    Southern Regional Power Committee Bangalore Agenda for the 157th Meeting of Operation Coordination Committee

    to be held on 08.07.2019 at SRPC, Bengaluru

    1 Confirmation of the Minutes of the 156th Meeting of OCC of SRPC conducted on 11th

    June 2019 at SRPC Bengaluru.

    2 MAJOR ISSUES

    2.1 Renewable forecasting

    As requested by OCC forum SRLDC is presenting forecast, actuals and forecast

    errors for wind and solar for the previous month in the OCC Meeting. All states

    were requested to furnish the implemented forecast, day ahead forecast & actuals also. It was noted that this data was being sought by higher forums and other entities. SRLDC had informed that they are developing web application for

    this and the figures are to be entered directly by the states.

    Presentation and status by SRLDC. 2.2 Auxiliary Power Consumption of M/s NTECL Vallur for 2019-24

    NTECL, Vallur vide letter dated 08.04.2019 had requested to consider Auxiliary

    Power Consumption of 7.19% for the period 2019-24 and furnished Indemnity

    Bond(Annexure-A). Accordingly, APC is provisionally taken as 7.19%, subject to the condition that NTECL obtain necessary Regulatory Order for APC rate of 7.19%

    expeditiously.

    Subsequently, TANGEDCO vide their letter dated 20.06.2019(Annexure-B) had informed that the APC 6.69% is provisionally considered in the April, 2019 invoice

    and additional amount is deducted from the claim till the submission of CERC Order

    to consider Auxiliary Power Consumption as 7.19%.

    The matter may be further discussed in the meeting.

    2.3 Frequent tripping of HVDC Talcher-Kolar poles

    SRLDC vide letter dated 21.06.2019(Annexure-C) had informed that number of trippings/forced outages of Talcher – Kolar +/- 500 kV HVDC system in the recent

    times had been increased due to various reasons. Details of trippings during the

    period 31.05.2019 to 12.06.2019 is as tabulated below:

    Disturbance in 24V DC system

    The following had been noted:

    (i) During the trippings associated SPS gets triggered and results in load shedding and generation backing down at Talcher Stage II

    (ii) Karnataka/Kerala system had faced severe line loading and low voltage issues in their 400 kV stations during the outage

    (iii) Critical 400 kV lines in the corridor, namely NP Kunta – Kolar, Gooty – Somanahally and Gooty – Nelamangala were subjected to high loading

    affecting the reliability & security of the SR/All India Grid.

    SRLDC requested POWERGRID to kindly analyze the root cause of the problem

    and initiate remedial actions to prevent frequent tripping of Talcher – Kolar +/- 500

    kV lines/poles.

    2.4 Generation control during ICT -1 S/D at Tuticorin -1

    SRLDC in its agenda furnished for 157th OCC had informed that RTAMC SR-II have

    sent email on 26.06.2019 to regional wind generators connected to Tuticorin PS,

    requesting to restrict the generation of regional wind generators during ICT -1 S/D

    at Tuticorin -1

    In this regard the following may be noted :

    ICT- I at Tuticorin GIS 400 KV (POWERGRID) station is under OCC planned shutdown w.e.f. 10:02 hours of 26.06.2019 and the approval was up to 18:00

    Hrs of 26.06.2019.

    As per Clause 6.5.16 of IEGC, in the event of bottleneck & limitation in the transmission system necessitating reduction in generation, the appropriate

    RLDC (SRLDC) revise the schedules of the regional entities involved which

    shall become effective from the 4th Time Block, counting the time block in

    which the bottleneck in evacuation of power has taken place to be the first

    one.

    CPCC SR2 has to inform any loading issues to SRLDC on real time which will be taken up by SRLDC depending on real time conditions as per IEGC

    SRLDC desired that any direct real time instructions to Regional Entities (

    generation control instructions) may please be strictly avoided in the future

    2.5 Infirm power injection of MEPL Unit III Phase II

    SRLDC vide letter dated 28.06.2019(Annexure-D) had informed that as per CERC Order on Petition No.6/MP/2019 dated 17.01.2019 MEPL Unit III Phase II which

    was first synchronized to grid on 10.02.2018 is allowed to inject infirm power only

    upto 30.06.2019 only. SRLDC requested MEPL to take up with CERC to get the

    approval to inject infirm power from 01.07.2019 onwards.

    2.6 Post facto revision of the net schedule of KSEBL for 31st May & 1st June 2019

    KSEBL vide letter dated 15.06.2019(Annexure-E) had furnished the following: DSM Bill for the week 27.05.2019 to 02.06.2019 levied Rs . 26,63,297 against sign

    change violations(3 violations on 31.05.2019 -19:00 hours to 24:00 hours & 1

    violation on 01.06.2019 – 00:00 hours to 01;30 hours) whereas per SLDC SCADA

    there is no violations. The real time operations on 31.05.2019 were based on Revision No. 218 of the net

    schedule of KSEBL whereas SRPC computation was based on revision No. 223

    revised on 05.06.2019 at 10:30 hours. The real time operations on 01.06.2019 were based on Revision No. 234 of the net

    schedule of KSEBL whereas SRPC computation was based on revision No. 248

    revised on 10.06.2019 at 16:24 hours. SLDC operations are based on real time revisions and post facto revision of the

    schedule has huge commercial impact on the utility. On 31.05.2019 there was tripping of Talcher-Kolar at 18:30 hours. Levying violation

    charges based on revised schedules will totally change the true spirit of operation

    done by KSEBL in real time.

