border. Mrs. Bretz

and her husband, Paul Bretz, are the owners of Priority One International. It is their goal

to provide a superior level of exceptional service in both freight forwarding and Customs

brokerage far exceeding that of their competitors.

Prior to joining Priority One International, Mrs. Bretz was an active duty

noncommissioned officer in the United States Marine Corps, serving her country

proudly.

Kelli Bullington, Export Compliance Manager, Cobham Advanced Electronic Solutions

Kelli serves as a regional Export Compliance Manager for Cobham Advanced Electronic

Solutions, where she is responsible for managing trade compliance at six (6) business

units serving Military, Aerospace and Instrumentation markets. In a career spanning

over 20 years, Kelli has deep program management experience across the defense and

semi-conductor industry where she has utilized her Engineering experience to develop

unique solutions to complex problems.

Prior to joining CAES, Kelli was the International Trade Compliance Manager at Global

Aerospace Logistics, LLC in Abu Dhabi, UAE. During her time, Kelli was instrumental in

establishing a risk based compliance program in support of the UAE Armed Forces.

She has several years of experience in multi-faceted export issues with sensitive

military equipment and complex licensing arrangement as a result of her employment in

the Middle East. Kelli has significant experience with the employment of Third Country

Nationals, US persons performing defense services abroad, third party risk

management, conducting audits and consulting with non-US companies.

Her focus is on developing risk based strategies that leverage the utilization of

technology and education to track the efficiency and effectiveness of her programs. She

believes in implementing practical solutions that are adaptable and sustainable to the

ever-changing regulations and complex global business environment.

Kelli holds a B.S. in Mechanical Engineering from the Colorado School of Mines. She is

married and has three children.

Kerry Contini, Partner, Baker & McKenzie LLP

Kerry Contini is a partner in the Firm’s Outbound Trade Practice Group in Washington,

DC and has been with the Firm since 2006. Ms. Contini focuses her practice on export

controls, trade sanctions, and anti-boycott laws. This includes advising US and

multinational companies on trade compliance programs, risk assessments, licensing,

review of proposed transactions and enforcement matters. Ms. Contini works regularly

with companies across a wide range of industries, including the pharmaceutical/medical

device, oil and gas, and nuclear sectors.

Helen M. Cousineau, Managing Director and Import Services Leader, Deloitte Tax LLP

Experience:Helen Cousineau is a Deloitte Tax LLP Managing Director and member of the Global Trade Advisory (GTA) practice. Helen serves multinational clients globally and leads GTA’s import service offerings in the US, including matters involving the link between transfer pricing and related-party Customs valuation. Helen also serves as the Global Indirect Tax Quality and Risk Partner on Deloitte’s Global Indirect Tax Executive Committee.

Helen has over 26 years of experience in the area of international trade and has been recognized by the International Tax Review from 2013 to 2017 as one of the world’s Leading Indirect Tax Advisers. She advises clients in all industries on global import and export structuring and compliance issues, and helps them manage trade regulatory requirements in the most cost-effective manner. She also assists clients with the design and implementation of strategies and internal controls that minimize risk, customs duty payments, and international trade costs while maximizing duty recoveries and process efficiencies, including special trade programs, drawback, first sale for export, foreign trade zones, and bonded warehousing. Helen also regularly presents on the topics of import and export compliance, planning, and management in the United States and abroad.

Helen joined Deloitte Tax in early 2002 from Arthur Andersen LLP, where she was also involved in advising clients on a variety of matters involving global import and export issues. Prior to joining Andersen, she practiced law in Washington D.C. and New York, focusing on legal matters involving customs and international trade law, international transportation law, and suretyship law. Also, prior to attending law school, Helen worked for several years in a variety of advisory and operational positions in international trade.

Education:Helen earned her J.D. from the Boston University School of Law and her M.A. in International Relations from the Boston University Graduate School. She earned her B.A. in International Business from the California State University at Fullerton. In addition to being a licensed attorney in New York, Helen is a licensed US customs broker and was among the 3.2% of test takers in the US who passed the April 2002 US Customs broker examination.

Susan Daoussi, Division Chief in the License Directorate, Defense Technology Security Administration

Ms. Daoussi is the Division Chief in the License Directorate at the Defense Technology

Security Administration (DTSA). She is responsible for the supervision of Senior

Analysts and Action Officers that provide DoD recommendations on Department of

State regulations, commodity jurisdiction requests and enforcement actions and

recommendations on Department of Commerce Commodity Classification requests

under the Export Administration Regulation. Her Division also develops positions on

Department of State and Commerce licenses for export under Direct Commercial Sales

for electronics, naval systems, mission systems, sensors and night vision devices. She

has worked at DTSA since 2004.

Prior to her position at DTSA, Susan worked at the U.S. Department of Commerce’s

Bureau of Industry and Security (BIS) for the Foreign Policy Division as part of the

Office of National Security. Susan performed policy analysis on export control policy

issues related to the Export Administration Regulations.

Ms. Daoussi’s prior experience also includes positions with international non-profit

organizations.

Susan holds a M.A University of Denver, Colorado, and she holds a B.A. from the

University of Texas at Austin.

Debi L.G. Davis, Vice President, Esterline Technologies Corporation

Debi Davis is the Vice President, Washington DC Operations & International Trade Compliance for Esterline Technologies Corporation. Mrs. Davis is responsible for oversight of all international trade compliance related functions for Esterline, a multibillion dollar company operating in 14 countries. In this role Debi manages a wide range of functions including Export and Import Compliance; Export and Import Licensing; Customs Activities; Investigations and Disclosures and other compliance related activities. Debi is also the Esterline lead for Government Relations in Washington DC.

