Master of Public Health

Summary

Chamberlain University, in Addison, IL (www.chamberlain.edu) requests approval of an amendment to its license. Originally approved by the Commission to recruit into nursing programs as listed below, Chamberlain seeks to recruit SC residents into its online program leading to the Master of Public Health. Upon approval by the Commission, Chamberlain will begin advertising and enrolling students. Chamberlain officials predict enrolling five SC residents into the program during the first academic year and 10 SC residents per year in subsequent years. As institutions that recruit SC residents are subject to the same requirements to which institutions licensed to establish branches in SC must adhere, a program proposal is attached which addresses assessment, tuition and student borrowing, admissions policies, facilities, program purpose and justification, admission criteria, projected enrollment, curriculum, assessment, faculty and staff, student services, library resources, and accreditation.

Background

Originally Deaconess College of Nursing, Chamberlain was founded in 1889 and acquired by Adtalem Global Education, formerly DeVry Education Group, in March 2005. The Commission granted an initial license to Chamberlain in May 2012 to recruit SC residents into its programs leading to the Bachelor of Science in Nursing (RN to BSN degree completion), Master of Science in Nursing (MSN), and the Doctor of Nursing Practice (DNP). Chamberlain operates 20 campuses in 15 states and is currently approved by 41 states to recruit residents into its program leading to the MPH.

The Higher Learning Commission of the North Central Association of Colleges and Schools (HLC-NCA) has accredited Chamberlain since 1985. The institution is authorized by the Illinois Board of Higher Education and is

in good standing with regulatory agencies in all states in which it operates branch campuses. Chamberlain holds specialized accreditation from the Commission on Collegiate Nursing Education (CCNE) for its nursing programs, and it has applied for specialized accreditation with the Council on Education for Public Health (CEPH) for its program leading to the MPH (see program proposal for additional information).

Recommendation

The staff recommends that the Committee on Academic Affairs and Licensing commend favorably to the Commission an amendment to the license of Chamberlain University in Addison, IL, so that it may recruit SC residents into its program leading to the Master of Public Health. Chamberlain will be subject to the Commission’s annual reporting requirements, and no state funds will be required or requested.

2. Assessment

A. A brief explanation of the assessments of student learning outcomes that will be used other than normal grading and testing

Academic standards for the MPH degree program including grading scale, withdrawal policy, grade point average requirements, and rate of progress.

In addition to the traditional modes of assessment such as tests, scholarly papers, discussion participation and engagement, as well as quizzes, the MPH program requires students to complete a capstone synthesis course that includes engagement and analysis of several cases studies tied to the CEPH (Council on Education for Public Health)- required MPH competencies. Further, a professional electronic portfolio and a virtual presentation to peers and faculty of the fieldwork experience as evidence of achieving learning outcomes and competencies is required at the end of the program and for earning the MPH degree.

B. A detailed discussion of the plan for programmatic assessment with a description of the program learning outcomes to be assessed and identification of multiple data to be collected (e.g., scores of graduates on national or state certification or licensure exams, employment data for graduates, surveys sent to employers, graduates, or admissions committees for graduate and professional schools to which graduates apply)

Programmatic assessment and evaluation occurs at both the program level and at the institutional level. At Chamberlain, the guiding document for institutional assessment and evaluation is the Systematic Evaluation Plan (SEP), which specifically details the assessment process for program evaluation and measurement of all program and individual student learning outcomes. The SEP is a written, comprehensive plan designed to assess all programs and services using both qualitative and quantitative measures. The SEP includes time frames for data collection (all data are collected at least annually), responsible persons/committees, as well as criteria for evaluation, assessment methodologies, and expected levels of achievement. Accreditation criteria from the Council on Education for Public Health (CEPH) are incorporated into the SEP.

Master of Public Health (MPH) Graduate Degree Program Outcomes

At the completion of the Chamberlain MPH program, the graduate will be able to:

1. Articulate the history and philosophy of the professional discipline of public health relative

to its core values, concepts, functions and leadership roles.

Below are the specific MPH degree program goals and outcome measures that Chamberlain will use to measure the program and to determine its effectiveness in advancing its mission and goals.

Master of Public Health (MPH) Degree Program Mission

The Chamberlain MPH degree program’s mission is to educate, empower, and embolden public health professionals who advance the health of people, families, communities and nations.

This program mission is accomplished through the delivery of a competency-focused curriculum used to educate practitioners to collaborate with partners and communities to promote the health of the public at regional, national and international levels through the integration of education, service, workforce development, and scholarship goals.