    KSEBL requested SRLDC to revise the schedule accordingly for 31st May & 1st June

    2019 and SRPC may kindly revise the DSM Bill for the week from 27.05.2019 to

    02.06.2019. 2.7 Implementation of CERC Order in Petition No. 261/MP/2017 dated

    06.11.2018(Kudgi)

    As per the Order the annual transmission charges of the associated transmission

    system(Kudgi - Narendra, Narendra-Madhugiri & Madhugiri-Bibadi and associated

    bays and substations as determined or adopted by the commission needs to

    considered in PoC mechanism corresponding only to the units under Commercial

    operation. CTU issued operationalization of LTA from the date of completion of

    ATS, 24.09.2019. Accordingly assets of the ATS needed to be covered partially

    under PoC mechanism and partially under bilateral billing mechanism at different

    periods.

    In the 41st Meeting of Commercial Committee held on 20.06.2019 constituents had

    expressed concern regarding the delay in compliance of this part of the Order.

    SRPC vide letter dated 27.06.2019(Annexure-F) had taken up this issue with

    NLDC nad had requested to furnish the necessary details to facilitate SRPC to

    proceed further.

    POSOCO,NLDC vide letter dated 28.06.2019(Annexure-G) had intimated that Implementation agency had carried out the PoC rate recomputation exercise in line

    with the CERC Order and had submitted to CERC vide letter dated 15.04.2019 and

    the revised PoC rates Order is pending with CERTC. It is suggested that SRPC

    may proceed further upon issuance of CERC revised PoC Order. 2.8 Energy Scheduled inside the region and outside the region from REs

    CE(RPM) division, CEA vide letter dated 03.06.2019 had requested for the details -

    "Energy Scheduled inside the region and outside the region from RE generating

    station which has been given connectivity & LTA on Green Energy Corridors (both

    Central & State)".

    Sub stations under Green Energy Corridor, WPDs/SPDs connected to these sub

    stations along with Installed Capacity (MW) details & corresponding schedules and

    actuals (From April 2019 to June 2019) needed to be submitted and entities had

    agreed to furnish the information by 18.06.2019. Subsequently on monthly basis

    Installed capacity, schedule and actual information for the previous month may be

    furnished along with OCC data.

    No information had been received from any of the entities(KSEBL had informed

    that at present they don’t have any WPD/SPD installed under GEC).

    2.9 LI projects grid integration

    In view of the existing & expected addition of huge quantum of LI projects,

    TSSLDC/APSLDC was again suggested to look into the frequency response, MVAR control for voltage management, MW scheduling (for 96 blocks), ramp management, SCADA integration etc.(the same was highlighted in the SC Meeting held on 10.06.2019). KPTCL was requested to check up with their ESCOMs and come up in the next OCC Meeting with more details regarding the capacity available at present, likely addition etc.

    2.10 Feedback on transmission/voltage issues in SR Grid

    I. High Voltage at KKNPP

    KKNPP had been requested to absorb to the extent possible by Unit I and

    restrict the MVAR injection of Unit II at the lowest level at voltages above 410

    kV so that net effect of injection will be kept at minimal.

    KKNPP was requested to check the tap position and Vref and revert back and

    adjust the Vref accordingly so that changeover will happen at around 410 kV.

    Unit II shut down is planned in November 2019 during which generator

    replacement would also be taken up.

    II. High Loading of Hiriyur- Nelamangala

    KAR SLDC was again requested to give a feedback to KPTCL (STU) with a copy to SRPC/SRLDC- Hiriyur- Nelamangala, C N Halli and other identified

    system needs to be prioritized.

    SR II had informed that Hiriyur-Mysore line would be commissioned by

    September 2019. In 19 kMs (67 kMs pending of 205 kMs) severe ROW issues

    are faced.

    2.11 Frequent Failure of Transmission Towers A. Narendra-Guttur D/C line (156.5 kM) (SR II) Tripped on operation of distance protection on 06.06.2019 at 02:00 hours.

    B. Raichur-Sholapur Line – II(RSTCL) Tripped due to heavy wind on 03.06.2019.

    C. 400 kV Nellore PS-Gooty line I & II (SR I) Ttripped at 01:34 hours on 27.05.2019

    Status updates of revival of the lines by SR I, SR II POWERGRID & RSTCL 2.12 Wind Generation Loss in Tamil Nadu

    In the 156th OCC Meeting the incidence of reduction of 700 MW wind generation

    occurred in Tamil Nadu at 23:06 hours on 28th May 2019 had been deliberated. It was agreed that TANTRANSCO will furnish all wind generation data(REMC)

    from 22:00 hours to 24:00 hours for 28th May 2019 and SRLDC/SRPC team will

    analyse the cause for wind generation reduction.

    TANTRANSCO has submitted the information(Wind Generation, State -Schedule, Drawal, UI and Demand)

    2.13 Additional schedule required for carrying out LRSB during technical minimum

    NTECL vide E-mail dated 04.06.2019 had requested for enhancement of Technical

    Minimum of NTECL Units to 380 MW for 5 hours duration every 15 days to

    carrying out LRSB (cleaning process- dislodge the accumulated clinkers on the

    heating surfaces of the boiler).

    After deliberations it was decided that the issue will be discussed further in next

    OCC Meeting. All beneficiaries were requested to come back with their views.

    NTPC Simhadri vide letter dated 14.06.2019(Annexure-H) had requested for giving a schedule of 380-400 MW once in fifteen days for each unit for around 5

    hours continuously.

    2.14 TSTRANSCO request for on line information regarding URS availability of other regions

    TSTRANSCO had reiterated the request to provide on line availability of URS to

    SR beneficiaries for ER ISGS.

    In the156th OCC Meeting, SRLDC had informed that the issue has been taken up

    with ERLDC to make the provision and once the provision is made entry can be

    done directly.