Prior to her career with Esterline, Debi held a variety of International Trade and International Business Development positions with various Aerospace and Defense companies including UTC Aerospace Systems, Goodrich, TRW, Lockheed Martin Corporation, General Electric and Westinghouse.

Debi served for 4 years as the President of the Society for International Affairs (SIA), and has been a member of the Board of Directors of SIA since 1991. Ms. Davis also chaired the Aerospace Industries Association’s (AIA) International Council for 3 years and has been a member of that Council for over 20 years. Debi also served as a member of the Department of State’s Defense Trade Advisory Group (DTAG) for 18 years and was an advisor to the Secretary of Commerce and US Trade Representative, through the Industry Trade Advisory Committee (ITAC) on Aerospace for 19 years. Ms. Davis served as a US Delegate to the first World Trade Organization (WTO) Ministerial in Singapore in 1996; and acted as a US advisor to the Organization for Economic Cooperation and Development (OECD) in Paris on the Government Procurement Advisory Committee. Ms. Davis also served as a Judge for the C-5 Women in Compliance Awards.

Ms. Davis holds three Bachelors Degrees from North Carolina State University in Business Management; Spanish Language & Literature; and Economics, as well as a minor in International Studies and Relations. Debi also completed her Graduate studies in International Management at the University of Maryland.

Ms. Davis is active within her community, and is very involved with the activities of her children and her 18 adopted/sponsor midshipmen at the US Naval Academy. She currently resides in Gambrills, Maryland with her husband, Rich and their 15-year-old daughter, Haley. Her 21 year-old son Graham is currently studying at MIT.

Anthony (Tony) Dearth, Chief of Staff, Directorate of Defense Trade Controls

Mr. Dearth is the Chief of Staff of the Directorate of Defense Trade Controls and is responsible for all personnel, budget, contracting, and management activities for the entire 150 member Directorate and serves as a Senior Advisor to the Deputy Assistant Secretary and Principals in the Bureau of Political Military Affairs. He has been with DDTC since Nov 2003. His former duties within DDTC include: Director of Licensing, Chief of Special Projects, Chief of Aircraft Division, Chief of Space and Missile Technology Division, Senior Analyst, and military Agreements Officer.

As Director of Licensing, he was responsible for the actions of 56 personnel across four operational licensing divisions adjudicating all direct

commercial sale export requests received under the International Traffic in Arms Regulation. His staff provided authoritative guidance and direction to government agencies and defense industry to ensure compliance with federal statutes and regulations. His staff also participated in domestic and international outreach activities.

While Chief of Special Projects, he was responsible for bringing the USXports IT system into service at DDTC under the President's Export Control Reform (ECR) initiative. He worked closely with the Department of Defense Program Manager and contractors at the Defense Technology Security Administration for 3+ years defining requirements, managing migration of historical data, and extensively testing the system prior to operational implementation in July 2013. He was also the Department of State lead for the roll out of the 1248 Report to Congress on proposed changes to legislation affecting spacecraft and associated equipment, as well as preparing all of DDTC staff for the implementation of ECR in October 2013.

Mr. Dearth is a retiree from the U.S. Air Force, where he served for twenty-one years across several positions in nuclear operations, command and control (C2), and consequence management (CM) focusing on systems engineering, policy formulation, procedure development, exercise design/execution, arms control inspections, export licensing, safety, surety, training, and test & evaluation. His most recent assignments include: Emergency Actions Officer for U.S. Pacific Command, Camp H.M. Smith, Hawaii; Chief of the Nuclear Accident/Incident Exercises (Europe) for the Defense Threat Reduction Agency, Alexandria, Virginia; and Deputy Site Commander Votkinsk Portal Monitoring Facility (Russia), On-Site Inspection Agency, Dulles, Virginia.

Mr. Dearth graduated from the Reserve Officer Training Corp program at Kansas State University in 1984 with a Bachelor of Science in Computer Science and he earned a Master of Science in Systems Management in 1987 from the University of Southern California.

Mr. Dearth is married to the former Ms. Theresa (Terry) Forman and has two adult children.

Sally DeCarlo, Manager & Empowered Official, Sierra Nevada Corporation

Sally DeCarlo has a decade of industry experience navigating through the complex U.S.

export/import laws and regulations. Currently, she is a Manager of International Trade

Compliance and an Empowered Official for Sierra Nevada Corporation (SNC), a

privately held advanced technology company bringing solutions in the areas of space,

aviation, electronics, and systems integration. Within SNC, Sally supports the Space

Systems Group and has proudly become an immense space nerd. Her day-to-day

responsibilities include obtaining export authorizations, determining export

classifications, developing program compliance guides and strategies, and providing

continued support and training to programs on international trade controls.

Prior to joining SNC, Sally was a Trade Compliance Specialist and Empowered Official

at Kratos Defense & Security Solutions, Inc., where she supported the company in the

transition and implementation of Export Control Reform. Additionally, Sally worked as

an Air Export Agent at Expeditors International of Washington, Inc., managing a variety

of customer accounts and transactions to include dangerous goods, perishable

shipments, carnet shipments, and licensed exports under the Drug Enforcement

Agency, U.S. Fish and Wildlife Service, and Department of State.

Sally studied at East Carolina University and Osaka Kyoiku University and holds a B.S.

degree in International Business.

Daniel J. Farthing, Offset Subject Matter Expert, Northrop Grumman Aerospace Systems

Daniel Farthing is the Offset Subject Matter Expert for Northrop Grumman Aerospace Systems (AS), a premier provider of manned and unmanned aircraft, space systems, and advanced technologies critical to our nation’s security.

