Student Association Ratified: February 10, 2011

These Bylaws support the Constitution of the Salt Lake Community College Student Association (SLCCSA), clarifies items within the Constitution and outlines processes and procedures for Student Life and Leadership (SLL).

ARTICLE I Oath of Office

The outgoing SLCCSA President will administer the oath of office to all new Executive Council officers. ARTICLE II

SECTION I: EXECUTIVE COUNCIL

A. Duties of the SLCCSA Executive Council Officers 1. Serves as the Executive Branch of the SLCCSA. 2. Recommends legislation to the Student Senate. 3. Establishes committees to assist in legislative and administrative functions of SLCCSA. 4. Allocates all Student Activities monies from the Student Fee Board. 5. Recommends issues to be researched concerning student welfare. 6. Approves all new student organizations. 7. Advises and assists the SLCCSA President in his/her College-wide and State-wide duties. 8. Selects students to serve on college committees. 9. Calls Joint Sessions as needed. 10. Upholds the reputation of the Student Life and Leadership office. 11. Writes and submits a monthly Board of Trustees Report. 12. Holds weekly Executive Council meetings. 13. Participates in one service opportunity per Fall & Spring semester as an individual or with a group; as approved

by the President’s Cabinet Service Chair. 14. Promotes student/public attendance to all Executive Council Meetings 15. Posts agenda 24 hours prior to meeting and minutes within 48 hours proceeding meeting at Taylorsville

Redwood, Jordan & South City. 16. Ensures all public meetings of Student Life & Leadership are recorded

B. Executive Council Agreement:

All Executive Council members will sign and abide by a yearly agreement. The agreement is binding and if broken the member may be: 1. Asked to resign position. 2. Required to pay back any financial assistance or payments received in relation to the unfulfilled duties. 3. Called before a Standard Review Board.

4. Not allowed the EC member to hold or run for any other position within Student Life & Leadership.

C. The Executive Council Officer Will Maintain: All Executive Council members will maintain a 2.5 semester/term and cumulative GPA and earn at least 12 credit hours as outlined in the Constitution or be asked to resign or pay back any received compensation for unfulfilled responsibilities.

D. Student Life & Leadership Agrees To: 1. Pay resident tuition and fees for up to 15 credit hours for both fall and spring semesters (lab or outside class fees

and certificate classes are not eligible). 2. Pay as a part-time employee as outlined in the SLCCSA Constitution of full-time tuition and fees as a sitting

Executive Council Officer, if all obligations of the prior contract are met. 3. Pay up to $1000 as a stipend for Summer Semester. 4. Pay twice monthly if all responsibilities have been met with exception of times discussed above. 5. Pay for expenses incurred in implementation of position if approved by the Director of Student Life.

E. Training New Executive Council Officers Executive Council Officers are required to continue training the newly elected officers until Commencement.

SECTION II: SLCCSA PRESIDENT

A. Duties of the SLCCSA President 1. Serves as a member of committees as requested by the President of the College or designee. 2. Serves as a fee-paying member of the Utah Student Association (USA) as approved by the current Executive

Council. 3. Vetoes any legislation received from the Student Senate via the Executive Vice President within seven days.

Any legislation that remains unsigned after fifteen days will become effective. 4. The President’s Cabinet works to unite, assist, guide and serve Student Life & Leadership to better represent and

advocate for SLCC students of all diverse cultures, abilities and ages. 5. Authorizes Policies & Procedures for President’s Cabinet as long as it upholds the Constitution and Bylaws, and

SLL Policies and Procedures. 6. And other duties as assigned

SECTION III: SLCCSA EXECUTIVE VICE PRESIDENT

A. Duties of the SLCCSA Executive Vice President 1. The Executive Vice President shall serve as the official liaison between the Student Senate and the Executive

Council. 2. Shall serve as the President and Chairperson of the Student Senate and shall have no vote, unless the Senate is

equally divided. 3. Serves as a liaison between the Faculty Senate and the Executive Council, 4. Serves as chair of the Senate Selections Committee and the Elections Committee, when appropriate 5. Shall serve as acting President, in the SLCCSA President’s absence. 6. The Executive Vice President shall have the power to create committees as needed (hereto known as Ad hoc

Committees) within the Student Senate as deemed necessary, and assumes responsibility for such additional duties as may be assigned by the SLCCSA President.