Master of Public Health (MPH) Degree Program Vision

The Chamberlain MPH SEP includes time frames for data collection (all data are collected at least annually), responsible persons/committees, as well as criteria for evaluation, assessment methodologies, and expected levels of achievement. The MPH Program Evaluation Measures were created in alignment with specific MPH program goals/outcomes (Education, Scholarship, Workforce Development and Service). This plan includes the collection of student performance assessment data and other evaluation measures but also includes the identification of data collection methods and persons responsible for collecting the data.

Program evaluation is ongoing, and as such, will be monitored each session the program is offered. The MPH program will admit students six times per year and each session will be evaluated. Syllabi and course outcomes will be reviewed at least once a year and feedback regarding the use of End of Course Surveys (EOCs) will reviewed simultaneously to provide guidance for quality improvement in the courses and delivery. This information will also help to initiate and guide any curricular modifications that need to be made.

4. Institution Admissions Policy

A. An outline of the institution’s base admissions requirements

Currently the only program offered in the College of Health Professions is the Master of Public Health; its admissions requirements are below:

Graduate Admission Requirements

Master of Public Health (MPH) Degree Program

Prospective MPH degree program students must complete an application for admission consideration and interview with a Chamberlain admissions representative. Requirements for admission to Chamberlain and the MPH degree program include the following:

• A degree at the bachelor’s level or higher from an institution accredited by either a regional accrediting agency or an agency recognized by the Council for Higher Education Accreditation (CHEA). Degrees earned from non-U.S. schools will be considered based on evaluation of transcripts by a National Association of Credential Evaluation Services, Inc.(NACES) approved evaluating agency

• A minimum undergraduate cumulative grade point average (CGPA) of 3.0 on a 4.0 scale or

• A minimum cumulative grade point average (CGPA) of 3.0 on a 4.0 scale based on 12 or more semester hours of graduate coursework

• Applicants from countries where English is not the primary language spoken, whose native language is not English, or who earned their last degree from an institution where the language of instruction was not English, must demonstrate English-language proficiency

Provisional Admission Applicants who meet all general admission requirements to the Master of Public Health degree program, but who have a CGPA for the bachelor degree between 2.75 to 2.99, may be granted provisional admission and placed on academic warning. On April 3, 2014, Chamberlain’s Board of Trustees approved the plan to launch the online MPH program. In February 2015, Chamberlain’s Graduate Curriculum Committee approved the MPH program. The Illinois Board of Higher Education (IBHE), approved the MPH degree program on June 21, 2016.

1. Purpose A. A statement of the purpose and objectives of the program

The mission of the Chamberlain MPH degree program is to educate, empower, and embolden public health professionals who advance the health of people, families, communities and nations. This mission is accomplished through a competency-focused curriculum used to educate practitioners (both nurses and non-nurses) to collaborate with partners and communities to promote the health of the public at regional, national and international levels through the integration of education, service, workforce development, and scholarly activities. This mission will be further accomplished via community empowerment, collaboration and team effort, continuing professional education opportunities, translation of evidence-based research and knowledge through research-to-practice applications, and the production of high quality public health practice graduates who will provide compassionate, culturally competent, and public health interventions to meet the common good of the global society.

2. Justification A. A discussion of the need for the program in the state and an explanation of how

graduates will contribute to the economic development of the state. Include student demand or interest, anticipated employment opportunities for graduates supported by the most current U.S. Bureau of Labor Statistics, state, and regional employment data; local or regional employment opportunities as advertised in newspapers, the Department of Employment and Workforce, or other sources; or demand for graduates supported by community and business surveys. This data must be quantified to the maximum extent possible, cover a reasonable period in the future beyond the anticipated date of graduation of the first classes, and must include sources of the data. Programs that prepare teachers and other school professionals must cite the most recent data published by the Center for Educator Recruitment, Retention, and Advancement (CERRA).

