• make them ‘productive’ in the sense that they should promote and support employment and economic growth.

• Central to this modernisation of welfare systems is the idea that social policy should aim at ‘preparing’ the population to prevent certain social and economic risks associated with changing employment conditions and family patterns, and to minimise the intergenerational transfer of poverty, rather than at ‘repairing’ through passive income maintenance schemes after the risk has occurred.
