The SNV in a state of transitionFollowing the departure of CEO Markus Weber from the SNV in January 2017, Urs Fischer took on management responsibility on an interim basis. On 1 July, the SNV Board appointed Urs Fischer as new CEO. During the year under review, the Board tasked the new management with the development of a draft strategy. This was discussed at November’s closed Board mee-ting. The plan is to adopt the new strategy in 2018.

The primary objective is to ensure that the SNV can perform its core tasks in a profitable manner for its customers and itself. This requires the definitive conclusion of various basic infras-tructure projects. A major IT project, which saw the replace-ment of the technologically outdated EPR system, was suc-cessfully completed in mid-2017 with a delay of half a year. This meant that important internal resources were taken up for lon-ger than planned and were unavailable for day-to-day busi-ness. As a result, the budgeted turnover could not be achieved. Furthermore, it must be ensured that the SNV keeps up with technological progress, and existing business areas must also be advanced within the framework of business developments. New business areas are also planned in the near future in order to position the organization sustainably.

I was delighted to learn that the federal funds paid to the SNV and its department heads as part of a service mandate are to be paid out using a new expense-related remuneration model starting 2018. The new model has been developed by the Head Office together with the department heads and was adopted by the Board in autumn 2017.

New digital technologies are also making their presence felt in the area of standardization. Swiss experts are therefore active as part of working groups on the issues of smart cities, smart manufacturing and Industry 4.0, as well as in newly founded international and national mirror committees for Building Infor-mation Modelling (BIM) and blockchain. With its fintech start-ups and Crypto Valley in Zug, Switzerland is perfectly positio-ned to help shape global standards under the leadership of the SNV, especially with respect to blockchain.

This is a very positive development that can support the Swiss economy. The fact that new stakeholders and younger genera-tions will gain access to standardization in the process is a fur-ther plus factor.

Die SNV im WandelNachdem der Direktor Markus Weber die SNV im Januar 2017 verlassen hat, wurde die Geschäftsführung interimistisch von Urs Fischer übernommen. Per 1. Juli hat der SNV-Vorstand UrsFischer zum neuen Direktor ernannt.Die neue Geschäftsleitung wurde im Berichtsjahr vom Vorstand beauftragt, einen Strategieentwurf zu erarbeiten. Dieser wurde an der Vorstandsklausur vom November diskutiert. Der Plan ist es, die neue Strategie 2018 zu verabschieden.

Als oberstes Ziel gilt es, zu gewährleisten, dass die SNV ihre Kernaufgaben gewinnbringend für ihre Kunden und sich selbstbewältigen kann. Das bedingt, dass verschiedene Basisinfra-strukturprojekte definitiv abgeschlossen werden können. Ein grosses IT-Projekt, die Ablösung des technologisch veralteten ERP-Systems, konnte um ein halbes Jahr verspätet Mitte 2017 erfolgreich abgeschlossen werden. Dadurch wurden wichtige interne Ressourcen länger als geplant beansprucht und stan-den dem Tagesgeschäft nicht zur Verfügung. Der budgetierte Umsatz konnte in der Folge nicht erreicht werden.Weiter müssen der technologische Anschluss sichergestellt und auch bestehende Geschäftsfelder im Rahmen der Ge-schäftsentwicklung vorangetrieben werden. In naher Zukunft sind auch neue Geschäftsfelder angedacht, um die Organi- sation nachhaltig aufzustellen.

Sehr erfreut hat mich, dass die Bundesgelder, welche im Rah-men eines Leistungsauftrages der SNV und ihren Fachbereich-strägern entrichtet werden, ab 2018 mittels eines neuen, auf-wandsbezogenen Vergütungsmodells ausbezahlt werden. Das neue Modell wurde von der Geschäftsstelle zusammen mit denFachbereichsträgern entwickelt und vom Vorstand im Herbst 2017 verabschiedet.

Die neuen digitalen Technologien machen sich auch in der Nor-mung bemerkbar. So sind Schweizer Experten in Arbeitsgrup-pen zu den Themen Smart City, Smart Manufacturing oder auch Industrie 4.0 und in neu gegründeten internationalen und nationalen Spiegelkomitees zu den Themen Building-Informati-on-Modeling (BIM) und Blockchain engagiert. Gerade zum Thema Blockchain ist die Schweiz mit ihren FinTech-Start-ups und dem Crypto-Valley in Zug prädestiniert, die weltweiten Normen unter der Führung der SNV mitzugestalten.

