What have the Moon, The Isles of Scilly and Lundy Island all got in

common?

They will all get “superfast broadband” before Upottery, Smeatharpe, Rawridge, Clayhidon, Churchstanton .......and numerous other villages in rural Devon & Somerset.

Page 3: Slides aug 11

Since September 2013, Upottery has been blue – “Under Evaluation - further planning and survey work

will be carried out under the CDS programme”.

Upottery, Smeatharpe and Rawridge are now grey, meaning, “Out of Programme”

The Upottery exchange has 429 lines

The Churchstanton exchange has 464 lines

CDS website FAQ page.• Is there a chance that despite the rollout of

superfast broadband I may not get access to it?• Some locations are so geographically remote that

superfast broadband will not be achievable due to technical reasons and/or prohibitive costs. However, we aim to ensure that every part of the programme that currently receives less that 2Mbps gains uplift to speeds between 2-23Mbps.

Princetown on Dartmoor is due to get fibre broadband from January 2016

The Princetown exchange has 376 lines

All 28 people on Lundy Island will get access to fibre broadband from March 2015

Para 2.1 It is understood that to assist in the decision making process that mapping to identify the areas set to benefit from SEP would be essential. CDS will undertake to deliver this mapping but it must remain confidential and the preferred means by which this would be shared would be by way of a confidential briefing to members and senior officers...............Matt Ballard, CDS

BT’s network is like an oak tree with the leaves on the tree equivalent to individual lines

When you check the BT website for ADSL broadband availability at your property and want to know if you are an EO (exchange only) line or if your line goes through a green cabinet, you can do this using your phone number

When you check the BT website for ADSL broadband availability at your property and want to know if you are an EO (exchange only) line or if your line goes through a green cabinet, you can do this using your phone number

BUT when you look for a fibre broadband deployment date or to find out if you are “out of programme” on the CDS website, you can only do that by postcode.

Broadband speeds are too slow to take advantage of a free offer to improve mobile phone reception

Vodafone are offering 100 parishes in England up to 5 free, small, mobile phone, base stations (called Femtocells) to provide 3G

coverage to the parish/community. The only problem is that these base stations convert the mobile signal to a broadband signal that

goes through the broadband connection into the building. The technology requires a minimum of 6Mbps broadband download

speed. This rules out Upottery parish and much of the Blackdowns from even being able to apply for this FREE OFFER.

Questions put to CDS, DCC & BT prior to the meeting1. Can you describe in some detail how you identified areas now designated “under evaluation” versus “out of

programme” on the new map.2. Your website FAQ page has the question “Is there a chance that despite the rollout of Superfast Broadband, I

may not get access to it?” Your answer states that “some locations are so geographically remote that superfast broadband will not be achievable due to technical reasons and/or prohibitive costs”. Please detail how you have reached the conclusion that the villages of Upottery, Smeatharpe and Rawridge are “so geographically remote”.

3. Your maps indicate that the people of Upottery parish should not expect any improvement in their broadband service until after 2017. Can you commit to a firm date when our broadband service can be expected to improve? Will it be in this decade?

4. Areas marked “out of programme” must contain areas in the 90% to 95% category that will benefit from SEP funding together with areas in the 95% to 100% category for which no funding has yet been identified. Will you provide maps which show the 90% to 95% areas separate from the 95% to 100% areas?

5. Please give a full update on the status of your SEP application to take coverage to 95% of properties in Devon & Somerset, including deployment dates. Will information on deployment to 95% be in the public domain or will it be hidden behind confidentiality agreements as is current deployment information?

6. What plans do you have to get fast broadband to the final 5%. Please indicate how you envisage financing this, which technologies you will use and give estimated deployment dates.

Terminology – BT does a great job of confusing its customers with confusing terminology

FTTP = Fibre To The Premises (direct fibre to your property, gives 150Mbps speeds, BT charges for this are expensive)

FTTC = Fibre To The CabinetFTTRn = Fibre To The Remote NodeFTTDp = Fibre To The Distribution PointFTTC, FTTRn, FTTDp all use a multiplexer (DSLAM) to funnel a number of copper lines into a few

fibre cables (100’s in a cabinet, 10’s in a small node/distribution point). All support “superfast” 24Mbps speeds.

If all of a line back to the exchange is copper you are using ADSLIf your house line is copper but it goes through a cabinet, node or access point, you will be using

VDSLADSL becomes a BT legacy (old) system in September 2014Equipment used for all the above systems can be bought in on the open market by BT (and anyone

else) from manufacturers in the US, Europe and Far East20CN is BT’s ADSL service. 21CN is BT’s VDSL service. WBC is Wholesale Broadband Connect and is

the new name BT is using for 21CN
