I. Preamble

1. As one of the 21 specialist centres set up by the Southeast Asian Ministers of Education Organization (SEAMEO), RELC has played a prominent role as a Centre of Choice for language education in the region since 1968. 2. In the main, SEAMEO RELC’s set targets and performance goals are driven by the Centre’s mission to develop language teacher education in the region and the promotion of international cooperation among language professionals. Specifically, RELC’s key objectives based on its 9th Five Year Blueprint (2012- 2016), are underscored by the following 3 strategic thrusts: a) Broadening its partnership base outside its current comfort zone; b) Deepening professional and international understanding of the Centre’s capacity and expertise outside of the region; and c) Strengthening its organizational resolve, resources and resilience. 3. Essentially, the programmes and activities that RELC undertook over the FY2014/2015 were with the aim of achieving the Centre’s objectives in alignment with its strategic thrusts and with SEAMEO’s four strategic themes as outlined in the SEAMEO Strategic Plan (2011-2020) which are: a) regional leadership and international visibility; b) programme excellence and dynamism; c) SEAMEO values and social responsibility; and d) internal capacity building 4. The SEAMEO Strategic Plan 2011-2020 aims to provide a general direction and framework to the SEAMEO units in planning their operations, formulating internal strategies and re-adjusting their resources to appropriately attune to their respective financial funding. II. Regional Leadership & International Visibility Scholarships 5. SEAMEO RELC has been providing scholarships in language education for the region since its establishment in 1968. These scholarships are primarily targeted at language practitioners from the Ministries of Education from SEAMEO member countries. To-date, SEAMEO RELC has offered 4,044 scholarships and trained 38,654 participants. 6. SEAMEO RELC sets aside close to SGD750,000 each year to sponsor the language education of Southeast Asian nationals who are interested in language teaching and education. As the scholarship programme constitutes a key contribution of the Centre, SEAMEO RELC constantly reviews the usefulness and relevance of its scholarship courses to keep in tandem with the changing language education landscape in the region.

7. In SEAMEO RELC’s 5-year Blueprint, it was planned that the Centre would review and unpack its suite of scholarship programmes and courses to refresh its Vision “to be the leading SEAMEO Centre in language education for the region”. Hence, in 2014, RELC undertook a major review of its scholarship programmes to offer prime training useful to SEAMEO member countries that should also secure positive responses for its training courses. The Centre successfully “re-packaged” its courses to make it possible for course participants or scholars to accumulate their training for advance standing on RELC’s Postgraduate diploma in Applied Linguistics (PGDAL) programme or the Masters of Arts in Teaching English to Speakers of Other Languages (MATESOL). RELC currently offers a suite of 10 regular courses in a financial year. It is a commitment to ensuring that the Centre value adds to the improvement of the quality of training to the peoples of Southeast Asia. Training Courses 8. In the Financial Year 2014/2015, 62 customised training programmes and testing services were conducted and administered by SEAMEO RELC for a total of 1126 language educators and professionals from Southeast Asia and beyond. These included regular training courses leading up to a Master’s Degree level. 9. The regular training courses were open to individual applicants who attended either on scholarships or on pay-feeing basis. There was a total of 10 such courses conducted in the Academic Year 2014/2015. The Postgraduate Diploma in Applied Linguistics course remained the flagship programme on the SEAMEO RELC calendar and the Master of Arts in TESOL course in collaboration with the Victoria University of Wellington, New Zealand, was offered for the third consecutive year. The other courses offered by the Centre are as follows: (a) Certificate Course -English for International Understanding (EIU) 1 (b) Specialist Certificate Courses - Content and Language Integrated Learning (CLIL) - Assessment for English Language Teaching (c) Advance Specialist Certificate Courses - Teaching, Listening and Speaking - Teaching, Reading and Writing - Language Assessment - Language Skills and Pedagogy - Literacy, Pedagogy and Assessment

will undergo a review to make the training accessible to non-teachers as well.