In this role, Daniel is responsible for: advising on appropriate Strategic Partnering support (including Offset where applicable) to international capture campaigns; negotiating Offset agreements with international customers; executing Offset programs; and developing / implementing strategic initiatives to bolster all of the above.

Prior to working with Northrop Grumman AS, Daniel was Senior Contracts Manager for the Exelis Inc. (formerly ITT now Harris Corp) leading a Contracts team covering US Government contracts, Direct Commecial Sales to international governments, and FMS programs. Prior to that, he served for over twenty years at various levels within the Finmeccanica (now Leonardo) AgustaWestland Offset and Industrial Participation team. While at Exelis and Finmeccanica he obtained a significant amount of commercial and international experience globally, being permanently based in the UK, Italy and Denmark at different times as well managing major Offset pursuits and programs in nations such as South Africa, Poland, Bulgaria, Turkey, UAE, South Korea, Taiwan, India, Canada, Norway, Sweden, Denmark, Belgium, the Netherlands & Brazil.

Daniel was Chairman of the Defense Industry Offset Association (DIOA) Education Committee for over two years (with responsibilities including the preparation and delivery of Offset training to US industry at the annual DIOA conferences) prior to stepping up to the DIOA Executive Committee in early 2017.

A dual US / UK citizen, Daniel holds a bachelor's degree in Business Studies (Hons) from the Metropolitan University, in London, England.

Laura Forte, Global Trade Controls Manager, RUAG Space USA Inc.

Laura Forte recently joined RUAG Space USA Inc. as the Global Trade Controls

Manager in Huntsville, Alabama, responsible for development, management, and

oversight activities related to global trade controls for the company’s four locations in

the U.S.

Laura has over 25 years of experience in international trade compliance in both

commercial manufacturing and U.S. government contract efforts, gaining experience

with space-related trade compliance efforts in her positions as Director of Trade

Compliance with Teledyne Brown Engineering and QinetiQ North America. Prior to

those positions, Laura was with Intergraph Corporation for 20 years, responsible for all

matters related to export and import.

Laura holds a B.A. degree in Business Administration from Athens State University.

Laura has also served as a Board Member for North Alabama International Trade

Association for over 15 years, and has previously served as VP of Programs and

Services.

Margaret M. Gatti, Partner, Morgan Lewis

Margaret Gatti represents US and non-US companies, universities, and financial institutions in matters involving economic sanctions, export controls under the International Traffic in Arms Regulations (ITAR) and the Export Administration Regulations (EAR), customs and import regulations, free trade agreements, antiboycott regulations (EAR and IRS), anticorruption laws (FCPA and UKBA), anti-money laundering legislation, international commercial sales terms (INCOTERMS), international e-commerce, and Bureau of Economic Analysis (BEA) reporting, as well as national security issues.

National security issues include submissions to the Committee on Foreign Investment in the US (CFIUS) and compliance with the National Industrial Security Program Operating Manual (NISPOM).

In representing clients, Margaret conducts merger and acquisition due diligence, provides compliance counseling and training, drafts compliance procedures, performs compliance audits, and drafts voluntary disclosures for submission to US government enforcement agencies. Preparing responses to inquiries and subpoenas received from government agencies and representing clients in settlement discussions and debarment or denial proceedings associated with export, import, and sanctions violations are part of her services to clients.

Manufacturers, exporters, importers, and brokers involved in the defense industry turn to Margaret for representation before various regulatory authorities. These authorities include the US Department of State's Directorate of Defense Trade Controls (DDTC); the US Bureau of Industry and Security (BIS); the US Department of the Treasury's Office of Foreign Assets Control (OFAC); the Bureau of Alcohol, Tobacco, Firearms, and Explosives (BATFE); and US Customs & Border Protection (CBP).

Before joining Morgan Lewis, Margaret was a partner in the corporate practice of a national law firm. Prior to that, she was a senior vice president in the international banking practice at a major US bank, with responsibilities for cross-border lending to the Comecon countries and for international trade financing for US companies.

Margaret is the co-author of a publication on INCOTERMS and has authored many articles dealing with a full range of international trade topics.

Margaret is a member of the Morgan Lewis CFIUS working group.

Dan Goren, Counsel, Wiggin and Dana LLP

Dan Goren is counsel in the International Trade Compliance practice at Wiggin & Dana, LLP, where he counsels a broad range of clients from cutting edge emerging technologies companies, through billion-dollar electronics manufacturers, through Fortune 50 aerospace and defense contractors on compliance with the International Traffic in Arms Regulations (ITAR), the Export Administration Regulations (EAR), and U.S. trade sanctions regulations.

Dan has conducted hundreds of internal investigations into potential violations of U.S. export and trade sanctions controls, and has extensive experience drafting voluntary disclosures and designing and implementing responsive and pragmatic corrective actions. Dan also helps clients to self-classify or prepare Commodity Jurisdiction and CCATS requests to determine the classification of their products under U.S. export law, including in some of the more difficult areas of classification, such as encryption controls for commodities and software, and Dan was recently tapped by a Fortune 50 defense contractor to help construct a new internal process for classifying encryption items.

Dan co-teaches a course on International Trade Compliance at the University of Connecticut School of Law, one of only a few law school classes of its kind nationwide. When he isn’t helping clients solve trade compliance problems, Dan is engaged in civil litigation matters, and has participated in briefing emergency and dispositive motions as well as appellate briefs.

