Reducing drug related deaths remains a priority for the ADP. A local Reducing Drug Related Deaths Sub Group has been established to consider additional actions to be taken forward to improve engagement with individuals at risk, including the provision of Naloxone Kits. A multiagency stakeholder event, including service users and peers, was held in November 2015 and improvement actions are being taken forward.

The provision of Take Home Naloxone Kits to individuals at risk of an opiate overdose remains a priority for the ADP. Provision of kits continues to exceed the local and national targets. The Take Home Naloxone programme was introduced in November 2010. The percentage figure is a cumulative figure of all of the kits distributed since 2011/12 expressed as a percentage of the estimate Drug Prevalence Rate. Between 2011/12 to 2014/15 a total of 570 kits have been distributed. Data for 2015/16 not yet available.

This is due to a higher number of service users in Care Homes and Continuing Care Beds and a slight decrease in the numbers receiving 10+ hours due to the continued success of Enablement. The National Average across Scotland for 2014/15 was 34.2%. 2015/16 figures will be available in July 2016.

The Primary Care Mental Health team has not met this target and performance has declined in this area over the past year. The Ayrshire wide figures were also below the target of 90% with 83% in 2014, 83% in 2015 and 75% in 2016.

The source of information used in the past has been the Scottish Health Survey. This survey is carried out annually but the height and weight questions are only asked every second year. In addition, due to the sample size at LA level, the results of the survey are grouped providing data over the combined four year period. The next one being 2012-2015. It is likely to be 2017 before the next set of LA data is published.

The latest Care Inspectorate reports show performance across all services both internal and commissioned services to have received 89% gradings of good or above. Gradings for Care Homes both internal and external received 79% gradings good or above whereas all other providers received 96% good or above. 100% of non Care Home services provided in house by the Council received gradings of good or above with the Girvan LD service receiving two Excellent gradings. 90% of all Local Authority provided services received a grading of “Good” or above.

In 2015/16 a member of staff from the SFRS has taken up post and has been working jointly with South Ayrshire staff to identify residents at risk, carry out joint fire safety visits and fit linked smoke detectors. This represents an increase of 21%. In 2015/16 investment was secured from the TEC fund and a number of workstreams are in place with the aim of growing our spend in Telecare solutions across South Ayrshire.

Self Directed Support (SDS) was implemented in South Ayrshire in 2014 as directed by the relevant legislation. We now have a designated Lead Officer who has a work plan which reflects the national strategy and national work plan. We work closely with the Scottish Government policy department on embedding this policy and on new ways of working. We are offering an ongoing training programme tailored for our social work staff and a tool box has been developed to promote SDS with all other stakeholder groups. It is anticipated that the uptake of options 1 and 2 will increase during 2016/17.
