PREFACE

ABOUT MPRC

The MPRC100 published earlier in the year highlighted the top-100 largest Oil & Gas Services and Equipment (OGSE) companies in Malaysia by

revenue. Recognising that a significant number of OGSE companies are Small and Medium-sized Enterprises (SMEs), we have decided to study

this segment further in SME GROW, as a follow-up analysis to MPRC100.

SME GROW lists active OGSE SMEs with the potential to grow from the SME segment into Mid-tier companies. SME GROW’s first key difference

with MPRC100 lies in the filtering process we applied to identify a number of companies with high potential. This number may change from year

to year depending on the performance of the OGSE SMEs. Secondly, our ranking for SME GROW companies take into account both revenue

growth and profitability.

However, there are sections similar to MPRC100. Within this publication you will find a mapping of SME GROW companies’ operating segments

in the upstream oil and gas value chain, as well as other supporting industry analyses.

We aim for SME GROW to be a point of reference for government agencies that are actively involved in the development of SMEs in Malaysia (e.g.

SME Corp, which identifies potential companies for SME development programmes, MATRADE to promote capable SMEs overseas, and MIDA,

which supports the development of SMEs through incentives).

Additionally, multinational companies (MNCs) seeking to expand outsourcing activities in Malaysia, as well as other Malaysian companies

looking to invest in SMEs with growth potential can also benefit from this document.

Malaysia Petroleum Resources Corporation (MPRC), an agency under the Prime Minister’s Department was established in 2011. The agency is

responsible for growing Malaysian OGSE firms and leveraging on Malaysia’s strategic geographical location to enhance its position as the preferred

hub for OGSE activities in the region. As the OGSE development agency, MPRC helps to promote, catalyse and globalise the country’s OGSE

capabilities in the upstream, midstream and downstream segments.

FOREWORDOil and gas has been the backbone of Malaysia’s economic growth in the last few decades. Even as oil prices remain low today, oil & gas continues to be a strategic industry for the nation contributing 11.3% of national GDP in 2015.

Supporting and developing SMEs is therefore key towards Malaysia’s economic fortunes. SMEs currently account for a significant 82% share of Malaysia's OGSE sector. But with the oil market at a “new normal”, there are important implications for players along the oil & gas value chain. OGSE SMEs need to be able to cope with cost pressures, rising competition and declining domestic jobs.

In an increasingly competitive OGSE environment, identifying long-term solutions for the sustainable growth of SMEs is critical. Towards that end, we are launching our inaugural SME GROW FY2014—an annual sister publication to MPRC100—to identify SMEs with high growth potential within Malaysia's OGSE landscape. These firms—165 companies that make up SME GROW—could potentially play an important part towards creating a stronger OGSE ecosystem to elevate Malaysia into an OGSE hub in Asia Pacific. To the other OGSE SMEs, we hope this list inspires you to scale up, develop your technological capabilities and invest in people to better compete not only domestically, but in international markets as well.

At MPRC, we have a host of in-house publications to aid OGSE SMEs in your growth journey: for technology research information, refer to Malaysia Oil and Gas R&D Catalogue and Financing Schemes for OGSE Companies for information on financing programmes and incentives. In Doing Business in Southeast Asia, SMEs can glean insights on the various business opportunities Southeast Asia has to offer. With this, we hope OGSE SMEs can ascend to the leagues of MPRC100 companies in the future.

We believe that SME GROW serves as a useful tool in developing SME competitiveness and generating greater dynamism in Malaysia’s OGSE sector. More importantly, we hope this publication sparks cross-agency collaboration that will benefit all OGSE SMEs in the long term.

LANDSCAPE & APPROACHOur study on SME GROW is based primarily on active PETRONAS-licensed companies as at August 2015. We focused on companies whose primary business is related to the OGSE sector. Companies are assessed based on their consolidated financial results for financial year (FY) 2014 sourced from Companies Commission of Malaysia (SSM) Corporate and Business Information Data (CBID) database.

OGSE SMEs were then identified based on SME Corporation Malaysia’s (SME Corp) definition for manufacturing and services SMEs1. Of the 1,805 active Malaysian OGSE companies, a total of 1,482 were identified as SMEs. These OGSE SMEs were then grouped according to SME Corp’s Medium, Small and Micro classifications2.

We focused on medium-sized SMEs as they are the main growth drivers of the industry and have the potential to progress into Mid-tier companies. Pursuant to this, further criteria were applied to identify high performing companies:• Exclusion of pure agents• Companies with positive 3-year revenue compounded annual growth rate (CAGR) from FY2011 to FY2014• Companies with positive 3-year average PBT margin from FY2011 to FY2014

The companies are then ranked by their respective 3-year revenue CAGR and 3-year average PBT margin. Combining these two categories yielded our final ranking of the 165 companies that make up SME GROW for FY2014.

