1 DESIGN

1.1 SUMMARY

The purpose of this document is to provide lighting design guidelines to SMECO’s

customer-members for placing SMECO-owned lights in their community. It is the

responsibility of the customer-member to meet all national, state, and local ordinances

when determining where lights are to be placed. (SMECO will not be held responsible

for light placement.)

1.2 REQUIREMENTS

When requesting lights from SMECO, the following material should be submitted:

1. Site plan (PDF or DWG), or a .kmz map file from one of the online map services

showing light locations.

2. Lighting Service Request which includes:

a. Light type

b. Pole type

c. Anticipated installation date

1.2.1 Manufacturer Selection

SMECO goes through a periodic bid cycle on lights provided to customer-members. SMECO selects manufacturers and part numbers to provide similar lights under each lighting option. SMECO has the right to change manufacturers for installation projects.

2.1 AREA LIGHTS

Area lights are mounted on a 24-inch arm, or, upon special request, on an extended bracket. Area lights are mounted on a wooden pole approximately 25 feet from grade and are typically fed via an overhead line.

3.2 COLONIAL POST TOP - TYPE II

Colonial post top lights are mounted on a 16-foot post typically 12 feet from grade on a standard non-decorative fiberglass pole; upon special request, a decorative black pole can be installed. All Colonial Type II lights come with a house-side shield installed on the fixture, which can be removed when requesting service for light.

4 OVERHEAD ROADWAY LIGHTS

Overhead roadway lights can be mounted on a SMECO wood pole using an 8- to 18-foot bracket, if SMECO service is overhead, or from a 30-foot aluminum pole, if SMECO service is underground.

5 GLOSSARY

Ambient Light - The general overall lighting in an area.

Brightness - the quality or state of giving out or reflecting light.

Bulb or Lamp - The source of electric light. To be distinguished from the whole assembly (see

fixtures or luminaries).

Color Rendering - Effect of a light source on the color of objects in comparison with their color

under normal daylight.

Cutoff Angle - Angle measured up from nadir (i.e. straight down) to the point which one can first

view the bare light source (lamp).

Cutoff Fixture - A fixture which provides a cutoff (shield) of the emitted light.

Dark Adaption - The process by which the eye becomes adapted to low levels of light.

Disability Glare - Glare that impairs the ability to see detail without necessarily causing visual

discomfort.

Discomfort Glare - Glare that causes visual discomfort without necessarily impairing the ability to

see.

Efficacy - The ability of a lighting system to produce the desired result.

Efficiency - A measure of the useful output of a system or fixture compared to the input of the

system.

Footcandle - Measurement of the illuminance produced on a surface, 1' X 1'.

Full Cutoff Fixture - Fixture that allows no light emission above a horizontal plane through the

fixture.

Glare - The discomfort or impairment of vision experienced when parts of the visual field are

excessively bright in relation to the general surroundings.

High Pressure Sodium (HPS) - HID lamp with high lumen package but poor color rendering.

Illuminating Engineering Society (IES) - Professional society of lighting engineers,

manufacturing companies, and others professionally involved in lighting.

Kelvin – lighting measurement based on color temperature of a light, range is from 2,700 to 7,500.

Light Pollution - Any adverse effect of manmade light. Often used to denote urban sky glow.

Light Trespass - Light falling where it is not wanted or needed; spill light or obtrusive light.

LED – a light-emitting diode

Lumen - Measurement of light, one foot-candle is one lumen per square foot.

Metal Halide - HID lamp with a white/blue light output. Best lamp for color rendering.

Photometry - The quantitative measurement of light level and distribution.

Quality of Light - Subjective ratio of the pluses to the minuses.

Reflector - Controlling light output and distribution by means of reflection.

Refractor - Controlling light output and distribution by means of refraction lens' plastic or glass.

Semi Cutoff Fixture - Fixture that provides some cut-off, but less than a full cut-off.

Spotlight - Fixture designed to light a specific area, well defined.

Stray Light - Emitted light that falls away from the areas where it is needed or wanted. Light

Trespass.

Light Type –

II – Narrow light distribution; typically a lateral width of 25 degrees; ideal for sidewalks.

III – Asymmetrical light distribution; typically a lateral width of 40 degrees; ideal for roadway and sidewalks.

V – Symmetrical light distribution where intensity is the same in all 360 degrees of the light.
