Attachment I.

SOUTH DAKOTA BOARD OF REGENTS

Committee on Academic and Student Affairs

AGENDA ITEM: III – C (1) (a)

DATE: April 2-3, 2014

******************************************************************************

SUBJECT: New Program: SDSU Minor in Construction

South Dakota State University has submitted a proposal for a baccalaureate minor in

Construction. SDSU has a corresponding major in Construction Management (SDSU has elected

to use the name “Construction” for this minor to differentiate it from the major in “Construction

Management”). The proposed minor requires 18 credit hours.

SDSU believes a minor in Construction is consistent with the mission of the University

and will support a variety of other University programs, including Construction Management,

Architecture, Interior Design, Hospitality Management, and Civil and Environmental

Engineering. In addition, SDSU believes a Construction minor is consistent with best practices at

other institutions, noting of 63 accredited programs that 27 offered a related minor.

No new courses are proposed for the minor. No new resources are needed to implement

the minor.

South Dakota Board of Regents New Baccalaureate Degree Minor

Note: Use this form to propose a new baccalaureate degree minor that requires either existing or new courses. An academic minor within a degree program enables a student to make an inquiry into a discipline or field of study beyond the major or to investigate a particular content theme. It too should be organized around a specific set of objectives that are achieved through a series of courses. Minors are intended to provide limited competency in the subject. Course offerings in a minor may be centered in a specific department or drawn from several departments as in the case of a topical or thematic focus. Some specific requirements are included. Regental undergraduate minors typically consist of 18-24 semester credit hours. Flexibility typically is achieved by offering the student a choice from among a group of courses to complete the credits. Minors are established by Board of Regents action. The Executive Director or the Board may request additional information concerning proposals.

2 South Dakota State University New Minor: Construction

There are a number of programs at SDSU that are related to the construction industry including Construction Management, Architecture, Interior Design, Hospitality Management, and Civil and Environmental Engineering. The design-build organization style has become more common over the past 10 years in the industry. Design-build is a project delivery system as a method to deliver a project in which the design and construction services are contracted by a single source. Likewise, this approach has required open and on-going communications at the conceptualization phase of a build project. This new minor will enhance the understanding of the design-build process for future architects, interior designers, hotel managers, civil engineers, and land developers.

4. Provide estimated enrollments and completions in the table below and explain how the estimates were developed.

Fiscal Years* 1st 2nd 3rd 4th

Estimates FY 2015 FY2016 FY2017 FY2018 Students in the minor (fall) 5 15 25 30 Completions by graduates 0 4 13 24

* Do not include current year. Estimates are based on current enrollments in affiliated programs and feedback from respective department heads on campus.

5. What is the rationale for the curriculum?

The Construction Management faculty conducted a review of 63 ACCE accredited programs and found 27 of these offered a construction minor. From this list of minors, faculty identified common core courses and electives. The five core courses plus an elective course will enable students to develop skills and knowledge to be effective in their interactions with and within commercial & residential construction sectors.

6. Complete the tables below. Explain any exceptions to BOR policy being requested.

7. What outcomes will be expected for all students who complete the minor? How will these outcomes be achieved?

It is expected that students will be able to: 1. Have an understanding of construction fundamentals including drawings, specifications,

interpretation of building codes, and project documents. a. CM 216 Construction Materials & CM 232/L Cost Estimating courses.

2. Be able to estimate human resources, time, and materials associated with the bid process.

a. CM 232/L Cost Estimating, CM 443 Construction Planning & Scheduling. 3. Understand building systems, methods, and materials.

a. CM 332 Building Construction Methods & Systems. 4. Apply principles of project management to control time, money, and specifications in a

classroom setting. a. CM 410 Project Management.

The courses selected for this new minor will meet these stated outcomes. The program is currently collecting data on these expected outcomes as part of the program evaluation process for continued ACCE accreditation.

8. What instructional technologies will be used to teach courses in the minor? This refers to the instructional technologies used to teach the new courses in the minor and NOT the technology applications students are expected to learn.

There are no new courses in the minor. Faculty will continue to use smart classroom technology, the active learning classroom environment in SSO 215, and the construction computer lab in SSO 203, which provides access to industry-specific estimating, project management, and materials evaluation software packages.

9. Is the University is requesting authorization to provide the minor to students at an off-campus location or by distance delivery? If yes, explain. If off-campus or distance delivery authorization is not requested, enter "None."

None.

10. Costs, Budget & Resources: Explain the amount and source(s) of any one-time and continuing investments in personnel, professional development, release time, instructional technology and software, other O&M, facilities, etc needed to implement the minor.

At this time, the Construction Management program has additional enrollment capacity of approximately 40 students. The new Construction minor will utilize open seats in courses currently being offered. With appropriate resource management, we do not anticipate a negative impact on personnel, facilities, administrative overhead, or other program resources.