Dies ist eine sehr positive Entwicklung, womit die Schweizer Wirtschaft unterstützt werden kann. Dass dabei neue An-spruchsgruppen und jüngere Generationen Zugang zur Nor-mung erhalten, ist ein zusätzlicher Pluspunkt.

The digital transformation necessitates new solutions for standardizationA standard is developed and adopted by consensus in a group of experts. It comprises text, in some cases includes formulas and graphics, and is published on paper, in PDF format or as an e-publication. Digital technologies are crea-ting new opportunities and are thus changing many things in our daily lives. Here, I am thinking about artificial intelligence, machine-readable formats, new means of communication such as web conferences, webinars, collaboration platforms, collaborative authoring and much more. This is also opening up opportunities for standardization. The motto of last year’s ISO General Assembly was “Open-minded. Open for change”. Focus was placed on the digital transformation and the inclusion of the younger generation in the standards de-velopment process.

Digital natives and Generation Y or even younger individuals are setting the tone in the digital transformation. Global, Eu-ropean and national standardization organizations would be well advised to take their needs on board and gear their di-gital strategies towards these generations. For example, a number of pilot projects, such as ISO Virtual Process, Colla-borative Authoring and Standard as a Service, have been launched recently. What is the impact? On the one hand, internal processes are affected. On the other, standardizati-on organizations as service providers need to offer their cus-tomers corresponding solutions and products.

Going forward, value added will increasingly lie in the data. In future, it will not only be necessary to provide access to data in standards as text (unstructured), but also in machine-readable formats (structured).

Standards developers should have access to tools of a pro-cedural nature (Collaborative Authoring or ISO Virtual Pro-cess), however, new forms for the presentation of conven-tions must be adopted and introduced. It is conceivable that in future machine-readable standards will be accompanied by a programme (code). In terms of time, the standard will exist for longer than the code, which will be adapted in an agile manner. This will require new business models as a re-sult.

The networking of data also necessitates new solutions for users of standards. With the Standard as a Service ap-proach, the standard should be offered as an implementable solution. In future, it should be possible to integrate stan-dards in machine-readable format directly into the business process. The transformation of standards is in full swing! We are pleased to be part of this process together with our cus-tomers.

Die digitale Transformation verlangt neue Lösungen fürdie NormungEine Norm wird im Kreise von Experten im Konsens entwi-ckelt und verabschiedet. Sie besteht aus Text, zum Teil aus Formeln und Grafiken, und wird auf Papier, im Portable-Do-cument-Format (PDF) oder als EPUB publiziert. Die digitalenTechnologien schaffen neue Möglichkeiten und verändern somanches in unserem täglichen Leben. Dabei denke ich an künstliche Intelligenz, maschinenlesbare Formate, neue Ver-ständigungsarten wie Webkonferenzen, Webinare, Collabo-ration-Plattformen, Collaborative Authoring und vieles mehr. Daraus eröffnen sich auch Chancen für die Normung. Das Motto der letztjährigen ISO-Generalversammlung lautete «Open-minded. Open for change.». Im Fokus standen die di-gitale Transformation und der Einbezug der jüngeren Gene-ration in den Normenentwicklungsprozess.

Die Digital Natives oder Generation Y und jünger geben in der digitalen Transformation den Takt vor. Die weltweiten, europäischen und nationalen Normenorganisationen tun gutdaran, deren Bedürfnisse aufzunehmen und ihre digitalen Strategien auf diese Generationen auszurichten. So wurden kürzlich einige Pilotprojekte wie «ISO Virtual Process», «Col-laborative Authoring» oder «Standard as a Service» gestar-tet. Was hat das für Auswirkungen? Einerseits sind die inter-nen Prozesse betroffen und andererseits sind die Normenorganisationen als Dienstleister gefordert, ihren Kun-den entsprechende Lösungen und Produkte anzubieten.

Die Wertschöpfung wird künftig vermehrt in den Daten lie-gen. Verfügbare Daten in Normen werden in Zukunft nicht nur als Text (unstrukturiert), sondern auch in maschinenles-barem Format (strukturiert) zur Verfügung gestellt werden müssen.