10. In response to local and regional needs, SEAMEO RELC continued to steer the SEAMEO agenda of international visibility through capacity-building programmes aimed at developing language education. Customised courses were designed based on specific needs of clients, including the Ministries of Education in the region. They vary widely in terms of content and schedule, and may be delivered either on a full-time or part-time basis.

11. The following were some of the major courses conducted in FY2014/2015:

- In collaboration with SEAMEO SEARCA, Philippines, SEAMEO RELC conducted customised English Language Training Courses for two groups of SEARCA Scholars to enhance their English oral communication skills and to prepare them for their graduate programmes with SEARCA.

- Customised workshops on Teaching and Assessment of Editing Skills and Using Stories as a Teaching Tool to engage the 21st Century Language Learner were mounted for teachers from local and private schools in Singapore.

- SEAMEO RELC worked with universities in Taiwan and schools from Hong Kong to conduct workshops and courses on Content and Language Integrated Learning. The Centre also provided professional development courses for teachers from China, Indonesia, Malaysia, Thailand and Vietnam.

- Further, the Centre also collaborated with various Ministries and

institutions in Thailand, e.g. Thailand’s Office of the Basic Education Commission (OBEC), to implement capacity-building projects to improve the quality of the English language teaching for groups of language educators. RELC was also involved in monitoring the concerted cascading of training to many others.

- SEAMEO RELC also continued to collaborate closely with local

national institutions, including Temasek Foundation, the Ministry of Foreign Affairs, the Ministry of Home Affairs, the Ministry of Defence and the Civil Aviation Authority of Singapore, to offer specialised services in training and assessment for the development of language courses and tests that meet their specific requirements.

RELC International Conferences

12. The 50th SEAMEO RELC International Conference was held from 16th to 18th March 2015. This year’s Conference was a special celebration for RELC as 2015 marks the 50th anniversary of SEAMEO and Singapore’s own SG50 Jubilee celebrations. The theme of the Conference was “Transcending Boundaries in Language Learning: Language Arts and ELT Across the Curriculum”. 13. The Guest of Honour for the Jubilee Conference was HE Brother Armin Luistro, Secretary of Education, Department of Education, Philippines. 14. More than 400 speakers and participants from 20 countries attended the Conference. Altogether, there were 11 invited speaker plenary presentations, 25 workshops and 57 parallel sessions, presented by a total of 114 speakers from 16 countries. Speakers from the SEAMEO member countries came mainly from Brunei Darussalam, Indonesia, Malaysia, Singapore and Thailand. Highlights of the Conference included “Conversations with Invited Speakers” and a panel discussion which were well received by the Conference participants.

15. The 51st RELC International Conference will be held from 14-16 March 2016 at RELC, Singapore. The theme is “Teaching Literacies – Emerging Pathways and Possibilities in Language Education”. Anyone interested in the 2016 Conference should be able to register for the Conference online and make payment online as well. This Conference has over the years been well-supported by partners such as British Council, MEXT, Goethe Institut and Lee Foundation. 16. Institutional Links 17. To promote the Centre’s visibility and reputation, SEAMEO RELC continued to forge its links with prestigious institutions locally and abroad. 18. In the Financial Year 2014/2015, 220 government officials, language educators and students from educational institutions from Indonesia and Malaysia visited SEAMEO RELC to learn about the Centre and its training programmes. 19. In May 2015, a delegation comprising 6 academic staff members and 67 students from the Sarjanawiyata Tamansiswa University, Jogjakarta, Indonesia, accompanied by the Education and Cultural Attache of the Indonesian Embassy, Singapore, visited RELC. The purpose of the visit and focus of discussion were to enable them to have a better understanding of the training programmes offered by RELC and explore possibilities of cooperation.