To provide readers with a better understanding of the upstream oil and gas services supply chain, we illustrate the segments where the SME GROW companies operate in. Broadly, the upstream oil & gas services supply chain can be categorised into Exploration, Development, Production and Decommissioning segments, corresponding with the various phases along the life-cycle of a project. The Development phase typically lasts up to 1-4 years while the duration for Production phase is much longer, over a 15- to 20-year period, depending on the size and nature of the projects.

Based on PETRONAS Standardised Work & Equipment Categories (SWEC), these segments can be further divided into 45 service and 24 product major SWEC. We have mapped the SME GROW companies according to their corresponding operating segment as illustrated in Figure 2.

From the diagram below, SME GROW companies operate mainly in segments with less complexity and competency requirements. In the Development phase, SME GROW companies are concentrated within the QA/QC services, minor platform fabrication and onshore construction segments. In the Production phase, maintenance of electrical & instrumentation (E & I), asset integrity and manpower services segments saw the highest number of players. In the Product segment, most companies are suppliers of mechanical and safety systems.

The Services segment saw SME GROW companies operating mainly in Group 1 mode of operation. This is in contrast with the Product segment where SME GROW companies are predominantly in Group 3. This is similar to our observation in MPRC100.

Historically, OGSE SMEs experienced two distinct phases between 2005 and 2014. During Phase 1 (2005 to 2009), total revenue for SMEs grew by CAGR of 10.2%, before experiencing a decline of 0.7% in Phase 2 (2009 to 2014). This in our opinion should be a subject for further analysis.

SME GROW displayed the same trend during Phase 1 but at a higher growth rate of 12.9%. Phase 2 however, saw SME GROW companies bucking the trend and instead grew by 18.7%. This highlights SME GROW companies’ resilience compared to other OGSE SMEs.

The objective of this section is to compare Malaysia’s OGSE landscape against Norway’s Oil Field Services (OFS) industry. Developed around the same time as Malaysia, Norway’s OFS companies have grown to become successful global players. Norway thus serves as the ideal benchmark for our local OGSE industry to aspire to.

Figure 3 below depicts the difference between the landscape of Norwegian OFS1 and Malaysian OGSE industries in 2014, in terms of company size. We observed that Malaysia’s OGSE industry has a higher proportion of smaller companies compared to Norway’s–Malaysia’s OGSE SMEs make up 82% of the industry, compared to Norway’s 50%. Norwegian Large and Mid-tier companies however, form a significantly larger part of their industry at 9% and 41% respectively. In comparison, Malaysia’s Large and Mid-tier companies are only 1% and 17% of the total industry count.

To further the analysis, we have broken down Malaysian OGSE SMEs into three segments; Medium, Small and Micro. Medium SME players make up the largest portion with 637 companies (43%). This shows that there is a large pool of SMEs that can be developed further to create more Mid-tier companies.

Of the 637 Medium SMEs, 165 companies were identified in this edition’s SME GROW list. We believe that these companies, with their positive financials, have the potential for growth and in the long run, help rebalance the OGSE industry structure in Malaysia.

The current low oil price environment has seen a majority of oil and gas operators cutting down on project awards and at the same time pushing services and equipment providers for cost reductions. It is important to note however, that the oil & gas industry has always been cyclical in nature. Since the 70’s, when Malaysia began to actively develop its oil & gas reserves, we have seen periods of significant fluctuations in oil prices. Some examples include the “oil shocks” in the 70’s, the Persian Gulf wars in the 90’s, the subsequent invasion of Iraq in 2003, as well as the global financial crisis of 2008.

During these oil price fluctuations, we observed companies using the downward cycles as a critical time to invest, develop new capabilities and technological solutions. These companies would often emerge stronger and well-positioned to take full advantage of the next industry upswing.

Therefore, Malaysian OGSE SMEs are encouraged to take this opportunity to consolidate, scale up and innovate. Collaboration among various government agencies to coordinate efforts and programmes is key to supporting SMEs to prepare for the upcoming challenges and the next upward cycle.

We hope to see more high performing OGSE SMEs grow out of the SME category and compete in the Mid-tier level. Competing at this level will open up access to new markets and presents a more dynamic business environment. We look forward to seeing these companies growing even larger and be capable of competing not just domestically, but also internationally.

• Revenue, PBT and TFA parameters were translated accordingly for our analysis purposes