Den Normenentwicklern sollen Werkzeuge prozeduraler Na-tur («Collaborative Authoring» oder «ISO Virtual Process») zur Verfügung stehen, allerdings müssen neue Formen der Darstellung von Konventionen verabschiedet und eingeführtwerden. Vorstellbar ist, dass in Zukunft Normen, welche maschinenlesbar sind, von einem Programm (Code) beglei-tet werden. Die Norm hat zeitlich gesehen länger Bestand als der Code, der agil angepasst wird. Das bedingt in der Folge neue Geschäftsmodelle.

Die Vernetzung von Daten verlangt auch neue Lösungen für die Normenanwender. Beim Ansatz «Standard as a Service» soll die Norm als implementierbare Lösung angeboten wer-den. Normen in maschinenlesbarem Format sollen künftig direkt in den Geschäftsprozess integriert werden können. Der Wandel der Normung ist in vollem Gange! Wir freuen uns, zusammen mit unseren Kunden mit von der Partie zu sein.

Report from Head Office

During the year under review, the Head Office was tasked by the Board with preparing a draft strategy for the coming five years. Following two intensive workshops, the management identified strategic areas and involved employees in project groups. The teams developed basic principles in order to as-sess the need for action and the level of potential. They were supported by an external strategy coach. In just a short period of time, the highly motivated employees presented valuable analyses and results. The draft strategy was discussed by the Board at its closed meeting in November. The objective is to adopt the final strategy in 2018.

The organizational adjustment in the standardization and members areas took effect for the first time during the year under review. The new Programme Manager function in the area of standardization as well as the new Member Services and Member Administration functions have made an impact. The number of members has increased slightly and new stan-dardization issues have been communicated to affected and interested stakeholders in a more targeted manner. During the past year, the Head Office was very busy with basic infras-tructure projects. These are necessary in order to ensure stable business activities that meet the relevant requirements. The focus was on replacing the enterprise resource planning (ERP) system, which was no longer technically supported. This IT system supports the business processes. The planned launch was delayed and only took place in mid-2017. In the second half of the year, a few weaknesses were identified during operations as expected, which still had to be rectified. At the same time, the preparatory work for the presentation of the standards’ legal references in the SNV online shop was concluded. The display will be available during the first quar-ter of 2018.

As the online shop is no longer up to date, we have set about revising it. We expect that the new version will be activated by mid-2018.

In order to be a good partner, recertification under ISO 9001 and new certification under ISO 29990 and eduQua are in the pipeline for the Academy area. These projects were also star-ted during the year under review. Here, the existing processes are being analyzed and simplified to the greatest possible extent. The certification audit is planned for the third quarter of 2018.

In the area of standardization, the interests of Switzerland were represented to the ISO at the General Assembly, in the Council, within the Technical Management Board and as part of various strategic working groups. At a European level, the SNV participated at the CEN General Assembly, in the Techni-cal Steering Committee as well as in strategic working groups. The department heads Electrosuisse and asut provided this representation in their area’s superordinate organizations.

Bericht aus der Geschäftsstelle

Die Geschäftsstelle wurde im Berichtsjahr vom Vorstand be-auftragt, einen Strategieentwurf für die kommenden fünf Jahrezu erarbeiten. Die Geschäftsleitung hat nach zwei intensiven Workshops strategische Bereiche identifiziert und die Mitar-beitenden in Projektgruppen involviert. Die Teams erarbeite-ten Grundlagen, um die Handlungsnotwendigkeit und das Potential abschätzen zu können. Sie wurden von einem exter-nen Strategiecoach begleitet. Die hochmotivierten Mitarbei-tenden haben in kürzester Zeit wertvolle Analysen und Resul-tate präsentiert. Der Strategieentwurf wurde vom Vorstand in seiner Klausursitzung vom November diskutiert. Ziel ist es, diefinale Strategie 2018 zu verabschieden.