Need for MPH Program In 2008, Rosenstock et al., cited that there were approximately 500,000 public health professionals employed in the United States, with a substantial shortage predicted in the coming years. In 2013, the University of Michigan Center for Public Health Workforce Studies published a revised enumeration of the public health workforce numbers by reanalyzing and corroborating data collected from six different data sources. This study concluded that there were approximately the same number of public health workers as noted in 2008 – citing that the highest enumeration estimate was 516,193 workers nationally, including 161,615 local, and 110,547 in state public health, and 244,031 in federal public health agencies. Because there is little to no standardized taxonomy for public health occupations, public health workforce roles often overlap with other healthcare and social service occupations. Therefore, it is important to look at the projected employment growth in the healthcare and social service occupations as the public health workforce is often woven into these workforce population numbers. The United States Bureau of Labor Statistics (BLS) indicates that the health and social service occupations grew by about 20% between 2006 and 2016. This sector is expected to further increase by 16% between 2016 and 2026. The BLS also states that healthcare occupations are projected to add more jobs than any of the other occupational groups. This growth is mainly due to an aging population, leading to greater demand for healthcare services. Comparably, the South Carolina Department of Employment and Workforce, Industry Employment Projections Program released South Carolina industry employment projections from 2014 to 2024, which demonstrates a 20.29% growth for health care and social services, an increase of 46,422. In South Carolina, there is a significant risk of poor public health outcomes among its citizens due in part to an underdeveloped public health workforce and an approximate 40% job vacancy rate within the state public health agency of South Carolina (Blackwell, 2017). This is also evidenced by the South Carolina State Health ranking of 44 (out of 50 states) as published in America’s Health Rankings 2017 Annual Report, as well as a lack of graduate level public health education among public health leadership at the South Carolina Department of Health and Environmental Control (Blackwell, 2017). Given this information, the state of South Carolina is in need of workforce development in terms of public health education particularly at the Master’s degree level. As of March 25, 2018, thirty (30) job openings in the South Carolina Department of Health and Environmental Control were posted and available to be filled. (SC-DHEC, 2018). Most of these positions list that applicants must graduate from a CEPH-accredited higher education institution. South Carolina Workforce Online Services lists “Medical and Health Services Managers” as the #1 occupation related to Public Health General (MPH, DPH). The South Carolina Workforce Online Services lists the Medical and Health Service Managers occupation as a National High Growth Industry and a Regional High Growth Industry.

In addition, the South Carolina Workforce Online Services published Department of Education data outlining the total number of public health program completers by credential for South Carolina in 2014. The statistics were as follows: one completer (3.57%) of a Post-Baccalaureate Certificate, 22 completers (78.57%) of Master’s Degrees, and five completers (17.86%) of Doctoral Degrees. The passage of the Affordable Care Act (ACA) in 2010 provided the federal government and the health industry with mandates and financial incentives to promote population health within the healthcare delivery system. As such, the intent is to focus on moving the healthcare delivery system from an individual-focused rehabilitation intervention mode to a community/population focus with proactive prevention measures. Population health workers will be needed to fulfill this paradigm shift in healthcare practice. Persons prepared with the MPH degree will be able to fill the gap between clinically focused health care practitioners and community health practitioners who will focus on health promotion and education (Stoto, 2013). In 2003, the Institute of Medicine (2003a, 2003b) called for continuous, lifelong training for the public health workforce. This need, coupled with local health department staffing shortages has led to increased use of distance learning technology to deliver training. According to Kenefick et al. (2014), there is a need for competency-based public health training which can be achieved through the use of online modalities. Chamberlain University intends to offer the MPH program online, which will open new opportunities to full-time workers in the state of South Carolina. A Master of Public Health degree with a generalist focus opens up many doors to different career paths in health care. Diverse employment opportunities may be found in:

• Environmental health • Health/medical physics • Occupational health and industrial hygiene • Public health education and health promotion • Community health and preventive medicine • Maternal and child health • International public health/international health • Health services administration

Health care professionals with advanced training (i.e. physicians, nurses, veterinarians, pharmacists, physical therapists, social workers, safety engineers) may find that the MPH degree will add value to their professional practice as they seek to enhance their skills with different populations and communities. The Master of Public Health degree program is not related to any programs within the institution. Chamberlain University is comprised of two Colleges: the existing Chamberlain College of Nursing and the newly established Chamberlain College of Health Professions. Chamberlain is seeking licensure for the Master of Public Health degree program, which is part of the new College of Health Professions.

The Master of Public Health degree program has been recently launched in other states, with no graduation and placement rates currently available.

D. A comprehensive list of similar programs in the state

Not Applicable. Chamberlain University is an institution applying for licensure to recruit in the State for out-of-state courses. There are two MPH degree programs currently offered in the state of South Carolina. The Arnold School of Public Health is affiliated with University of South Carolina at Columbia. This School of Public Health offers two online MPH programs with concentrations in Health Promotion, Education and Behavior (HPEB) and Health Services Policy and Management (HSPM) – the rest of their MPH programs are delivered on ground and in the traditional classroom. They do not offer an online generalist MPH program. The Arnold School of Public Health offers both undergraduate and graduate degrees in public health as well as wide array of concentrations in public health studies. The USC-Columbia Arnold School of Public Health is a Council on Education for Public Health (CEPH)-accredited school. Graduation from a CEPH-accredited school or program is often an employment requirement for many federal and state organizations that deliver public health care. The second institution in Carolina that offers an MPH degree is the Medical University of South Carolina (MUSC) in Charleston, South Carolina. Programs at this university are available in on-ground format only. MUSC targets health professionals for their student population and offers three different concentrations to their enrolled students: Biostatistics, Epidemiology and Health Education. They do not offer a Generalist concentration. Chamberlain University offers a generalist MPH degree program that is delivered entirely online. Chamberlain aims to target working public health professionals who wish to obtain an MPH degree. Online delivery of the MPH degree is ideal for the working adult student

who wishes to complete their degree at their own pace while continuing to work fulltime. Chamberlain is an applicant for CEPH accreditation.