7. Facilitates the training of senators to handle their positions including: Parliamentary procedures, proper committee work, addressing College officials, problem solving, writing resolutions and understanding the constitution and bylaws.

8. Meets regularly with Committee and Regional Chairs; and senators as requested/necessary. 9. Represents and serves on various special need/focus groups and committees at the College. 10. And other duties as assigned

SECTION IV: CLUBS & ORGANIZATIONS VICE PRESIDENT

A. Duties of the Clubs & Organizations Vice President 1. Serves as chair of the Salt Lake Community College Inter-Club Assembly (SLCCICA). 2. Recognizes reviews and presents new student organizations to the SLCCICA and the Executive Council. 3. Recognizes reviews and presents Funds Request to the SLCCICA. 4. Authorizes changes to the Clubs & Organizations Policies and Procedures Manual as long as it upholds the

Constitution and Bylaws, as well as the SLL Policies and Procedures. Upon changes the Clubs & Organizations Vice President will present the Clubs & Organizations Policy & Procedures Manual to the Executive Council for informational purposes.

5. Conducts weekly meetings with board members and advisor. 6. Plans at least one SLCCICA meeting during the Summer Semester. 7. Represents and serves on various special need/focus groups and committees at the College. 8. And other duties as assigned

SECTION V: FINE ARTS & LECTURES VICE PRESIDENT

A. Duties of the Fine Arts & Lectures Vice President 1. Regularly programs artistic and cultural events for all SLCC audiences. 2. Partners with other student organizations in planning and presenting arts and cultural events. 3. Plans at least one event for the Summer term and then at least two lectures and two fine arts events each

semester. 4. Conducts weekly meetings with board members and advisor 5. Represents and serves on various special need/focus groups and committees at the College. 6. And other duties as assigned

SECTION VI: TALYLORSVILLE REDWOOD ACTIVITIES VICE PRESIDENT

A. Duties of the Taylorsville Redwood Activities Vice President 1. The Taylorsville Redwood Campus Activities Board (CAB) members will work under the direction of the

Taylorsville Redwood Activities Vice President to plan, execute and evaluate activities 2. Takes responsibility for and serves students at Taylorsville Redwood, Meadowbrook and Highland campuses

(until a College change deems a new alignment). 3. Orchestrates one day and one evening activity for the Taylorsville Redwood campus and one activity at each

satellite campuses monthly, as well as one family activity during Fall and Spring Semester and one activity at each campus per Summer Semester.

4. Promotes "bruin pride" 5. Conducts weekly meetings with board members and advisor. 6. Represents and serves on various special need/focus groups and committees at the College. 7. The majority of classes must be taken within the Taylorsville campus. Exceptions to this must be approved by

the Executive Council. 8. And other duties as assigned

SECTION VII: SOUTH REGION VICE PRESIDENT

A. Duties of the South Region Vice President 1. Takes responsibility for and serves students at Miller and Jordan Campuses (until a College change deems a new

alignment). 2. Coordinates with Regional Senate Chair and regional senators addressing student welfare. 3. Works closely with Site Facilitator and other directors or deans to meet student needs within their region. 4. Attend scheduling committee and student services staff meetings 5. Orchestrates one day and one evening activity for the Jordan campus and one activity at each satellite campus

monthly, as well as one family activity during Fall and Spring Semester and plan one activity at each campus per Summer Semester.

6. Conducts weekly meetings with board members, Advisor, and Regional Senate Chair to discuss student welfare and overall programs.

7. The majority of classes must be taken within the region. Exceptions to this must be approved by the Executive Council.