Before joining Wiggin and Dana, Dan spent nearly ten years as a newspaper reporter, writing for several newspapers in Massachusetts, as well as The Hartford Courant in Connecticut. Dan’s academic background includes a J.D. with high honors from The University of Connecticut School of Law, where he was Editor-in-Chief of the Connecticut Law Review and received numerous awards, including six CALI awards for academic excellence in individual courses, the Allstate Foundation Award for Excellence in Contracts and Torts, and the University of Connecticut Law School Foundation award for "Exceptional Achievement in Outstanding Scholarship." Dan received his M.S. from Columbia University Graduate School of Journalism, where he was awarded honors in investigative reporting, and his B.A. cum laude from Dartmouth College, majoring in Government with a concentration in Political Philosophy.

David W. Greenlees, Senior Compliance Specialist, Directorate of Defense Trade Controls

David Greenlees joined the State Department as a contractor in February 2015 and

serves as a Senior Compliance Specialist in the Office of Compliance, Directorate of

Defense Trade Controls (DDTC). Mr. Greenlees is an attorney whose previous roles

include service as a San Diego Deputy District Attorney and as the Chief Senate Legal

Counsel to the Republic of Palau. He is a retired Marine Lieutenant Colonel with 24

years of service as an artillery officer. Prior to his retirement, he served as the

operations officer in the Marine Corps’ Office of Legislative Affairs where he planned

and executed the Marine Corps’ legislative strategy in the U.S. Congress and frequently

led overseas delegations throughout Asia, Africa, Europe, and the Middle East. Mr.

Greenlees is a graduate of The George Washington University in Washington, DC, the

Marine Corps Command and Staff College in Quantico, Virginia, and Thomas Jefferson

School of Law in San Diego, California.

Chelsea E. Grogan, Empowered Official, The Boeing Company

Chelsea is an Empowered Official for The Boeing Company supporting a diverse

portfolio of military platforms including Airborne Early Warning and Control, Executive

Transport, and Bombers programs. Prior to joining Boeing, Chelsea worked for the

Oklahoma Office of Homeland Security where she was responsible for administering

Federal grant funds in support of the development of a statewide interoperable

communications system and training programs for local first responders. Chelsea holds

a B.A. in Political Science and an M.A. in Communication from The University of

Oklahoma.

Jeremy K. Huffman, Founding Member & Partner, Huffman Riley PLLC

Jeremy Huffman is a founding member and partner of Huffman Riley PLLC who

concentrates his practice in advising U.S. and foreign clients concerning the U.S. export

control laws, including the International Traffic in Arms Regulations (ITAR); Export

Administration Regulations (EAR); and the Office of Foreign Assets Control (OFAC)

regulations. Mr. Huffman has extensive experience assisting high technology, software,

defense industry and other clients to navigate applicable U.S. export statutes and

regulations to address export and import issues ranging from jurisdiction and licensing

issues to investigations and voluntary disclosures. Mr. Huffman also provides training

on all aspects of export compliance and assists companies to develop and implement

compliance programs that meet business needs while satisfying regulatory

requirements.

Mr. Huffman is a member of the Virginia Bar and serves on the Board of Directors of the

Society for International Affairs and the Department of Commerce’s Regulations and

Procedures Technical Advisory Committee and has served on the Department of

State’s Defense Trade Advisory Group.

Prior to founding Huffman Riley PLLC, Mr. Huffman practiced law in Washington, D.C.

with Patton Boggs, LLP, where he focused on export controls and compliance and

Venable LLP, where he counseled clients in the area of government contracts. Mr.

Huffman also served as a judicial clerk to the Honorable Glen M. Williams, U.S. District

Court for the Western District of Virginia. Mr. Huffman earned his undergraduate and

law degrees from the University of Virginia and served as a clerk for Judge Glen M.

Williams of the U.S. District Court, Western District of Virginia.

Ken Hughes, U.S. Director // Export Compliance, TSA Security, Dangerous Goods, DHL Global Forwarding

Mr. Hughes is a 40 year-veteran in the Logistics business, and has had the opportunity

to be a part of many of the areas of the Logistics world. He has worked in airfreight and

ocean freight in both import and export capacities. He was in sales for part of his career

and worked for Pan American Airways in the late 70's.

He has been with DGF (DHL Global Forwarding) for 25 years and has been in charge of

Export Compliance since 1997. He headed up the creation of the AES system for DGF

when it was launched in 1999.

He was also involved in the setting up of the TSA Screening program for DGF, and

served on a TSA Advisory Group in 2007 and 2008. He was the TSA Security

Coordinator for DGF since the inception of the TSA in 2001 until 2015. As of 2015 the

TSA responsibilities were moved to the DGF Security Department.

He was a founding member of the newly established Export Compliance Subcommittee

at the NCBFAA, and maintains his membership there.

Mr. Hughes has a bachelor’s degree in Communication Arts. He is a member of the SIA

(Society for International Affairs), and participates in compliance presentations, and

seminars on a regular basis.

Lauren Krickeberg, ATF Compliance Manager, Orbital ATK

Lauren Krickeberg is an ATF Compliance Manager for Orbital ATK’s Armament

Systems Division, an organization that produces advanced weapons and munitions

throughout the U.S. Experienced with establishing licensing and compliance

frameworks for a variety of applications to include international trade, her primary duties

involve developing policies and resolutions with internal and ATF government

stakeholders related to regulatory cross-over complexities, product determinations and

markings, variances, site inspections, corrective actions, disclosures and program

recovery.

