GASB Updates This session will give an overview of the GASB pronouncements that become effective in the
coming fiscal years. The session also will explain some of the projects on GASB's current
technical agenda and research agenda.
The Do’s and Don’ts of Successful Grant Writing Grant writing requires the ability to conduct in-depth analysis and research in order to “SELL”
your program, project, & organization to the funder. This session will discuss ways to write a
successful grant.
How Well Do You Communicate: Understanding Your Communication
Styles to Eliminate Breakdowns in the Workplace, Have you ever tried to deliver a message, with the intent of others receiving it just as you
imagined, only to have it misinterpreted by your audience? What happened? We will explore
four types of communication, identify common barriers, and how to overcome those barriers
leading to effective communication.
Increasing Your Productivity with Sharepoint and Microsoft Office The session will give an overview of the various functions and benefits of Microsoft Office 365,
how to use SharePoint Online to collaborate internally and externally and will provide examples
of how to utilize other Microsoft apps including OneDrive and MS Teams.
Social Security: Everything You Need to Know More than 60 million people rely on Social Security for income to support themselves
financially. Every year, Social Security goes through changes. This session will discuss changes
and updates related to Social Security.
Banking - What Could Go Wrong besides Fraud, Identity Theft and Bad
Credit? Banking online has become the preferred method of banking! We all use mobile banking apps
and various apps to perform financial transactions. This session will focus on ways to enjoy the
conveniences of banking online while also keeping your accounts safe.

What You Need to Know about the New Yellow Book The Government Accountability Office recently released a new version of Government
Auditing Standards, also known as the Yellow Book. This session will summarize the most
significant changes in the new Yellow Book that go into effect for financial audits, attestation
engagements, and reviews of financial statements for the period ending on or after June 30, 2020,
and performance audits beginning on or after July 1, 2019.
Navigating Federal Grant Requirements This presentation provides a step-by-step guide to identify and test requirements of varying
federal grants. We will discuss common compliance issues and trends in what federal monitors
are reporting. We will walk through program regulations of a selection of federal grants and
discuss how they relate to the universal requirements of 2 CFR 200 (Title 2 Code of Federal
Regulations (CFR) Grant Agreements).
RSA Benefits 101: Understanding Your Retirement Benefits This session will provide an overview of RSA updates and information on available retirement
plans and options.
International and U.S. Problems—The Impact on Alabama This session will discuss how international and U. S. trade issues impact our local state.
2019 Alabama Legislative Updates A review of the 2019 Alabama Legislative Updates.
Insurance Fraud: Why Worry? Good question …Yes, you should worry about insurance fraud. Insurance fraud and scams cost
Americans billions of dollars each year. This session will discuss how to protect yourself and
your family from insurance scams.
Speaker Bios LISA PARKER Lisa Parker is a senior project manager with the Governmental Accounting Standards Board
(GASB). Prior to joining the GASB in 2008, Lisa worked for Runyon Kersteen Ouellette CPAs
for 10 years, the town of Old Orchard Beach, Maine as finance director and interim town
manager for 2 years, and the city of Saco, Maine as finance director for 8 years.
Lisa is a certified public accountant and a chartered global management accountant. She also is
a member of the Association of Government Accountants, the American Institute of Certified
Public Accountants, and the Maine Society of Certified Public Accountants, where she served as
president. Previously, Lisa was president of the Maine Governmental Finance Officers
Association, an executive board member of the New England Governmental Finance Officers
Association, and a member of a national GFOA standing committee.
Lisa attended Boston College and the University of Southern Maine graduating with magna cum
laude honors and a Bachelor’s degree in accounting.
CANDYCE DEKRUYFF Candyce DeKruyff has spent more than 20 years in agency counseling, administration,
development and management. Over the last 20 years she has written more than 100 new grant
applications for federal, state, county, city and foundation funding with awards totaling more
than $24 million in NEW funding for the Montgomery area.
Candyce also provides grant review services for federal agencies utilizing her expertise in
various social service fields and her grant writing experience. She has a Master’s Degree in
counseling from Providence Seminary in Manitoba, Canada and currently works as an
independent contractor and grant writer for non-profit agencies.
MARIA RICHARDSON
Maria Richardson, a 14-year exemplary employee with Trenholm State Community College,
currently serves as the Job Placement Coordinator. In 2017, Maria was recognized by the
Alabama Association of Colleges & Employers as the Outstanding New Professional of the
Year. She also received the 2017 Achievement Award for her Career Center marketing materials
and the 2017 Achievements Award, Audiovisual Programs category for her interviews: What to
Expect presentation.
In 2018, Maria received the Award of Excellence from the Alabama Community College System
as a 2018 Chancellor’s Award Honoree. And in 2019, she received the Outstanding Work and
Service for Staff Award for her dedication and commitment to the students, faculty, and staff at
Trenholm State Community College.
Maria earned a Bachelor’s degree in Management from The University of Alabama in 2002 and
her Master’s in Business Administration with a concentration in Organizational Leadership from
Ashford University in 2012.
Speaker Bios
BILL SIMPSON William (Bill) Lyle Simpson, Jr. currently works for the Alabama Office of Information
Technology (OIT) located in Montgomery, Alabama. He is the Project and Product Manager for
Office 365, developing online business solutions for State agencies within the Office 365 product
tool set. Bill specializes in SharePoint architecture, engineering modern intranet and extranet
web sites, including the development of business automated solutions that save employees time
and effort resulting in a cost savings for Alabama agencies and departments.