SECTION VIII: NORTH REGION VICE PRESIDENT

A. Duties of the North Region Vice President 1. Takes responsibility for and serves students at Library Square, Airport and South City Campuses (until a College

change deems a new alignment). 2. Coordinates with Regional Senate Committee addressing student welfare. 3. Works closely with Site Facilitator and other directors or deans to meet student needs within their region. 4. Attends the scheduling committee and student services staff meetings for the South City Campus. 5. Orchestrates one day and one evening activity for the South City campus and one activity at each satellite

campus monthly, monthly family activity during Fall and Spring Semester and plan one activity at each campus per Summer Semester.

6. Conducts weekly meetings with board members, Advisor, and Regional Senate Chair to discuss student welfare and overall programs.

7. The majority of classes must be taken within the region. Exceptions to this must be approved by the Executive Council.

8. Represents and serves on various special need/focus groups and committees at the College. 9. And other duties as assigned

SECTION IX: PUBLICITY & ADVERTISING VICE PRESIDENT

A. Duties of the Publicity & Advertising Vice President 1. Markets Student Life & Leadership, its works, and accomplishments to all members of the SLCC community. 2. Conducts weekly meetings with board members and advisor. 3. Acts as the official spokesperson of Student Life & Leadership 4. Manages the Student Life & Leadership webpage. 5. Manages and maintains the Student Life & Leadership master calendar of events. 6. Promotes student/public attendance to all Student Life & Leadership programs. 7. Ensures quality of print, video, and any other Student Life & Leadership advertising. 8. Chairs Plasma Screen Content Committee. 9. Oversees the establishment and maintenance of the SLL master calendar. 10. Represents and serves on various special need/focus groups and committees at the College. 11. And other duties as assigned

SECTION X: OTHER VICE PRESIDENT POSITIONS As other vice president positions are added to the Constitution, their duties will be recorded within this section

ARTICLE III STUDENT LIFE & LEADERSHIP BOARDS AND ORGANIZATIONS

SECTION I: SLCCSA STUDENT SENATE

A. Responsibilities of the Student Senate 1. The power of the Senate lies in their ability to present concerns of SLCCSA members to the Executive Council

and then jointly to College Administration. 2. The Student Senate, in conjunction with the Executive Council, shall research issues concerning student welfare

and make recommendations to the College Administration. Each Senator will be a direct representative of the Executive Council in seeking out concerns and issues of fellow students. When appropriate, Senators will write

resolutions and legislative bills which single out problems and give possible solutions. 3. Senators will hold a regular meeting for the purpose of reporting student concerns, reviewing current issues, and

debating the resolutions and legislative bills of individual Senators that address student concerns. Senate approved resolutions and legislative bills will be presented to Executive Council for their support and the President’s signature.

4. If it is more pertinent for senators to attend an activity or event to be better in touch with the students, then that is where they should be.

5. The Senate shall host an Open Forum Budget Hearing where members of the Executive Council will individually present and respond to students’ questions regarding the budget and allocation of monies.

6. The Executive Vice President and/or the body of the Senate shall have the power to create Ad hoc Committees within the Student Senate as deemed necessary. Ad hoc Committees may exist for a maximum period of one year. After one year it will need to be dissolved or voted on to become a standing committee.

7. All senators must be members of SLCCSA at time of appointment and during term of office and meet all requirements of board members.

SECTION 2: CLUBS & ORGANIZATIONS

A. Inter Club Assembly 1. Membership

a. Members of SLCCICA include Clubs & Organizations Board, and SLCC student clubs and organizations officers. Club advisors are non-voting members of the SLCCICA.

2. Salt Lake Community College Inter Club Assembly Composition

a. The SLCCICA is composed of the club presidents from active clubs at SLCC. b. The chair of the SLCCICA is the Clubs and Organizations Vice President. 3. Assembly Meetings a. The SLCCICA will abide by SLCCSA Constitution, Bylaws and Student Code of Conduct. b. The SLCCICA will hold monthly meetings during Fall and Spring Semesters. c. In order to vote on any financial proposal, a majority of active clubs must be present. d. The SLCCICA will be responsible for the manner of which the meeting is run and unless otherwise decided will follow an adjusted parliamentary procedure. e. The SLCCICA will discuss matters concerning new club proposals, one-time funding and club policies. If there are any issues regarding protocol and/or concerns they will also be presented.