Die Organisationsanpassung in den Bereichen «Normung» und «Mitglieder» ist im Berichtsjahr erstmals zum Tragen ge-kommen. Die neue Funktion des «Programme-Managers» in der Normung sowie die neuen Funktionen «Mitglieder-Dienst-leistungen» und «Mitglieder-Administration» haben Wirkung gezeigt. Die Mitgliederzahl konnte leicht gesteigert und neueNormungsthemen den betroffenen und interessierten An-spruchsgruppen zielgerichteter nähergebracht werden. Im vergangenen Jahr war die Geschäftsstelle stark mit Basis-infrastrukturprojekten ausgelastet. Diese sind notwendig, um eine stabile, den Anforderungen entsprechende Geschäftstä-tigkeit zu gewährleisten. Im Vordergrund stand die Ablösung des technisch nicht mehr unterstützten Enterprise-Resource-Planning-Systems (ERP). Dieses IT-System unterstützt die Geschäftsprozesse. Die geplante Inbetriebnahme verzögerte sich und erfolgte erst Mitte 2017. In der zweiten Jahreshälfte zeigten sich dann wie erwartet noch ein paar Schwachstellen im operativen Betrieb, welche noch behoben werden muss-ten. Zur gleichen Zeit wurden die Vorbereitungsarbeiten zur Anzeige der Gesetzesbezüge der Normen im SNV-Onlineshop abgeschlossen. Die Anzeige wird im ersten Quartal 2018 ver-fügbar sein.

Da der Onlineshop nicht mehr up to date ist, wurde dessen Überarbeitung in Angriff genommen. Hier rechnen wir mit ei-ner Aufschaltung der neuen Version bis Mitte 2018.

Um ein guter Partner zu sein, steht die Re-Zertifizierung nachISO 9001 und die Neu-Zertifizierung nach ISO 29990 und eduQua für den Bereich «Academy» an. Diese Projekte wur-den ebenfalls im Berichtsjahr gestartet. Dabei werden die be-stehenden Prozesse analysiert und möglichst vereinfacht. Das Zertifizierungsaudit ist im dritten Quartal 2018 geplant.

Im Bereich «Normung» wurden die Interessen der Schweiz beiISO an der Generalversammlung, im Verwaltungsrat, im tech-nischen Lenkungsgremium und in verschiedenen strategi-schen Arbeitsgruppen vertreten. Auf europäischer Ebene nahm die SNV an der CEN-Generalversammlung, im techni-schen Lenkungsausschuss sowie in strategischen Arbeits-gruppen teil. Die Fachbereichsträger Electrosuisse und asut nahmen diese Vertretung in den übergeordneten Organisatio-nen ihres Bereichs wahr.

Im Berichtsjahr sind einige neue bereichsübergreifende The-men angepackt worden. Dazu gehören unter anderem SmartCity, Smart Manufacturing/Industrie 4.0, Energiemanagement,Compliance-Good-Governance, Anti-Betrugs- und Beste-chungsmanagement sowie Blockchain. Dies bedurfte einigenKoordinationsaufwands unter den Fachbereichsträgern. Die neu formierten und von der SNV-Geschäftsstelle geleiteten Koordinationsgremien «Operativ» und «Strategisch» haben indieser Form 2017 zum ersten Mal getagt. Ziel dieser Gremienist es, einerseits (operativ) aktuelle und andererseits (strate-gisch) künftige Herausforderungen zu identifizieren und zu koordinieren. Im Vordergrund stehen dabei die Schweizer Ex-perten, die sich ihren Bedürfnissen entsprechend wirkungs-voll einbringen können.

Das Geschäftsergebnis wird schlechter als erwartet ausfallen.Grund dafür sind die erwähnten Projekte, welche zusätzlicheRessourcen absorbiert haben, sodass das Ausführen des Ta-gesgeschäfts in Mitleidenschaft gezogen wurde. Zusammen-fassend kann festgehalten werden, dass trotz schlechterem Betriebsergebnis ein überdurchschnittlich grosser Einsatz vonSeiten der Geschäftsleitung und der Mitarbeitenden geleistet wurde, welcher sich nun positiv auf das neue Geschäftsjahr auswirken wird.

During the year under review, some new cross-cutting issues have been tackled. These include, among other, smart cities, smart manufacturing/Industry 4.0, energy management, com-pliance, good governance, anti-fraud and corruption manage-ment as well as blockchain. This required a significant coordi-nation effort among the department heads. The newly formed Operational and Strategic coordination committees, which are headed by the SNV Head Office, met in this form for the first time in 2017. The objective of these committees is to identify and coordinate current (operational) and future (stra-tegic) challenges. The Swiss experts, who can contribute ef-fectively in line with their needs, are at the forefront of this process.

The business result will be worse than expected. This is due to the mentioned projects, which have absorbed additional resources, meaning that the performance of daily business has been affected. In summary, it can be stated that, despite a worse operating result, an above-average level of commit-ment has been shown by the management and employees, which will now have a positive effect on the new financial year.