Through the course of her work, Lauren participates in the Defense Contractor’s

Working Group, a consortium of industry members and specialists that address ongoing

matters with ATF for U.S. manufacturers. For the past two years, she led the initiative

that implemented a comprehensive marking strategy that resolved the use of lot

numbers for identifying destructive device munitions. Lauren has also provided input on

legislative reform to 18 U.S.C. 922(o), converting the Form 9 into a notification process,

and obtaining clarification on USML Category I Congressional Notification thresholds.

Outside of Orbital ATK, Lauren is a Pure Barre exercise enthusiast and enjoys hiking.

Lauren holds a B.S. in Global Business from the School of Global Business

Management and Leadership, Arizona State University.

Rick Laird, Manager, The Boeing Company

Rick Laird currently is a Manager at The Boeing Company working in the Global Trade

Controls organization. The team he leads provides export regulatory assistance in

support of Boeing Global Services focusing on sustainment activities for commercial

airplanes, vertical lift programs, and the C-17.

Rick’s earlier assignments at Boeing have included management of Global Trade

Controls Teams supporting various programs, such as Boeing Commercial Airplane

Programs, the Boeing Research and Technology Group, and the P-8 and KC-46

Programs. He was also assigned as a Senior Trade Control Specialist and Empowered

Official providing export compliance support to the U.S. Army’s Future Combat Systems

Program.

Prior to work at Boeing, Rick was an Export Compliance Manager at General Dynamics

- Space Propulsion Systems responsible for implementing company export compliance

requirements in support of numerous military and commercial aerospace programs.

Rick also served in the United States Marine Corps. His service included various

assignments and deployments flying the AH-1W SuperCobra. He is a graduate of

Eastern Washington University and Seattle University, School of Law.

Chad Leezer

Chad Leezer joined UTC Aerospace Systems in May 2017 as the International Trade Compliance Program Manager for the Interiors, Actuation, and Propellers business. His responsibilities include the oversight of the licensing, investigations and disclosures, training, communication, and policies and procedures at roughly twenty-two sites located across the United States, Europe, and Asia. Prior to joining UTC Aerospace Systems, Chad worked as a compliance specialist at the Directorate of Defense Trade Controls, Office of Defense Trade Controls Compliance. While there, he oversaw two companies’ efforts to satisfy consent agreements requirements, reviewed and adjudicated voluntary and directed disclosures, and collaborated with federal law enforcement agencies on criminal investigations. Chad obtained a bachelor’s degree in finance from the University of Louisville.

Maria Marshall, Corporate Senior Manager, L3 Technologies

Maria Marshall’s career in trade compliance, customs and logistics spans over a twenty-three years during which time she received multiple certifications in various disciplines of International Programs Security, Export and Import Regulatory Compliance Programs. As a Licensed Customs Broker, she is responsible for L3’s Corporate Customs Compliance Program and supporting the Enterprises Export Compliance initiatives. She is a highly skilled member of the L3 Global Trade University faculty providing compliance training for its’ Trade Compliance Practitioners, in addition to, developing policy and procedures in support of Trade Compliance.

Prior to joining L3, she was responsible for Customs and Logistics at DRS Technologies, Inc. for the three major operating groups: Maritime and Combat Support Systems (MCSS), Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (4CISR) and Aviation Communications and Homeland Security (ACHS) and all their operating sites throughout the United States, United Kingdom, and Canada overseeing customs compliance and import operations. Ms. Marshall was the Manager of Export and Import Management for Northrop Grumman Aerospace Systems. She supported all export and import activity for programs such as Global Hawk, F-35 Lighting II, X-47B Unmanned Combat Air System, Broad Area Maritime Surveillance Unmanned Aircraft System, MQ-8B Fire Scout, and Space Tracking and Surveillance System (STSS). In 2007 she was the recipient of Northrop Grumman’s Integrated System President’s Award for her contribution and support of the United States Warfighter.

She also previously served as the Foreign Military Sales (FMS), Aerospace and Government Sector Manager, developing a program for Exel Global Logistics which resulted in various logistics contracts from Defense Contractors and FMS Partners that exceeded $10M in revenue and established Exel Global Logistics as an approved transportation service provider for the U.S. Army Security Assistance Command (USASAC). She led a team of subject matter experts to manage various programs for defense contractors and established a 24/7 Center of Excellence to provide RMA support for a guaranteed 10-day turnaround time from any U.S. military installation in the world. In this position, she was also responsible for the movement of Class 1 explosives, armaments, ammunition, military equipment and dangerous goods for the U.S. Department of Defense destined for FMS partners.

Kristie Martinelli, Industry Operations Investigator, Bureau of Alcohol, Tobacco, Firearms & Explosives

Investigator Kristie Martinelli has been with the Bureau of Alcohol, Tobacco, Firearms &

Explosives for 10 years. She is part of the Denver Field Division, in the Salt Lake City

field office. She is a member of ATF’s Major Inspection Team that handles complex

assignments across the entire US. Investigator Martinelli graduated from Weber State

University with a BS in Criminal Justice. She was previously employed by the IRS for 7

years in their Criminal Investigations department. When she is not at work, she enjoys

spending time with her husband and 10 children.

William Jeffrey Merrell, Vice President for Strategic Export Control, Rolls-Royce North America

William “Jeff” Merrell is Vice President for Strategic Export Control with Rolls-Royce

North America, a firm that produces gas turbine engines and other power solutions for a

global market. Mr. Merrell oversees a range of export control issues, including

licensing, compliance and audit for military and dual-use goods and technologies;

Government Relations, Mergers and Acquisitions, Economic Sanctions, Global Trade

and Special Security Agreement compliance.