B. CLUBS BOARD 1. The Clubs Board work under the direction of the Clubs & Organizations Vice President in supporting, serving

and training the Clubs and Organizations of SLCC. SECTION 3: REGIONAL BOARDS

A. Regional Board members work under the direction of their Regional Vice President to plan, execute and evaluate programs for members of their regional area and also the entire SLCCSA.

SECTION 4: FINE ARTS & LECTURES BOARD

A. The Fine Arts & Lectures Boards work under the direction of the Fine Arts & Lectures Vice President in planning and programming arts, cultural events and lectures that promote student involvement for the College.

SECTION 5: TAYLORSVILLE REDWOOD CAMPUS ACTIVITIES BOARD

A. The Taylorsville Redwood Campus Activities Board (CAB) members will work under the direction of the Taylorsville Redwood Activities Vice President to plan, execute and evaluate activities for Taylorsville and Meadowbrook campuses.

SECTION 6: PUBLICITY & ADVERTISING BOARD

A. Publicity & Advertising Board members will serve under the direction of the Publicity & Advertising Vice President to assist with his/her duties in promoting Student Life & Leadership through publicity and advertising.

SECTION 7: PRESIDENTS BOARD A. The President’s Board supports the Student Association President in serving the Executive Council, Student Life & Leadership and the College Community. SECTION 8: QUALIFICATIONS FOR STUDENT LIFE & LEADERSHIP MEMBERS

A. Executive Council members are outlined in the Constitution, Article 1, section 1, B, 2 B. Chairs:

1. Must maintain a 2.5 semester/term and cumulative GPA 2. Must earn at least12 credit hours during Fall and Spring semester

C. Scholarship Recipients: 1. Must maintain a 3.0 semester/term and cumulative GPA 2. Must earn at least 12 credit hours during Fall and Spring semester

D. Board members: 1. Must maintain a 2.5 semester/term and cumulative GPA 2. Must earn at least 9 credit hours during Fall and Spring semester

ARTICLE IV SECTION I: FINANCES & BUDGETS

A. Student Activity Fees are divided into the following budgets and reports: Cheerleading Director of Student Life & Leadership Clubs and Organizations Clubs & Organizations Vice President Clubs Operations Clubs & Organizations Vice President Competition Sports Director of Student Life & Leadership Conferences Director of Student Life & Leadership Fine Arts & Lectures Operations Fine Arts & Lectures Vice President South Region South Region Vice President Office Support Director of Student Life & Leadership President SLCCSA President President’s Cabinet SLCCSA President Publicity & Advertising Publicity & Advertising Vice President Taylorsville Redwood Activities Board Taylorsville Redwood Activities Vice President Operations Director of Student Life & Leadership Senate Executive Vice President SL&L Scholarships Director of Student Life & Leadership North Region North Region Vice President Staff Development Director of Student Life & Leadership Technology Support Director of Student Life & Leadership

B. Accounts may be set up as needed by the Director of Student Life with support from the Executive Council. C. The yearly budget will be finalized by the third Tuesday in June. All posting must be done prior to this date. D. The Director of Student Life & Leadership oversees all budgets. E. The Outgoing Executive Council are responsible for planning the upcoming year’s budget and working with the

Student Senate to present the open budget forums. SECTION II: PRIZES, GIFTS & SERVICES

A. Members of Student Life and Leadership are ineligible to receive any monies, prizes, gifts or services that are donated or purchased for giveaways at their events. This excludes perishable food items, SLL Leadership Conferences, or organized club or organization events. Executive Council Members are ineligible to receive any type of prizes at any Student Life & Leadership function.

ARTICLE V

SECTION I: EXECUTIVE COUNCIL SELECTION/APPOINTMENT PROCESS

A. Election of the President and Executive Vice President 1. The elections process will be conducted by the Executive Vice President, the Elections Appeals Committee and

the Elections Logistic committee (Student Senate). 2. In the event that the Executive Vice President runs for office, the Senate Pro Tempore becomes Elections Chair.

