COMMERCIALISING THE BIG DISH SOLAR THERMAL CONCENTRATOR

Artur Zawadski, Manager of Business Development and Project Delivery, Wizard PowerConcentrating solar power (CSP) technologies are experiencing a global resurgence, with approximately 200MWe plant capacity currently underconstruction around the world. Solar thermal power technologies have considerable scope for growth and electricity costs are projected to fall tolevels similar to those of large scale wind systems and future coal-fired power plants with integrated carbon-capture-and-storage. The interest inhigh temperature CSP technologies is driven by their potential for delivering on-demand and base load power and their application to

manufacturing advanced fuels using thermo chemical processes. After many years of development work at the Australian National University (ANU), the Big Dish solar thermal concentrator technology, ammoniabased thermo chemical energy storage and advanced mirrors have been licensed exclusively to Wizard Power Pty Ltd. Wizard Power is workingwith the ANU to produce the next generation of Big Dish technology and is also undertaking research into the application of the technology to theproduction of hydrogen and liquid fuels. Wizard Power expects to commence work on a demonstration base load power plant in the 2007-08financial year.Artur will discuss the development and commercialisation of the Big Dish and ammonia energy storage technologies, including the potential forprojects in South Australia.

SUSTAINABLE HOUSE DAY 9TH SEPTEMBER 2007

The coordinating committee of Monica Oliphant, Stewart Martin, Alan Strickland, Judy Celmins, MaggieSlattery and John Pockett have met several times this year and organisation of the 2007 SHD is wellunderway. It is planned to have up to 9 houses open in the Greater Adelaide area on centres focussed on theCity, the North Eastern suburbs and the Blackwood/S Eastern suburbs area. It is also planned to haveclusters in the Murray Bridge and Aldinga areas. The houses show a variety of building styles includingpurpose built low energy houses and retrofits.

EARLY AND DEEP OR WAIT AND SEE

In his article Spreading the Faith Weekend Australian 31/12/07 Paul Kelly says that business leaders will oppose a 20% cut in greenhouse emissions

by 2020 and quotes John Howard as saying thats what Nicholas Stern was advocating thats apparently what the Labor party supports. Kelly sees thisas a trap set by Howard and also says that business leader will oppose it. Howard has also repudiated the 60% Rudd-Stern-EU target of 60% reductionby 2050. Kelly favours waiting for clean coal technology to come on line before committing to deep cuts. What is actually happening in Australia? The South Australian Government, which is strongly pro economic growth, recently committed to cut of at least60% of current greenhouse gas levels, or 40% of 1990 levels by 31/12/2050. Of course, Mike Rann will no longer be Premier in 2050 and no one will beable to turn him of office for breaking his promise. However, with some pressure from the Legislative Council, the SA Government subsequently(29/3/07) committed to an interim target of reductions of 20% by 31/12/2020, or less than 80% of 1880 levels.New South Wales has committed to achieve 2000 levels by 2025.Victoria, which produces a lot of electricity from brown coal, has committed to 10% renewable energy by 2015. South Australias target is 20% by the endof 2014.Of course, renewable energy generation, while reducing emissions from what they might have been, does not equate to greenhouse reductions. It would,if people used no more energy than before, but that involves changing human behaviour. However, with appliances becoming more energy efficient, thehuge electricity bills forecasted by critics of renewable energy expansion and putting a price on carbon would only eventuate if people acquired more orbigger appliances than they have now, and even with that happening there is some leeway to reduce electricity use.It has been said that early emission cuts are cheaper and more effective in reducing climate change than late cuts (Stern Report?).It is highly unlikely that

there will be no coal fired generation in Australia, China or India by 2020. For that reason I support putting some resources into research into clean coal. But we are not one hundred per cent sure that it will work and we cannot wait that long. If an Australian government puts all its eggs in one basket andsupports this technology to the detriment of renewable energy we risk having to make expensive and deep emission cuts later with limited effect onclimate change and devastating the renewable energy industry, which could be at least as profitable to Australia as the coal industry.

MAKING ADELAIDE A SOLAR CITYTAXPAYER FUNDED JOLLY OR HISTORY IN THE MAKING?

Anzses and the Sustainable Energy Centre, University of SA, gathered for a talk by Georgine Duncan, Project Manager of the Adelaide Solar City fromOrigin Energy will introduce the Adelaide Solar City project in February.

Solar Cities is a $75.3 million initiative announced by the Prime Minister in the Energy White Paper, Securing Australia's Energy Future, in June 2004.Solar Cities will be implemented by the Department of the Environment and Heritage through trials in Adelaide and at least three other electricity grid-connected urban areas around Australia. Solar Cities is an innovative programme which is designed to demonstrate how solar power, smart meters, energy efficiency and new approaches to electricity pricing can combine to provide a sustainable energy future in urban locations throughout Australia. Itis a partnership approach that involves all levels of Government, the private sector and the local community.Origin Energy will lead a consortium of BP Solar, ANZ Bank, Lend Lease, Salisbury City Council and Big Switch Projects to deliver a range of products to100, 000 homes in the North of Adelaide covering, Adelaide, Salisbury, Playford and TTG. This consortium has received $15 million of the Solar Citiesfunding and will invest and leverage a further $65 million to make this an $80 million project.