    Status update by SRLDC 2.15 All India Correspondence-Action Points-Review of National Power Portal

    (NPP) In the Review Meeting of National Power Portal(NPP) held in Ministry of Power

    (MoP) on 27.03.2019 under the chairmanship of Secretary(Power) it was noted in

    the minutes that “Availability of the transmission lines for State Transmission

    Utilities should also be included in the portal by CEA”. RPCs are requested to

    discuss the matter with the State Transmission Utilities(STUs) and State Load

    Despatch Centres (SLDCs) of respective region for appropriate action in the

    matter which may be communicated to GM Division, CEA.

    All concerned (State SLDCs to collect from STUs) to initiate action to kindly kindly enter the availability in the NPP.

    2.16 Relocation of SPS schemes 156th OCC Updates: SR-I & SR-II had confirmed that all the new DTPCs have been commissioned

    at the identified locations (in 152nd OCC).

    TN informed that (except Karaikudi) all the works have been completed.

    KSEBL informed that wiring works are over and testing is to be carried out.

    KPTCL had taken up the issues with SCADA and RT wing and requested to

    complete the pending works by June end.

    SRLDC requested all to furnish the signal wiring diagram- where the signal is

    received from PGCIL and to where it is extended. (SR I and SR II submitted)

    The following activities to be carried out: Carryout the pending works (refer Annexure No.V of 77 PCSC MOM).

    Carryout the mock drills in coordination with PGCIL and SRLDC.

    Carryout the mapping of the feeders in coordination with SRLDC.

    Furnish the revised list of feeders along with load reliefs under various SPS.

    Communicate the compliance report in this regard to SRPC / SRLDC.

    2.17 Reliability of SPS Schemes

    In compliance of Commission’s Order dated 26th March 2018 in Petition No.

    09/SM/2015, the list of SPS in SR had been communicated to all concerned.

    SRLDC was to furnish the details of ISTS SPSs and SLDCs for other intra state

    SPSs. This information is to be submitted along with OCC on monthly basis.

    156th OCC update:

    HVDC Talcher - Kolar Pole I had tripped on 31st May 2019 at 18:30 Hrs. SPS Trip

    Signal-1 and Trip Signal-2 had been triggered.

    APTRANSCO had informed that the loads of Madanapalli feeders are being fed

    from 220 kV Madanapalli S/s and these feeders were kept idle charged from

    Kalikiri S/s. Trip signal at Ananthapurm S/s was not received which will be

    examined. The RE fed feeders were being identified and would be removed from

    the scheme. A compliance report will be communicated.

    KSEBL had informed that counter at Madakkathara and Kanjirode had not

    increased and stated that trip signal had not reached. SR-II confirmed that Kolar

    counter had increased. It was decided to carry out a complete checking and testing on 14.06.2019. (KSEBL and PG SR-II & PG Kolar to co-ordinate for the test under intimation to SRLDC).

    TANTRANSCO had informed that SPS signal (TK-1) was not received at 230 kV

    Unjanai substation from Kolar. It was decided that a one to one SPS signal testing may be carried out (on 14.06.2019) from Kolar to 230 kV Unjanai in Tamil Nadu for Talcher - Kolar SPS Signal-1 (TANTRANSCO, PG SR-II & PG

    Kolar to co-ordinate for the test under intimation to SRLDC.

    Subsequently KSEBL vide letter dated 22.06.2019(Annexure-I) had informed that in coordination with PGCIL team KSEBL had conducted channel testing from

    Kolar to Madakkathara and no signal had been received at Madakkathara DTPC

    and Kanhirode DTPC due to communication issue between PDH and DTPC

    which was rectified on 16.06.2019. KSEBL requested for arranging necessary

    steps to test the Talcher Kolar Trip Signal II & III.

    SRLDC E-mail dated 24.06.2019 informed KSEBL that the SPS mock test (end to

    end test) may be carried out in consultation with Powergrid Kolar S/s. Suitable

    date and time may be decided based on both end (KESB & PG) convenience.

    Signal transmission may be checked from Kolar to respective load points in

    Kerala without actual load shedding (trip wires to load to be removed during test

    and restored once testing is completed). Intimation may be given to SRLDC

    control room. A report of the SPS signal testing may be furnished to SRPC &

    SRLDC

    APTRANSCO communication dated 12.06.2019 regarding SPS operation on

    05.06.2019 is at Annexure- J. HVDC Talcher - Kolar pole I tripped on 8th June 2019 at 12:10 hours. SPS trip

    signal-I operated and load shedding details as furnished by respective states is

    given below:

    Load Relief in Andhra Pradesh and Tamil Nadu are observed to be less

    than the designed value.

    2.18 Rectification of OF cable between HSR to NIMHANS and EDC to HAL In the 156th OCC Meeting, KPTCL informed that the agency has been identified

    to carry out the works and will be rectified by June end. Update by KPTCL

    2.19 4th link to SRLDC (through Hebbal) In the 156th OCC Meeting SR-II had informed that 4th link to SRLDC (through

    Hebbal) had been established. SR-II was requested to give a written communication in this regard and testing may be carried out on 14.06.2019 in coordination with SRLDC.

    SRLDC vide letter dated 28.06.2019(Annexure-K) had informed that as per agreed practice in the Special Communication Meeting held on 13.03.2018, the

    routing diagram of the link is not yet furnished by SR II. SRLDC requested SR II

    to kindly furnish the latest routing diagram of all the four links to SRLDC and also

    finalize a date for carrying out the testing of the 4th Link as agreed in the 156th

    OCC Meeting.

    2.20 REMC facility installed at SRLDC 156th OCC Updates:

    Project is in the advanced stage of commissioning.