In the event that the Senate Pro Tempore runs for office the order of succession will be as listed as in order of Executive Council succession.

3. Candidates may run either as individuals or as a pair 4. Candidates that run unopposed must receive more than 51 percent of the votes cast of the student body in their

favor. If the unopposed candidates do not receive over 51 percent of the vote cast, the positions will be appointed by the Executive Council and confirmed by a Joint Session.

5. Candidates must meet all Executive Council Officer requirements. 6. All rules and procedures are outlined in the Elections/Appointment Rules.

B. Selection of Vice Presidential Positions

1. The appointment process will be conducted by the Executive Vice President, the Elections Appeals Committee and the Elections Logistic Committee (Student Senate).

2. In the event that the Executive Vice President runs for office, the Senate Pro Tempore becomes Elections Chair. In the event that the Senate Pro Tempore runs for office the order of succession will be as listed as in order of Executive Council succession

C. Selection of the Clubs & Organization Vice President position 1. The Clubs & Organizations Vice President will be elected by the Inter Club Assembly. 2. If a candidate does not receive 51 percent of the vote, then the position will be appointed by the Executive

Council. 3. Candidates must meet two requirements to be eligible:

a) be nominated by a club b) be an active member of ICA or a member of the Clubs Board during the Fall Semester prior to running.

SECTION II: SUCCESSION & REPLACEMENT OF EXECUTIVE OFFICERS

A. Any vacancies in Executive Council are to be filled from a group of qualified* applicants. The remaining members of the Executive Council and an equal amount of Senators (randomly selected) will interview and select replacement(s) from this group of applicants. The Executive Council member who chairs has no vote; succession of chairs will be:

1. SLCCSA President 2. Executive Vice President 3. Clubs & Organizations Vice President 4. South Region Vice President 5. North Region Vice President 6. Fine Arts & Lectures Vice President 7. Public Relations Vice President 8. Taylorsville Redwood Activities Vice President

B. Executive Council positions shall be advertised for 10 school days prior to interviews. C. The Clubs & Organizations Vice President must be elected by the same manner as outlined in Section 1, C above. * must meet the same criteria as any Executive Council candidate.

SECTION III: TERMS OF OFFICE – ADDITIONAL ITEMS A. Each Executive Council member will advertise and accept applications and select the necessary amount of students to

serve on that board for one year. B. In the event a chair or board member is dismissed in violation of the SLCC Student Code of Conduct, SLCCSA

Constitution, Bylaws or board member agreement the student cannot serve on another board. In any other case, students let go may be selected to serve on another board by the appointment process.

C. In the event a chair or board member chooses to be reassigned from one board to serve on another for personal reasons, he/she may be selected to serve on another board of choice by the appointment process.

D. In the event a chair or board member is dismissed, cannot serve, or resigns from the board the appointment process will be repeated as needed.

E. Senators who would like to stay involved at the end of their term need to reapply and proceed through the selection process.

SECTION IV: COMPENSATION

A. Executive Council members are paid part-time employees of the College. The Vice Presidents will be paid 65 percent and the SLCCSA President will be paid 75 percent of full-time tuition and student fees monthly. This is based upon completion of required duties and obligations except on times specified on the contract. Payment will be docked when all requirements are not met.

B. Executive Council members will receive a summer compensation of $1000 total for the summer term as outlined in the bylaws.

C. Executive Council members will be eligible to receive set compensation as a new member of the Executive Council beginning with summer term and extending through Spring Semester

D. Executive Council officers who resigns or is asked to leave before the completion of their term of office, is liable for the scholarship and stipend rendered unto them, subject to Standards Review Board.

E. All chair positions may receive up to a full-time resident tuition or up to a tuition waiver as compensation Fall Spring semesters; depending on eligibility.

F. Chair positions may receive up to 30% of full-time tuition for summer term for their stipend, if the recommended hours and board requirements are completed.

