Welcome New Board Member
The Center for Supply Chain Management Studies is pleased to add to our Board
Ms. Joann Franke, Senior Manager for Supplier Management at the Boeing
Company, within the Boeing Defense, Space & Security operating segment. Her
responsibilities include the development of
strategic supplier relationships within supply chain
management, as well as procurement functional
excellence oversight in support of the Global
Services & Support business. This area has more
than 1,400 employees across the United States,
Australia and the United Kingdom and supports
more than $6 billion of material purchased
annually. Joann joined Boeing (McDonnell
Douglas) Supplier Management in 1985 after
receiving her B.S. B.A. from St. Louis University.
In addition, Joann recently completed the
Executive Masters of International Business (EMIB) program at Saint Louis
University in 2011.
The Center Receives the CPSC Chairman’s
Commendation Award
The Center for Supply Chain Management Studies at Saint
Louis University received the 2012 United States Consumer
Product Safety Commission Chairman‟s Commendation
Award for its contribution to product safety education within
the supply chain framework. Dr. Ik-Whan Kwon, the Director
of the Center for Supply Chain Management Studies, received
the award on behalf of the Center, the John Cook School of
Business and Saint Louis University. At the award ceremony in
Washington D.C. on September 13, 2012, the Chairman of the
CPSC, Inez Tenenbaum, stated “In 2009, the Center for Supply Chain Management
Studies became the first to offer a university level product safety program for
product safety professionals within industry. Dr. Kwon has led the program since its
start and has earned the title of product safety „patron‟ at the John Cook School of
Business. This year, U.S. News and World Report recognized the Center for the
quality of its programs in the supply chain field.”

2012 CSCMS Distinguished Speaker
The Center for Supply Chain Management Studies at Saint Louis University and the
NDTA – Scott/St. Louis Chapter will co-sponsor the 2012 Annual Guest Speaker
Series on Thursday, November 15, 2012. General William Fraser, III, Commander,
United States Transportation Command will serve as the 2012 Distinguished
Speaker. The event will be held at the Ballroom in the College Church on the
Saint Louis University campus.
At Scott Air Force Base, USTRANSCOM is the
single manager for global air, land and sea
transportation for the Department of Defense.
General Fraser entered the Air Force in 1974 as a
distinguished graduate of the Texas A&M
University ROTC program. His operational
assignments included duty as a T-37, B-52, B-1,
and B-2 instructor pilot and evaluator. General
Fraser has commanded an operations group, two
bomb wings and a major command. His staff
duties included tours on the Air Staff, Joint Staff,
and Joint Strategic Target Planning Staff at
Offutt Air Force Base in Nebraska. He has also
served as chief of staff for U.S. Strategic
Command, as the Assistant to the Chairman of the Joint Chiefs of Staff and the 34th
Vice Chief of Staff, Headquarters U.S. Air Force, Washington, D.C. General Fraser
has extensive wartime, contingency, and humanitarian relief operational experience.
During Operation Enduring Freedom, he led an intelligence fusion organization that
provided direct support to the warfighter. Prior to assuming his current position,
General Fraser was the commander, Air Combat Command, Langley Air Force Base
in Virginia, and Air Component Commander for U.S. Joint Forces Command, where
he led over 130,000 Total Force Airmen.
His education includes: 1974 Bachelor of Science degree in engineering technology,
Texas A&M University; 1977 Squadron Officer School, Maxwell Air Force Base,
Alabama; 1980 Master of Science degree in management information systems,

His assignments have been wide in terms of responsibility and have taken him
around the world. He has more than 4,200 flight hours in has flown: T-37, T-38, T-1,
KC-135R, B-1B, B-2, B-52G/H and C-2.

General Information
The Rising Dominance of Chinese Ports
China‟s container ports now handle 30 percent of international container volume,
which has more than doubled in the last decade, according to Drewry Maritime
Research‟s latest annual port sector report. In addition, global container port
throughput jumped to 558.8 million 20-foot-equivalent units last year, up from
279.3 million TEUs in 2002, according to the 10th edition of Drewry‟s Global
Container Terminals Annual Review & Forecast. Chinese ports‟ share rose from 19
percent in 2002, and global and international terminal operators‟ share of total
throughput rose to 76 percent, up from 58 percent. Adjusted for equity shares,
however, global operators‟ share is less than 45 percent. The report said the six
percent forecast increase in global container volume will vary by region, with
Europe likely to be flat, North America showing slight growth and emerging nations
showing the strongest gains.