    Software & Hardware FAT completed

    All vendor side site trainings completed

    System powered on and System configuration under progress

    ICCP connection established with TN REMC, AP REMC & SRLDC SCADA

    User registration & static details of pooling stations / developers configured

    2.21 REMC Project in SR-Non readiness of space by KPTCL In the 156th OCC Meeting, KPTCL had informed that LVS erection work is in

    progress. OSI is installing the server on 11.06.2019.

    Update by SR II/KPTCL

    2.22 Scheduling of Solar parks:

    156th OCC Updates: Pavagada Solar UMPP:

    SRLDC had informed that Pavagada mock scheduling had been commenced

    from December 2018. As on 06.06.2019, out of 2000 MW capacity of Pavagada

    Solar park, for 1400 MW contracted quantum user registration had been carried

    out and mock scheduling had been commenced.

    t was however noted that all the SPDs have not registered as users(balance 600

    MW yet to be registered) and actual injection/drawal of all SPDs was not being

    furnished to bring out mock accounts.

    KPTCL/KSPDCL was requested to include Pavagada also in DSM accounting and expedite the actions to transfer the scheduling to SRLDC.

    KPTCL to expedite the actions to transfer the scheduling to SRLDC. Ghani Solar Park : It was noted that Ghani Solar Park was an UMPP and

    scheduling would need to be carried out by SRLDC. APTRANSCO had informed

    that the issue was not discussed at SLDC with SPDs due to some changes in

    management. The scheduling would be with SRLDC. Meeting will be scheduled shortly.

    APTRANSCO to update/reply to SRLDC letter in this regard.

    2.23 Simhadri Islanding scheme

    In the 156th OCC Meeting APTRANSCO had informed that studies are being

    carried out/reviewed and they will revert back by June end. APTRANSCO to update

    2.24 Request for assistance of 50-60 MW to Yerandahalli by KPTCL

    KPTCL vide E-mail dated 22.04.2019 had informed that Tamil Nadu is restricting

    the flow on 230 kV Hosur - Yerandanahalli line to 25 MW Bengaluru has

    requested to restore the earlier assistance of 50-60 MW to Yerandadahalli station

    from Hosur.

    156th OCC

    KPTCL had informed at Hosur station bay is to be commissioned. Line works

    are over. At Udanappalli s/s testing is going on. Shoolagiri end tower erection

    and realignment works are pending. In the SC Meeting held on 10.06.2019 it

    was noted that the line would be charged by June 2019 end and power will be

    extended to Yerandahalli. There are three ICTs of 315 MVA at Shoolagiri end

    (normal load 120 MW and peak load 400 MW) and another 120-140 MW may

    be easily accommodated.

    TANTRANSCO informed that after commissioning of the line system study

    would be carried out and decision will be taken.

    Status update by KPTCL/TANTRANSCO 2.25 Raising of GT Tap position

    NLC TS II had requested permission to increase the tap position of Unit IV from 4

    (235 kV) to 5 (230 kV-Nominal tap) to avoid more MVAR injection. In the 156th

    OCC Meeting after deliberations, SRLDC/TANTRANSCO agreed for raising the

    tap position.

    Update by NLCIL In the 156th OCC Meeting, TANTRANSCO had informed that 150 MW plant is

    coming in TN system (by M/s Nagar Power, Power injection to Thiruvarur 230 kV

    S/S, Plant location –Nagapattinam)

    TANTRANSCO to update on the progress 2.26 ICT Failure at UPCL

    156th OCC update:

    315 MVA, 400/220 kV ICT I failed on 06.06.2019. KAR SLDC requested UPCL to

    expedite the works.

    UPCL had informed ICT is expected after two months.

    OCC noted that 315 MVA ICTs at Kozhikode/Narendra are available and in case

    of delay in commissioning of UPCL ICT, using this ICT (or any other ICT) may be

    thought off.

    UPCL had informed that the faulty ICT has already been dispatched to M/s TELK,

    Kerala may reach by 10.07.2019, after opening of the ICT, exact assessment of

    the damage can be evaluated.

    UPCL had requested for a visit Powergrid sub stations at Kozhikode and

    Narendra to check the physical dimension and technical feasibility of spare ICTs.

    If found feasible and in case repairing time of our ICT is high, UPCL may go for

    using the spare ICT which will minimize the restoration time.

    Subsequently the visit by UPCL officer had been planned on

    29.06.2019(Kozhikode/Narendra)

    Update by UPCL/SR II

    2.27 Taking over of 2 Nos of bays at Edamon in respect of Kayamkulam-Edamon DC line- Replacement of existing conventional equipments with Hybrid switch gear modules at 220 kV S/s, Edamon(Edappon and Kundara bays) under PSDF scheme by KSEBL.

    156th OCC Meeting: KSEBL had stated that they will forward the communication (request to SR II to

    furnish the depreciated value) to SR II again and SR II may furnish the

    depreciated value and accordingly after Board approval the depreciated amount

    would paid to SR-II.

    SR-II had informed that after receiving the concurrence from KSEBL and after

    approval of CERC the depreciated value will be communicated to KSEBL.

  • Agenda for 157th OCC Meeting to be held on 08.07.2019 at SRPC

    In the 156th OCC Meeting, SR II had informed that technical bid & financial bids

    had been opened and within one month award will be placed.

    Update by SR II 2.29 Communication Audit

    Adhering the Communication Audit Procedure as prepared in consultation with

    Stake holders and as approved in 34th SRPC Meeting, Communication Audit had

    been carried out by Audit Team (SRPC, SRLDC, PGCIL and States ) in S/Ss at

    Tamil Nadu on 12th & 13th of June 2019 . Audit Report at TANTRANSCO S/Ss(400

    kV Sriperumbudur, 400 kV Almathy and 230 kV S P Kovil) is at Annexure-L Subsequently stations of TSTRANSCO (400kV Sankarapally and 220kV

    Erragadda) /SR-I (765 kV Maheshawaram, 400 kV Ghanapur ) had been audited

    on 20th and 21st June 2019 and Audit report is under preparation.