G. All Board members may receive up to 40% of full-time tuition and student fees as compensation Fall and Spring semesters except summer.

H. Board members may receive up to 20% of full-time tuition and fees for summer term for their stipend, if recommended hours and board requirements are completed.

I. SLL members will be evaluated for their stipend using criteria set up in interviews. Stipends will be determined during the last personal interview with their respective Executive Council member.

J. Presidential Scholarship Recipients may receive summer stipends, depending on the position they hold and if they are active SLL members during that time and fulfill their responsibilities.

K. All members of Student Life & Leadership who do not meet their requirements may be held liable to pay back any form of compensation for unfulfilled obligations of their contract

L. In order to receive an in-state tuition waiver the student must be qualified to work in the State of Utah and be eligible to receive an in-state tuition waiver.

SECTION V: ACADEMIC PROBATION

A. If a student has not met the requirements to maintain their leadership position with Student Life & Leadership they can appeal for probation status to the Director of Student Life & Leadership. The appeal will be reviewed based on, but not limited to the following exceptions: lingering illness with medical documentation, disclosed documented disability issues reviewed in conjunction with the Disability Resource Center (DRC), issues related to a lingering documented student grievance, other extenuating circumstances such as death, divorce, etc. that have impaired or disrupted academic progress.

B. The probation may be denied or granted for a reasonable amount of time as deemed necessary to appropriately remedy the stated issues related to the appeal. This will not exceed more than one semester/term in length.

C. The Director of Student Life & Leadership will investigate the student’s petition for validity within 10 days and may seek additional documentation before calling a Review Board.

D. The Review Board will consist of one faculty member, appropriate Student Service personnel, one Student Life & Leadership board member, and 2 students at large. All Review Board members will be required to sign a confidentiality agreement before the process begins.

E. If a review is granted, the student will be notified of his/her opportunity to appear before the board. F. Students may submit to the Director of Student Life & Leadership for appeal of the Review Board’s decision.

All decisions by the Director are final. G. Due to privacy issues related to each of the above scenarios, the appeal process will follow all Institutional, State and

Federal laws and guidelines related to privacy. The outcome of the appeal and any necessary information will be made known to the appropriate student officer, advisor and office staff that have a vested interest in the outcome. All documentation will remain confidential.

H. Upon receiving probation, an action plan will be drawn up with the student and her advisor and followed throughout the probation period.

SECTION VI: DISCIPLINARY DETAILS A. Due process will be followed in all matters concerning the discipline of Student Life & Leadership members. This

includes a right to a fair, and upon request, public meeting with the disciplinary authority conducted in a competent manner. Individuals will be guaranteed the right to be present and given the opportunity to present their views at the meeting and all appeals.

See the Student Life and Leadership Policies and Procedures Manual for Due Process Procedures. SECTION VII: OFFICE HOURS FOR SLCC STUDENT LIFE & LEADERSHIP

A. Fall and Spring Semester Office Hours: 1. Executive Council members must make known their weekly office hours (minimum 25 for Vice Presidents,

29 for President). 2. Chairs positions must make their daily office hours known (minimum of 10 per week) 3. Senators must schedule with the Executive Vice President their office hours each day (minimum of five per

week). 4. Board members must make known their five weekly office hours with their Executive Council Member. 5. Office hours must be done from 8 a.m. to 8 p.m., with the majority served from 8 a.m. to 4 p.m., Monday

through Friday. B. Summer Term Office Hours

1. Executive Council members are required to be at each Executive Council meeting with the exception of two excused absences requiring prior approval from the SLCCSA President and are responsible for ten office hours per week.

2. Executive Council members will be allowed vacation time of ten non-paid days during the summer. 3. Scheduled office hours will be performed each day Monday through Friday between 8 a.m. and 4 p.m. for

all Executive Council, Chair positions (four hours per week), and Board members (two hours per week).