Before joining Rolls-Royce, Mr. Merrell served 20 years in the federal government,

beginning as a diplomat in the U.S. Foreign Service. His postings included Manila,

Frankfurt, and the State Department’s Bureau for Intelligence and Research. While

posted to the Bureau for Political-Military Affairs he became involved in export control

policy and licensing issues. Mr. Merrell eventually led U.S. policy in the newly created

Wassenaar Arrangement on Export Controls for Conventional Arms and Dual-Use

Goods and Technologies. After September 11, 2001, Mr. Merrell was asked to join the

newly created Department of Homeland Security, where he coordinated international

activities for protecting critical technologies, critical infrastructure and industrial base.

Mr. Merrell joined Rolls-Royce in 2009.

Mr. Merrell received his law degree from the University of Tulsa in 1984.

Mike Miller, Acting Deputy Assistant Secretary, Bureau of Political-Military Affairs – U.S. Department of State

Mr. Miller, a career Civil Servant and member of the Senior Executive Service, joined

the State Department in 1998. Since 2009, he has served in the Bureau of Political-

Military Affairs and is currently the Acting Deputy Assistant Secretary for the Directorate

of Defense Trade Controls (DDTC) and Office of Regional Security and Arms Transfers

(RSAT). His previous positions at the Department include Program Manager for the

Anti-Terrorism Assistance program, Special Assistant to the Coordinator for

Counterterrorism, Counterterrorism Policy Advisor for the Middle East region, Desk

officer for Oman and Yemen, and Foreign Affairs Officer for Middle East political-military

issues. He also served abroad on a two-year Foreign Service tour in Tripoli, Libya as

Economic and Commercial Attaché.

Mr. Miller received a Bachelor of Arts in International Politics with honors from Juniata

College in Huntingdon, PA. He also earned a Master of Arts in International Affairs with

a focus on International Security Studies from Columbia University’s School of

International and Public Affairs in New York, NY.

He has received numerous awards from the Department of State, including PM Officer

of the Year (2011) and several Superior and Meritorious Honor Awards, and was

nominated for the Service to America Medal (2012) and James Clement Dunn Award

for Excellence (2015). He currently resides in Northern Virginia and is married with two

sons.

Robert J. Monjay, Foreign Affairs Officer, Directorate of Defense Trade Controls

Robert Monjay is a Foreign Affairs Officer with the Regulatory and Multilateral Affairs

Division in the Policy Office of the Directorate of Defense Trade Controls at the State

Department. Mr. Monjay joined DDTC in February 2014 from the Regulatory Policy

Division of the Bureau of Industry and Security at the Department of Commerce.

Before joining the Federal Government, Mr. Monjay worked as an attorney in private

practice. Mr. Monjay has a J.D. from Seattle University, a Masters and L.L.M. from

American University and a Bachelor’s degree from the University of Washington.

Kenneth J. Oukrop, Director of Licensing, Defense Technology Security Administration

As Director of Licensing at the Defense Technology Security Administration (DTSA), Mr.

Oukrop leads and manages 32 DoD export control analysts and specialists, responsible

for coordinating the Department’s U.S. national security review of State Department

export and import licensing of defense articles and services, and Commerce

Department export licensing of dual-use items. The Directorate is the Department’s lead

in the commodity jurisdiction (CJ) determination process, which determines the proper

regulatory jurisdiction for controlled technology and defense services. Further, the

Directorate conducts commodity classification reviews for the Commerce Department to

determine the appropriate export control classification number (ECCN) for an item or

technology. The Directorate spearheads the Department’s efforts in developing and

drafting U.S. regulatory export control language regarding proposed changes to the

International Traffic in Arms Regulations (ITAR) and Export Administration Regulations

(EAR). Finally, the Directorate heads the Department’s efforts in assessing the potential

harm of export violations to U.S. national security.

Nanoh Park, Director of Global Customs Development, Expeditor’s International of WA, Inc.

Nanoh Park is the Director of Global Customs Development at Expeditors International

of WA., Inc.

Starting as an ocean transportation agent in Expeditors’ Houston TX office seventeen

years ago, Nanoh has held various positions within the Expeditors organization

including Transition and Implementation Manager, Manager of U.S. Customs Systems

Development, Sr. Manager of North America Customs Compliance.

Nanoh holds a B.S. in International Business from Trinity University.

She lives in sunny Seattle WA with her husband, their two boys and a crazy dog named

Kahlua.

Janet S. Pierce, Head of Trade Compliance, the Americas, Meggitt-USA, Inc.

Jan is a licensed Customs Broker with 30+ years of experience in Trade Compliance management and program implementation. She has experience in aerospace / defense, nuclear / energy and industrial sectors both as a company trade compliance official and as a Trade Compliance Consultant. During her tenure as trade compliance professional, Jan has developed, implemented and maintained global trade compliance programs, duty savings programs and has been a key player in the selection of business systems partners and the Trade Compliance lead during implementations of SAP, GTS and screening tools.

Jan is currently the Head of Trade Compliance, the Americas, at Meggitt-USA, Inc. whose parent company is Meggitt PLC, UK. She has been with Meggitt since February 2009. While at Meggitt, Jan has been instrumental in roll-out of Export Control Reform within Meggitt and is a key player in the company’s SAP / GTS implementations. In her current role she oversees the Trade Compliance program in the U.S., Canada, Mexico and Brazil while working closely with her counterpart in the UK who manages the Europe and Asia program to help ensure the continued implementation of a cohesive global program across Meggitt. MUSA’s Import Manager for the Americas as well as MUSAs Trade Compliance Assessment and Audit Manager for the Americas report direct to Jan.