    2.30 Sale of power from NLC TPS-I

    The Power Sale Agreement with TN in respect of NLC TPS-1 has expired on

    31.03.2019. As per IEGC Clause 6.4.2(a), NLC TS I would come under the control

    area of SRLDC and TS I Station may need to be scheduled by SRLDC from

    01.04.2019.

    156th OCC

    NLCIL had informed that formalities like user registration, metering scheme

    approval, real time SCADA etc were under advanced stage. At present NLCIL

    is continuing the power sale to TN on OA and as and when TN stops

    purchasing power scheduling will be transferred to SRLDC. NLCIL bays will be

    ready by the month end.

    TANTRANSCO had informed that after commissioning of HTLS lines to TS-II

    switchyard, the balance 230 kV lines will be shifted to new TANTRANSCO SS

    from TS-I switchyard (within two months).

    Update by NLCIL/TANTRANSCO 2.31 Regular interaction between CERC and RPCs

    A Meeting with Chairman & Member Secretaries of each was held on 24.06.2019

    at CERC office, New Delhi..

    2.32 Flexibilization of Thermal Plants: Units identified by APGENCO

  • Agenda for 157th OCC Meeting to be held on 08.07.2019 at SRPC

    APGENCO had informed that they are in touch with BHEL for

    implementation/pilot tests of its Rayalseema Unit I for flexible operation.

    TSGENCO vide letter dated 19.06.2019(Annexure-M) had informed that they have identified KTPS Unit VI(600 MW) for conducting pilot test for flexible operation.

    2.33 Deviation in drawals by states

    SRLDC vide letters dated 11.06.2019(Annexure-N) had communicated to APTRANSCO, TSTRANSCO, KPTCL and TANTRANSCO regarding the deviation

    in drawals beyond the limits during the period from 13.05.2019 to 03.06.2019.

    In the meetings SRLDC/SRPC had requested all concerned entities to take

    appropriate action in real time to curtail sustained UD/OD and UI / OI on violation

    messages being issued by SRLDC and report necessary compliance. The huge

    quantum of deviation displays the lack of real time action which is threatening for

    Grid Security.

    2.34 Status of Implementation of the revised FGD Installation/ESP Up-gradation Plan

    CEA is seeking updated information in respect of implementation of revised FGD

    installation/ESP Up-gradation Plan. Status update is to be furnished in a time

    bound manner. CPCB time lines needed to be strictly followed.

    APTRANSCO had informed that Feasibility Report is awaited for Rayalseema Units.

    2.35 TTC assessment considering temperature dependent rating of lines/terminal equipment TSTRANSCO/KPTCL (two stations pending) were requested to expedite since it

    is a long pending issue.

    2.36 Ramp Rates, technical minimum & startup from hot/warm/cold

    The following were noted again:

    All ISGS stations were requested to give ramp of 0.67%/min in line with the SRPC decision.

    All the SLDCs were requested to ensure ramps of at least 0.67%/min in line with the SRPC decision for the state generators.

    All the entities were requested to take action in respect of ramp rates, technical minimum, start up from hot, warm and cold condition as discussed in the SRPC meeting (noted in the special meeting).

    POSOCO had pointed out that enhancing of the ramp rates would result in further savings in the SCED optimization.

    It was noted that as per the Tariff Regulations, 2019-24, POSOCO was to come out with a draft procedure on ramps (with incentivization) by June 2019. The draft was under preparation. This was to be implemented from April 2020.

    In the 35th SRPC Meeting it was noted that NTPC would come up with expert

    view of OEMs with regard to compliance of CEA Regulations of Ramp Rate of

    3%/minute in the control range(sustainability for scheduling etc) and also on the

    35 hours duration from cold start for super critical units like Kudgi within a month.

    This issue was followed up in subsequent OCC Meetings and there was no

    tangible update on the same. Noting that next SRPC Meeting being scheduled on

    12.07.2019, SRPC vide letter dated 17.06.2019(Annexure-O) had requested NTPC to expedite the views of OEMs

    2.37 SCED Procedure -Implementation of SCED pilot

    SRPC vide letter dated 05.04.2019, 11.04.2019 & 12.04.2019 had communicated

    some of the issues/suggestions regarding SCED scheduling with NLDC. Reply is

    awaited.

    In the previous OCC Meetings Generators had pointed out regarding instances of

    ramp violation, schedules below TM, schedules above DC, delay in informing the

    final generation schedules etc. Also it was noted that generators are paying a

    huge amount in Crores to the pool in advance and there was considerable delay

    in receiving back the money from beneficiaries. Even penalties are very high.

    During pilot period some relaxation should be thought off.

    OCC forum again requested SRLDC to take up with NLDC to present on performance of SCED (with respect to details of savings, optimization, station wise Up/Down details, Constraints faced if any etc.)

    SRLDC/NLDC to update. 2.38 RE Generators for Reactive Compensation & High Voltage

    All the states were again requested to kindly examine and ensure voltage based

    MVAR interchange for RE generators.

    156th OCC : APTRANSCO informed that they have issued the following TOO in this

    regard:

    The RE generators are exempted from payment of reactive charges for

    drawal of reactive power at voltages are greater than 392 kV. The RE

    generator shall absorb reactive power at voltages above 392 kV and inject

    reactive power at voltages below 390 kV so as to maintain 400 kV bus

    voltages within limits.

    KSEBL had informed that they are already following the same(during the

    MVAR injection period as per SLDC instruction, reactive charges are

    suspended).