20. To foster better international understanding of the Centre’s capacity and expertise, SEAMEO RELC continued to maintain close relations with institutions that included Chulalongkorn University Language Institute, Bangkok, Waseda University, Japan and Jinan University, People’s Republic of China. These institutions have helped to extend the Centre’s network of collaboration, with different kinds of training platforms. 21. In the year under review, the Centre collaborated with Jinan University, Guangdong, China, to offer the Master of Teaching Chinese to Speakers of Others Languages programme in Singapore. 88 candidates were enrolled in the programme which is now in its 4th year. The Centre provides administrative support for the programme which is accredited by Jinan University. RELC Publications 22. The RELC Journal was first published in 1970 and since 2003, it has been published by SAGE Publications Ltd (SAGE). The total downloads in 2014 were 86,313 which represented a 17% increase over the average downloads in 2013. 85% were paid downloads, an indicator used by Libraries to renew subscriptions. There was an increase in the renewal of institutional subscriptions from 189 in the previous year to 191 in 2014. The comments received from the journal authors have been very encouraging and 100% of them would re-submit their works or articles to the RELC Journal again 23. The statistics submitted by SAGE to RELC as highlighted in the table below show the number of web visits made to the online RELC Journal via the various devices:

24. Special issues with a specific theme and guest editor are published to better cater to the subscribers. Articles from renowned specialists, including invited speakers at the RELC International Conference, have been commissioned to increase the appeal and the number of citations. 25. The Centre has some distance to go before it reaches its desired goal of attaining an ISI (Institute for Scientific Information) index. Producing a journal of quality and impact is one of RELC’s key targets, and it will continue to work towards this goal to give to the region a publication of international standing and respect.

III. Programme Excellence and Dynamism 26. The blended Diploma in Applied Linguistics was offered for the first time in the 2013/2014 academic year. Feedback obtained from course completion and achievement statistics affirm that the blended approach offers significant benefits in terms of effective student engagement, learning and flexibility in time management. IV. Internal Capacity Building 27. The Singapore Quality Class (SQC) standard for business excellence was attained in 2014. Essentially seen as a journey rather than an one-time award to be achieved, the SQC engagement is a comprehensive process of self- appraisal as well as a systematic evaluation of the larger goals and principles of governance that underlie the goals and practices. This standard of business excellence which will be re-validated in 2016 has been a means for the Centre to re-think its work and its outcomes. 28. SEAMEO RELC staff members were encouraged to undergo training and development to enhance their capacity and capability. In the Financial Year 2014/2015, a total of 125 staff had attended 4,338 hours of training. In addition, SEAMEO RELC professional staff continued to participate at international and in-house seminars where they shared their readings and research with other participants (Appendix 1). 29. The RELC International Hotel had embarked on a Green Mark certification project in 2014 for SEAMEO RELC building to comply with the mandate from the Government of Singapore to provide environmentally friendly “green” buildings by 2020.The green mark certification managed by the Building and Control Authority of Singapore encourages owners and operators to meet sustainable operations goals and to reduce the adverse effects of their buildings on the environment and occupants’ health over the entire building’s life cycle. RELC is expected to be certified by March 2016. 30. In the year under review, the Centre actively engaged the staff in Social Corporate Responsibility through a wide range of varied activities organized by the Staff Welfare, Social, & Recreation committee (SWSRC). To facilitate a greater outreach, the charities were so-called “brought to the doorsteps of RELC”. 32 SEAMEO RELC is cognizant of the constantly changing needs of the region and the increasing tension of competitive needs for scarce resources. As SEAMEO Centres evolve and their roles and functions become less well defined as it used to be in the past, RELC will have to reinvent its own role and functions to create value to education and learning in the region. The Centre sees a positive and growing role for itself in the region. Given the increasing interest in Southeast Asian countries to adopt the use of English as a language of instruction and a language of communication, SEAMEO RELC is well-positioned to offer not just its years of expertise in language education, but also its consultancy to the countries or stakeholders concerned. 33. RELC in accordance with its mission and in tandem with its 5 year Blueprint (2012-2016) will continue to keep pace with the international community in providing the best for the region as a “home-grown” SEAMEO Centre that the region can be proud of in terms of : - its credential as a Centre of Choice in rendering expert training and provision of consultancy service - its unceasing efforts to level up the quality of training and opportunities for learning in the region - its determination to keep ahead of developments in publishing international conferences and business accreditation.