Jan is originally from Rockford, Illinois. She and her husband currently reside in Colorado along with their newly adopted rescue dog Buddy. She loves hiking and the beach.

Jan is a member of ICPA, SIA and the Association of Trade Compliance Professionals. She is on the review committee for AIA’s National Aerospace Standards Trade Compliance Standards and most recently participated in the rewrite of the SIA Voluntary Disclosure Handbook.

Jonathan M. Priganc, US IT Manager, RUAG Space USA

Jonathan Priganc is the US IT Manager for RUAG Space USA. He is responsible for IT

operations, infrastructure, applications, and IT Compliance for all of RUAG Space’s US

locations. Prior to this role, Jonathan was a Senior Associate with Trade Collaboration

Engine (TCE) where he drew from a diverse background in trade compliance and IT to

advise clients on the implementation of automated trade compliance systems.

Jonathan has partnered with clients on a wide range of projects, including the

development of automated solutions for technical data export authorization

management, tracking of IT systems that contain technical data, and compliant

collaboration systems.

Previously, Jonathan was the Manager, International Trade Compliance – IT Systems

for UTC Aerospace Systems (UTAS). In this role, he had direct oversight and

management for the implementation and roll out of IT systems supporting international

trade compliance activities for all UTAS businesses. This included SAP/GTS, OCR

EASE, a standard classification system, and the migration of unstructured data to a

compliant system. Jonathan was also responsible for providing guidance to the IT

organization on trade compliance related initiatives and validating that IT system

designs were compliant with US and foreign regulations.

Prior to his role in the UTAS international trade compliance organization, Jonathan was

the IT Manager for Goodrich Corporation’s global headquarters. He was responsible for

all aspects of IT impacting Goodrich’s corporate offices, including infrastructure and

applications. He was actively involved with the integration of the IT landscape during

the Goodrich/UTC merger. Jonathan started his career as a member of the Goodrich IT

Leadership Program holding various positions that covered all areas of IT, such as

server administration, networking, compliance, and system implementations.

Jonathan holds a BS in Management Information Systems from the University of Dayton

(OH), and he is also a Security+ Certified Professional as well as a Lean Practitioner.

Jason Prince, Partner, Holland & Hart LLP

Jason Prince represents and counsels exporters and multinational companies –including one of the world’s 10 largest international defense trade companies – on an array of complex international trade compliance matters. He serves as Co-Lead of the firm’s Commercial Aerospace & Defense Industry Group, and he has helped aerospace and defense, energy, mining, technology, semiconductor, telecommunications, agribusiness and food, retail, financial services, and other companies to navigate various complicated U.S. regulatory regimes applicable to international business. He specializes in coordinating internal investigations, preparing and filing voluntary disclosures, and conducting compliance program reviews involving the International Traffic in Arms Regulations (ITAR), the Export Administration Regulations (EAR), the Office of Foreign Assets Control’s (OFAC) trade sanctions regulations, and the Foreign Corrupt Practices Act (FCPA). Additionally, he has expertise with helping companies to develop policies and procedures, due diligence protocols, and training programs aimed at minimizing ITAR, EAR, OFAC, and FCPA compliance risks, especially in relation to the use of third-party agents to conduct business abroad. In the export controls arena, he has experience with obtaining export and technology transfer authorizations, and conducting product classification and commodity jurisdiction analyses. Prior to joining Holland & Hart, Jason served as a Deputy Press Secretary to Nobuteru Ishihara, a Japanese House of Representatives Member and Japan’s immediate-past Economy Minister, as well as a law clerk to Judge Susan H. Major Patrick Reimnitz, Agreements Officer, Directorate of Defense Trade Controls Licensing

Patrick Reimnitz is a military detailee assigned to the Directorate of Defense Trade

Controls. He earned his commission through the Air Force ROTC program at the

University of Southern California where he graduated with a degree in electrical

engineering. He is an Acquisitions Officer by trade who has worked on several major

Air Force programs to include the F-22 Raptor, and the Advanced Extremely High

Frequency (AEHF) and Transformational Satellite Communications (TSAT) satellites.

Most recently, he served as the Program Manager of the Advanced Radar Threat

System – Variant 2 where he led requirements and request for proposal development

for the first ever fifth-generation combat training threat simulator. Patrick currently works

as an Agreements Officer on DTCL’s Space, Missile and Sensor Systems team and is

the present author/editor of the “Guidelines for Preparing Agreements.”

Steven Stoddard, Senior Export Compliance Specialist, Munitions Control Division, Bureau of Industry and Security

CURRENT ASSIGNMENT: Mr. Stoddard is a Senior Export Compliance Specialist in the Munitions Control Division. In this role, he reviews export license applications for controlled munition items, with an emphasis in vehicles and miscellaneous equipment, and makes recommendations. Mr. Stoddard also conducts reviews on license exceptions to determine compliance with the Export Administration Regulations. Additionally Mr. Stoddard provides BIS’ position on Commodity Classifications (CCATS), Commodity Jurisdictions (CJ) as well as licensing determinations for law enforcement.

PAST EXPERIENCE: Prior to joining BIS, Mr. Stoddard was the Special Security Officer for the U.S. Army Materiel Command (AMC) where he helped transition the command from Fort Belvoir, VA to Redstone Arsenal, Alabama. He was in charge of the Sensitive Compartmented Information Facility (SCIF), Intelligence Oversight (IO) and SCI management. Mr. Stoddard provided oversight to over 30 subordinate commands in the U.S. and abroad.