    TANTRANSCO had informed that TN SLDC(as recommended by SRPC

    Forum) had requested REMC wing to empower SLDC for suspension of

    reactive charges if it is as per SLDC instructions

    It was again suggested that in real time SLDCs may suspend the reactive

    interchange charges in case of system requirements (till the voltage based

    reactive billing is in place). Blanket approval in this regard for the same may be obtained from the Higher Management by the SLDCs.

    2.39 Daily Load Forecasting by SLDCs

    SRLDC to present the error (forecast Vs actual demand) for the month of

    156th OCC

    Relay details to be updated in VADR application – relay details received from SR-1 and SR-2 on 10.06.19.

    WAMS diagnostic tool to be installed to rectify errors

    Working group VC held on 16.05.2019. Feedback had been given to IITB and next Meeting is scheduled for 14.06.2019.

    SRLDC requested SRPC Protection wing (from PMS) to share the relay

    details of ISG Stations.

    SR II was requested to coordinate for the training on Analytical Application by

    IITB as requested by all states.

    For PMU at STATCOM at Udumalpet, Hyderabad, Trichy, etc SRLDC was

    requested to identify the locations and possibility of shifting will be explored by SR I and SR II.

    SRLDC in its agenda for 157th OCC Meeting had furnished the flowing:

    URTDSM project in SR was commissioned in Sep 2018. As part of the

    project 255 PMU‘s were installed in 68 Sub Stations of SR region. This

    project was envisaged and planned in 2012 and PMU locations were

    identified based on the power system network prevailing at that time. Now

    due to commissioning of new lines, Sub Station and LILO of existing lines

    it is desired to optimize the PMU locations to include important renewable

    pooling stations, lift irrigation substations and new Sub stations with

    FACTS devices like STATCOM & PST etc. to study their impact in grid

    and signature of these devices.

    During 156th OCC meeting, the forum requested to explore the possibility

    of installing PMU’s at SATCOM substations (GHANAPUR, UDUMALPET,

    and TRICHY) in SR and other important substations by optimizing the

    existing PMU’s available under URTDSM project.

    2.41 Issues w.r.t KGS 156th OCC

    SEM related issues had been taken up with SR-II vide letter dated

    09.04.2019.

    SR-II had informed that SEM supply was expected by June end and concurrence had been received from Kaiga GS. KGS was requested to facilitate the installation of the same.

    Regarding Sirsi-Guttur section of Kaiga-Sirsi, KPTCL had informed that they

    have replaced 20 numbers of tension strings. Further replacement of 15

    numbers and 22 numbers of insulator strings was planned for line-1 and line-2

    for which, the estimation was under preparation.

    KPTCL informed that the estimate had been prepared and would be taken up for approval.

    Kaiga GS and KPTCL had agreed to coordinate the PLCC communication

    issues. KPTCL agreed to take up with their communication wing.

    Kaiga GS had taken up RTU issues with SR-II vide letter dated 09.04.2019

    Kaiga had provided consent along with requirement. KGS had requested for site visit by PGCIL, for which date needed to be finalized.

    KGS vide letter dated 14.06.2019(Annexure-P) had informed that the visit to KGS site by KPTCL officers is not yet materialized and the issues still persists. It

    was offered by KPTCL that the issues will be solved by utilizing available spares.

    Procurement of EPBAX exchange etc cannot be carried out by KGS alone since

    as per Regulation it is the responsibility of Generator and CTU to maintain the

    communication equipment to establish redundant communication. Since

    communication through PLCC(voice) is a two sided affair and there had to be

    modern equipments KGS alone cannot install a device so as to communicate

    with Kadra, Kodasalli/Narendra etc . KGS requested KPTCL to review

    communication system in all connected switchyards and initiate necessary

    procurement for modernizing the systems.

    2.42 Request to PGCIL by NLCIL for procuring SEMs for NLCIL

    In the 156th OCC Meeting, NLCIL had requested PGCIL to procure SEMs (new specification) for them and payment will be done by NLCIL. SR II had agreed to include the requirement of NLCIL in their procurement plan, NLCIL will

    2.43 Resource Adequacy Index and Flexibility Index

    SRLDC had furnished the procedure for flexibility index calculation. SLDCs were requested to compute the indices to be aware of the adequacy

    and flexibility of reserves. SRLDC assured of all assistance in this regard. 2.44 Periodical Audit and Vulnerability Assessment & Penetration Testing(VAPT) of

    Infrastructure

    CISO MoP vide letter dated 31.01.2019, 20.02.2019 and 22.04.2019 had

    requested all stake holders to carry out Cyber Security Audit and VAPT of ICT

    Infrastructure, website, web application etc in defined intervals by CERT-in

    empaneled cyber security audit agencies to avoid vulnerability and report to CISO

    MoP along with the key findings of the audit. The above details may kindly be sent

    to [email protected] with a copy to [email protected] . CEA vide letter dated

    29.05.2019 has once again requested to kindly provide the report as sought.

    156th OCC:

    KPTCL had informed that tender had been floated for third party auditing of

    Control Centers of SLDC.

    KSEBL had informed that Cyber Security Audit will be carried out in June

    2019. NTPC informed that regarding SCADA they have AMC with OEM and

    every three months tests are being done.

    NPCIL, CISO vide letter dated 23.05.2019 had informed that every quarter

    cyber security audit are being carried out for their ICT infra-structure.

    No communication in this regard is received by SRPC by NPCIL stations in SR. SRPC had requested NPCIL to furnish the dates of these audits as required.

    All the concerned were requested to submit the details at the earliest. CERT certified agencies needed to be approached for the audit. NTPC

    was requested to coordinate with the CERT Thermal (NTPC) and initiate action accordingly.