SECTION VIII: MORGAN PRESIDENTIAL LEADERSHIP SCHOLARSHIP RECIPIENTS A. Scholarship recipients are chosen each Spring Semester after completed applications are accepted by the Financial

Aid Office by deadline. Each applicant will be interviewed in the official scholarship interview process.

1. Criteria a) Freshman standing, first time student b) Concurrent enrollment GPA must be 3.0 or higher c) Leadership involvement d) Two year commitment of involvement in Student Life & Leadership e) Maintain a 3.0 GPA, 12 credit hours first semester 12-18 after, if approved f) If a recipient takes a break, he must have finish Fall and Spring semester and give SLL a letter of notice,

in order to receive the additional year of scholarship when he returns

g) If a scholarship recipient serving in a chair position does not make grades, she may not resign from the scholarship and just keep the chair position. Instead when she loses the scholarship, she loses the chair position.

2. Compensation

a) Tuition waiver and student fees for Fall and Spring semesters b) $200 yearly book allowance c) Summer stipend if hours and responsibilities are fulfilled d) Scholarship recipients, who are elected/appointed members of Executive Council, will forego their

Presidential Scholarship. 3. Office Hours

a) All scholarship recipients are required to put in a minimum of 10 office hours per week during Fall and Spring semester. These must be between 8 a.m. – 8 p.m. with the majority during 8 a.m. to 4 p.m. These hours must be made known to their respective Executive Council Member

b) Scholarship recipients must put in a minimum of two office hours per week from 8 a.m. to 4 p.m. Monday through Friday during Summer term. If a recipient is serving in a chair position, the hours are five per week.

c) All office hours will vary due to sponsored events/activities, trainings/ meetings, and conferences and retreats.

ARTICLE VI SECTION II: CONSTITUTIONAL AMENDMENTS

A. Petitions & Amendments All petitions for amendments to the Constitution must first be registered with the Director of Student Life and Leadership by the members of the SLCCSA circulating the petition. This registration will include a printed copy of the proposed petition and amendments, the name and student ID number of the person sponsoring the change, and the date this petition will start circulating among the student body. The circulation, involvement, and petitioning must be done only by students belonging to the Salt Lake Community College Student Association (SLCCSA). The petitioning process, the process required by the Constitution and the actual Constitutional election must all take place within the current semester or term. Executive Council and Senators proposing Constitutional amendments will follow the procedures outlined in the SLCCSA Constitution (Article VI, Section II.).

B. Constitutional Changes Committee

1. This committee will be called together when half of the required signatures are obtained or as deemed necessary by 2/3 vote of a Joint Session.

2. The Constitutional changes committee will consist of: a. Two members of the SLCCSA Senate appointed by the Executive Vice President b. Two members of Executive Council appointed by SLCCSA President c. Executive Vice President – serves as chair d. A non-voting SLL professional staff member

C. Duties and Responsibilities:

1. Plan and promote any and all constitutional changes 2. Count and validate the required signatures of 5percent of the members of the SLCCSA. 3. Review locations of polls and polling hours 4. Manage a neutral and impartial process 5. Advertise proposed constitutional changes at least two weeks prior to the voting date by at least two

means of communication 6. Oversee polls and the counting of ballots

7. Responsible to the Executive Council for actions during the voting process

SECTION III: AMENDMENTS TO BYLAWS A. The SLCCSA President will Chair this Joint Session. SECTION IV: DEFINITION OF JOINT SESSION

A. Joint Session is a meeting held as deemed necessary by the SLCCSA President and/or by a 2/3 vote of the Executive Council between the Executive Council and members of Student Life & Leadership for the purposes of ratifying changes to the SLCCSA Constitution and Bylaws, confirm appointed Executive Council positions or address issues and concerns pertaining to Student Life & Leadership.

B. Board members attending Joint Session will be appointed at the discretion of their respective Executive Council member to be their voice.

C. Additional Joint Sessions may be called by a petition of 20 percent of the Student Life & Leadership Office. D. Joint Sessions must be posted at least 10 school days in advance. E. Joint Session members are defined in SLCCSA Constitution (Article II, Section 1, D.5)