Bill’s previous experience in information technology was working as a Network Engineer with
the U.S. Postal Service South Georgia District and Alabama District for 3 years. Bill then began
working for the Alabama Department of Education as a Senior Network Engineer; managing all
functions and employees related to the helpdesk, desktop support, network infrastructure;
including architecting and managing multiple SharePoint server farms over 18 years.
KYLLE’MCKINNEY Kylle’ McKinney is the Social Security Public Affairs Specialist for the State of Alabama.
Kylle’ has been with the agency for the past 28 years starting off as a claims representative and
later being promoted to his current position for the past 11 years.
Kylle’ has a Bachelor of Arts degree in radio/television from Alabama State University, a Master
of Divinity degree in Church Ministry, and a Doctorate degree in Pastoral and Christian Care
both from the Minnesota Graduate School of Theology. Kylle’ is happily married to Kimberly
McKinney and hales originally from San Francisco, California.
CHRISTINE HARDEN Christine Harden is the Assistant Chief Examiner with State of Alabama, Department of
Examiners of Public Accounts. She formerly served as Deputy Chief Examiner, Director of
Research and Professional Development and as Assistant Director of the County Audit Division.
She holds a Bachelor’s Degree in Business Administration from Auburn University at
Montgomery and a Master’s in Business Administration from Alabama A & M University.
She is certified in the State of Alabama as a Certified Public Accountant and is a member of the
Alabama Society of Certified Public Accountants. She is also a member of the Association of
Governmental Accountants, American Institute of Certified Public Accountants and is a
Chartered Global Management Accountant.
Christine is a frequent presenter at departmental in-service training programs and at various
conferences throughout the State. She has also instructed classes in the Governmental
Accountant and Auditor Training Program at Auburn University, Montgomery.
Speaker Bios
GEORGE FROST George Frost is the Assistant Director of the Employee’s Retirement System (ERS) and has over
33 years of experience with ERS. He received a Bachelor’s Degree in Industrial Management
from the University of Alabama and a Master’s Degree in Human Resources Management from
Troy University.
KIERAN COE Kieran Coe is a grant management professional with over ten years of experience in working
within, and for, government organizations. His primary area of expertise is in assessing controls
and grant compliance of governmental and non-profit organizations. Kieran provides consulting
services in the application of federal and state regulations to his clients. He possesses extensive
knowledge in structure and operations of local and state governments.
Currently serving as a Manager at CohnReznick, LLP, Kieran oversees compliance of FEMA
Public Assistance claims from over 850 government and non-profit organizations throughout the
western half of the state for the Texas Division of Emergency Management.
Kieran was raised in Millbrook, Alabama. He earned both his Bachelor in Business
Administration and his Master of Business Administration from Auburn University at
Montgomery and served four and a half years with the Alabama Dept. of Rehabilitation Services.
He currently resides in Austin, TX.
DR. DAVID BRONNER Dr. David Bronner is the CEO of the Retirement Systems of Alabama, a public pension fund
with assets in excess of $37 billion providing benefits for over 339,000 public employees and
retirees. RSA is ranked 107th of the top 300 private/public pension funds in the world with the
top three being sovereign wealth funds. Dr. Bronner earned a Ph.D. and law degree from the
University of Alabama where he taught in the Graduate Schools of Business and Education and
served as Assistant Dean and Lecturer in the School of Law before coming to the RSA.
Dr. Bronner has been featured in Time, Governing magazine, The Institutional Investor, The
Money Manager, Wall Street Journal, Business Week, Forbes Magazine, and Pension &
Investment Age for his investment strategies and financial market decisions. In 2003,
PlanSponsor magazine named the RSA “Plan Sponsor of the Year.”
High profile investments to help Alabama thrive are a hallmark of Dr. Bronner, including office
buildings in Montgomery, Mobile and New York and the development of eight hotels and
conference centers in Alabama. Other investments include Raycom Media with 53 TV stations,
and Community Newspaper Holdings, Inc., with over 160 newspapers which provide free
advertising for the state of Alabama.
Speaker Bios
OTHNI J. LATHRAM Othni J. Lathram is the director of the Legislative Services Agency. Othni previously served as
the director of Alabama Law Institute, Interim Legislative Fiscal Officer, and Interim Director of
the Legislative Reference Service. Prior to joining the Alabama Law Institute he practiced in
Birmingham with a focus on complex litigation.
Othni received his B.S. in Economics from Auburn University and his J.D. from the University
of Alabama. He is an elected member of the American Law Institute, is a Commissioner with the
National Conference of Commissioners on Uniform State Laws, and serves on the Alabama
Supreme Court’s Standing Committee on the Rules of Civil Procedure.
He has previously served on the executive committee of the Legal Services Staff Section of the
National Conference of State Legislatures and The Alabama Supreme Court’s Criminal Pattern
Jury Instructions Committee. Othni is a member of the bar in Alabama and Texas and had been
admitted to practice before federal district and circuit courts around the country.
STEPHANIE THOMKINS Stephanie Tompkins from the Alabama Department of Insurance, has over 19 years of
experience in the insurance industry. Currently serving as the Education & Outreach coordinator,
she enjoys sharing insurance knowledge with the consumers of Alabama. NDPPS 709380