    KSEBL suggested that officers of CERTin/NCIIPC may be invited to any coming OCC to give exposure on the procedure for VAPT and ICT Cyber Security Audit.

    Subsequently TSTRANSCO had informed that TSTRANSCO has issued a PO on

    C-DAC for conducting Security Audit of TSTRANSCO website and the same is in

    progress. The Cyber Security audit and VAPT as part of AMC on SCADA system

    had been conducted from 8th to 10th May 2019 by CERTin certified auditor and

    reports are awaited.

    2.45 Testing of Primary frequency response of generators as per IEGC clause 5.2(g)

    It was noted that a Special Meeting had been convened by NLDC on 06.06.2019

    at NLDC. RFP document was discussed in length and would be finalized shortly.

    2.46 AGC at state Level- Pilot Project identification & Implementation

    A Meeting was carried out on 14.03.2019 at SRPC and the minutes of the

    Meeting are available at SRPC website.

    156th OCC Update: KPCL had informed that a team of officials from PRDC, KPCL and KPTCL SLDC

    had visited Sharavathy hydro station on 12.04.2019 and Varahi Hydro station on

    11.04.2019 and inputs had been collected from station and SLDC. The target

    date of completion of projects at Sharavathy is June 2019 and for Varahi it is

    August 2019. KPTCL was requested to verify the requirements at SLDC for the

    implementation of the same.

    KSEBL informed that AGC implementation work will start at Kuttiadi HES by

    December 2019. KSEBL requested for visit of team at Sharavathi/Varahi to study

    the requirements etc for the implementation of the AGC which was agreed by

    KPCL(by this month end)

    APGENCO/APSLDC had informed that works were to be initiated for AGC

    implementation at Krishnapatanam and SLDC.

    TSTRANSCO had informed that TSGENCO had floated tenders for preparing the

    DPR.

    TANTRANSCO had informed that the administrative approval yet to be received

    and technical specifications are under preparation jointly by TANTRANSCO and

    TANGEDCO.

    2.47 Installation of 2x125 MVAR bus reactors at UPCL

    156th OCC: KKNPP informed that the second reactor and is expected to be commissioned by December 2019.

    KKNPP to update 2.50 High voltages in Telangana System /Frequent switching of lines / Bus reactors/

    MVAR interchange of generators

    SRPC had analyzed the nodes of high voltage coupled with MVAR injection during

    February 2019 to May 2019 and the following was observed:

    All SLDCs were requested to communicate the outage and availability

    computations for the applicable lines within one week after completion of month to

    SRLDC. SRLDC would communicate the details by 3rd week. SRPC would issue

    the certificate by month end.

    2.54 PSS Tuning of generators

    6th Meeting of PSS Tuning had been convened on 27.09.2018. Minutes are

    available at SRPC website. Analysis and recommendations are to be referred to

    take necessary action. The schedule for next SRT is also mentioned in the

    Minutes. All the concerned were again requested to take appropriate action in this

    regard. (Refer Table-I). PSS tuning for around 80 units is to be carried out during 2019(by December 2019) and action had to be initiated in this regard .

    156th OCC: After the 6th PSS Meeting held on 27.09.2018, upto 156th OCC Meeting, 9

    units PSS/SRT test reports were received by SRPC. APGENCO: VTPS units

    5 & 6; TSGENCO: Kakatiya TPP units 1 & 2; TANGEDCO: NCTPS Stage II

    Unit 2; CGS: NTPC Ramagundam units 5 & 6; Kaiga unit 1; ISTS connected

    IPPS: IL & FS unit 2. The damping torque calculation by all of the 9 units has

    to be furnished.

    SRT data furnished by KPCL for RTPS units 5, 6 & 8; BTPS unit 1 and Kudgi

    Unit III also doesn't include damping torque calculation.(data received after

    156th OCC Meeting)

    14 units PSS/SRT was to be carried out by December 2018 needs to be taken

    up this year.

    PSS/SRT was never carried out/information not received from 36 Units. This

    includes NTPC Kayamkulam and LANCO Stage II & III Units.

    2.55 VC Facility at SLDC

    In the 155th OCC Meeting, Puducherry had informed that VC facility will be taken

    up in this financial year.

    2.56 MoP Order dated 28.06.2019: Opening and maintaining of adequate LC as payment Security Mechanism under PPAs by DISCOMs

    MoP has approved the proposal to make it mandatory for distribution licensees to

    open and maintain adequate Letter of Credit (LC) as Payment Security

    Mechanism under Power Purchase Agreements and had circulated Order dated

    28.06.2019 in this regard. Distribution Licensees are required to open and

    maintain adequate Letter of Credit (LC) as Payment Security Mechanism under

    Power Purchase Agreements from 1st August, 2019. The step aimed at bringing

    discipline and making the sector viable.

    The following are highlighted: Quote NLDC & RLDC are therefore directed as follows:

    1. In accordance with Section 28 (3) (a), the NLDC & RLDC shall despatch

    power only after it is intimated by the Generating Company and /Distribution

    Companies that a Letter of Credit for the desired quantum of power has been

    opened and copies made available to the concerned Generating Company.

    2. The intimation to NLDC and RLDC shall specify the period of supply.

    3. RLDC shall dispatch electricity only up to the quantity equivalent of value of

    Letter of Credit.

    4. The dispatch shall stop once the quantum of electricity under LC is supplied.

    5. The concerned generating company shall be entitled to encash the LC after

    expiry of grace period, i.e. 45 to 60 days as provided in the PPA.

    6. In the event power is not dispatched for any reason given above, the

    Distribution licensee shall continue to pay the Fixed Charge to the Generating

    Company.

