With a knowledge of the existing MDP and LUB and based on the feedback received from administration, stakeholders, the Municipal Planning Commission and the public, the new (draft) MDP and LUB were prepared.

• Establishes a Vision Statement to guide the preparation of planning policies and planning decision-making: Athabasca County, benefitting from a rural lifestyle and a strong sense of community, provides a wide range of residential, commercial, industrial, institutional and recreational development opportunities complemented by a high level of infrastructure and services, with a planning focus on agricultural preservation and environmental stewardship.

• The MDP pays particular attention to the maintenance of a healthy natural environment for the benefit of future generations.

• Special attention will be paid to the Environmentally Significant Areas and the Key Wildlife and Biodiversity Zones in the review of rezoning, subdivision and development proposals.

What Has not Changed: Maximum number of Parcels per Quarter section This provision remains at 4 parcels per quarter with no more than 2 for residential use.

• In some areas, the land use district will be changed to be more consistent with the Canadian Land Inventory (CLI) soil classification system. • Lands with CLI rating of 2 to 4 will be zoned Agricultural Use (AU) District • Lands with CLI rating of 5 to 7 will be zoned Rural Use (RU) District

• Land surrounding the “Less Developed Lakes” as identified by the MDP will be rezoned to Special Recreation Use (SR) District.

• Definitions section revised and expanded to provide greater clarity. All “uses” in the new Land Use Bylaw have a definition.

• 3 new residential districts added: • Country Residential Estate (CRE) District • Cluster Residential (CLR) District • Manufactured Home Park Community (MHPC)

• List of uses in ALL districts revised and expanded. Increase to “permitted uses” in almost all districts.

• Regulations for New Uses added; some previous uses removed.

• The use “Rural Industry” removed from the Agricultural Use (AU) District and Rural Use (RU) District.

• Regulations for “Major and Minor Home Occupations” added to all agricultural and residential districts to allow for small scale, commercial/industrial development throughout the County.

• Large scale commercial/industrial development requires rezoning to the appropriate commercial/industrial district and is to be directed to growth nodes.

• Recreational Vehicle Storage is a new use in the LUB. This use is allowed in the Highway Business (HB) District, Light Industrial (M1) District and the Rural Use (RU) District.

• Secondary Suites, Garage Suites and Garden Suites are new uses in the LUB. All agricultural and residential districts allow one secondary suite, garage suite or garden suite on a lot to provide alternative housing options within the County.

• Recreation Resort (RR) District is a new district, replacing the previous Recreational Commercial (RC) District.

• This new district is intended for both public and private recreational development, such as campgrounds and recreational vehicle parks.

• Campgrounds and recreational vehicle parks are also allowed within the Special Recreational Use (SR) District.

• Expansion to or the development of new campgrounds or recreational vehicle parks in the County will require redistricting to Recreation Resort (RR) District.

• The use of recreational vehicles is now allowed in the AU District, the RU District and in some areas in the CR District (around certain lakes), with a valid development permit and connected to an appropriately sized sanitary system.

• The County will prepare a new bylaw, separate from the LUB, to govern the short-term use of recreational vehicles on residential lots.

Administrative Changes:

• Public Consultation Requirements added. • County may require landowners to consult with adjacent neighbours when

submitting a rezoning application. • County may request pre-consultation for development permit applications.

Typically this will be used if the County feels that the proposed use is likely to have a greater impact on adjacent neighbours.

• County will notify all adjacent landowners of approved discretionary uses. Affected landowners have the right to appeal the decision of the County if they feel the approval impacts them. Notification provides these potentially impacted landowners information about the approval and timelines for appeals.

NEXT STEPS MDP AND LUB REVIEW Public Open House

1. Review the presentation boards around the room which feature the MDP and LUB highlights. County officials are available to provide additional information and respond to questions.

2. Write any comments you have regarding the draft MDP and LUB on the exit survey provided.

3. Submit any additional comments or requests to the County by e-mail or letter.

4. Comments will be reviewed and, if required, changes will be made to the MDP and LUB.

5. The MDP and LUB will go through a formal Bylaw approval process, including a Public Hearing, as soon as Municipal Planning Commission has reviewed the comments, suggestions and requests.