3. Admission Criteria A. A description of the admission criteria specific to the program

Master of Public Health (MPH) Degree Program Prospective MPH degree program students must complete an application for admission consideration and interview with a Chamberlain admissions representative. Requirements for admission to Chamberlain and the MPH degree program include the following: • A degree at the bachelor’s level or higher from an institution accredited by either a regional accrediting agency or an agency recognized by the Council for Higher Education Accreditation (CHEA). Degrees earned from non-U.S. schools will be considered based on evaluation of transcripts by a National Association of Credential Evaluation Services, Inc. (NACES) approved evaluating agency • A minimum undergraduate cumulative grade point average (CGPA) of 3.0 on a 4.0 scale or • A minimum cumulative grade point average (CGPA) of 3.0 on a 4.0 scale based on 12 or more semester hours of graduate coursework • Applicants from countries where English is not the primary language spoken, whose native language is not English, or who earned their last degree from an institution where the language of instruction was not English, must demonstrate English-language proficiency. Provisional Admission Applicants who meet all general admission requirements to the Master of Public Health degree program, but who have a CGPA for the bachelor degree between 2.75 to 2.99, may be granted provisional admission and placed on academic warning. Chamberlain instructors and professors, whether full-time, part-time or adjunct, must hold a doctoral degree to teach graduate-level courses. The MPH program requires faculty to have work experience in the general area of public health and specific knowledge and experience in the course content they are teaching. In addition, MPH program faculty members will need at least two years of teaching experience at the college level and a minimum of a master’s degree in public health. All faculty who teach in the Master of Public Health program will be doctorally-prepared with a DrPH, PhD, EdD, MD, JD, DNP or other appropriate terminal degree in a related field. Finance and Academic Advisement Upon acceptance to Chamberlain University, each student has access to a student support advisor (SSA). The SSA is the primary point of contact for assisting the student with both financial and academic concerns, as well as identifying available resources to promote student success. It is the student’s responsibility to contact the advisor for any financial or academic concerns and setting appointments with an SSA is encouraged. The SSA and/or faculty may contact a student for identified concerns. Referral for additional services may include personal counseling and/or individual tutoring. Aspire Student Assistance The ASPIRE student assistance program is a 24/7, complimentary, confidential personal-support program for Chamberlain students and their families. Through the ASPIRE program, Chamberlain students and their families can receive assistance with issues such as: • Emotional Support: Stress management, anxiety and depression, family conflict and test-taking skills • School/Life Resources: Financial planning, legal consultation, child care and elder care • Tools for Daily Living: Job search, housing, low-cost laptops and community resources • Active military and veteran resources: Veteran health and wellness, GI Bill info and resources to address specific Veteran needs Support for hardware, software applications, and help desk questions for students and faculty are provided by Adtalem Global Education’s Information Technology (IT) Services. Help desk technical support staff members strive to resolve all reported problems within 24 hours, including assistance in recovery of lost login or password information. The toll-free IT Help Desk telephone line is available 24/7 for individual assistance. In addition to the call-in services, an electronic application called the Service Now Request System is used by students, faculty, and staff to submit requests for IT assistance. Prior to starting in the first online course, students must complete the “Orientation to Online Learning” module that covers the following topics unique to the online instructional format:

• Accessing and navigating the online learning environment • Virtual tutoring • Requirements for interaction with peers and faculty • Technical help

The first course taken in the MPH core curriculum is designed to enhance student comfort in the online classroom by introducing deeper exploration of critical resources as part of the coursework. In this way, students are fully supported for success in the online environment and subsequent courses.

7. Equipment A. A brief discussion and identification of major equipment items which will be needed for

at least three years for associate degree programs or five years for all other degree programs. Normal acquisitions of commonly used items for instruction and research may be excluded. Description of Canvas Learning Platform: Chamberlain has one learning management system for all online course delivery. Canvas, the learning management system, is owned and operated by Instructure, Inc. In additional to all course materials, each student’s Canvas shell allows him or her to access other academic and support services. Canvas also has a 24/7 help desk for student support. No laboratories or laboratory equipment is needed to support the MPH program. Chamberlain students can choose to purchase a number of Microsoft software products for a minimum charge for use in their work and study. Technical Requirements for MPH Students: The following hardware and software are required to complete online courses at Chamberlain. Students enrolled in the MPH degree program must have a laptop computer with a wireless card that meets the hardware and software requirements below.