Prior to assuming the role as SSO, Mr. Stoddard retired from active duty with numerous assignments which included two tours in Iraq. He served as an Observer Controller (O/C) for the 4th Cavalry Brigade at Fort Knox, Kentucky training reserve and National Guard units deploying to Iraq and Afghanistan. Previously he served as the battalion Master Gunner (MG) for the 1-66 Armor Battalion, 1st Brigade, 4th Infantry Division at Fort Hood, Texas. During his time in Iraq he lead a tank platoon from 2003-2004, and returned to train the Iraqi Army from 2005-2006.

EDUCATION: Mr. Stoddard graduated Magna Cum Laude and Cum Laude from Troy University in Alabama with two Bachelor of Science degrees in Criminal Justice and Psychology, respectively. He also received his Masters in Criminal Justice Administration.

Benjamin J. Turkel, Director of Global Trade, Raytheon

Benjamin J. Turkel is the director of Global Trade for Raytheon Space and Airborne Systems. Raytheon Company (NYSE: RTN), with 2017 sales of $25 billion and 64,000 employees, is a technology and innovation leader specializing in defense, civil government and cybersecurity solutions. Raytheon is headquartered in Waltham, Massachusetts.

Raytheon Space and Airborne Systems (SAS) is a leading provider of integrated sensor, communication and electronic warfare systems giving military forces accurate and timely actionable information for the network-centric battlefield. With a workforce of 13,000 and 2017 sales of $6.4 billion, SAS is headquartered in McKinney, Texas, with operations across the U.S. and internationally.

As director of Global Trade, Turkel leads a team of global trade professionals who facilitate SAS international growth by developing, implementing and overseeing export and import licensing activities to ensure compliance with U.S. trade controls regulations.

In his previous role, Turkel was senior counsel of Global Trade for the Raytheon Integrated Defense Systems (IDS) business. In that role, he provided legal and strategic advice on complex international trade compliance matters, managed a team of trade control professionals

who conducted internal investigations and root cause analysis, designed and oversaw implementation of preventive and corrective actions and planned and executed internal audit and monitoring.

Turkel began his career with Raytheon in January 2005 and has worked in multiple functions. He worked as a Supply Chain subcontract manager where he managed several major subcontracts and collaborated with the office of General Counsel to provide legal and contractual assistance to Supply Chain leadership and procurement professionals. Prior to joining Supply Chain, Turkel was an export license and compliance professional and was nominated as an empowered official for Raytheon, responsiblefor authorization management, adjudicating export requests and conducting training for IDS’ Integrated Air and Missile Defense programs.

Turkel is a licensed attorney and a member in good standing of the Massachusetts bar. Turkel holds a Juris Doctor from Suffolk University Law School in Boston and a bachelor’s degree in political science from the University of Massachusetts at Amherst. He is active in his professional community and is currently a member of the American Bar Association (ABA) and the Society for International Affairs (SIA).

Shawn Veney, Principal Architect, Microsoft Corporation

Shawn Veney, Principal Architect of Office 365, has been with Microsoft since 2000.

Shawn served 20 years in the Army (13 Active Duty and 7 in the Reserves); his roles

spanned Combat Arms, Training, Operations and Readiness to Information Assurance.

He has worked with Microsoft since 2000 beginning as a Support Analyst and then

working through several roles including but not limited to Application Security

Assessment Lead; ITIL Program Management Lead; Director of Security Architecture;

Principle Program Management Lead and eventually landing in Office 365 as a principal

architect providing regulatory compliance, security, risk, governance and privacy advice

for the global service.

For the past 7 years Shawn has working within Office 365 helping them achieve ISO,

SOC, FedRAMP, CJIS and other global, industry and regional certifications. His current

focus is working with regulators around the world in developing better standards for

cloud technologies; while innovating on compliance features across the global service to

ensure the most effective integration of regulatory requirements and engineering goals.

JENNIFER K. WEINEL Corporate Director and Assistant General Counsel - Export/Import

Jennifer joined Northrop Grumman in 2000 and currently serves as Corporate Director and Assistant General Counsel – Export/Import. In this capacity, she leads the Export/Import Law practice group in providing legal support to the Corporate Office and each of the Company’s Sectors regarding Export/Import licensing and compliance under various U.S. regulatory regimes including the ITAR, EAR, OFAC and U.S. Customs and Border Protection. Prior to joining the Law Department, Jennifer served as Northrop Grumman’s Corporate Senior Manager, Export/Import Compliance & Training and had responsibility for performing companywide training and assessments; as well as preparing, coordinating and promulgating corporate policies and procedures relating to Export/Import management. In addition, she served as the focal point within the Corporate Export/Import Management structure for interaction with the Law Department and Sector personnel on matters pertaining to Export/Import compliance. Prior to her transition to Corporate, she served as an Export Focal Point for the Command, Control, Communication, Computer, Intelligence, Surveillance, Reconnaissance and Naval (C4ISR&N) division of the Company’s Electronic Systems (now Mission Systems) Sector. Before joining Northrop Grumman, Jennifer was a practicing attorney with a boutique law firm in Baltimore, Maryland. She received her Bachelor of Arts degree in History with a Minor in Business Administration from the North Carolina Wesleyan College in Rocky Mount, North Carolina and her Juris Doctor degree from the University of Baltimore, School of Law in Baltimore, Maryland. Jennifer was is currently serving in her second term as President of the Society for International Affairs (SIA). She has served on SIA's Board of Directors since 2008 and has held the office of Vice President from 2010-2014 and President since 2014. SIA is a non-profit organization whose mission is to educate the international trade community on all aspects of technology transfer by providing a forum for the exchange of information on the export and import process.