    6.0 It shall also be ensured by the Load Despatch Centre that the regulated entity, during the period of regulation, has no access to procure power from the Power

    Exchanges and they shall not be granted Short Term Open Access (STOA).

    7.0 In case scheduling and despatch of power produced by any generator is not done due to non-opening of Letter of Credit by the Distribution licensee, then the

    Distribution licensee would be liable to pay compensation to the generator as per the

    terms of Power Purchase Agreement or Power Sale Agreement, as the case may

    be, the distribution licensee has entered in with the generator.

    8.0 NLDC/ RLDC/SLDC shall carry out such duty cast under Electricity Act, 2003 from 01.08.2019.

    3. LGBR for upcoming five months

    3.1 TTC/ATC computations

    All states were requested to furnish PSSE base case for October 2019.

    MVAR Interchange

    All the SLDCs to kindly monitor VAR absorption/injection of generating units in

    their respective control areas in real-time. SRLDC had suggested MVAR tests for

    Rayalseema, Kudgi and IL & FS would be taken up.

    A Special Meeting to deliberate on MVAR interchange was held out on 26th

    September 2018 at SRPC Bengaluru. (Meeting minutes are available at website)

    started. Pudu 92 2 more RTUs added but mapping to be carried out.

    Status review of AUFR, df/dt & Automatic disconnection of Radial feeders

    UFR & df/dt feeder’s validation i) Status of implementation of validation findings can be updated in google

    spread sheets already circulated

    SRPC had carried out AUFR/df/dt relay inspection in TANTRANSCO

    Substations (400 kV Almathy, 230 kV SP Covil & 230 kV Gummidipoondi) on

    12th to 14th June 2019. Observations/recommendations had been

    communicated vide SRPC letter dated 18.06.2019(Annexure-R). It is requested that the remedial action taken to adhere the recommendations may

    kindly be initiated and status may be updated to SRPC. AUFR/df/dt relay

    inspectionwere carried out in TSTRANSCO substations (400kV Narsapur,

    220kV Narketpally, 220kv Medchal) on 18/19.06.2019 for which report is under

    preparation. 8.3 RGMO/FGMO

    RGMO implementation/ Extension of RGMO status point to SLDC (Refer Table-V

    of Appendix).

    As per 5th Amendment to IEGC, gas stations above 50 MW Installed Capacity

    were also to come under RGMO/FGMO Operation w.e.f. 1st October 2017.

    Inadequate response was needed to be taken up by SLDCs with respective

    SERC’s in line with Hon’ble CERC Orders in respect of Petition No. 84/MP/2015

    and 302/MP/2013.The non-performance of the generators under SRLDC control

    would be taken up by SRLDC with the respective generators.

    SRLDC had agreed to take up the issues of no response, partial response and reversal response with ISG stations/Regional Entities.

    It was noted that FGMO analysis is being reported to CERC. The generators which had not furnished the data were requested to furnish the response to

    SRLDC. Else SRLDC data would be considered as final.

    All SLDCs are requested to take up with generators in their control area (including IPPs) regarding no/ partial/reverse response of RGMO.

    TSTRANSCO vide letter dated 15.06.2019(Annexure-S) had taken up the issue of non-adequate/no response of KTPP I, KTPP II, KTS VI and KTS V with

    APGENCO.

    8.4 Automatic Demand Side Management Scheme (Petition No. 250/MP/2012) & GSES (Petition No. 265/MP/2012) It was noted that the ADMS relief identified is quite meager as compared to

    overdrawal quantum. In the 152nd OCC Meeting all the SLDCs were requested to

    revert back on increasing the quantum based on the sustained overdrawal and the

    maximum deviation limit. It may also to be seen that whether the tripping can be

    done through SCADA. Further, whether frequency logic was to be removed would

    be discussed in the 154th OCC meeting. SRLDC was again requested to come up

    with the proposal for increase in the ADMS quantum.

    Status update

    8.5 Grouping of loads (IEGC clause 5.4.2 (e)) Regulations to be complied by all the concerned utilities

    9 LVRT Implementation Status review of Pending points as discussed in 4th RE/LVRT meeting

    (i) Wind and Solar power forecasting by States.

    (ii) Ensuring compliance of LVRT/HVRT before commissioning of RE generators.

    Real time availability of Wind/Solar generation data 10 Emergency Restoration System (ERS)

    As per ERS requirement outlined in MoP letter dated 05.12.2014, status update

    on ERS is given at Table IV of Appendix. The same is furnished to CEA vide E-mail dated 08.10.2018 as required by them.

    11 SCADA AND COMMUNICATION Any specific issues may be brought to the forum.

    12 TRANSMISSION NETWORK ISSUES AND SYSTEM OPERATION ISSUES

    13 Black Start Procedure

    Mockdrills conducted in June 2019. Mockdrills scheduled for July 2019 and from January 2020 to June 2020. Point to point mock exercise for black start by all constituents TSTRANSCO had informed that TSGENCO was planning to procure DG set

    of appropriate capacity for Jurala HEP.

    Mock test at Bhadravathi was agreed to be carried out by 2nd week of June

    2019. Dates needed to be coordinated by SRLDC in coordination with

    WRLDC, NLDC, NTPC and TSTRANSCO.

    Subsequently it was suggested to conduct the mock test on 29th June 2019

    which was further postponed as per the request from WRLDC (mock drill may be

    planned after 15 days in view of recent works at HVDC Bhadrawati).

    14 Upcoming Generating Stations Status update of Central sector and State Sector Upcoming generating stations

    are at Table VI of Appendix. Declaration of COD letter from SLDC was required to be submitted to CEA, Fuel

    Management Division for purpose of coal linkages etc. 15 Any other point with the permission of the Chair.
